HAMBLEDEN WITH FRIETH AND SKIRMETh PCC- ANNUAL REPORT 2024 Background Hambleden with Frieth and Skirmett Parochial Church Council is the largest Parish in the Hambleden Valley group of churches (HVG), managing jointly the affairs of St. Mary the Virgin Church, Hambleden and St. John the Evangelist Church, Frieth. This is the first full year with Rector Revd Andy Storch in post following his appointment on Monday 4 Dember 2023 when he was linSed at St Mary the Virgin, Hambleden. The existing rectory in Hambleden was sold as it was too expensive to maintain or refurbish and a suitable existing propety was purchased and subsequently modernised to create a new rectory in Pheasants Hill. Revd. Andy and his family moved into the new Rectory, during April 2024. Throughout the year, the parish continued to be supported by various visiting and retired clergy. In particular, Revd. Peter Viney regularly took services and is a very welcome visitor to the benefice. PCC Membership ilj Membership of the PCC is either ex-officio or members who are elected at the Annual Parochial Church Meeting (APCM) in accordance with the Church Representation Rules. HAMBLEDEN WITH FRIETH AND SKIRMETh PCC- ANNUAL REPORT 2024 PCC Meetings The PCC met four times during the year, (excluding the APCM) in person (no meetings were held by Zoom this year) to conduct the business of the PCC. Three meetings were held at St Katharines,, Pamioor and the first two meetings started with a group meeting session of all the PCC'S followed by individual meetings by each PCC. Revd Andy decided to change the format from the July 2024 meeting and hold separate meetings for each PCC. One PCC meeting was held at Frieth School as St Katharines, was unavailable. Revd Andy intrOdUd a shared meal with two PCC'S at each PCC meeting from July 2024, as a means of improving our fellowship with other PCC'S in the valley. The PCC Stsnding Committee did not meet to expedite urgent business during the year, as "virtual meetings. are usually arranged to involve all members of the PCC in decision making. All PCC members are given full details of the issue and asked to vote to acpt or reject proposals by email. No virtual meetings were held in 2024. Church Services In 2024, the pattern of ServIS has remained unchanged. Average attendances at Sunday services in October 2024 was 32 in Hambleden and 32 in Frieth (Hambleden 2023 - 40, 2022 21 adults, Frieth 2023 - 36 2022 - 20 adults). This numbers are sometimes skewed by baptism or group services being held. Zoom church services have proved popular with some people and continued on most Wednesdays the year. A monthly lay-led servlce In Hambleden has a small bLrt steady congregation. Hambleden monthly 8am BCP Communlon is consistently well attended 10-14. A different congregation from11 am Frieth 6th Sunday 8am BCP Communlon Is regularly attended by 6 - 10 parishioners. Weddings, Baptisms and Funerals Hambleden church has held 10 (12) weddings, 7 (8) baptisms, 1.] (11) funerals and 2 {2) burials of ashes. Last yearfs figures are in brackets. Frieth church has held O (O) weddings, O (1) children baptised, 3 (4) funerals and O (O) burials of ashes. Last yearfs figures are in brackets. 'Wild Church. outdoor services take pla every second Sunday throughout the years and have continued at a variety of venues throughout the valley all year (excluding August). An activity of some sort, a couple of hymns are sung, a Bible passage is read and simple prayer usually followed by some appropriate refreshments. Significant Improvement Works Hambleden Church Roof: the 1st phase of the replament of tiles, battens and felt was , completed in March 2024 by Chadbone's roofing. This comprised about 113 of the roof area: the north east quadrant over the choir vestry, organ and D'oyley chapels, northside of the Chan1, and on the south side, the inner face of the Lady chapel roof, and the gulley between the south transept and Lady chapel. The work was completed to a high standard though some snagging works were needed. Annual Report and Accounts 2024 - Page 3 of 20
HAMBLEDEN WITH FRIETH AND SKIRMErr pcc- ANNUAL REPORT 2024 Conservation work was undertaken on the Hambleden Nonnan Doorway surround by Cliveden conservation. Quinquennial Inspection on Hambleden Church completed in August 2024 by architect Tony Mealing. The main recommendations included the re-tiling of the north elevation of the Nave, and west elevation of the North Transept: thorough maintenance and repair of all the south elevations of the roof, pointing of low stonework to prevent ingress of water damaging intemal plaster. All these items are deemed urgent. Other smaller tasks to be done within the quinquennial period. Pheasants Hill Cemetsry tree survey for safety purposes was carried out in September 2024, by Pyramid Consulting who recommended several dead trees be removed, and 13 Ash trees with Die back Disease to be felled. This survey should be repeated every 2 years. Kitchenette and Loo Project: an initial meeting held in Hambleden Church in Dernber 2024, with several members of the DAC including the buildings advisor Sophie Hammond attending. All were very encouraging to the Hambleden volunteers from congregation and community including Lin Gilbey who will lead the project. Hambleden Church Llghting - The faulty Lutron lighting module controlling the external lighting was replaced revealing that only 4 of the 17 path lights were operational. After the Lutron lighting module replacements, an engineer reset the keypad settings for the exterior lighting - this proved to be a tricky exercise. Several light bulbs in the internal chandeliers failed which appeared to be due to faulty electrical connections in the light fittings- this would need ongoing exploration. Furthermore, the safety lights in the bell tower failed and were replaced and tested. Hambleden Electrics - The main path lights trip switch and the broadband router trip switch were separated so that the router would not trip thus ensuring Nest hub heating controller continued to operate as expected. The porch light has been repaired and now set to operate on a 20 minute timer from dusk throughout the hours of darkness. Howson Memorial Project-The project to provide a memorial to Major George Howson to honour his work with the foundation of the Poppy Factory that continues to this day commenced in 2023. George Howson lived in The Hyde and sadly died there in 1936. Several grant applications were made, as well as many individual donations, funds were also received from several members of the Howson family, together with grants from the South West Chilterns Community Board and Hambleden Parish Council. Gwyneth Ashcroft designed (free of charge) an interpretive map which will be located at Pheasants Hill and inside Hambleden church to cross reference the two sites. Faculty approval was received in January 2024 and the beautiful Portland stone memorial was carved and placed in the Lady Chapel by Martin Cook in June 2024. It was decided that the memorial service would take pla in January 2025. Special Services and Study Courses Wednesday Morning Communion Servlce is a weekly said service of Eucharist in St Mary's. Tutville with prayers for healing and anointing with oil, on the fourth Wednesday of every month at 10.15am. However, these were held at Fingest for most of the year whilst Turville was closed for extensive refurbishment works. There is a Candlemas Service held at Fingest around 2nd February annually. HAMBLEDEN WITH FRIETH AND SKIRMETh PCC- ANNUAL REPORT 2024 There was an Ash Wednesday service with imposition of Ashes. The Bible Study group continues to meet regularly in Turville. Christine Wells directed the choirs and played the organ until she .retired as Organist in April 2024, after 67 years servi. A special service to mark her retirement and to express our thanks was held in March 2024 where she was presented with an award from the Royal School of Church Music. She is now Organist Emeritus. We also welcomed our new Director of Music, Jo Hutchins who took over from Christine Wells following her retirement. . A special service was held in Hambleden church in September when Revd. Andy was inducted as Ractor by the Archdeacon of Buckingham. Harvest Festival services were well attended in both churches. A Wld Harvest service was held at Frieth and proved very popular with over 100 people attending. The Animal Blessing Service is held annually in October on the Village Green, Turville. All Souls Service is held annually to remember those who have departed. This year it was held at Frieth whilst Turville church was closed for refurt>ishment. The Royal British Legion Annual Service of Remembrance was held in Hambleden church with a large congregation, and ceremony afterwards at the village memorial. Sin the disbanding of the local RBL a few years ago the Valley Annual Service of Remembrance is held in Hambleden with a large congregation and followed by the laying of wreaths on the village war memorial. All the men lost from all the parishes in both Wars are remembered at this service. All the other churches have prayers or a service. Frieth Church held a short service and had a fascinating talk by local historian and broadcaster Andrew Green. A Mothering Sunday lay led service was held at Hambleden with children assisting with the distribution of posies for all. Frieth church also held a special 'Wild Church" Mothering Sunday service with local children saying special prayers and giving thanks for mothers. Posies of daffodils were given to all women in attendance. Two Wedding Preparation Days were held in the early part of the year with the couples that were to be married later in the year. These days are always very popular with couples as useful infomiation, tips and hints help make final preparationsfior wedding services go smoothly. Plough Sunday is a Servi of prayer, dedication and blessing for all those involved in agriculture and the countryside. This year it was held at Hangar Farm in Fingest in January on the first Sunday after Epiphany. Local people from the valley and much further afield supported the annual Footprlnts service which was held in June and led by Revd. Sue Morton. 'Footprints" is a service is for anyone who has lost a child. There was a special service of thanks on 22 September at Frieth church to lebrate several joyous events including the '[CoMe banner" thanks to previous churchwardens, Michael and Merelina Tebbot, the redecoration of the inside of the church and the wonderful new oak storage cupboard. Advent and Christmas Services were held at Hambleden and Frieth churches and included Carol service (H), Christingle service (H, F), Midnight Mass (H) and Christmas moming (H, F). As always, these ServIS are very well attended. Frieth Church of England Combined School continue to hold several services each school year at Frieth Church, including Easter, Christmas, leavers service and new school ty¥ Annual Report and Accounts 2024 - Page 5 of 20
HAMBLEDEN WITH FRIETH AND SKIRMETh PCC - ANNUAL REPORT 2024 year and the Rector attends school fortnightly to undertake whole school assembly and is also a member of the goveming body. On 18 June 2024, a group of 14 visitors from St Andrews, Caversham came to have a guided tour of Hambleden Church led by Alan Armstrong and then a service of Compline. Charitsble Giving Charitable giving reduced slightly over last year but the PCC felt it was important to continue to support various charities that do such good work and rely on grants. This year a total of £3,962 was given (2023 £4,778). Organisations supported include; Bishop's Outreach Appeal, One Can Trust, Wycliffe Bible Translators, Community Matters, Friends of Christchurch Cathedral, Children's Society, Sightsavers, Royal British Legion, Parkinson's UK, local Christmas gift boxes to local people. Please see the accounts for full details of grant aided amounts. Other Activities The Tea Club, for residents of the parish and valley, meet weekly at St Katharine's Parmoor throughout the year to enjoy activities such as, cards, board games, bingo, quizzes, a tslk, or occasional visit, and include tea, cakes good company and great conversation and fellowship. The Tea Club celebrated its 22nd birthday in October 2024 except for a brief suspension during the Covid pandemic. Well done Tea Club, Keep it going. Frieth Church had its formal Inspectlon by Assistant Area Dean Keith Johnson in February and also the Quinquennial Inspectlon by architect Tony Mealing in November. Both inspections were very helpful and no major issues were found. Hambleden and Frieth churches host ServIS and events through Lent and Holy Week. Palm Sunday service was held at Fawley. Friendly Lent lunches were held at Frieth (1 date) and Hambleden {3 dates). The Frieth lunch proceeds were given to the One Can Trust. Good Friday and Eastsr Day services were held in Hambleden and Frieth. The Hambleden and Frieth Choirs, under the direction of the new Director of Music Jo Hutchins following Ms Christine Wells retirement earlier in the year, operated throughout the year providing wonderful musical support and joy at all services, many weddings, funerals and baptisms. A film'Three Bag8 Full, was made in Hambleden in July 2024. The Churc14 and Churchyard were used over a period of a month and a substantial fee was paid to the church for the filming rights. Hambleden and Turville Bell-rlngers - There have been bells in the Hambleden valley for at least six hundred years. Out of the six churches in the group, only Turville (5 bells) and Hambleden (8) have bells hung for change-ringing, where the ringing order can be changed. The oldest is the "Agincourt Bell. at Hambleden, which dates back to the battle of Agincourt in 1415. There are more than a dozen enthusiastic ringers who give up their evenings to practice at Turville (Mondays) and Hambleden (Fridays), so they can properly call the congregation to servi, and to ring after weddings and mark other special dates or events. Church Porch Teas through the summer months offer refreshments to locals and passers- by on Sunday aftemoons in Hambleden and make an extremely valuable financial contribution to the running of the churches. Our sincere thanks go to Penny Wright who organised the church teas. There was musical entertainment on three occasions. including Frieth School Choir. £ 7,000 was raised for church funds. HAMBLEDEN WITH FRIETH AND SKIRMETT PCC- ANNUAL REPORT 2024 The PCC agreed to support the Scout movement request to use Hambleden churchyard as a stop-off point for the Southern 50 challenge organised by Greater London North Scout County. The checkpoint provided refreshments and first aid to the teams as they passed through. Rural Forum Church Warden's Group Charlotte Lawson set up and chairs a very useful group giving church wardens from the Wycombe Deanery the opportunity to pool ideas and to create a long-term support network. Early indications show that this will be a very positive group providing both practical and moral support via regular meetings and the WhatsApp group. Hambleden church signed up once again to the annual Rlde and Strfde organised by the Bucks Historic Churches Trust event where people through the county visit churches and record their attendance and receive refreshments and hospitality. FINANCIAL MATTERS The Treasurer, Mrs Lynda Marston-weston would like to give her sinre thanks to Mr Rex Alott and Mrs Sharon Smith for their assistan with the banking of donations throughout the year. Sincere thanks are also due to Mr Mike Wortley, for preparing and inspecting the annual accounts. The church is very grateful for the continued financial support received from the many supporters who give regularly through the Parish Giving Scheme or by standing order. Accounting Policies The financial statements have been prepared in accordance with the Church Accounting Regulations 1997 together with applicable accounting standards and the charities SORP. The financial statements have been prepared under the historical cost convention. Funds General funds represent the funds of the PCC that are not subject to any restrictions regarding their use and are available for application on the general purposes of the PCC. Funds designated for a particular purpose by the PCC are also unrestricted. Some trusts in the custody of the Oxford Diocesan Board of Finan are restricted, and their capital cannot be used. The accounts include all transactions, assets and liabilities for which the PCC is responsible in law. They do not include the accounts of church groups that owe their main affiliation to another body nor those that are infomial gatherings of Church members. Incoming Rasources Voluntary income and capital sourres Collections are recognised when received by or on behalf of the PCC. Planned giving receivable under covenant or Gift Aid is recognised only when received. Income tax recoverable on covenants or gift aided donations is recognised when the related income is recognised. Grants and legacies to the PCC are accounted for as soon as the PCC is nOtifd of its legal entitlement and the amount due. Income frnm Investments Dividends and interest are accounted for when receivable. Gains and losses on Investments Realised gains and losses on the School House fund and the Mission Housing Propety are recognised when the investments are sold. Activities directly relating to the wort of the Church The dI0san quota or parish share is accounted for when payable. Any quota unpaid at 31 December is provided for in these accounts as an operational (though not a legal) liability and is shown as a creditor in the Balance Sheet. Flxed Assets Consecrated land and buildings and movable ChUh fvmishings Consecrated and beneficed propety is excluded from the accounts by section 96(2)(a) of the Charities Act 1993. No value is placed on movable church furnishings held by the churchwardens on special trust for the PCC and which require a faculty for disposal since the PCC considers this to be inalienable propety. All expenditure incurred during the year on consecrated or benefice buildings and movable church furnishings, whether Maintenan or improvement, is written off as expenditure in the Statement of Financial Activities and separately disclosed. Investments All investments are now included at market value. Current assets Amounts owing to the PCC at 31 Dember in respect of fees, rents or other income are shown as debtors less provision for amounts that may prove uncollectable. My examination did not amount to an audit but was carried out in accordan with the General Directions issued by the Charity Commissioners for the independent examination of the accounts of smaller charities. Nothing has come to my attention in connection with my examination which gives me cause to believe otherwise than that the Statement accords with the accounting records of the Trust and that such records satisfy the requirements of the Charities Act 1993. l am not aware of any matter to which attention needs to be drawn in order to obtain a proper understanding of the accounts.
