TRUSTEES’ REPORT
The Executive Committee has pleasure in submitting its report and accounts for the year ended 31 December 2022.
Structure, Governance and Management
Governing Document
Sparkle National Transgender Charity was formed on 9[th ] March 2010 and is governed by the Constitution adopted on 16[th ] January 2010, as amended on 17 October 2015. It is a registered charity regulated by the Charity Commission.
Appointment of Trustees
All Members of the Executive Committee are Trustees of the charity. Members of the Executive Committee are elected annually at the Annual General Meeting and outgoing Members may be re-elected.
Trustee induction and training
New Trustees are briefed on the terms of their legal obligations under charity and company law and the content of the Constitution under which the Group is governed. They are given a copy of guidance provided by the Charity Commissioners.
Organisation
The Executive Committee is responsible for the management and administration of the Group. The Executive Committee is not less than four and not more than nine other Members. The Executive Committee has the power to co-opt further Members (who shall attend in an advisory and non-voting capacity).
The Executive Committee meets not less than six times a year at intervals of not more than two months.
There are approximately four task and finish group meetings every month attended by at least two of the Executive Committee to ensure that the strategic context of the work is taken forward and completed (which change depending on the work that is underway). All work undertaken in the task and finish meetings is directed by the Executive Committee and reports back to the Executive Committee and is signed off by the Executive Committee. There is other activity that takes place by the Executive Committee and with volunteers to ensure that the work of the Executive Committee gets taken forward. This work is directed by the task and finish groups or by the Executive Committee. All activity is agreed and signed off by the Executive Committee.
Risk Management
Owing to the nature of the Group the only risk area is related to the financial resources. The Trustees have in place proper procedures for the safe custody of the funds and disbursements.

Objectives and activities
Scope of the Organisation:
Sparkle – The National Transgender Charity is a registered charity whose reach extends to trans, non-binary/ genderfluid and intersex people, their partners, families, friends, allies, and the wider community which they are part of.
Our Mission Statement and overall aim:
To promote a positive image of the trans and gender diverse community. Our aims are to build confidence and resilience; to develop understanding and acceptance of gender diversity; and to challenge the continuing stigma associated with being gender non-conforming.
Our objectives:

To organise and stage national events, with view to having a global reach and impact.

To promote and raise the profile of the the Charity through participation in local and national events, projects, and other activities.

To facilitate training, education and development designed to further awareness, understanding and acceptance of gender diversity.

To engage with and empower trans, non-binary/genderfluid and intersex people of all ages, backgrounds and abilities.

We are committed to fostering and building relationships with allies to the trans and gender diverse community across every section of society.

We will represent the community which we serve in a positive and collaborative manner underpinned by honesty and integrity.
Sparkle – The National Transgender Charity retains grassroots links to its community and is completely dependent on the time donated by its Trustees and volunteers.
Achievements and performance
The Sparkle Weekend 2022 attracted over 6,000 visitors, in its re-launched after recovering from the Covid-19 Pandemic. Over the past two years visitor donations have fallen drastically, and even though the charity employed contactless donation stations to augment the existing collection buckets, cash donations were down on previous years. One of the Charity’s core values is that the event remains free to attend and accessible to everyone, regardless of background or ability. However, with the Sparkle Weekend growing exponentially year-on-year, the Charity would welcome a greater financial contribution from visitors.
We continue to be included in the Greater Manchester LGBT+ Arts and Culture Network, TRANSforming Futures Project with Stonewall, and an LGBT Consortium member.
In November 2022, the Charity delivered the annual Transgender Dy of Remembrance event and candlelit vigil where the names of those across the world murdered due to their gender identity were read out by attendees.

TRUSTEE’S REPORT
Financial review
The charity has prepared these accounts on the receipts and payments basis, summarising all money received or paid by the charity during the year.
Total receipts from cash funds for the year were £67,115 (2021: £24,200)
The net result for the year from cash funds was surplus of £350 (2021: surplus £9,690).
Plans for future periods
To continue to deliver the Sparkle Weekend, the Transgender Day of Remembrance, and other events and activities designed to make a positive impact to the lives of trans, non-binary/genderfluid and intersex people everywhere, and to collaborate with trusted and like-minded charities and organisations which share Sparkle – The National Transgender Charity’s aims and values.

TO THE TRUSTEES
I report on the accounts of the charity for the year ended 31 December 2022, which are set out on pages 6 to 11.
Respective responsibilities of trustees and examiner
The charity's trustees are responsible for the preparation of the accounts. The charity's trustees consider that an audit is not required for this year under section 144(2) of the Charities Act 2011 (the 2011 Act) and that an independent examination is needed.
It is my responsibility to:

examine the accounts under section 145 of the 2011 Act;

follow the procedures laid down in the general Directions given by the Charity Commission under section 145(5)(b) of the 2011 Act; and
-
state whether particular matters have come to my attention.
Basis of independent examiner's report
My examination was carried out in accordance with the general Directions given by the Charity Commission. An examination includes a review of the accounting records kept by the charity and a comparison of the accounts presented with those records. It also includes consideration of any unusual items or disclosures in the accounts, and seeking explanations from you as trustees concerning any such matters. The procedures undertaken do not provide all the evidence that would be required in an audit and consequently no opinion is given as to whether the accounts present a “true and fair view” and the report is limited to those matters set out in the statement below.
Independent examiner's statement
In connection with my examination, no matter has come to my attention:

(1) which gives me reasonable cause to believe that, in any material respect, the requirements:

to keep accounting records in accordance with section 130 of the 2011 Act; and
-
to prepare accounts which accord with the accounting records and comply with the accounting requirements of the 2011 Act have not been met; or
-
(2) to which, in my opinion, attention should be drawn in order to enable a proper understanding of the accounts to be reached.

1 Accounting policies
Basis of accounting
These accounts have been prepared on the receipts and payments basis.
Fund accounting
General fund
General funds are unrestricted funds which are available for use at the discretion of the Trustees in furtherance of the general objectives of the charity and which have not been designated for other purposes.
Restricted funds
These are funds that can only be used for particular restricted purposes. Restrictions arise when specified by the donor or by the specific terms of the appeal under which the funds are raised. The restrictions are binding upon the Trustees of the charity.
Income
All income is included in the accounts on a receipts basis. Gifts donated for resale are included as income when they are sold.
No amounts are included in the financial statements donated by volunteers
Payments
All expenditure is accounted for when paid and has been classified under headings that aggregate all costs related to the category. Where costs cannot be directly attributed to particular heads they have been allocated to activities on a basis consistent with use of the resources.
Fundraising costs are those incurred in seeking voluntary contributions and do not include the costs of disseminating information in support of the charitable activities. Charitable costs are those costs incurred directly in support of expenditure on the objects of the charity and include project management carried out at Headquarters. Management and administration costs are those incurred in connection with administration of the charity and compliance with constitutional and statutory requirements.
