FOR THE YEAR E DED31ST DECEMBER 2023 AIMS AND PURPOSES On 161b October 2023, after a long period of interregnum, the Church and Parochial Churth Council IPCCI were delighted lo welcome Rev Leanne Carr as Vicar at Sl. James Hill. The PCC has the responsibility of Cowoperating with the incumbent, Rev Ca￿, in promoting in the ec¢lesiastical parlsh, the whole mission of the Church. pastoral. evangellsttc, soci81 and ecumeniGal. The PCC is also specifically ￿spOnSible for Ihe maintenance of the Church Cenlrg complex of Sl. James, Hill Imere G￿en}. OBJECTIVES AND ACTIVITIES The PCC is committed lo enabling as many people as possible lo worship at the church and to become part of the parish community al Sl. James. The PCC maintains an overview of worship throughout the parish and makes suggestions lo the incumbent on how services can involve the many groups that live within the parish. Services and worship pul faith into practice through prayer. scripture, music and sacrament. When planning activities for the year. the incumbent and PCC have considered the Commission's guidance on public benefit and, in particular. the specific guidance on charities for the advancernent of religion. In particular, ordinary people are supported lo INe out their faith as part of the parish community through= Worship and ptayer- learning about the Gospel.. and developing thEirknowledge and trust in Jesus. Provision of pastoral care for people living in the parish. Missionary and outreach work. To facililale this work, il is important that the fabric of the Churth of St. J8mes and The Church Centre omplex. is maintained. The church is now over 180 year5 old ACHIEVEMENTS AND PERFORMANCE Worship and P￿Yer The Church is now fully open. The PCC are keen to offer a range of servlces that our commvnity find both beneficial and spiritually fulfilling. The PCC and Rev. Carr have a dedicated team of Licensed Lay Ministers and other members of St James. who work hard lo ensure that members of the parish can worship logether. The PCC are currently able to offer a ￿gUlar weekly 10am service. Including Communion on the 2nd and 4th Sundays of the month. During the past year. we have also begun lo offer a monthly Sunday @vening Prayer and Praise service. held in our Church Centre. All are welcome to attend regular services. Al present, there are 178 parishioners on the Church Electoral Roll, with 2 names being added and 2 ￿MoVed. both of whom sadly have died. The PCC are also developing the relationship with All Salnl8 Four, Oaks with a view to in¢reased collaboration

in mission. ministry and outreach for both parishes. Sl. James ¢iJrrenlly join All Saints for their Wednesday 09..30 arn Service. Additional Sunday setvlces are currenuy being discussed, separately in each church, 88 part of our growth strategy. As well as regular services, the community is eneouraged to celebrate and thank God at milestones of the journey through life. Through baptism we thank God for the gift Df life, in marriage, public vows are exchanged with God's blessing and through funeral services friends and family express their grief and give thanks for the life which is now completed In this world and to commend the person into God's keeping. The choir lead OUT singiTrg on a regular basis and we have established a wonderful gmup of organists The setvers provide an integral support within the ministry of St. James. Deanery Synod." St James has three represèntatives on the Deanery Synod. This provides the PCC with an important link between the parish and the wider structures of the church. The meetings continued to develop the People and Places framework, Transforming Church and environment81 issues. Discussion on Discipleship, the culture ol being and making disciples. and racial justice also played an important part in this year's meetings. The Church Building The PCC continues 1¢ focus ils attention on the church rasloralion scheme and developing the facilities off8r&d by the church. The work on replacing the rendering on the outside ofthe church has taken longer than expected. There we continuous delays due to bad weather and although the work is almost finished Ihero are a number of outstanding issues on the snaggitvJ list. The builders have agreed lo resolve these problems, however. much of the work is weather dependent. Work on the internal reordering of the church has progressed. The committee was formed in May 2022. 10 redesign the back of church. This wll make the church more inclusive and welcoming to all. It will allow us to develop new ways of worship and community participation and increase the usage Of our lovely building. enabling us to become a thriving and vibrant place 7 days a week. Plans were drawn up and an architect commissioned to help us submit them lo the DAC, for recommendation for faculty approval. Faculty approval has taken 12 months lo achieve and this has been fruslraling. Finally, approval was granted in November 2023. The slruclural surveys and the contract drawings are now complete and the tender documents have been sent lo building companies for accurate quotes on costing the work. The work we wish lo carry out, includes a ramp and welcoming platform outside the main entrance, so that

everyone will be able lo enter the building together. Interior glass doors will allow passersby to admire our arts and crafts chancel and encourage them lo come in. Inside wll be an accessible lollel, a hospitaSily area with Servlng area and café style sealing. A safe sl8ircase will help to maximize the use of our upstairs gallery. The building costs have escalated during this time and our fLtnd-raising efforts have had lo be increased. The 2024 conlribulion, agreed by the PCC. from chur¢h restoration resetves has increased. to £60,000. This is money that was sel aside for building work, followng the sale of the curate's house in Dower Road. We have successfully negotiated a number of large grants frotn Charitable Injsls, securing over £67,000 so far and have launched a further appeal lo the Congregation to increase their conlribulion. The congregation had raised £17,500 so far and we would like to increase this to £40.000. rhe Chur¢h Centro Complex Demand, from both regular and occaslonal users is continuing to grow. thanks to the haTd work by everyone al the church Centre . We were able lo reopen our payroll in September and welcome our full lime Church Centre Manager. The benefits to both the centre and the church are very app8￿nt. The manager is overseen by the Church Centre Committee and supported by a small team of part-lime agency staff and a great team of volunteers who a￿ able to work flexibly. The team continues to be developed to ensure the changing demands of both the ￿ntre and church a￿ being mel effectively. Our outreach ministry was greatly impacted by the pandemic. Tea, coffee and fellowship has now resumed after the Sunday 10 am service and is very well attended. The social committee has been re-eslablished, with new volunteèrs to help organise more sock81 events for the both congregation and W￿@r community. Part of our outreach mission. the very popular monthly communily games aftemoon has welcomed new families every month. Pastoral Care We have a team of 4 peop￿ who lake Home Communion out. on a monthly basis, to a group of recipients. Dr. Paul Giles, Lay Reader. continues lo support Pegasus Court residents with monthly Bible Study meetings and an annual Christmas Carol servi￿. Rev Leanne is working lo establish links with the various care homes and resldences in the Parish, within the limits of her capacity. Rev L8anne has taken almost 30 funeTals, burialslintermenls of ashes, in the past year and those who have received this ministry are invited lo our annual service of Commemoration for the Departed. In addition, Sandra Joyce, Lay Reader. and 2 members of our congregation continue to offer a Friendship Circle, which was initially aimed at bereaved people bul which now attracts a wider group, where social isolation is a factor. This group meets monthly, and more recently the meetings have been held in our Church Centre. The group is Clear that they do not provide a counselling service merely

ompanionship for individuals who have experignced similar life situations. Missffon & Evangg11sm.' As Bishop David & Bishop Anne suggest. "In every generation we are called to live and proclaim the good news ol Jesus in new ways, as we pray for more and more confident, Christians. People and Places {P&P} is our expression ofthis for today's generation. Although there are presenting challenges (such as finan￿ and vocations) P&P seeks to help us to be faithful to God's constant call to reach and serve indimduals and communities with Jesus, saving love., We are very keen lo participate and pursu8 this mission opportunity. Under the new People and Places framework. Parish began the engagement with Transforming Church Mission Plan of building on the vision of 'lnclusive Church- Inclusive Community- Inclusive Compassion. As a relatively new Oversight Area. with All Saints Four Oaks, we are beginning lo map our Current missional contacts and identify the gaps. Rep￿sentatIveS from both Churches have met twice, 80 far, building on previous existing relationships and starting to look at what both churches have lo offer. other areas of mission that St James has been developing include: schools mlnistry, communlty engagement (commercial café, craft falTsI and adapting the church building to enable il lo t* a more user-friendly space during the week, as well as on Sundays. The St James. News has not restarted since the pandemic. PCC updates and various parish nob'ces a¥e distributed in a monthly new51etteF lo those on the electoral roll and other Interested parties. EcumenicalRelatlonships.' The church is a member of Churches Together in Four Oaks. Ofthe ￿yO main joint events, the Good Friday Walk ofwitness service was able lo go ahead whilst carol singing was again postponed, due lo a number of changes within the leadership of the various churches involved. There is an ecumenical prayer group for women in minlstry in Four Oaks, whith meets regularly and of which Rev Leanne and Sandra Joyce. Lay ReadeT, are member8. Church leaders from several of the local churches were at Rev Leanne's li¢en8ing to represent Four Oaks Churches Together. and some ol the leaders have mel logelhgr lo begin lo build new connections and re-energise the ecumenical relationships. We continue lo work and ffnd ways of supporting all churches within the Four Oaks Church Together.

FINANCIAL REVIEW The ststement of financial activities provides full disdosure of all income and expenditure for the year lo the 31° De￿Mber. 2023. The net result for the year is a surplus of receipts over payments of £3.193 which leaves a balance lo cary forward at 31ut December 2023 of £701,352 as shown in the financial slalemenls. Total Income 2023, £179,376 Voluntary income fell by"£22,143 10 £94.355. However the 2022 income in¢lucled grants from the DCMS of £57,317 which specrfically covered the VAT on external re5toralions costs. Planned giving and Dlher donations Sncreased by £16.684 with an additional £20,351 being raised in donations and grants towards the church reDrdering project Church Centre lettings also continue lo significantly improve. The £10,543 increase represents an over 21 ts increase against 2022. Total expendlture for 2023, £182.841 2022 expenditure reflected significant cosl of work to replace the rendèring on the oulsiLle of the church as well as the additional repairs identified at the lime. The 2023 expenditure on inleTnal reordering includes just the professional fees incurred so far in preparation for Ihe major PTojeGt in 2024. Increases in general running cos15 reflects the continued increase in aclNity in both the church and church cenlre. Careful control of gas and electricity has seen consumplion ￿d￿Ced by 150￿. Never-the-less, energy price Increases èffective in October 2022 have led lo a doubling of costs. Repair and mainlen8n¢e costs have risen in 2023 as we start a catch up on some ofthe workwe werg unable lo complete during the pandemic, including urgent maintenance in the churchyard and Car park and replacement of equipment (under £1,000 each and so not capitalizedl. Cash Reserves Short term deposits and cash at the bank and in hand have increase by £7,468 in 2023. RESERVES POLICY It is PCC policy to maintain a balance on unrestricted funcls which equates to at least three months

unre8tricled expenditure, equivalent lo approxlmalely £40,000 and to cover emergency situations that may arise from time lo time. FUTURE PLANS A major focus is the next stage in the development of Sl. James Church and all the interior work described above. In addition and a5 you would expect from a beautiful, 180 year, old grade 2 listed building. there arè also a number of ongoing repair and maintenance projects. A pre pandemlc plan is now being reviewed and updated and will include both the church, including the organ and sound system and church Centre. The churchyard is also requires significant maintenance. Fenclng and pathway5 need urgent attention and as vacant plots for both coffins and cremated remain become increasing scarce opportunities to make the most of space need lo be Implemented. Many of thes8 prolecls are covered by funds already designated forthe purpose as well as additional fundraising. Others will have a budget against unreslricled funds. VOLUNTEERS The church would not be such a vibrant community wilhoul the input of many volunteers who work so hard. In recognition of the vital role of our volunteers and of the responsibilities that they undertake on a regular basis, the PCC has begun lo consider ways in which we can implement the national requirement foi all volunteers lo have basic safeguarding training. STRUCTURE, GOVERNANCE AND MANAGEMENT The PCC of St James, Hill. Sutton Coldfield is Charltable Unincorporated Organisalion consliluled under the parochial church council powers measure 119561 as aménded and church representative rule5. The method of appointment of PCC members is set out in the Church R8presenlalion Rules. Al SLJames the membership of the PCC consists of the incumbent (our Vicar), churchwardens, the Readers and members elected by those members of the congregation who are on the electoral roll of the church. All those who attend our serviceslmembers of the congregation are encouraged to register on the Electoral Roll and stand for election lo the PCC. The PCC members are responsible for making dg¢isions on all

matters of general concern and importance lo the parish including deciding on how the funds of the PCC are to be spent. The full PCC met 14 times during the year. five of the meetings were extraordinary meetings including dlscussions regarding the essential building repairs. Meetings wero held in person, either in the church or church centre. Given ils wide responsibilities the PCC has a number of sub-committees each dealing with a particular aspect of parish life. These sub-committees focus on worship, mission and outreach and fabric and fin8nce, and each Committee is expected to reporting back regularly to PCC. ADMINISTRATtVE INFORMATION Sl.
