CLERGY SITUATION

We have been without a Team Rector since July 2022 and a Team Vicar since March 2023. In addition, the Team Curate, Matt Hodder, left in August having been largely working in the St Barnabas Parish.

The post of Team Rector has been advertised twice. The representatives of the four Team churches worked hard with the Archdeacon over this process but unfortunately it has not been possible to make an appointment. As a consequence of this the Team Vicar post remains vacant as well. The Archdeacon, Allie Kerr, advised re-advertising again in May or June.

During these challenging times we have been grateful to the many visiting clergy who have helped us to maintain services at St Mary’s. Reverend Sue Twynam has helped Andrew Hill (Licensed Lay Funeral Minister) and Maureen Denman (Churchwarden) in arranging this cover.

WORSHIP

The existing pattern of !0 am services on Sundays has been maintained: Holy Communion (Common Worship) except for the fourth Sunday in the month, when Andrew Hill has led Family Service. At times when no priest was available to preside over Holy Communion Andrew, or on occasion a churchwarden, has led a Service of the Word. We are particularly indebted to Andrew for his work throughout the year.

On two occasions we have joined the morning service at St Barnabas, the first for Reverend Matt Hodder’s farewell and the second for the visit of the Archdeacon, Venerable Allie Kerr.

On one occasion we joined the morning service at St John’s.

The 8.30 service of BCP Holy Communion has been held fortnightly when possible, but has had to be suspended for the present due to difficulty in obtaining clergy for this early time. An 8 am service is held weekly at St John’s.

The monthly 3.30 pm service of Holy Communion has also had to be suspended, as has Messy Church, due to lack of clergy or helpers.

Holy Communion services on Wednesdays at 10 am, alternating with St John’s and occasionally at St James have been maintained, some led by Reverend Edward Barlow, others by visiting clergy.

900th ANNIVERSARY

To celebrate nine hundred years as a parish we held an Open Weekend on June 24-25. Church silver and interesting historical items were on display in the church. There were refreshments and stalls in the churchyard. The bells were rung by a team from Crayford and people were able to visit the ringing chamber.

On the Sunday a special service was held at which we welcomed our friends from St John’s.

On November 19 Bishop Jonathan presided at the 10 am service and preached. A reception was held afterwards in the Church Hall.

We were delighted to welcome former vicars Reverend Alison Letchka and Reverend Clive Wood together with spouses Patrick and Christine.

We were also grateful to Louie French MP and the Mayor and Deputy Mayor of Bexley for their attendance, along with members of the other Bexley Team churches and other local churches.

To mark the anniversary Chris Thomas, Director of Music, gave three organ recitals in aid of the Reordering Fund.

OLD BEXLEY C OF E PRIMARY SCHOOL

Reverend Mel Jemmett, Area Dean, and Andrew Hill take assemblies at the school fortnightly. They also led the school’s Christmas and Easter services at St Mary’s for pupils in years 4,5 and 6.

PASTORAL CARE

Much pastoral care is facilitated by an informal network of church members who look out for each other. It is important that new members are catered for. The congregation is encouraged to look out for and welcome visitors. Home Communion is taken to the housebound by three lay members.

CHARITABLE GIVING

We collect items for Bexley Food Bank and support it and Bexley Women’s Aid by Harvest time offerings. We have given to Church Mission Society, Christian Aid and other charities through direct donations.

PARISH MAGAZINE

The magazine LINK is produced monthly and distribution continues.

ECUMENICAL RELATIONSHIPS

St Mary’s is a member of Churches Together in Old Bexley. We hosted the combined service for the Week of Prayer for Christian Unity. A joint Lent course was held at Bexley URC and Baldwyns Park Baptist Church.

ADMINISTRATIVE INFORMATION

The church of St Mary the Virgin is situated at the junction of Bexley High Street and North Cray Road. There has been a church on this site since at least the eleventh century. It is part of the Diocese of Rochester within the Church of England. St Mary’s, St John’s Bexley, St Barnabas Joydens Wood and St James North Cray together form the Bexley Team Ministry under the Team Rector.

Members of the Parochial Church Council (PCC) are elected by the Annual Parochial Church Meeting (APCM) in accordance with the Church Representation Rules.

Following the APCM of 21 May 2023 the PCC members were: Melanie Simpson - Churchwarden (Chair) Maureen Denman - Churchwarden (Vice Chair) Chris Kirk - Deanery Synod John Bowerman (Secretary) Chris Lee (Treasurer) Janet Bird Barbara Graham Marion Smith Ann Whatson

On 15 October Melanie Simpson’s resignation as churchwarden on health grounds was accepted by the Bishop. Maureen Denman therefore became Chair of the PCC.

At the PCC Meeting of 14 November Melanie was co-opted as a member, along with Chris Pryke. Scheduled meetings have been held every two months with an average attendance of 92%. Single issues have been dealt with at other times by email.

AIMS AND PURPOSES

The primary objective of the PCC is the promotion of the gospel of our Lord Jesus Christ according to the doctrines and practices of the Church of England.

The PCC has the responsibility of cooperating with Team clergy in promoting in the Parish the whole mission of the church, pastoral, evangelistic, social and ecumenical.

The PCC seeks to enable St Mary’s to work collaboratively within the Bexley Team Ministry.

CHURCHYARD

The hedge of Japanese holly around the new Garden of Remembrance has failed. As an alternative the PCC have applied for a faculty to install a border of dark grey paving around the area.

In August a tree in the churchyard fell. In January a storm caused two large portions of a tree in the Cemetery to fall. The Diocesan Advisory Committee’s opinion is that the maintenance of trees is the responsibility of Bexley Council in law. This has been disputed by the Council’s Trees and Conservation Manager. The Diocesan Registrar has now written to the Council stating our legal case.

Bexley Council continue mowing on a regular basis.

200 CLUB

After some forty years of raising money for the church, the 200 Club came to an end in December. Many thanks to Ann Whatson, the last and longest - serving organiser.

BEREAVEMENTS

With great sadness we have said goodbye to Pat Harvey, Roger Thompson, Cynthia Howard, David Jones and Mary Andrews.

CHOIR AND ORGAN

The choir has continued with two-weekly practices, with the option to practice every week when there is a need, for example in the lead up to Christmas. This worked for the first time last year.

Our Christmas Carol Service was reduced to three choir members due to illness. The three very competent members produced a carol service of a very high standard.

The choir is still looking for new members. Young children between the ages of 7 and 12 would be most welcome so that a junior choir could be re-started. Adults of any age would be most welcome. Choir practice occurs between 6.45 and 7.15 pm on a Friday for any interested children, Adults practice between 7.00 and 7.30 pm. All participants have the opportunity to learn basic music and singing skills.

Lesley left the choir in March when she decided to move to the local Catholic church. She has stated that she is available for weddings and will join us for the carol service this year.

1. Accounting policies

a Accounting convention

The financial statements have been prepared in accordance with the Church Accounting Regulations 2006 together with applicable accounting standards and SORP 2015.

The financial statements have been prepared under the historical cost convention as modified by the inclusion of Investments at market value and the revaluation of fixed assets. The financial statements include all transactions, assets and liabilities for which the PCC is responsible in law. They do not include the accounts of church groups that owe their affiliation to another body, nor those which are informal gatherings of church members.

b Funds accounting

Funds held by the PCC are:

Unrestricted funds – general funds which can be used for PCC ordinary purposes.

Designated funds – monies set aside by the PCC out of unrestricted funds for specific future purposes or projects.

Restricted funds – a) income from trusts or endowments which may be expended only on those restricted objects Provided in the terms of the trust or bequest; b) donations or grants received for a specific object or invited by the PCC for a specific object. The funds may only be expended on the specific object for which they were given. Any balance remaining unspent at the end of the year is carried forward as a balance on that fund.

Endowment funds – funds the capital of which must be maintained; only income arising from the investment of the endowment may be used, either as restricted or unrestricted funds, depending on the purpose set out in the terms of the original endowment.

c Incoming resources

All incoming resources are accounted for gross.

Voluntary income

Collections are recognised when received.

Planned giving receivable is recognised only when received.

Income tax recoverable on Gift Aid donations is recognised when the income is recognised.

Grants and legacies are recognised when the PCC is legally entitled to the amount due.

Income from investments

Dividends are accounted for when due and payable. Interest entitlements are accounted for as they accrue.

All other income

All other income is recognised when it is receivable.

Gains and losses on investments

Realised gains are recognised when the investments are sold.

Unrealised gains and losses are accounted for on revaluation on 31 December.

d Resources used

Resources expended are accounted for on an accruals basis and are accounted for gross.

Grants

Grants and donations are accounted for when paid over, or when awarded where the award creates a binding Obligation to the PCC.

Church activities

The diocesan parish contribution is accounted for when paid. Any parish contribution unpaid at 31 December is provided for in these accounts as an operational (though not a legal) liability and is shown as a creditor in the balance sheet.

e Fixed Assets

Tangible fixed assets

Consecrated and beneficed property of any kind is excluded from the accounts by s.96(2) of the Charities Act 2011.

Movable church furnishing held by the Vicar and Churchwardens on special trust for the PCC and which require a faculty for disposal, are accounted as inalienable property unless consecrated. They are listed in the church’s inventory which can be inspected.

All expenditure on consecrated or beneficed buildings and individual items costing under £1000 are written off in the year they were incurred.

Depreciation

Depreciation is calculated to write down the cost of tangible fixed assets, excluding freehold properties, over Their expected useful lives. The rates generally applicable are:

Fixtures and fittings 25% straight line Computer equipment 30% straight line

No depreciation is provided on freehold property as it is the PCC’s policy to maintain these assets in a continual state of sound repair. The useful economic life of these assets is so long and residual values so high that any depreciation would not be material. These assets will be subjected to annual impairment reviews. Provision will be made if there has been any permanent diminution in value.

Investments

Investments are stated at market value at the balance sheet date.

f Current Assets

Amounts owing to the PCC at 31 December in respect of fees, rents or other income are shown as debtors less provision for amounts that may prove uncollectable.

Short-term deposits include cash held on deposit either with the CBF Church of England Funds, or at the bank.

4 Staff costs

a wages and salaries

During the year the PCC employed a music direc t or, a caretaker and cleaners, all part time, but no payment was large enough To attract social security costs.

b Payments to PCC members

Mrs. M. Smith, who is a member of the PCC, was paid £1,917 during the year for cleaning the church and Hall Administration and Mrs. B. Graham was paid £600 for Hall maintenance. There were no other disclosable transactions in respect of PCC members, nor persons closely connected to them, nor other related parties.

The Treasurer has the discretion to transfer monies from the designated funds into the General fund. At such times the transfer will be reported to the PCC at their next meeting.

Church Repair Fund A Designated fund to finance major repairs to the church fabric. The money is deposited in
the Diocesan Repair Fund.
Churchyard Fund A Designated fund to be used for the upkeep of the churchyard.
Donations in Memorium A Designated fund to set aside unrestricted donations made in memorium. Such monies to
be used for specific purposes at the discretion of the PCC.
Hall General Fund A Designated fund for the management of the church hall.
Hall Reserve Fund A Designated fund to receive monies set aside for future large scale maintenance and
refurbishment of the hall. The initial balance consisted of the unrestricted part of the Hall
Capital fund.
Hall Repair Fund A Designated fund to be used for essential repair and maintenance work on the fabric of
the hall. The money is deposited in the Diocesan Repair Fund .
Legacies Fund A Designated fund for legacies received without any restriction as to their use. The PCC

Bells Fund A Restricted fund for the maintenance and refurbishment of the church bells.
Charities Fund A Restricted fund for monies raised for outside charities as a result of special appeals.
Choir Fund A restricted fund for monies set aside for choir expenses.
Extension Fund A Restricted fund for the proposed extension to St. Mary’s.
Flowers Fund A Restricted fund for monies donated for church flowers.
Hall Capital Fund A Restricted fund to be used for the maintenance and refurbishment of the church hall,
formed from money which was left over after the hall was originally built. The PCC has
decided, with the approval of the Diocesan office, that it is within the original purpose of
this fund for its money to be used for the transfer of funds into the Hall Repair Fund.
Organ Fund A restricted fund to finance major repairs or alterations to the present organ, or to replace
it.
Refurbishment Fund A Restricted fund for the refurbishment of St. Mary’s.
Sequestration Fund A Restricted fund for use during the interregnum to record DBF fees received and ministry
costs
Special Fund A Restricted fund for monies donated specifically for short term projects which are not
large enough to warrant separate funds.
Work with Children A Restricted fund for monies donated for children’s activities.
