Background
Hambleden with Frieth and Skirmett Parochial Church CouncFI is the largest Parish in the
Hambleden Valley group of churches (HVGI, managing jointly the affairs of St. Mary the
Virgin Church. Hambleden and St John the Evangelist Church, Frieth.
Following the resignation of the Rector in 2020. the benefice was suspended whith allowed
an Interim Priest in Charge to be recrusted for a period of up to 18 months. Revd Sue Lepp
was appointed as Interim Priest in Charge in December 2020 and commenced her dub'es in
early January 2021. She was assisted by the Associate PriesL Revd. Sue Morton and the
part time parish administrator Jenny Neagle. During 2022, the Archdeacon agreed to extend
the contract of Revd Sue Lepp until December 2023 in order to allow her to continue her
work within the HVG group of churches whilst the recruitment and selection prO￿s$ was
being undertaken for a new pemianent Pnest In Charge.
Revd Sue Morton went on a 3 month sabbatical from January to April to Chile.
Following an extensive advertising Carnpa￿n, applicants were shortlisted and inteNiews
undertaken and the Revd Andy Storch was duly appointed and commenced his duties on
Monday 4 December 2023 when he was li￿nSed at St Mary the Virgin, Hambleden. During
the interregnum. the existing Rectory in Hambleden was sold as it was too expensive to
maintain or refurbish and an altemative property was purchased arKI subsequent
modemised to create a new Rectory in Pheasants Hill.
In the meantsme, Revd Sue Lepp was successful in securing a new post and left the
Hambleden Valley during September 2023 to commence her new duties in Surrey. The
whole HVG Nmshed her conb'nued success in the future and thanked her for all her hard work
and efforts in the Hambleden valley
Throughout this period, the parish continued to be supported by various visiting and retired
clergy. In particular, Revd Peter Viney regulady took sep11￿S and is a very welcome visitor
to the benefice, and a certain Curate. Revd kndy Storch spent some weeks within the HVG
as part of his leamiNJ about ministy in rural areas.
The ongolng Impact of tho Coronavlrus Pandemlc
The significant impact the Covid 19 pandemic also hit the Hambleden valley group of
churches throughout 2020 and 2021. With the easing of cowd restncb'ons in December
2021. life slowly retumed to nonnal in 2022 and in 2023, rt has been very much back to
normal and business as usual.
°Zoom' video church serVI￿S started in May 2020 and have continued to be popular with
many local people throughout the valley. These services have been tsking pla￿ most
Sunday's and Wednesday's for daily prayer since their introduCtic￿.
The negative financAal impact to the church has continued to affect the church in 5Plte of
largely normal ServI￿S resuming but wrth numbers sb'll down on pre-covid levels. As a
consequence, the donations on the plate have reduced wthilst most expenses remain at the
same or at a higher level owing to inflation.

PCC Meetings
The PCC met fourtimes during the year. {exduding the APCM) in person (no meetings were
held by Zoom this year) to conduct the business of the PCC. Each meeting was held at St
Katharines,, Pamioor and started with a group meeting session of all the PCC'S followed by
individual meets'ngs by each PCC. The PCC StsrKling Committee did not convene to
expedite urgent business during the year, however five virtual meetsngs were held where
PCC members were given details and asked to vote to acwt or reject proposals by email.
Church Services
In 2023, the pattem of ServI￿S has been restored. however. a number of parishioners have
continued to shield or been unwilling to retum to services due to the fear of being exposed
to the covid virus.

Average attendances at Sunday services in October 2023 was 40 in Hambieden and 36 in
Frieth (2022 Hambleden - 21 adults, Frieth 20 adults).
Zoom churth services have proved popular with many people and conts.nued on most
Wednesdays and also on Sunday servi￿$ at Frieth for the earty part of the year although
the popularity of the Zoom service has reduced over the year.
Average Zoom attendan￿S at Sunday services across the group have redU￿d to a regular
few but Wednesday momings conb'nue with around a dozen people attending each week.
A monthly lay-led service in Hambleden has a small but steady congregation.
Hambleden monthly 8am BCP Communion is consistently well attended 10-14. A
different congregats.on from11am
Hambleden church has held 12 (20) weddings. 8 (9) bapbsms. 11 (11) funerals and 2 (3)
burials of ashe5. Last yea¢s figures are In brackets.
Frieth church has held O (O) weddings. O (1) children baptssed. 4 (1) funerals and O {8) burials
of ashes. Last yearfs figures are in brackets.
'Wild Church. services take pla￿ every second Sunday and have continued outdoors at
a variety of venues throughout the valley all year. An activity of some sort, a couple of hymns
are sung, a Bible passage is read and simple prayer usually followed by some appropriate
refreshments. There was also a special rernernbran￿ Wild Church service in the grounds
of DanesfEld house Hotel v￿th a fiy past to commemorate a young spitfire pilot who crashed
and died in December 1943.
Slgnifleant Improvement Works
Hambleden Church Roof had a large proportion of the tiles replaced during the year and
our sincere thanks are due to 'Save our Churches. who gave £100,000 towards the cost.
Ati the north east side of the works to chan￿1 and north transept roof were completed by
Christmas (south side to be completed by mid March 2024) Total cost approximately
£109,000 met by £100,000 donatson + VAT rebate from 'Save our Churches, Only £2-
£3,000 over budget). It was a very good qualityjob and everyone has been pleased with the
results.
Hambl•den ChU￿h Lighting - The Lutron lighting system conb'nues to be expensive to
maintain. Three lightng modules controlling various intemal lighting 'scenes' were
replaced during the year and a further module will be replaced in the new year. Currently,
only 4 of the 17 Lutron path lights are working. Each lighting unit (rather than changing a
bulb) has to be replaced. As a result. it was decided to instsll six lighting posts
(independent of, and not affeth'ng the Lutron lights.ng system,) along the rnain path - it was
felt that lighting posts would offer better proteth'on against footfall. water and mower
damage. It should be noted that this work required a Faculty vthich was submitted in
August 2023 but not received by the end of the year. A meeb'ng is planned for the new
year to decide what action is to be tsken with regard to the faulty Lutron units.
The safety lights in the bell tower failed and were replaced and tested.
Conservation work done to Hambloden North doorway surround was undertaken by
CINeden ConseNatson.

Frleth Church vras completely redecorated internally and now looks absolutely fantastic.
The total cost was circa £40.000
Howson Memorial Project- Revd Sue Lepp was approached about the possibility of a
memorial for George Howson to honour his work with the foundation of the Poppy Factory
that continues to this day. George Howson lived in The Hyde and sadly died there in 1936.
Several grant applications were made, and a generous donabon was received from a
member of the Howson family along with other on-going fundraising. Gwyneth Ashuoft
designed (free of charge) an interpretive map which will be located at Pheasants Hill and
inside Hambleden church to cross referen￿ the two sites. It is hoped the project will
retsive a faculty and te completed in 2024.
Special Services and Study Courses
Prayers for Peace. These quiet. prayerful services are m￿nallY held quarterly (in February,
May, August and November), in response to wortd conllict. and are attended by those of all
denominats'ons.
Wednesday Morning Communion Service is a Week￿ said Servi￿ of Eucharist in St
Mary's, Turville wth prayers for healing and anointing ￿ oil. on the fourth Wednesday of
every month at 10.15am.
A new Blble Study group was fomHS meeting regularly in Turville.
Harvest Festlval services were well attended in l)oth churches A Wild Harvest setvice was
held at Frieth arKI proved very popular with over 100 peop￿ attending.
The Animal Blessing Service is held annualty in October on the Village Green, Tupiille.
All Souls Servlce is held annually to remember those who have departed. This year it was
held in Turville.
The Royal British Legion Annual Service of Remembrnnce rotates between the four
churches across the valley and with individual services at some of the churches. This year
it was held in Hambleden church with a large corKJregab"on. and ceremony aftepNards at
the village memorial. Since the disbandiro of the local RBL a few years ago the Valley
Annual Service of Remembrance is held in Hambleden with a large congregab'on and
followed by the laying of vreaths on the village war memorial. All the men lost from all the
parishes in both Wars are rememtered at this seNice. All other churches have prayers
or a service. Frieth Church held a short Servi￿ and had a fascinat'rvJ tslk by local historian
and broadcaster Andrew Green.
Mothering Sunday
A Mothering Sunday lay led servits Nyas held at Hambleden with children assisting with the
distributs.on of posies for all. Fneth church also held a special Mothering Sunday service with
local chIld￿n saying speaal prayers and gNing thanks for mothers. Posies of daffodils were
made by the children at Frieth school and given to all women in the congregab'on.
Two Wedding Preparation Days were held (January arKJ February) with the couples that
were to be married later in the year. These days are always very popular wth couples as
usefvl infomiation and tips and hints help make final preparab'ons for services go smoothly.

Plough Sunday is a Servi￿ of prayer. dedication and blessing for all those involved in
agriculture and the countyside. This year it was held at Hangar Farm in Fingest in January
on the first Sunday after Epiphany.
Local people from the valley supported the annual Footprints service which was held in
June and led by Sue Morton. 'Footprints" is a se￿1￿ is for anyone who has lost a child.
A Celebratory Service was held for the Coronation of Charles 111 on the weekend of 516
May which was well attended by many villagers and followed by picnic. music and
lebrations on the Dene.
A very popular and well attended Group servi￿ in Hambleden in September gave thanks
for Revd. Sue Lepp's ts.me wth us, followed by a party in the village Hall.
The Llcensing of Revd. Andy Storch. our new Priest in tharge was held in St Mary the
Virgin, Hambleden Church, on Monday 4 December 2023 to a full church and in the
Presen￿ of Bishop Aan, Archdeacon Guy, ￿viC leaders and many invited clergy, family,
friends and parishioners. It ¥vas a truly Joyous occasion.
Advent and Chrfstmas Servlces vRre held at Hambleden and Frieth churches and
included Carol service IH). Christsngle semce (H, F), Midnight Mass (H) and Christmas
morning (H, F). As athys, these sepiices are very well attended.
Frieth Church of England Comblned School continue to hokl several seprfices each
school year at Frieth Church, induding Easter, Christmas, leavers service and new school
year and the Redor attends fortnightly to urKlertake wthole sthool assembly and is also a
member of the goveming body.
Charltablo Giving
Charitable giving increased over last year as the PCC felt it was important to support various
charities that do such good work and rety on grants. This year a total of £4,778 was given
(last year £3,632). Organisations supported include.. Christian ￿d, One Can Trust.
Community Matters, Chnst Hospital, Children's Society, Sightsavers, Royal British Legion,
Child Bereavement. Please see the accounts for full details of grant aided amounts.
Other Acllvltles
The Toa Club, for residents of the parish and valley. meet weekly at St Katharine's Pamioor
throughout the year to enjoy athvitt'es such as, cards, board games. bingo, quizzes, a talk,
or occasional visit, and indude tea. cakes good company and great conversation and
fellowship The Tea Club ￿lebrated rts 20th birthday in October 2023 except for a brief
suspension dunng the Covid pandemic. Well done Tea Clubl Here's to the next 20 yearsl
Hambleden and Frieth churches host services and events through Lent and Holy Week.
Palm Sunday Servi￿ was held at Frieth with a donkey (pony) processing to the Ghurch.
Friendly Lent lunches were held at Frieth (1 date) and Hambleden (3 dates} The Fneth
lunch proceeds were given to the One Can Trust. Good Friday and Easter Day services
were held in Hambleden and Frieth.
The Hambleden and Frieth Choir5. under the direth.on of Ms Chrtstine Wells. were able to
operate as normal and fiourish during the yea,r providing wonderfijl musical supporl and joy
at all services.

TWO CONCERTS were held in Hambleden in June and December, organised by Phil
Cashian of Northend COn￿rts.
The West Wycombe Chamber Music Festival was established twelve years ago by the
intemationally acclaimed viola player Lawrence Power. Lawren￿ VRS bom and brought up
in High Wycornbe and is now recognised as a perforn￿r of the very highest calibre in the
music wodd.
Each September LaV￿en￿ retums to the area to direct and perfomi in this three-day music
festival which offers aUdIen￿S five attracb'vely programmed Con￿rtS. He attracts an array
of top flight musicians who join him to take part in this exclusive series of concerts.
Each of the five 2023 Festival concerts has a distinct theme and they all took Pla￿ at the
beautlful 12th century Church of St Mary the Viryin, Hamblod8n. We are very grateful
to the church for hosts.ng the festival this year as our tradits'onal 'home', the Church of St
Lawrence in West Wycombe. is currently closed.
Hambleden and Turville B•ll-rlnger• - There have been bells in the Hambleden valley for
at least six hundred years. Out of the seven churches in the parish, only Turville {5 bells)
and Hambleden {8) have bells hung for change-ringing, where the ringing order can be
changed. The oldest is the "Agincourt Bell" at Hambleden, which dates back to the battle of
1415. There are more than a dozen enthusiasb'c ringers who give up their evenings to
practice at TuNille (Mondays) and Hambleden {Fridays), so they can properly call the
congregation to service, and to ring after weddings and mark other special dates or events.
Church Porch Teas through the summer months offer refreshments to locals and passers-
by on Sunday afternoons in Hambleden and make an extremely valuable financial
contribution to the running of the churches. Our sincere thanks go to Karen Musgrave-Hill
who organised the church teas and regular musical entertainment with much enthusiasm
and Kleas for increasing customers.
Frieth church organise a monthly Lunch Club held at The Yew Tree, Frieth. This was
restarted in 2022 and approximatety 25 - 30 people now regularly attend each monthly
event.
FINANCIAL MAThERS
The Treasurer, Mrs Lynda Marston-weston would like to give her sincere thanks to Mr Rex
Alott and Mrs Sharon Smith for Iheir assistanc£ with the banking of donats'ons throughout

TO HAMBLEDEN PAROCHIAL CHURCH COUNCIL
This report on the accounts of the PCC for the year ended 31 De￿rnber 2023, which are
set out on pages 8- 20 is in respect of an examinab'on r2rried out under Regulats"on 3(3) of
the church accountsng Regulations 1997 and s.43 of the Chanbes Act 1993.
Respective responslbilities of trustees and examiner
As the members of the PCC you a￿ responsible for the preparation of the accounts,. you
consider that the audit requirement of Regulabon 3(3) of the Church Accounting Regulations
1997 and section 43{2) ofthe Charities Act 1933 (the Act) do not apply. It is my responsibility
to issue this report on those accounts in accordan￿ with the terms of Regulats'on 25 of the
Church Accounting Regulabons 1997 and Regulats"on 7 of the Charities (Accounts and
Reports) Regulations 1995.
Basls of indèpendent examinerf8 report
My examination was carried out in accordance wrth the General Directions grven by the
Charity Commission under section 43{7){b) of the Act and to be found in the guidan￿ from
the Central Board of Finan￿. That examination includes a review of the accounting records
kept by the PCC and a comparison of the accounts viith those records. It also includes
considering any unusual items or disdosures in the accounts and seeking explanations from
you as trustees con￿MIng any such matters. The procedures undertaken do not provide
all the evidence that would be required in an audit, arNI consequenfjy I do not express an
audit opinion on the view given by the accounts.
Independent examinorfs statsment
In connection with my examinab'on, no matter has come to my attention..
(1) which gives me reasonable cause to believe that in any matenal respect the requirements
to keep accounting records in accordance with section 41 of the Act.. and
to prepare accounts which accord wrth the accounting records and to comply with the
requi￿rnents of the Act. as also contained in the Church Accounting Regulations
1997
have not been met,. or
(2) to which, in my opinion, attention should be dra￿Tr in order to enable a proper
understanding of the accounts to be reached.

NOTES TO THE FINANCIAL STATEMEpirs
For the year ended 31st December 2022
1. Accounting Policies
The financial statements have been prepared in accordance with the Church Accounting
Regulations 1997 together with applicable accounbng stsndards and the charities SORP.
The financial statements have been prepared under the historical cost convenb'on.
Funds
General funds represent the funds of the PCC that are not subject to any restrictions
regarding their use and are available for applicats'on on the general purposes of the PCC.
Funds designated for a pa￿'Cular purpose by the PCC are also unrestricted. Some trusts in
the custody of the Oxford DI0￿$an Board of Finan￿ are ￿$triCted, and their capital cannot
be used.
The accounts include all transactions. assets and liabilits'es for which the PCC is responsible
in law. They do not indude the accounts of church groups that OV￿ their main affiliation to
another body nor those that are informal gatherings of Church members.
Incomlng Resources
Voluntary income and capftal sources
Collections are recognised when re(￿1Ved by or on behalf of the PCC.
Planned giving receivable under covenant or Grft Aid is recognised only when received.
Income tax recoverable on covenants or gift aided donations is recognised when the related
income is recognised.
Grants and legacies to the PCC are accounted for as soon as the PCC is notified of its legal
entitlement and the amount due.
Income frnm investments
Dividends and interest are accounted for when receivable.
Gains and losses on investments
Realised gains and losse5 on the School House fund and the Mission Housing Propety are
recognised when the inveslments are sold. Realised gains and losses on the various other
funds and bequests are taken into account each year.

creates a binding obligation on the PCC.

The di0￿San quota or parish Sha￿ is accounted for when payable. Any quota unpaid at 31
December is provided for in these accounts as an operats'onal (though not a legal) liability
and is shown as a creditor in Balance Sheet.
Flxed Assets
Consecrated land and buildings and movable church fvmishings
Consecrated and beneficed property is excluded from the accounts by section 96(2)(a) of
the Charities Act 1993.

off as expenditure in the Statement of Finanaal Activities and separately disclosed.

HAMBLEDEN PAROCHIAL CHURCH COUNCIL AND
TRUSTEES OF THE SIDNEY ARTHUR HARRIS WILL TRUST
I have examined the Statement of Financial Actwities and Balan￿ Sheet of the Sidney
Arthur Ha￿lS IMII Trust set out on page 19 relating to the year ended 31 De￿mber 2023.
My examination did not amount to an audit but was camed out in ac￿rdanCe with the
General Directions issued by the Charity Commissioners for the independent examination
of the accounts of smaller charits'es.
Nothing has come to my attenb'on in connection with my examination which gives me
cause to believe Othe￿Ise than that the Statement accords with the accounting records of
the Trust and that such records saknsfy the requirements of the Charib'es Act 1993.
l am not aware of any matter to which attention needs to be drawn in order to obtsin a
proper understanding of the accounts.
