Background
Hambleden with Frieth and Skirmett Parochial Church Council is the largest Parish in the
Hambleden Valley group of churches, managing jointly the affairs of St. Mary the Virgin
Church, Hambleden and St. John the Evangelist Church, Frieth.
The Rector, Revd. Stephen Southgate was supported by the Associate Priest Revd. Sue
Morton. The Associate Priest was seconded to Lane End from January 2019 until her
return in April 2020 and the Rector went on sabbatical and later secondment from August
2019 until his resignation in September 2020. In January 2020 until Easter 2020, the Revd.
Jonathan Chaffey was appointed as Interim Priest in Charge for the Hambleden Valley
group of Churches.
Following the resignation of the Rector, the benefi￿ was suspended which allowed an
Interim Priest in Charge to be recruited for a period of up to 18 months. After a thorough
recruitment and selection pro￿sS, the Revd Sue Lepp was appointed as Interim Priest in
charge in De￿rnber and to Commen￿ her duties in early January 2021.
The parish was supported by various visiting and retired clergy at times throughout the
year. The six churches in the valley are also supported by two licensed lay ministers,
Jenny Roughan and John Kimberley, together with visiting clergy. Unfortunately, Jenny
Roughan had to suspend her assistance owing to personal reasons. Mrs Jenny North has
continued her work as Parish Visitor..
The Impact of the Coronavirus Pandemic
As the whole world is only too aware, the significant impact the Covid 19 pandemic has
also hit the Hambleden valley group of churches throughout the entire year. The first
national lockdown closed all churches completely from 23 March 2020, including all public
services, and weddings. Funerals were only permissible with greatly redU￿d numbers in
attendance and sadly a number of funerals took pla￿ throughout the year.
From 15 June 2020", the government allowed churches to open for individual private
prayer, subject to complying with Covid guidan￿ and directions. It was for each church to
decide when and how the churches could open. Throughout the remainder of the year,
the Hambleden and Frieth churches have remained open for private prayer.
It has been necessary for all planned weddings to be postponed and pushed back into
2021 and beyond and it has been a very sad and disappointing time for all of our wedding
couples.
A couple of outdoor ServI￿S took pla￿ in the grounds of the churches around the Harvest
and Christmas period before the second national lockdown was implemented. These
proved very popular with local people who were very happy to be able to attend an
informal family service.
One significant positive development has been the introduction of "Zoom" video church
services which have proved incredibly popular with many local people throughout the
valley. These services started in May and have been taking place every Sunday and
Wednesday for daily prayer throughout the remainder of the year.

There has also been a significant negative financial impact to the church as there have
been very few physical services and as a consequence the donations on the plate have
plummeted whilst most expenses remain payable.
Membership
Membership of the PCC is either ex-officio or members who are elected at the Annual
Parochial Church Meeting (APCM) in accordance with the Church Representation Rules.
The numbers on the electoral roll for the parish reduced sharply following the complete
refresh of the roll to 62 (previously 93), but this has Sin￿ increased with encouragement
from Churchwardens to people who were previously on the electoral roll, and the electoral
roll last now stands at 87.

PCC Meetings
The PCC met five times during the year, excluding the APCM, all except the first meeting
in February 2020 were held by Zoom video conferencing to conduct the business of the
PCC with an average attendance of 93 % (84 % last year). The PCC Standing Committee
did not convene to expedite urgent business during the year.
Church Services
Since March 2020, the pattern of services has been decimated by the coronavirus
pandemic and all services ￿aSed from 23 March 2020 until 15 June 2020 when churches
were permitted to reopen for private prayer only. When allowed by the government, there
were a number of Churchyard prayers services at Frieth and Hambleden led by Revd Sue
Morton for a few weeks before services resumed.
However, Zoom,,church services have proved very,popular with many people and
continued on most Wednesdays and Sundays throughout the year from May 2020
onwards.
Average Zoom attendances at Sunday services across the group was 35 (Hambleden -
2019 - 28 adults plus O under 16, Frieth - 2019 - 20 adults plus 3 under 16).
Special Services and Study Courses
Hambleden hosted the annual Valentine's service
a service for everyone, but in
particular for couples who have been or are going to be married in the Hambleden Valley.
This was held again in 2020 but nearly all weddings planned for 2020 had to be
postponed.
Plough Sunday is a Servi￿ of prayer, dedication and blessing for all those involved in
agriculture and the countryside. It is held annually in Turville Church in January on the first
Sunday after Epiphany.
Unfortunately, as a result of the pandemic, many o! the usual regular services did not take
place and these included the following-
Local people from the valley supported the annual Footprints service at Lane End.
"Footprints" is a service held just before Mother's Day and is for anyone who has lost a
child.
Barney's Toddler Group was suspended in March owing to the Coronavirus pandemic.
Under normal circumstances the group would meet monthly at Frieth Village Hall with
activities for children and babies and a meeting point for parents. Each month there is a
Bible story, crafts, songs, toys and homemade cake.
Women's World Day of Prayer 2020 for the Hambleden Valley Group was held in Turville
just before the first national Covid lockdown.
Charitable Giving
Charitable giving continued at a much reduced level as the church finances were badly
affected by the pandemic as there were very few church services and so no collections, or
weddings. This year a total of £2,653 was given (last year £8,580). Organisations

supported include; Wycliffe Bible Translators, Friends of Christchurch Cathedral, the
Wycombe Homeless Connection, Friethllschool, Royal School of Church Music and
Hambleden Parish Hall.
Other Activities
Prayers for Peace. These quiet, prayerful services aré 'normally held quarterly (in
February, May, August and November), but this year a service was held in February only.
Sometimes these events are held in people's homes or in churches, in response to world
conflict, and are attended by those of all denominations.
The Tea Club, for more elderly residents of the parish and valley, meeting weekly at St
Katharine's Parmoor had to be suspended.
Wednesday Morning Communion Service is a weekly said service of Eucharist in St
Mary's, Turville with prayers for healing and anointing with oil, on the fourth Wednesday of
every month at 10.15am. Again these services were suspended owing to the pandemic.
Hamblederi arid Frieth churches would usually host services and events through Lent and
Holy Week. Friendly Lent lunches would normally be held at Frieth and Hambleden and
again had to be cancelled owing to the pandemic.
The Hambleden and Frieth Choirs, under the direction of Miss Christine Wells, were
unable to operate during most of the year owing to the Covid restrictions. In January 2020,
our combined Hambleden Valley Choir participated in the Henley Choirs Festival. The
ever popular Hambleden Concerts were cancelled throughout the summer. Charities
supported from the December 2019 choir carol singing were Riding for the Disabled and
Medic Malawi, a charity specifically focused on one area in Malawi.
Hambleden and Turville Bell-ringers - There have been bells in the Hambleden valley
for at least six hundred years. Out of the seven churches in the parish, only Turville (5
bells) and Hambleden (8) have bells hung for change-ringing. where the ringing order can
be changed. The oldest is the "Agincourt Bell" at Hambleden, which dates back to the
battle of 1415. There are more than a dozen enthusiastic ringers who give up their
evenings to practice at Turville (Mondays) and Hambleden (Fridays), so they can properly
call the congregation to service, and to ring after weddings and mark other special dates or
events.
Church Porch Teas through the summer months offer refreshments to locals and
passers-by on Sunday afternoons in Hambleden. Again, this has had to be cancelled
owing to the pandemic.
Outdoor Harvest Festival services were well attended in both churches as these were
permissible during the restrictions.
The Animal Blessing Service is held annually in October on the Village Green, Turville
and unfortunately this year, it had to be Can￿lled owing to very poor weather.
All Souls Service is held annually to remember those who have departed. This year it
was held in Turville.

Frieth church organise a monthly Lunch Club at a local pub. Approximately 20 - 25 people
now regularly attend each monthly event. Unfortunately, this was also suspended during
the pandemic
The Royal British Legion Annual Service of Remembrance usually rotates between the
four churches across the valley. This year we were unable to provide any indoor services
but there was a special Zoom service and at Frieth church, the churchwarden read the
,1 names of the fallen, laid a new poppy,cross and said prayers. There was also an outdoor
village ceremony held in Hambleden.
FINANCIAL MAThERS
The Treasurer, Mrs Lynda Marston-weston would like to give her sincere thanks to Mr Rex
Alott and Mrs Sharon Smith for their assistance with the banking of donations throughout
the year. Sincere thanks are also due to Mr Mike Wortley, for preparing and inspecting the
annual accounts.
The church is very grateful for the continued financial support received from the many
supporters who give regularly through the Parish Giving Scheme or by standing order.
Their continued support is critical for the continued Suc￿sS of the church.
The 2020 Accounts and Financial Statements were approved by the PCC at its meeting
held on the 27 April 2021.

TO HAMBLEDEN PAROCHIAL CHURCH COUNCIL
This report on the accounts of the PCC for the year ended 31 December 2020, which are
set out on pages 7 - 19 is in respect of an examination carried out under Regulation 3(3)
of the church accounting Regulations 1997 and s.43 of the Charities Act 1993.
Respective responsibilities of trustees and examiner
As the members of the PCC you are responsible for the preparation of the accounts; you
consider that the audit requirement of Regulation 3(3)" of the Church Accounting
Regulations 1997 and section 43(2) of the Charities Act 1993 (the Act) do not apply. It is
my responsibility to issue this report on those accounts in accordance with the terms of
Regulation 25 of the Church Accounting Regulations 1997 and Regulation 7 of the
Charities (Accounts and Reports) Regulations 1995.
Basis of independent examiner's report
My examination was carried out in accordance with the General Directions given by the
Charity Commission under section 43(7)(b) of the Act and to be found in the guidance from
the Central Board of Finan￿. That examination includes a review of the accounting
records kept by the PCC and a comparison of the accounts with those records. It also
includes considering any unusual items or disclosures in the accounts and seeking
explanations from you as trustees conceming any such matters. The procedures
undertaken do not provide all the eviden￿ that would be required in an audit, and
consequently I do not express an audit opinion on the view given by the accounts.

In connection with my examination, no matter has come to my attention:
(1) which gives me reasonable cause to believe that in any material respect the
requirements
to keep accounting records in accordan￿ with section 41 of the Act; and
to prepare accounts which accord with the accounting records and to comply with
the requirements of the Act, as also contained in the Church Accounting
Regulations 1997
have not been met; or
(2) to which, in my opinion, attention should be drawn in order to enable a proper
understanding of the accounts to be reached.

1. Accounting Policies
The financial statements have been prepared in accordance with the Church Accounting
Regulations 1997 together with applicable accounting standards and the charities SORP.
The financial statements have been prepared under the historical cost convention.
Funds
General funds represent the funds of the PCC that are not subject to any restrictions
regarding their use and are available for application on the general purposes of the PCC.
Funds designated for a particular purpose by the PCC are also unrestricted. Some trusts
in the custody of the Oxford Diocesan Board of Finance are restricted, and their capital
cannot be used
The accounts include all transactions, assets and liabilities for which the PCC is
responsible in law. They do not include the accounts of church groups that owe their main
affiliation to another body nor those that are informal gatherings of Church members.
Incoming Resources
Voluntary income and capital sources
Collections are recognised when re￿iVed by or on behalf of the PCC.
Pl'anned giving receivable under covenant or Gift Aid is recognised only when received.
Income tax recoverable on covenants or gift aided donations is recognised when the
related income is recognised.
Grants and legacies to the PCC are accounted for as soon as the PCC is notified of its
legal entitlement and the amount due.
Income from investments
Dividends and interest are accounted for when receivable.
Gains and losses on investments
Realised gains and losses on the School House fund and the Mission Housing Property
are recognised when the investments are sold. Realised gains and losses on the various
other funds and bequests are taken into account each year.

Grants
Grants and donations are accounted for when paid over, or when awarded, if that award
creates a binding obligation on the PCC.
Activities directly relating to the work of the Church
The dI0￿san quota or parish share is accounted for when payable. Any quota unpaid at
31 December is provided for in these accounts as an operational (though not a legal)
liability and is shown as a creditor in the Balance Sheet.
Fixed Assets
Consecrated land and buildings and movable church furnishings
Consecrated and benefI￿d propety is excluded from the accounts by section 96(2)(a) of
the Charities Act 1993.
No value is pla￿d on movable church fumishings held by the churchwardens on special
trust for the PCC and which require a faculty for disposal Sin￿ the PCC considers this to
be inalienable property. All expenditure incurred during the year on consecrated or
benefice buildings and movable church furnishings, whether Maintenan￿ or improvement,
is written off as expenditure in the Statement of Financial Activities and separately
disclosed.
Investments
All investments are now included at market value.
Current assets
Amounts owing to the PCC at 31 December in respect of fees, rents or other income are
shown as debtors less provision for amounts that may prove uncollectable.

HAMBLEDEN PAROCHIAL CHURCH COUNCIL AND
TRUSTEES OF THE SIDNEY ARTHUR HARRIS WILL TRUST
I have examined the Statement of Financial Activities and Balance Sheet of the Sidney
Arthur Harris Will Trust set out on page 18 relating to the year ended 31 De￿rnber 2020.
My examination did not amount to an audit but was carried out in accordan￿ with the
General Directions issued by the Charity Commissioners for the independent examination
of the accounts of smaller charities.
Nothing has come to my attention in connection with my examination which gives me
cause to believe otherwise than that the Statement accords with the accounting records of
the Trust and that such records satisfy the requirements of the Charities Act 1993.
l am not aware of any matter to which attention needs to be drawn in order to obtain a
proper understanding of the accounts.
