Promoting in the parish the whole mission of the church, pastoral, social. evangelistic and,
ecumenical.

Measure 2016. fully recognising its duty to have due regard to House of Bishops, guidance on

The thurch family we1ccA￿ visitots from within as Ib*ll as outsKle the parish boundary. Visitors
attend by personal CPK>1￿ and. it is our great pleasure to wekome anyone from all walks of life to
take part in the life of the churth. We conteNI that %Y)lth)tary attendaKe to worship the Lord Jesus
Christ is a major demonstration of the public benefft of our artivit*s. There are 234 people on the
electoral roll, 91 of whom are not resident in the parish.
The average regular weekly attendaKe. counted duri￿ Ortober was 82 aduEts and 20 children.
We offer a range of 5eryices thro￿0￿ the weel and o¥*r the course of the year. whlch we hope
the community will find both beneficial and

A Parish Eucharist is ￿ld every SuThlay momi
using the Common Worship titurgy. On the first
Sunday of the month the Parish Euchorist has a
particular family foctjs - family being defmed as
includlng all 8enerdtions. On the third Sunday of
the month Sunday School is avallable for our
people. On the first and third Sundays of tr
month during the summer months an Jdditional
earty Sunday mornin8 ser¥re is offered using the Book of C(Knmon Prayer. There is a mid.week
Holy Communion Service followi￿ the Book of Common Prayer and on a Tuesday we have

the need5 of our young families and 15 more inforn7al than ourother Servi￿5. this servlce follows the
Common Worship Liturgy. The your¥ peopk tske an artive role in all aspects of worship and
there 4$ usualty an inter-active teachirg se55ion calling for thelr active and enthusiastic involvement.
It ha5 been a pleasure to see how keen they are to volunteer to be inVO￿ed. This service has proved
to be very popular and it has been very entouraging to see new famllies N>iTh us. Moming and
Evening Prayer a￿ also offered on a re8ular basls, with some of these seryices bein8 available to
access via Zoom ￿ well as in churth.

The importano of regular communication with as many church member5 as possible has been
demonstrated in recent years. to maintain regular cfjntsct with thurch members in order to ensure
that tlw were stim able to fully partKipate in Ch￿ life. albeit for some. at a dislajxe.. and also
ensu￿ ihat everyone is kept tspto date with what is happening. Weekly emèil communication has
continued to the vast majority of the churth famity (all those for whom we ￿ld spec5fie consent lo
contart vla thi5 (￿thod) provrdin8 Information. and to give guidan￿ on where and how to find
serrfices and spirlrual support. All inf0m￿tIOn has also been made readily available on our
webslte. Printed infomwtK>n is also made available. We also make use of Social med•a to spread
information to a wrder audien￿.
We have continued to encourage and support membets of the church farnity to bec(M))e more
Invofved wlth various aspects of worship, as reading the lessons and wr5ting and leading the
intercessions.

It has long been our practi￿ to encoura8e the members of the thurth family to participate
teaching groups to encourage a deeper understanding and acquisition of leamin8. We successfulty
IntrodU￿d a new course 'Being With, folk)wing on from last yearfs 'Great Is thy Faithfulness.
Iniliatlve. This course has been designed for those fairty new to faith to 8ive them an OPPDrtunity to
explore. learn and 8row in faith. We also rdn a st￿1 course on St Paul 'GettI￿ to know Paur.
Lent groups were also offered
exploring the Hoty Land thrO￿h scripture following in the
footsteps of Christ.
Durlng the year we also offered the opwtunlty for a course on meditation.
Two new discusslon groups Th*re started dUri￿d the ￿ar
'Pints of WieW and The Bear
Necessitie<. These groups- one for men and for wornen. meet to discu55 cUr￿nt affairs and in
particular those items which hit the headlines. with the meetings being held away from church
buildings and makin8 use of ow kxal pubs.
Through baptism we celebrate God's gift of life and falth." in marriage. public vows are exchanged
with God's blessin& and through funeral services friends and famity exp￿$5 their grief. and give
thanks for the life which Is now complete In thi5 workl. and to commend the knved orÉ to God5
keepln& We ￿lebrated u bap￿$m5 and 6 weddlw 3 candidates were confirnied and 6 of our
voun8 people were admitted to communion before confimHtion. 9 funerals were held in thurch and
6 held at the crematorium and there were 10 services for t1￿ Burlal of Ashes in the churchyard. Our
church continues to be appreuated by our parishioners and many from further afield, as a space
where1Sfe events are celebrated with y)y and thanksgiving. In addition to funerals held in thurch for
members of our parish, ow defgy have offici*ed at servKes at the crematorlum. The bereaved a
visited by the cler8y prior to funerals to offer assIstsn￿ and supporL and follow-up contacts are
made 05 necessary to offer further support and as51stan￿.
An Annual memorial SeThio is hejd vthth personal invitatiors delivered to all in the parish who have
been bereaved in the preV￿u$ year and with w1￿M the church has had contact through funerals. It
is an opportunity lo c0ft￿ tOBetfr*r to remember lobtd ones and celebrate their live5. The service is
always well attended and is much apprrfoted

2023 saw the relaunth of our local Luncheon aub. This meets on the first and third Wednesday of
the month. offering a two course meal. a hot drink and compan*)nship. at a very reasonable price.
Transport is provided for those who *i)uld otherwise be unable to attend.
As a church we have actlvely supported our kKal Food Bank for many ￿ars, wlth a collection point
located within the church aThl an ￿￿t￿date tsst of items that are most needed. Ow weekly emall
communlcation to all our churth farn1￿ carTies an upto-date list of the most needed items
Members of the chwth family and the wlder communty regularty make donation5, which are then
taken to the Food Bank for dlstribution to those in r￿d. All iterns collethed at our HaTh*est
CeletKation ￿re donated to the Food Bank
The church has for many year5 been active ID its supwjrt of 'Link to Fk)pe'. a charity that works wlth
those in need in eastern European countrie& Boxe5 of goods are collected in thurch, transported to
a di5tr•buUon hub. and then sent out for distribution just before Chri5tma& Our *nit and Natterf
8roup also supports this charty Supplyi￿ lar8e number5 of knitted blankets. hats. Bloves and scarves
Helping those in need is an expression of otsrfailh,
and charitable 8ivin8 remains an important part of
the Ilfe at St Thomas a Beckevs. The PCC has a
pollcy of donati￿ when Circumstan￿ alkn¥ it. 5%
of its unrestricted income to charitable causrf b)th
at home and abroat. with charities r￿Minated

No major repalrs have been ￿qUired durwy 2023. Some WO￿ was ￿led out to replace dama8ed
gutteri￿8.
We have continued to follow our annual maintenance proyamme ensuring all clttks and serviclng
has been carr*d out.
Financial Revlew
Due to the sudden and unexperted closure of our bank accounts. which the bank now acknowledge
they closed In error, the income and expenditure shown in the FinaKial Re￿rt are lower than we
would have anticlpated. Until a new account could be ope￿d we weTe unable to receive some
income or make some payrnents. By December the account was functioning and. where
posslble, outstanding payments were made. but inevitabty some income and soTh* payments we
Carried forward to 2024. The total receipts Showi￿ on general unrestricted funds reoived w
£81.139and are detailed in the Financial ReporL Imrt It should be ￿ted t￿t a fvrther £5520 was
carried fonvard to be received in2024. Tr* total expenditu￿ showing is 64.879 but with a further
£17.374 carried forward.
There was Generou5 GNing Campaign launthed in September 2023. which has resulted in a p)siti¥e
outcome, with a high per￿ntage of our financial supporters increasing their donations.
We continue to benefit from our Suppor￿r$ making good use of Planned Givln8 through envelope5
and bankerfs ordets and the Parish Givirg Scheme and it is good to see that good use is being made
of 8rft ald. wherever possible. The ffltroduction of Pay Station in church has resulted in increased
givir6 from visitors to the churth, and ha5 enabled t￿se Twho no low carry cash to give
donation. Oonations from vi&tors through the wall safe have been sustained. The PCC was very
grateful for the sustsined level of donatM)ns thrO￿￿t the year. which hès hew to ease the
financial situation..
The PCC was grateful to receive three UnreStr￿ted *ac￿S amountln8 to £23,3(K).
A £50.(Ul interest free Archdeacon's loan was Obtal￿d in 2019 to assist with fundi￿ the roof
repatrs carried out in 2019. aThl is due to be paMI back in full ty the end of 2024. £35.(XX) was repaid
in 2021. A further£5(KK) was repaid in 2023. We plan to repay the reMaini￿a £IO.IXX) early in 2024.
The largest expenditure of the PCC is the sum of ￿ pay to the Di0￿Se for our share of all ChUrd￿
Parish MSni5try Q)sts As thi5 parish is 5harir* a mintster with our neighbourtn8 parish the Diocese
has issued a credit vthich equates to half the St1pe￿I. It was suggested that we shO￿d aim to
contribute £54,225. +bwever. in res￿nSe to the request from DM)cese for each parish to
consider 8enemus giving in order to swM)rt parishes in need of financial supporL the PCC took the
decision to inttease the pledge to £55.660. However d￿ to the banking diftultie5 only £41.746

was paid in 2023 with a further £13.914 carried forward to 2024. althO￿h we were credited with
wlth payin8 our full mlnistry cost
The total relates directly to the IK•usin& support, stipend and pension costs of the clerw of this
parish, trnin1￿ of new ordiTrarKts, a contribution to national church funds and. shared costs of the
Christian family throu8hout the whole dk)ose. induding assistance towards the upkeep of churches
less alAe to manage than 0￿￿e1¥e&

The PCC also supported the clergy by paying Council Tax. Water and environmentsl charges for the
VKarage. These costs are split equally between the two parishes that our prlest-in-char8e has
responsibility for and amount to £1127 for this parish. We atw pay towards travel. hospltality,
telephone, postsge a￿1 broadband aTh￿ntIng to £￿2.

Why we hold some money in reserve
It Is PCC policy to maintsln a balance on the general unrestritted funds lexduding property) whlch
equates to approximately two Moftth￿ worth of unrestricted payments as contingency against
unforeseen situation&
It Is PCC policy to invest temporarity surplus general ftjnds with the CBF Church of England deposit
fund, retuming proportionalety these funds to our current accounL as they are needed, to pay day-
to-day bills.
We are holdlng on deposit £IO,IJX) to cover tt* remainiry portion of the ArclKleacon's loan.
It is PCC polKy to designate the net income from the church l)oxes and wall safe, which can be
largely attributed to visitors to the church. for general use, unless the PCC identrfy a specific purpose
for this money..
As well as holding the above general reserves, from time to time the PCC receives restritted legacies
for expenditure on restricted purpos￿. defined by the donor. We aim to expend suth mO￿V as
soon a5 possible after receiving the legacy, dependi￿ on the specffic objective5 of the donor.
Management of risks and their mltlgatlon
The PCC has an ongoing task of reviewin8 the major risks which impatt on the work of the church In
the parish. The usual PAT testin8 and fire extin8Ui5her and lightning condurtor checks have been
carried out.
The PCC consider that the principal risks a￿1 uncertainties are:
The need to fund unexpected costs a$50ciated with the church's listed buildings and Ivs
stained glass.

An unexpected fall in Income. particularty 8Nen the dependen￿ of the church on a limited
number of major regular donors and one main regular hall hirer.
The requlrement to find volunteers wlth the appropfiale skills, time and commitment to
support the rnini5try of the congregation.
Conlinulng uncertainths relating to this and our nelghl>ouring parish, both beSn8 setved bv
our Priest-inthar8e, and how the very busy workload can be managed.
The PCC seeks to mènage these risks and uncertainties by regular reviews. The Mission Artion Plan
Is reviewed regularly. The PCC aim5 to maintain our properties to a hih standard and carries out
the priorty Items of a quinquennial review in a timety manner. The last Quinquennial inspection
was carried out in 2021 identified no Ma￿ areas of ￿n￿ffl.
For many years there has been a programme whith emphasi5es Gorfs generosity to us, and the need
for the church family to respond to that generosity in their own giving through tirne, talents and
financial 5UPPOrt.
Future Uncertaintles
The continued high ¢ost of li¥iTr& throu8hout 2023. al￿ which it would seem Is likely to
continue into 2024, has caused ever￿ne to really look at t￿1r financial situation. We are
dependent on financial support from our thurch famity and are aware that we may well see
a reduct(on of income as indivxluals assess the level of support they are able to give.
The increases in gas electrlcity prices have had a huge impact on our expendilure. The
uncertalnty of the level of fvture price Increa5e5 is a cause for concern.
We were fortunate to attrart a PTrSchool Group to make use of the Church Centre facilities
from April 21Y23. However thi58roup has njn into diffKulties and recelvir8 regular pwDnents
has been problematical. with an outstsnding debt at the end of 2023. We are seeking
payment ot tlNs debL Ixrt the outcome is uKertain.

6 The Parlsh Counol attempted to give a donation of £ItXK) for the upkeep of the churchyard. t￿t unfortunately the
paperwork could not be sorted out bythe end of theyear. Payment will be made In 2024.
7 The Parlsh share to the Chithesier Diocese is for the payment of Clergy and other central costs. The full cost of parish
ministry in 2023 amounts to approximatety £78.795. As our Parish Priest ha5 dual responsibility for the nelghboufing
parish, Pègham is onfy required to pay half the stipend. The full amount should read £55,660 whith is what the PCC
pledged. However banklng diffiwliles meant that onfy £41.746 was paid in 2023. with the remainin8 £13.914 being carrled
forward and paid in 2024. However the diocese crediled the parish with pawrvd Full Ministry cos￿.

9. ClerBY 5UPPOrt. Council Tax. travel. hospitality. postage. teww. waier bllb. Thecosts of Council Tax, telephone and

be repaMI in full by the end of 2024.
11. The unexpected ¢105ure of all accounts in October 2023. by ￿rdayS 8ank. whKh they have now acknowledged wa5 done in
error, re5utted in difficulties when all Dlrect Debits were cancelled. It wa5 diffKult to make any payments or to recelve
income. A new acc(MJnt was sovght with a new wovider. with an account being opened with the tharitie5 Aid Foundatlon
at the beglnnlng of December 2023. whith enabled us to address some of the problems. As many bllls as posslble were
settled, but setting up of new Dirett Debit Mandates in some cases took some time. delayingthe 5ettlin8 of some
outstanding payments. At the end of December 2023 £13.914 was owed to the DI0￿Se for the last three month ptyments
of Parish Share. £10￿ was owed to E¢cle5iasiical Insurance. although we were assured that thi5 did not affect our level of
Insuran￿ cover. Mandates foi the Direct Debits were in place by the end of 2023 ar￿ payment will bè taken In early 2024.
12. We also experlenced some dlfficulties y￿elY1r￿ payments. notknty from the Parish Giving Scheme. Payments to the
scheme were made by Indivlduals and held on our behalf until new arrangements were in place for seltlln8 the account.
Thls could not be corrpleted by the end of Decem￿ and settlement wlll be In early 2024.
13. A new Pre-sthool has Operat￿ in the Chur¢h Centre from April 2023. However there have been conslderable dlfficultles In
recei¥ift8 payments. At the end of December there were unpaMI in¥olces amountlng toapproximately £5,(KKS whlch we
èxpect tts be paid in early 2024.

This is my report to the Parochial Church COU￿11 o* the Ecdesiasti¢al Parish IPCC) of St Thoam5 a 8eckets Church,
Pagham, on the annual report for the year ended 31 De￿mber 2023 set out on pages 2 to 5.

My examination was carried out in accordance with general Direct￿n5 given by the
Charity Commission. An examination indudes a review of the accounting records
kept by ihe charity and a comparison of the accounts presented wtth those records.
It also include5 consideration of any unusual items OT disclosures in the accounts, and
seeking explanations from the tru5tee5 CO￿erning any such matters. The procedure5
undertaken do not provide all the e¥ldence that would be required in an audit. and
consequently no opinion is given as to whether the accounts present a 'true and fairf
view and the report is limited io those matters set out in the statement below.
