**Structure, governance and management**
## **1. Structures**
Area Quaker Meetings are the main regional meetings for church affairs. They are the level of The Religious Society of Friends (Quakers) in Britain at which individual membership is held. Each Area Quaker Meeting is a separate charitable entity. The Area Meeting (AM) includes all constituent Local Meetings (LMs) and properties contained within its area.
Pickering and Hull Area Quaker Meeting (PHAQM) and its property is administered and managed in accordance with the provisions in the Governing Document adopted on the 12.7.2008 by Minute 88/2008 of Pickering and Hull Area Quaker Meeting as amended by minute PHAQM 2009/54 on 9.5.2009. Further guidance is contained in _Quaker Faith & Practice,_ Fifth Edition: The Book of Christian Discipline of the Religious Society of Friends (Quakers) in Britain (London, 2013) The organisation registered as a charity on 26 February 2010.
Friends, are appointed by AM to act as a body of Trustees by the terms of the Governing Document. Representatives of each LM meeting within the Area Meeting are appointed as Trustees. The appointments are usually made for three years. A trustee can be reappointed on no more than two occasions to give an unbroken term of service as a trustee of the Area Meeting not exceeding nine years. Opportunities for induction for newly appointed and for training are available for all who serve, and there are funds to cover this expense.
## **2. Organisation**
Public Meetings for Worship (MfW) are held every Sunday morning at our meeting houses in Beverley, Hull, Kirkbymoorside, Pickering, Malton and Scarborough. Mid-week MfWs are also held at Beverley, Hull and Scarborough Meeting houses. A Meeting for Worship is held in Whitby on the third Sunday of each month at a Community Centre. A Meeting for Worship is also held monthly at Flamborough. Our worshipping communities support our members in their work and witness in the wider world. Our meeting houses and Worfolk Cottage (where occasional Meetings for Worship are arranged) provide a visible Quaker presence and a focus for community engagement.
Routine duties required to manage AM are undertaken by Friends without payment, other than reimbursement of expenses. All business meetings are held as Meeting for Worship for Business in accordance with Quaker practices as laid down in Quaker Faith and Practice, Chapter 3.

## **3. Related Parties**
Worfolk Cottage provides simple environmentally-friendly accommodation for recreational and spiritual refreshment has now been open as ‘a Beacon to Sustainability’ for some years. The majority of bookings are from returning visitors from around the country as well as local family groups who obviously enjoy the facilities provided in the cottage. Comments in the Journal, reflect the appreciation for the peace and tranquility that is found there. The Committee, appointed to manage the Cottage, works to a Business Plan approved by AM. The Committee reports on it’s work annually to Area Meeting.
There are three burial grounds within the care of Local Meetings within our AM. Whitby Friends, together with Whitby in Bloom, have creating a wildlife area at the Quaker Burial Ground at Bagdale. In Hull there is regular maintenance of the Quaker Burial ground on Spring Bank West, supported by a generous grant from The Sir James Reckitt Charity. The Quaker burial ground at Lowna (in the woods between Gillamoor and Hutton-le-Hole) is under the care of Kirkbymoorside Meeting.
Michelle Fisher, Trustee provides a gardening service to Beverley Meeting House, this is carried out on a self-employed capacity.
## **4. Public benefit statement**
The Trustees have had due regard to guidance published by the Charity Commission (CC) on public benefit. They believe the objectives and activities, along with the year's performance, clearly show how the charity brings benefit to the public.
Each local meeting, save one, occupies a meeting house, owned by the Area Meeting, which is used by that meeting for public meetings for worship and for other activities, also providing a resource for local groups to meet, often when there are no other facilities available to them. Maintenance and improvement of meeting houses is financed from funds held at both area and local meetings. All meetings for worship are public meetings and are advertised as such. Care is taken to welcome newcomers and to give instruction in the nature of Quaker worship, the organisation of the Society and the nature of Quaker belief and spirituality. Enquirers and attenders are encouraged to attend special events for them at local, area and regional levels. Bursary funds are available to help with the expenses of such attendance.
Separate meetings are organised at each local meeting when there are young people in regular attendance; where not, facilities are arranged to welcome any visiting young people. Area and local meetings ensure that resources are available to allow children and young people to participate in the activities arranged for them at both regional and national level.
Elders and pastoral care teams are appointed by AM to support the spiritual life of each Meeting.

## **5 Budgeting and Risk Management**
Assessing area meeting’s annual budget at the end of the preceding year enables us to advise LMs early in each year as to what contributions will be needed and give guidance as to the right proportion for each meeting to contribute. In 2021 we have continued the practice of basing this guidance figure on membership. The budget is then used to monitor and control expenditure.
Our meeting houses undergo quinquennial surveys in rotation and resulting advice is acted upon as soon as is practicable to ensure a good standard of maintenance. External structural repairs or renovations are financed from the Area Meeting Property Fund and where appropriate, from external appeals. AM’s property is insured on an annual basis. The safety standard and risk management policy for each of our properties is operated locally and overseen by Trustees. The AM Treasurers report regularly to the AM trustees, to the AM Finance and Property Committee (AMFPC) who oversee the risk assessment and procedures to safeguard against fraud. In accordance with the guidance we have given to them, local meetings have reported to us that they have taken the appropriate action locally to minimise risks in all areas. Each constituent local meeting’s annual report to Area Meeting demonstrates compliance with the provisions of relevant legislation. This is recorded by minute of the area meeting. All Local Meetings hold Disclosure and Barring checks for those working with children and young people and vulnerable adults.

## **Activities achievements and performance**
## **1. How doth the Truth prosper amongst us?**
The truth like life itself has its seasons. In 2021 Pickering Friends wrote,
…the grass has grown longer and there is a sense that nothing will ever be quite the same again.
But those months passed and hope, as it does, bloomed. In 2022 Beverley Friends declared,
“This report could be subtitled “Coming together again”. In so many ways this is what we have been doing, gradually, over the last 12 months, physically reassembling the pieces of a more normal community life.
This sense of nurturing and regrowth has been a gentle light of 2022, in which all else has receded.
Slowly we are moving into new ways following the difficulties caused by the pandemic. Some aspects of our life together may be permanently changed, or may develop in ways we cannot yet foresee, but our regular times of shared worship remains the bedrock from which we look forward. (Kirkbymoorside)
A forward looking that has taken root across our meetings.
…we have lost Friends and friends, who are greatly missed. However, on the whole, we feel that there are green shoots that we hope to nurture and strengthen as we face whatever the future brings. (Scarborough)
## **2. Nurturing the Spirit**
An important part of our life as an Area Meeting is to make sure that opportunities for learning and spiritual growth of Friends is readily available. Our Learning and Development Group is responsible for the organisation and delivery of a series of events each year. Four such events were held by Zoom and in person in 2022 on subjects ranging from exploring the work and witness of the Northern Friends Peace Board to ‘simplifying our procedures’.
This nurturing of the spirit of our meetings has been as much a practical and physical practice as spiritual. In Scarborough,

Our community focus over the past year has been on reconnecting and getting to know one another, as we have been joined by some new attenders. We have enjoyed shared lunches and discussions, such as ‘This tells you something about me’, during which Friends shared diverse objects - plants, books, photos, cuddly toys amongst them – of significance in their lives.
Large meetings or small, Friends have looked out, beyond themselves as well as within for inspiration and regrowth.
We are a small group and our numbers on Sunday mornings rarely reach into double figures. We try not to become inwardlooking, rather to welcome new faces and the inspiration, questions and challenges that come with them. (Malton)
While in Kirkbymoorside,
We have recently re-instated the discussion session held for half an hour after meeting for worship on fourth Sundays, and those who participate are really valuing the opportunity to engage with one another in the things which are eternal.
In Pickering the desire to engage with the “things which are eternal” meant looking at the changes and challenges that lockdown had left behind. The group,
…looked at a number of books, not all of them written by Quakers or addressing what could be deemed as ‘Quaker’ issues although all had a spiritual dimension. It was a mutually supportive study group where we encouraged people to express their ideas within a secure, loving framework. The experience gave us a realisation of the changes that had taken place individually and collectively during the imposed lockdown.
How could these changes, which have the capacity to threaten our equilibrium and make us more vulnerable, anxious and maybe less tolerant, transform into an opportunity of personal and spiritual growth that would foster the sharing of truth, honesty and trust amongst us as a worshipping family?
In part their answer was practical.
Following welcoming several new Friends over the last year Elders organised an opportunity for Friends to explore their understanding of vocal ministry. 19 Friends took part in these sessions, providing an opportunity to consider and share what hinders vocal ministry as well as identifying practical steps we can take as a Meeting. We have now introduced a period of Afterword following Meeting for Worship, and the named Elder makes themselves available after. Meeting, should any Friend wish to talk to them.

There was also a deep and ongoing spiritual commitment to heal the wounds that the isolation and division that lockdown left. Pickering friends wrote,
To allow the Truth to prosper amongst us we need to promote acceptance and expression of our diverse fears, hopes, perceptions, faith and individual spiritual journeys. Quakers may not offer certainty but they offer spiritual enrichment through acceptance and the space to grow. We will endeavour for Truth to be sustained and guarded in our silence and to promote unity through honest sharing. We need to ask ourselves what love requires from us and seek spiritual renewal moving forward…
## **3. Working and outreach in our local communities**
The desire to move forward, a gentle Quakerly desire to improve, looked out beyond Meeting House walls as well. Malton Friends wrote,
Despite a good number of people regularly using the Meeting House – and outreach programmes in previous years, sadly, many local people do not know what lies behind the high walls screening us from Greengate. As the population of Malton is quickly growing, this can be seen as an opportunity for us to welcome new enquirers.
## In Beverley
… the Flamborough meetings for worship resumed on first Fridays with lunch to follow and are much appreciated both by Friends and Flamborough parishioners.
## While in Kirkbymoorside friends,
…are engaged in the local community in a variety of ways. As a meeting we support ecumenical activities through Ryedale Christian Council and Churches Together in Kirkbymoorside, and Friends have participated in joint services and the Lenten reflections;…
And at the same time,
We are pleased once again to be able to offer our meeting house for provision of teas on the Kirkby in Bloom Open Gardens day, which brings a lot of visitors.

Of all our Meetings, Hull has perhaps been beset with more divisions and difficulties than most and yet as ever there is an energy and spirit which seems indomitable.
Hull L.M. continues to offer chaplaincy service to HMP Hull, Hull Hospitals, and a Quaker Prison visitor to HMP Humber when required.
While at the Meeting House itself, due on no small part to their Warden team,
The Hull Meeting House bookings have been quite busy, with a number of periods where there are multiple bookings running in different rooms in the Meeting House. The NHS has been a fairly dominant share of these bookings. For groups such as A.A. and N.A. their sessions have been very important to their members.
## **4. Linking with the wider community of Quakers**
For many years now the number of Quakers not just in our Area but nationally has been declining. At a recent Area Meeting, however, Friends from Beverley felt moved,
…to reject the strong feeling roused in reaction to the Tabular Statement at Area Meeting that we were in serious decline.
And instead wrote
## Though fewer in numbers, we nevertheless feel that we are thriving. (emphasis in original)
Indeed, if proof were needed,
Many Beverley Friends have joined in the Learning and Development sessions, the AM Gathering, and a variety of online sessions from Quaker Life and Woodbrooke, as well as on-line meetings for worship with Quakers of Kyiv and other online upholding worship since the invasion of Ukraine.

## While,
Friends in Whitby continue to meet faithfully once a month and, after a period of meeting in one another’s homes, have now found a new venue.
At a regional level we have been pleased that AM has agreed to participate in a medium-term project which is too look at structures within Yorkshire. This might lead to the simplification of some charitable functions
## **5. Caring for the World in which we live**
Undaunted by dwindling numbers and advancing old age, Malton Friends
…are currently planning a major refurbishment of the Meeting House in line with Area Meeting’s carbon zero policy, supported by a Project Group of Friends from Area Meeting and largely funded by the Area. The project will include air source heat pumps and greatly improved insulation. We hope that this will help to make the building more welcoming and sustainable for many years to come.
In Beverley,
At the time of the COP26 meeting in Glasgow in November we joined with members of other churches to witness in Toll Gavel in the call for urgent action to halt climate change.
## **6. Supporting Peace**
Sadly, as always Quakers have worked for peace in a warlike world. Scarborough Friends wrote,
Over the past year we have been able to support the reinstated Meeting at Fylingdales, which is particularly important in the current turbulence in world affairs.
Echoed in Pickering.
Our Meeting House has continued to offer support to the Fylingdales meeting for worship this year. This feels as poignant and as important as ever with our commitment to peace in the context of Russia’s invasion of Ukraine.
While in Kirkbymoorside,

Individual Friends are engaged in peace and social witness work, such as the Ecumenical Accompaniment Programme for Palestine and Israel.
## **7. Caring for each other**
Despite a resolute determination to carry on Friends are aware of the profound challenges posed by declining numbers. In Scarborough,
Difficulties remain: like other Meetings finding enough people to fill key roles is difficult and lack of numbers makes it difficult for Friends to engage in inter-visiting. Our financial position is a cause for concern.
## In Kirkbymoorside,
The number of active Friends able to carry the work of the meeting has reduced, as some have moved out of the area and others are housebound. Two previously active Friends have told us their path now lies elsewhere. So, as other meetings have reported, we find it hard to appoint Friends to fill roles we have previously needed,… We will need to find a different way .., being clear about which tasks we really need doing, and which could be dropped or done differently.
## Even in Beverley,
… of major concern during the last twelve months is a hesitancy of Friends to accept service to some roles. Our nominations committee has suffered particularly in this way and at present is not functioning. For the moment we are managing, but the implications for 2023 are not good and we will need to address this very soon.
The number of experienced Friends has declined dramatically in recent years, we miss the guidance of longstanding Friends who have not yet returned, and there is a need for newer Friends to gain confidence and knowledge in order to share in the basic activities needed to keep the Meeting thriving.
This is how the Truth has prospered among Friends in Pickering and Hull Area Meeting in 2022.

## **8. Sustainability**
The major development for PHAQM is the decision that we wish to become a Zero-Carbon Area Meeting. On an initiative from the Trustees, AM agreed in September 2022 that a research group should look at our properties to identify what might be done to reduce energy consumption as near to zero as is practical. This work is ongoing, building on the work to refurbish Worfolk Cottage some years ago. AM also agreed to start work on a major project for this purpose at Malton Meeting House. The work will be largely completed in 2023.
Meanwhile, we recognised and welcomed the sharp reduction in our own energy consumption through moving much of our activities on-line in 2021 which continued into 2022. This, together with the sharp rise in energy costs has raised questions about how we can ‘pool’ our energy purchases. We discovered that we can make substantial savings by doing so.
## **Reserves policy**
Our policy is to hold a minimum of six months operating costs in reserve as cash plus sufficient for foreseeable projects. Further funds are held as accessible investments. Reserves are defined by the SORP as that part of a charity’s income funds that is freely available to apply or spend. This definition of reserves therefore excludes: permanent endowment funds; expendable endowment funds; restricted funds; and any part of unrestricted funds not readily available for spending, specifically income funds that could only be realised by disposing of fixed assets held for charity use and the carrying amount of programme related investments.
Planning and earmarking funds for future costs is done by local committees that manage our designated and restricted funds. Most of our buildings are very old and require specialised maintenance to keep them in good order. Decisions on appropriate reserves depend on the judgement of local finance and property committees as to what is needed to pay for the running costs, employees, planned improvements and maintenance and a buffer for unexpected repairs. Of designated fund bank balances held at the end of 2022 the £138k funds are provisionally earmarked as: Six months of historical expenditure as per our basic reserves policy £89k; Quinquennial survey and planned maintenance reserve £45k; Area working capital to support irregular receipt stream over the following year £4k.

## **Financial Summary**
- The deficit for the year was £165,581, however £185,000 was invested with investing ethically therefore is no longer held within monetary assets. Excluding the investments there would have been a surplus of £19,149. (2021: surplus £14,204, however £9,000 of this was due to realising our investments with NS&I, an increase of 4% in total funds). The performance of the charity over this period is satisfactory.
- Bank balances decreased by £165,581 to £171,311 (2021: Bank balances increased by £14,204 to £336,892). After a review of our current financial position, £185k was invested during the year, this included the £100k held in monetary assets pending reinvestment in the 2021 accounts.
- Excluding funds held for re-investment the actual unrestricted working capital held as cash within our bank balances was £138,028 (2021: £205,249).
- Income from Worfolk Cottage and Meeting House room hire increased by £44k (2021: increased by £7k in 2021) and are now back at pre-covid levels.
- In addition, there was a decrease of over £1.5k in contributions from friends (2021: £2.5k of increased contributions from friends) and £39k grant income (2021: £33k grant income, 26k of which was from Government Covid-19 support schemes).

## **Preparation of accounts**
We, the Trustees approve the Annual Accounts attached hereto, which have been prepared under section 133 of the Charities Act 2011, which states:
_"If a charity’s gross income in any financial year does not exceed £250,000, the charity trustees may, in respect of that year, elect to prepare (a) a receipts and payments account, and (b) a statement of assets and liabilities, instead of a statement of accounts under section 132(1)."_
Trustees have selected this approach as it is the same format as used within Local Meetings, and as such it is easier for Friends to understand and identify with these annual accounts.

**Note 1 General notes Basis** These financial statements have been prepared on a Receipts and Payments (R&P) basis in line with Charity Commission guidance for a **Deficits** The Scarborough Access to Work Fund was in deficit at the year end. Grant funding is paid in arrears for this fund. **Taxation** In accordance with paragraph 1 of Schedule 6 Finance Act 2010, Pickering and Hull Area Quaker Meeting is a charity for tax purposes and is generally exempt from Income Tax and Capital Gains Tax, but not from VAT. Irrecoverable VAT is included in the cost of those items to which it relates. **Trustees** Trustees received no remuneration for work as Trustees within the Charity. Michelle Fisher provides gardening services on a self employed basis to Beverley Meeting House and received payment of £951. **Reserves** Policy is to hold a minimum of six months operating costs in reserve as cash plus sufficient for foreseeable projects. Further funds are held as accessible investments. Father notes on this are in the Trustees Annual Report. **Assets** Land & buildings and Furniture & Equipment and shown in the Statement Of Assets And Liabilities at both the book values carried forward from when accruals accounting was used. Current insurance values are also shown. Our Society has been in existence for over 350 years and some of our assets are of that age too. To revalue these assets for accounting purposes each year is expensive, a poor use of charitable funds, and to do so would be of little useful information value. Presenting the figures as above, whilst not perfect is felt to be a useful compromise of use to readers. Investments are stated at the valuations provided to us at the year end. The insurance values, are related to their physical locations rather than their fund allocations. These insurance values cannot be apportioned to fund types as has been done for book values and investments.
