## **Structure, governance and management**
## **1. Structures**
Area Quaker Meetings are the main regional meetings for church affairs. They are the level of The Religious Society of Friends (Quakers) in Britain at which individual membership is held. Each Area Quaker Meeting is a separate charitable entity. The Area Meeting (AM) includes all constituent Local Meetings (LMs) and properties contained within its area.
Pickering and Hull Area Quaker Meeting (PHAQM) and its property is administered and managed in accordance with the provisions in the Governing Document adopted on the 12.7.2008 by Minute 88/2008 of Pickering and Hull Area Quaker Meeting as amended by minute PHAQM 2009/54 on 9.5.2009. Further guidance is contained in _Quaker Faith & Practice,_ Fifth Edition: The Book of Christian Discipline of the Religious Society of Friends (Quakers) in Britain (London, 2013) The organisation registered as a charity on 26 February 2010.
Friends, are appointed by AM to act as a body of Trustees by the terms of the Governing Document. Representatives of each LM meeting within the Area Meeting are appointed as Trustees where possible. The appointments are usually made for three years. A trustee can be reappointed on no more than two occasions to give an unbroken term of service as a trustee of the AM not exceeding nine years. Opportunities for induction for newly appointed and for training are available for all who serve, and there are funds to cover this expense.
## **2. Organisation**
Public Meetings for Worship (MfW) are held every Sunday morning at most of our meeting houses in Beverley, Hull, Kirkbymoorside, Pickering, Malton and Scarborough. Mid-week MfWs are also held at Beverley, Hull and Scarborough Meeting houses. A Meeting for Worship is held in Whitby on the third Sunday of each month at a Community Centre. A Meeting for Worship is also held monthly at Flamborough. Our worshipping communities support our members in their work and witness in the wider world. Our meeting houses and Worfolk Cottage (where occasional Meetings for Worship are arranged) provide a visible Quaker presence and a focus for community engagement.
Routine duties required to manage AM are undertaken by Friends without payment, other than reimbursement of expenses. All business meetings are held as Meetings for Worship for Business in accordance with Quaker practices as laid down in Quaker Faith and Practice, Chapter 3.

## **3. Related Parties**
Worfolk Cottage, in the ownership of the AM, provides simple environmentally-friendly accommodation for recreational and spiritual refreshment. It has now been open as ‘a Beacon to Sustainability’ for some years following extensive, energy-efficient refurbishment. The majority of bookings are from returning visitors from around the country as well as family groups who obviously enjoy the facilities provided in the cottage. Comments in the Journal, reflect the peace and tranquility to be found there. The Committee, appointed to manage the Cottage, works to a Business Plan approved by AM. The Committee reports on its work annually to AM.
In addition, there are three burial grounds within the care of Local Meetings within our AM. Whitby Friends, together with Whitby in Bloom, have creating a wildlife area at the Quaker Burial Ground at Bagdale. In Hull there is regular maintenance of the Quaker Burial ground on Spring Bank West, supported by a generous grant from The Sir James Reckitt Charity. The Quaker burial ground at Lowna (in the woods between Gillamoor and Hutton-le-Hole) is under the care of Kirkbymoorside Meeting.
Michelle Fisher, Trustee provides a gardening service to Beverley Meeting House, this is carried out on a self-employed capacity.
Michelle Fisher is a trustee of Pickering and Hull Area Quaker Meeting and Sir James Reckitt Charity. Conflicts of interest between both charities have been managed appropriately in line with policies and procedures.
## **4. Public benefit statement**
The Trustees have had due regard to guidance published by the Charity Commission (CC) on public benefit. They believe the objectives and activities, along with the year's performance, clearly show how the charity brings benefit to the public.
Each LM, save one, occupies a meeting house, owned by the AM, which is used by that meeting for public meetings for worship and for other Quaker activities, also providing a resource for local groups to meet, often when there are no other facilities available to them. Maintenance and improvement of meeting houses is financed from funds held at both area and local meetings. All meetings for worship are public meetings and are advertised as such. Care is taken to welcome newcomers and to give instruction in the nature of Quaker worship, the organisation of the Society and the nature of Quaker belief and spirituality. Enquirers and attenders are encouraged to attend special events for them at local, area and regional levels. Bursary funds are available to help with the expenses of such attendance.
Separate meetings are organised at each local meeting when there are young people in regular attendance; where not, facilities are arranged to welcome any visiting young people. Area and local meetings ensure that resources are available to allow children and young people to participate in the activities arranged for them at both regional and national level.

Elders and pastoral care teams are appointed by AM to support the spiritual life of each Meeting. Over recent years Trustees have developed a series of relevant policies, which are implemented and reviewed. A Memorandum of Understanding between the AM Trustees, on behalf of AM. This forms the basis of an annual formal report which each LM makes to AM.
## **5 Budgeting and Risk Management**
Assessing AM’s annual budget at the end of the preceding year enables us to advise LMs early in each year as to what contributions will be needed and give guidance as to the right proportion for each meeting to contribute. In 2023 we have continued the practice of basing this guidance figure on membership. The budget is then used to monitor and control expenditure.
Our meeting houses undergo quinquennial surveys in rotation and resulting advice is acted upon as soon as is practicable to ensure a good standard of maintenance. External structural repairs or renovations are financed from the AM Property Fund and where appropriate, from external appeals. AM’s property is insured on an annual basis. The safety standard and risk management policy for each of our properties is operated locally and overseen by Trustees. The AM Treasurers report regularly to the AM Trustees and to our AM Finance and Property Committee (AMFPC) who oversee the risk assessment and procedures to safeguard against fraud. In accordance with the guidance we have given to them, local meetings have reported to us that they have taken the appropriate action locally to minimise risks in relevant areas. Each constituent LM’s annual report to AM demonstrates compliance with the provisions of relevant legislation. This is recorded by an AM Minute. All LMs hold Disclosure and Barring checks for those working with children and young people and vulnerable adults.
The greatest existential risk we face is the loss of members and thus capacity to do what is necessary to keep our affairs, including our property in good order. Trustees have been addressing this issue for some time and taken steps to explore how we can support and enable the development of a vibrant and confident approach to our faith.

## **Activities achievements and performance**
This section is derived from regular reports which each Local Meeting has made to Area Meeting in 2023:
## **(a) How doth the Truth prosper among us?**
In 2022, in the long shadow of the Covid pandemic, Beverley Friends wrote that they had been,
“Coming together again…reassembling the pieces of a more normal community life.”
In 2023, those same Friends,
“…have continued to build on and develop the enthusiasm and hope we felt then for our life as a faith community, the closeness that was growing between us.
This desire to come together, often in the face of old hurts and falling numbers, has returned across all our meetings, but it has not been easy.
## Malton Friends wrote,
“Finding new impetus, catching just a glimpse of future growth, can sometimes seem a distant possibility when there are so few of us gathered on a Sunday morning.”
## And yet,
“Like the seasons, Meetings ebb and flow, but even in mid-winter early signs of future potential vibrancy can be detected, in trust this is the feeling amongst us in Malton.”
In some of our meetings this feeling of trust reawakened, has been nurtured. In Scarborough, Friends have begun their own ‘Coming Together’ session after worship on the fourth Sunday of each month.
“Our community focus over the past year has remained getting to know one

another, in both the everyday and the things which are eternal.”
In Pickering too, the everyday and the eternal have been held in the same light.
“Our specifically spiritual aspects show through in the depth and nourishment achieved in Meeting for Worship. We have started using ‘afterword’, which has allowed for more casual development of previous ministry.”
## **(b) Linking with the wider community of Quakers**
This sense that we must find ways to nurture a deeper, shared spirituality has taken root in all our Meetings. And we have looked to each other for guidance.
Kirkbymoorside Friends wrote,
“Some of us have been able to participate in the bi-monthly joint Ryedale meetings for worship and we appreciate the sense of solidarity and connection this gives. “
For many meetings the sense that we must attend to the spiritual life of our meetings has been felt with a growing urgency.
Kirkymoorside Friends “,
“…have agreed that we would be helped by external facilitation of a deeper process to explore our future. Is the meeting viable as it is, and what could nurture and sustain us better? Do we have desire and capacity to sustain regular worship and Quaker witness in our community? How do we relate to our historic building and site, what values do they embody to the world, …”
## **(c) Nurturing the Spirit**
In Malton too, Friends have felt this need, even knowing that there are no easy answers.

“We continue to ask ourselves ‘what is Quakerism in times of rapid change? What can we, individually and as a Meeting, say to bring hope and relief in our town? We continue to share our cares and anxieties together recognising that as a spiritually-led community we don’t yet have the answers but faith hope and love remain central to us.”
In some of our meetings faith has bloomed. In Beverley,
“In recent weeks these sessions have spawned what will probably become a separate programme of Experiment with Light sessions following a very enthusiastic response to an introductory session. And now, some Friends are asking for opportunities to explore the fundamentals of our Quaker way and processes”
In others finding faith has not been easy. In Hull,
“We had a difficult start to the year. MfW Sunday has been struggling for a long time with only one or two Friends coming.”
Dwindling numbers and the demands of a Meeting House have weighed heavily on more than one of our meetings. In Scarborough,
“Our financial difficulties are still a matter of great concern. During the summer, prior to our September Preparative Meeting, we held a threshing meeting to consider our position, our feelings about our Meeting House and our future as a community.”
In Kirkbymoorside too,
“Throughout the year we have had difficulty with aspects of maintaining our meeting and running our meeting house…..We found it difficult to make nominations and appointments of Friends to serve the meeting in 2023.”
An Area Meeting Learning and Development group has been active for many years and continued to provide regular opportunities to meet together to explore aspects of our spiritual lives. These have been well-attended in-person and blended.
In addition, an Area Meeting Newsletter, widely available and carefully curated, gives a source of inspiration and information, especially to Friends.

## **(d) Caring for each other**
At Area Meeting and among our Trustees this desire to revivify our meetings has germinated into a strong feeling that perhaps we have allowed the everyday concerns of buildings and lettings to overshadow the spiritual health and depth of our meetings to the point where our spiritual life has, in some meetings, begun to wither. Trustees have set in train two initiatives to help rekindle the spiritual heart of our worship. A nominated group of Friends have been asked to find practical ways to help meetings address some of the difficult problems and sometimes painful decisions facing us.
Across Yorkshire as a whole, ’Quakers in Yorkshire’ has also been searching for new practices that might allow things eternal to flourish once again among us.
## **(e) Caring for the World in which we live and Supporting Peace**
Even in this time of questioning and renewal Friends have not turned inwards but have continued to look out, wishing to engage with a troubled world. In Pickering,
“We were involved in the start-up of a Ukrainian café at the Meeting House,
which proved a good hub for those refugees currently living in the area to meet up and socialise with each other and with local people…Our support for the bi-monthly Meeting for Worship at Fylingdales continues.”
## In Scarborough.
“Our efforts in witnessing to peace and social justice have focused on supporting the bi-monthly Meeting for Worship at Fylingdales and, during Quaker Week, holding a vigil for climate justice on the main road prior to our Sunday worship”
## While in Kirkbymoorside,
“Our contribution to Quaker Week 2023 was to run a coffee morning in support of the Disasters Emergency Committee’s Pakistan floods appeal.”
## **(f) Working and outreach in our local communities**

Across our meetings, those struggling often more even than those that are thriving, Friends have not wavered in their desire to use their energy and their Meeting house to reach out and contribute to the local community of which they feel a part. As Pickering friends make plain,
“Our Meeting House remains at the centre of our witness, from where we become visible to others. Its care is essential to maintain this connection with the community, and for this we are grateful to our wardens as well as other members of the Meeting.
Our wardens have organised two series of four concerts – one in the autumn and again in the spring - involving a mix of mainly local musicians. These have been very well attended, drawing in much of the audience from people not otherwise connected to Friends.”
While in Hull, despite their troubles,
“The Meeting House still has lots of bookings groups include Alcoholics Anonymous, Narcotics Anonymous, and various NHS services. There are also two art groups who book, and two tuition groups leading people into employment.”
## **(g) Sustainability**
Within the Area Meeting's commitment, made in 2022, to work towards ensuring that all our properties are 'Zero-carbon we have worked to explore how to proceed to bring this about. Across our meetings Trustees have set in motion a survey of our buildings to identify what we can do in the coming years to make them all more energy efficient. In Malton this has already resulted in a major programme of insulating the historic Meeting House and replacing its old heating system with air-source heat pumps and install solar panels (this is now referred to as ‘the Malton Project’).
But for all our efforts, both practical and spiritual, 2023 has been a difficult year. Some meetings, like Beverley have found a new spiritual vitality while other meetings such as Hull are still searching. But nowhere has the search been abandoned.

Perhaps our Friends in Kirkbymoorside have best expressed this kindled need for a spiritual rebirth.
“In a reflective session at our November business meeting, we looked at our hopes for the future of the meeting, and minuted (in part):
We affirm that we want our meeting to continue, and we will endeavour to make it possible for Quaker worship and witness to take place in Kirkbymoorside for the foreseeable future.”
No one can see the future but in 2023 Friends in Pickering and Hull have affirmed that whatever the future holds, the truth will prosper among us.
## **Reserves policy**
Our policy is to hold a minimum of six months operating costs in reserve as cash plus sufficient for foreseeable projects. Further funds are held as accessible investments. Reserves are defined by the SORP as that part of a charity’s income funds that is freely available to apply or spend. This definition of reserves therefore excludes: permanent endowment funds; expendable endowment funds; restricted funds; and any part of unrestricted funds not readily available for spending, specifically income funds that could only be realised by disposing of fixed assets held for charity use and the carrying amount of programme related investments.
Planning and earmarking funds for future costs is done by local committees that manage our designated and restricted funds. Most of our buildings are very old and require specialised maintenance to keep them in good order. Decisions on appropriate reserves depend on the judgement of local finance and property committees as to what is needed to pay for the running costs, employees, planned improvements and maintenance and a buffer for unexpected repairs. Of designated fund bank balances held at the end of 2023 the £94k funds are provisionally earmarked as: Six months of historical expenditure as per our basic reserves policy.

## **Financial Summary**
- The deficit for the year was £46,370, however there was planned expenditure in relation to the Malton Project, further details provided at point 5 (2022: deficit £165,581, however £185,000 was invested with investing ethically therefore is no longer held within monetary assets.) The performance of the charity over this period is satisfactory.
- Bank balances decreased by £46,370 to £124,941 (2022: Bank balances decreased by £65,581 to £171,311).
- Income from Worfolk Cottage and Meeting House room hire remained consistent (2022: increased by £44k and are now back at precovid levels)
- In addition, there was an increase of almost £9k in contributions from friends (2022: decrease of £1.5k in contributions from friends) and £13.7k was received from grant income (2022: £39k grant income).
- As indicated on Page 12 above (under (g) Sustainability, para 1), a major project to retrofit insulation, replace the heating system with Air-source heat pumps and add solar panels has been started this year (we've called it 'The Malton Project'). The final cost is estimated be about £110,000, of which almost £60,000 has been spent in 2023. It is expected that the project will be completed by springtime 2025. A fundraising appeal has so far produced £21.3k (including £7k included in the total of grants received, above) and further applications are being made to other grant-making trust going forward. In the interim, For 2023, transfers have been made totalling 31.7k from the Malton Building Reserve (£6.8k), the Malton General Fund (£13.2k) and the Area General Fund (£11.7k). Further adjustments will be made once the final income and expenditure figures have been finalised.
- There was a deficit on the Scarborough General Fund of approx. £1.8k. A transfer was made from Area General Fund to cover this deficit.

## **Preparation of accounts**
We, the Trustees approve the Annual Accounts attached hereto, which have been prepared under section 133 of the Charities Act 2011, which states:
_"If a charity’s gross income in any financial year does not exceed £250,000, the charity trustees may, in respect of that year, elect to prepare (a) a receipts and payments account, and (b) a statement of assets and liabilities, instead of a statement of accounts under section 132(1)."_
Trustees have selected this approach as it is the same format as used within Local Meetings, and as such it is easier for Friends to understand and identify with these annual accounts.

I report on the accounts of Pickering and Hull Area Quaker Meeting for the year ended 31 December 2023, which are set out on pages 3 to 16.
## **Responsibilities and Basis of Report**
The charity trustees are responsible for the preparation of the accounts in accordance with the requirements of the Charities Act 2011 (“the Act”). I report in respect of my examination of the Charity’s accounts carried out under section 145 of the 2011 Act and in carrying out my examination, I have followed the

These financial statements have been prepared on a Receipts and Payments (R&P) basis in line with Charity Commission guidance for a Charity of At the year end there was a deficit on the following funds: *Malton Heating Fund (Restricted fund) deficit £31,718, transfers have been made from the Malton Building Reserve £6,818, the Malton General Fund £13,182 and the Area General Fund £11,718; *Scarborough General Fund (Designated Fund) deficit £1,765, A transfer has been made from the Area General Fund for this deficit. In accordance with paragraph 1 of Schedule 6 Finance Act 2010, Pickering and Hull Area Quaker Meeting is a charity for tax purposes and is generally exempt from Income Tax and Capital Gains Tax, but not from VAT. Irrecoverable VAT is included in the cost of those items to which it relates. Trustees received no remuneration for work as Trustees within the Charity. Michelle Fisher provides gardening services on a self employed basis to Beverley Meeting House and received payment of £518. Policy is to hold a minimum of six months operating costs in reserve as cash plus sufficient for foreseeable projects. Further funds are held as accessible investments. Father notes on this are in the Trustees Annual Report. Land & buildings and Furniture & Equipment and shown in the Statement Of Assets And Liabilities at both the book values carried forward from when accruals accounting was used. Current insurance values are also shown. Our Society has been in existence for over 350 years and some of our assets are of that age too. To revalue these assets for accounting purposes each year is expensive, a poor use of charitable funds, and to do so would be of little useful information value. Presenting the figures as above, whilst not perfect is felt to be a useful compromise of use to readers. Investments are stated at the valuations provided to us at the year end. The insurance values, are related to their physical locations rather than their fund allocations. These insurance values cannot be apportioned to fund types as has been done for book values and investments.

## **Note 16 DESCRIPTION AND FINANCIAL SUMMARY FOR EACH FUND**
Prior to the decision that the Area Meeting would be the primary meeting for church affairs, over a period exceeding 350 years we consisted of very many Local Meetings in the East and North Yorkshire region. Each Meeting is a worshipping group using the Quaker business method for the management of their affairs. Our history can still be seen within the many separate funds that make up the accounts of Pickering and Hull Area Quaker Meeting. Quakers have a long history of financial prudence, and we aim to finance our charitable purposes internally. The funds are managed by committees of Quaker Friends, making decisions relevant to their locality and the fund requirements. Below are listed the funds that were collated to make up these published charity accounts. All funds are either restricted or designated for a particular purpose. Whilst designated funds are a type of unrestricted fund, any change of use would need the agreement of the Local Meeting to which they are attached, the Area Meeting, and the Trustees. We have no general funds that any one part of the charity has unrestricted access. This continues our several centuries old methods of successfully safeguarding and managing our assets.
