Period 01 Jan 2020 – 31 Dec 2020.** The following is an extract from the minutes of the Parochial Church Council meeting held on 21.9.2021: “At the PCC of 21[st] September 2021 it was agreed that the Trustees of the above named charity shall be restricted to the following five post holders: The Incumbent; The Vice Chair of the PCC; The Secretary of the PCC; The Treasurer of the PCC; The PCC member responsible for preparing and submitting the various returns. St Oswald’s church is situated on The Green, Guiseley, LS20 9BB. St Paul’s church is situated on Church Lane, Esholt, BD17 7RA. The church bank accounts are held at both HSBC and Barclays. The Parochial Church Council (PCC) is a charity registered with the Charity Commission. A provisional nationwide “lockdown” was implemented by the Government on 16.3.20. This became a “full” lockdown with effect from 23.3.20. From 23.3.20 all public services held within both churches ceased. From 19.7.20 a number of socially distanced restricted services resumed at St Oswald’s Church, Guiseley. At these services communicants all wore masks and were only able to receive Holy Communion in one kind (i.e. the wafers only). These continued until a further full lockdown was implemented by the Government. However, limited services resumed in November 2020. Throughout the pandemic a variety of “streamed” services were broadcast from St Oswald’s church, the Rectory and Fr John Richardson’s home. St Paul’s Church, however remained closed from 23.3.20. On both occasions when services could be resumed a reduced socially distanced choir helped to lead the worship. The much reduced congregation was both socially distanced and masked throughout the services. As mentioned above, communicants received Holy Communion in one kind only. The day to day running of the parish was carried out in full accordance with instructions received from the Diocese. **Structure, Governance and Management.** The method of appointment of PCC members is set out in the Churc Representation Rules. All church attendees are encouraged to register on the Electoral Roll and stand for election to the PCC. **Objectives and Activities.** The PCC of Guiseley with Esholt has the responsibility of co-operating with the incumbent – the Revd. Fr. David Pickett – in promoting, with the ecclesiastical parish, the whole mission of the church: pastoral, evangelistic, social and ecumenical. It also has maintenance responsibilities for two churches and the Parish Centre. **Achievement and Performance.** Church Attendance shows that there were 141 parishioners on the Electoral roll, of whom 20 are not resident within the parish. Prior to the full lockdown the average weekly attendance for both churches (excluding baptisms and weddings) maintained its average on the previous year. Perhaps unsurprisingly, once “normal service” was resumed in November 2020 a significant reduction in attendees was apparent. This was, in no small part, due to a reluctance on the part of many persons who, for diverse reasons (ill health, compromised immune systems, or a fear of contracting Covid 19 / going out), preferred to continue watching the services “on-line” (we were still live-streaming the services). During lockdown all pre-arranged wedding and baptisms were cancelled. In addition it was not possible to hols any confirmation service. **Review of the Year.** The PCC continued to meet throughout the year although the majority of meetings were held by “Zoom”. However, meeting were held less frequently than normal (i.e. at between two or three monthly intervals as and when required). The standing committee members (comprising the incumbent, the vice chair, the churchwardens, the treasurer, the verger) were consulted regularly (by “Zoom” or telephone to discuss ongoing matters and decide when full meetings should be held. All such matters were recorded and discussed by the Full PCC where necessary. **Thank you:** A big vote of thanks is due to all those who have contributed to the life and work of our churches. Among those – and in no particular order – we give thanks to: 1 The Social Committee and those who act outside of it. As will be understood, they had little option but to suspend their activities during the Covid 19 lockdown. 2 Those who organise events such as “What’s the Story Easter / Christmas”; the “Good Friday Children’s Session”; and the Messy Church team. Again, as will be understood, they had little option but to suspend their activities during the Covid 19 lockdown. 3 We are immensely fortunate that those involved in the upkeep of the church retain energy and enthusiasm to undertake the continuous routine tasks that our buildings and grounds require, thanking especially: Tony Denton, Kevin Greenwood and Charles North. Their love for our churches and their historical role within the life of the community is greatly appreciated. Again, as will be understood, they had little option but to suspend most of their activities during the Covid 19 lockdown. 4 The work of those who arrange our flowers so that our churches are a fitting tribute to God and those who meticulously clean and keep them pristine, often goes unnoticed or is taken for granted. Again, as will be understood, they had little option but to suspend their activities during the Covid 19 lockdown. 5 The Carer and Toddler Group. The “Little Fishes” and “Pathfinders”. The Sunday School that meets at St Paul’s. Again, as will be understood, they had little option but to suspend their activities during the Covid 19 lockdown. 6 The Choir under the leadership of Martin Baker. This has been a particularly difficult time for the Choir. Again, as will be understood, they had no option but to suspend many of their activities during the Covid 19 lockdown. When they were again able to lead our worship it was, of necessity, with a much reduced number of socially distanced participants. 7 The bell ringers of St Oswald’s church. Again, as will be understood, they had little option but to suspend their activities during the Covid 19 lockdown. 8 Thanks must be given to Fr. John Richardson, Fr. John Binks and our reader Despina Hadjioannou who continued to deliver the highest standard of liturgical services in support of the Parish and the Rector notwithstanding the restrictions placed upon them as a result of the Covid 19 lockdown. 9 We are very grateful to those who financially support the church. Many continued to ‘give’ to the church through the Stewardship scheme envelopes of by standing order. During lockdown many who normally gave through the Stewardship Scheme envelopes opted to send their ‘gifts’ by means of either bank transfer or by bringing their accumulated envelopes when next they were able to attend church in person. 10 The work of our dedicated Reader, Lay ministers, Communion Assistants and pastoral carers continues to be greatly valued and deeply appreciated. Thanks are also given to those who represent the church on the governing bodies of our schools ans synods, and to those who are part of the ‘Open the Book’ team. Like all other aspects of church life, those involved deserve our praise, support and prayers. Again, as will be understood, they had little option but to suspend or curtail their activities during the Covid 19 lockdown. 11 Extra mention must be given to Pat Sunderland who, not only covers the position of Verger, but also acts as sacristan, admin assistant, buyer, and many other things that go unseen. Again, as will be understood, she had little option but to curtail the activities during the Covid 19 lockdown. 12 Acknowledgement and thanks also to Colin Avison for his dedicated work as Hon. Secretary to the PCC and as magazine co-ordinator. Continued thanks to Brenda Jackson (and her trusted advisor Alan) for her exceptional work as treasurer, carrying out her duty with immense professionalism and dedication. This parish is very blessed to have her at the helm. 13 We also extend that thanks to Tony Denton for not only examining our accounts, but for the abundance of work that he selflessly dedicated himself to at St Oswald’s that often passes under the radar. Again, as will be understood, he little option but to curtail those latter activities during the Covid 19 lockdown. 14 Thank you to those who enthusiastically promulgate information regarding church activities. Again, as will be understood, they had little option but to curtail their activities during the Covid 19 lockdown. 15 At the start of the year the Guiseley Youth group continued to thrive. Again, as will be understood, they had little option but to suspend their activities during the Covid 19 lockdown. 16 As previously mentioned, a heartfelt thanks goes out to all those who do exceptional work for the church, but which often goes unnoticed. If you have failed to be mentioned here the fault is my own doing, but do not underestimate my gratitude for all that you do. Along with all others mentioned here, your work and ministry is vital to this parish. 17 Finally, a posthumous ‘thank you’ to our dearly departed friends who passed away this year, who gave so much to the church and are greatly missed by many. The Rector would sincerely like to offer his thanks and gratitude to all that continue to support him and his family here in Guiseley and Esholt. Without that love, support and guidance his work here would be made that much harder. Again, special thanks are again given to those who dedicate their lives to the running and maintenance of St Oswald’s and St Paul’s, especially the PCC whose tasks often go unnoticed but are definitely seen and undoubtedly appreciated by God. **Finance.** The Share request for this period was £95,805. Again, it will be understood, that the impact of the restrictions resulting from the Covid 19 lockdown resulted in our being unable to meet the share request in full. .It is due, in no small part, to the hard work and dedication of out treasurer and the finance team that we were able to pay £55,747 of our share commitment – in addition to meeting our day to day bills and utilities costs. However, it needs to be stressed that it we are to keep a full-time ministerial presence here in Guiseley and Esholt we must endeavour to meet our share commitment. This though must not, in any way, distract us from carrying out God’s work within our churches and parish. **Reserves Policy.** It is PCC policy to maintain a balance on unrestricted funds (if possible), which equates to approximately six months’ unrestricted payments to cover emergency situations that may arise. It is our policy to invest our fund balances with various institutions. **Rector’s Vision.** The Rector delivered his vision for the future for Guiseley wih Esholt, which wilkl be discussed in due course and proposed through the PCC> ## **Report of the Hon Secretary to the PCC.** Since the start of the Covid 19 pandemic the Diocese has provided the parish with regular messages and bulletins explaining how best to minimise the problems accruing from the onset of Covd 19. As well as containing advice, information and updates in response to the ongoing situation, this has enabled the parish to respond to the developing situation. We are grateful to Kevin Greenwood who has taken the lead on implementing and overseeing the parish response. The Diocese of Leeds’ “Synod Strategy Framework” [SSF] has been approved. The implementation / use of the SSF within our parish will be discussed by the PCC in due course. It is confirmed that DBS checks will be required by any bell-ringers’ involved in the training and/or supervising of children / young people etc. in the bell tower. “Contactless” giving is now in operation (i.e. being used by worshipers). The ongoing situation will be monitored. The various Gas contracts have been renegotiated. A donation of £5,000 towards youth work and services has been received. Out of this a charitable grant of £1000 has been made to each of our church schools (St Oswald’s School in Guiseley and Hawkesworth School in Hawkesworth) towards religious education / projects. Report prepared by Colin Avison _Secretary of the PCC and a Trustee of the Charity._ ## **ANNUAL CHURCHWARDENS REPORT 2020. ST OSWALD’S CHURCH, GUISELEY.** The heating boilers at St Oswald’s Church have been found to be inoperative. Temporary heating has been installed until the boilers can be replaced. This will be dealt with as and when Covid 19 restrictions allow. Apart from preparing the Church for private prayer opening, no other works have been carried out during lockdown. In due course, work will continue with the following outstanding and proposed future works St Oswald’s Church: Replacing faulty light fittings. Replacing light fittings with better quality options offering advanced control facility. A small group will be formed to take this project forward.hu Replacing heating boilers to improve performance, efficiency and reliability. Reordering the pews along the North side wall to create a refreshments area. Creating a cafe area and improved kitchen facilities. This will be dealt with as and when Covid 19 restrictions allow. ## **Paul Brylov, Kevin Greenwood, Ruth Simpson and Mandy Waters.** _Churchwardens and Trustees of the Charity._ ## **REPORT ON THE FABRIC, GOODS AND ORNAMENTS. ST PAUL’S CHURCH, ESHOLT, 2020.** Both the boundary wall adjacent to the Lych-gate and the wall at the top of the graveyard have now been repaired. The repair and refitting of the church sign at St Paul’s will take place in due course. The planting of a tree (to replace the tree next to the Lych-gate that was cut down) has yet to take place. A dangerous tree in St Paul’s graveyard needs to be felled. Planning permission has been granted. The work has still to be carried out in due course. A memorial plaque was removed from a site close to the Lych-gate. The theft has been reported to the police. The memorial plaque has since been replaced. A request has been received to place some bee hives in the graveyard. This request is under consideration. A number of lights within the church are no longer working. This will be dealt with as and when Covid 19 restrictions allow. The carpets inside the church that needed replacing have been removed. Some resultant work o the floors was underway and will be completed when Covid 19 restrictions allow. As previously reported, the paintwork inside the church is flaking and needs restoration. The advice of a specialist has been sought and redecoration will proceed when Covid 19 restrictions allow. As a result of Covid 19 restrictions services at St Paul’s Church ceased with effect from mid March 2020. The Church and its environs are being inspected regularly to ensure that all is well. Thanks are again extended to the members of the Fabric Group who arranged for a variety of urgent problems that arose during the year (including the onerous job of cleaning out the gutters) to be dealt with quickly and efficiently, Thanks are extended to all who, prior to the onset of the Covid 19 pandemic, have helped to keep our Church and its contents so beautifully cared for. It is very much appreciated by those who worship in the Church and by visitors to the Church. Thanks are also extended to the ladies who provided artistic floral arrangements up to and including the onset of the Covid 19 pandemic. Anne Harrison and her band of willing helpers have continued with their ongoing work of tidying up, and planting bulbs, in the vicinity of the Church. They continued with this work and the process of clearing away both overgrown ivy and bramble within the graveyard until Covid 19 related lockdown started in March 2020. The graveyard has been inspected regularly, litter and old / wilted floral arrangements being removed. The gravestones were checked at regular intervals during the year to ensure they are in a safe condition. ## **Paul Brylov, Kevin Greenwood, Ruth Simpson and Mandy Waters.** _Churchwardens and Trustees of the Charity._ A copy of the Accounts for the year ended 31.12.2020 will be sent. **523,224**| _Page 4_ ## **PAROCHIAL CHURCH COUNCIL OF GUISELEY WITH ESHOLT** ## **Notes to the Financial Statements – year ending 31st December 2020** ## **Accounting Policies** The financial statements have been prepared in accordance with the Church Accounting Regulations 2006 together with the applicable accounting standards and the Charities SORP 2005. The financial statements have been prepared under the historical cost convention except for the valuation of investment assets, which are shown at the market value. The financial statements include all transactions, assets and liabilities for which the PCC is responsible in law. They do not include the accounts of church groups that owe their main affiliation to another body, nor those that are informal gatherings of church members ## **Funds** Unrestricted funds represent the funds of the PCC that are not subject to any restrictions regarding their use and available for application on the general purposes of the PCC. Funds designated for a particular purpose by the PCC are also unrestricted. Restricted funds comprise donations and endowments which can be expended only on the restricted purposes intended by the donor. ## **Incoming resources** ## **Voluntary Income and capital sources** The following policies are adopted. - Stewardship, planned giving and collections are recognised when received by and on behalf of the PCC - Income tax recoverable on Gift Aid donations is recognised when the income is received. - Grants and legacies to the PCC are accounted for as soon as the PCC is notified of its legal - entitlement, the amount due is quantifiable and its ultimate receipt by the PCC is reasonably certain - Income received from Esholt tourism and funds raised from the Christmas Fair and similar events are - accounted for gross ## **Income from investments** Dividends are accounted for when due and payable. Interest entitlements are accounted for when received. ## **Gains and losses on investments** Gains or losses on disposal of investments are determined by deducting the previous balance sheet valuation from the net sale proceeds. Unrealised gains or losses are accounted for on revaluation of investments to market value at 31 December. _Page 5_ ## **PAROCHIAL CHURCH COUNCIL OF GUISELEY WITH ESHOLT** **Notes to the Financial Statements – year ending 31 December 2020** ## **Resources expended** ## **Donations** Donations are accounted for when paid **.** ## **Activities directly relating to the work of the Church** The diocesan parish share is accounted for when paid over to the Diocese. The Parish Share was not paid in full in 2020. ## **Fixed assets** ## **Consecrated property and moveable church furnishings** Consecrated and benefice property is not included in the accounts in accordance with s.10(2)(a)(c)of the Charities Act 2011. Moveable church furnishings held by the Rector and Churchwardens on special trust for the PCC, and which require a faculty for disposal, are accounted as inalienable property unless consecrated. They are listed in the church’s inventory which can be inspected (at any reasonable time). Inalienable property acquired prior to 2004 has been excluded from the balance sheet on the basis that either insufficient cost information is available or the costs of providing such information would be onerous compared to the additional benefit derived by users of the accounts in assessing the PCC’s stewardship of the assets. Items acquired since 1 January 2004 have been capitalised and depreciated over their currently anticipated useful economic life (of between 10 and 20 years) on a straight line basis. All expenditure incurred in the year on consecrated or beneficed buildings, individual items under £1000 or on the repair of moveable church furnishings acquired before 1 January 2004 is written off. ## **Office equipment** Equipment used within the church premises is depreciated on a straight line basis, over 3 years. No social security and pension costs were incurred. Staff costs include payments to members of the PCC – Ms. P Sunderland and Mrs. A Harrison for services as a verger. It is my responsibility to: - Examine the accounts under section 145 of the 2011 Act; - Follow procedures laid down in the General Directions given by the Charity - Commissioners section 145(5)(b) of the 2011 Act; and - State whether particular matters have come to my attention. Basis of this report • My examination was carried out in accordance with the General Directions given by the Charity Commission. • An examination includes a review of the accounting records kept by the charity and a comparison of the accounts presented with those records. It also includes consideration of any unusual items or disclosures in the accounts, and seeking explanations from the PCC concerning any such matters.
