Team Vicar’s Report

The past year can be characterised as a period of recovery from the effects of the pandemic. Worship has almost returned to pre pandemic forms, save for using intincted wafers receiving standing, a ‘non-contact’ peace and the number of worshippers being somewhat reduced.

Plant

During this year the diseased box hedges edging the two memorial gardens have been removed and the borders replanted with new shrubs.

Plans were drawn up to replace the old and inefficient church boiler and ancillary equipment and this work will commence on 24[th] May.

Following an on-site meeting with the DAC on 14[th] July and a number of unavoidable delays, the church reordering plans are now progressing again with a modified scheme . After being further worked up, this modified scheme will be presented to the congregation during the coming months.

The church hall has continued to provide a resource for both the wider community and the church as well as providing an income stream for the church.

People

In the wider Team, the Team Rector, Revd Ren Harding was made a cathedral canon and the Team Curate, Revd Matt Hodder was ordained priest. Matt will be completing his curacy during 2023.

In July a well attended memorial service was held for a past vicar of St Mary’s, Canon David Knight.

At the July family service Andrew Hill, having completed funeral training, was licensed as a Lay Funeral Minister by Archdeacon Paul Wright.

Chris Lee has been church treasurer for some 12 years and we are grateful for her hard work and diligence. Chris will be retiring at the APCM. Penny Metcalf will be our new church book keeper and Chris will be supporting Penny as necessary.

With the approach in 2023 of the 900[th] anniversary of St Mary’s becoming a parish, a small group is developing plans to mark this special occasion.

Recently we have been sad to lose three long term and faithful members of our church congregation in a period of under five weeks, Eileen Noel, Barbara Mugeridge and Marian Lamb. Also Richard Fox died after an accident last summer.

Over the past year there have been 15 baptisms, one confirmation, one wedding, one wedding blessing, 17 funerals (church or crematorium) and four interments of ashes.

The Church of England gathers statistics of weekly attendance in the month of October each year. At St. Mary’s the average weekly Sunday attendance in October 2021 was 33. This period included a Harvest Festival service. Rev’d Clive Wood

The future

It is imperative that new people are drawn into the life of the church. Please continue to pray for our friends and neighbours that they will seek God and come and worship with us.

Aims and Purposes

The primary objective of St. Mary’s Bexley Parochial Church Council (PCC) is the promotion of the gospel of our Lord Jesus Christ according to the doctrines and practices of the Church of England.

The PCC has the responsibility of cooperating with the Team Vicar, the Reverend Clive Wood in promoting in the Parish the whole mission of the church, pastoral, evangelistic, social and ecumenical. The PCC is also responsible for the maintenance and management of the Parish Hall.

The PCC seeks to enable St. Mary’s to work collaboratively within the Bexley Team Ministry, under the leadership of the Team Rector, Rev’d Ren Harding.

Objectives and Activities

The PCC is committed to enabling as many people as possible to worship at St. Mary’s and to become part of the parish community. It is responsible for maintaining an overview of worship. Services and worship put faith into practice through prayer, Scripture and the preaching of the Word, through music and through Sacrament. In addition pastoral care is provided for those in the parish through informal structures and the church seeks to promote missionary and outreach work.

Achievements and Performance

Worship and Prayer

Our Sunday worship at St. Mary’s is

8.30 am Book of Common Prayer Holy Communion on 1[st] and 3[rd] Sundays

10.00 am Common Worship Sung Holy Communion on 1[st] , 2[nd] , 3[rd] and 5[th] Sundays (including prayer for healing and wholeness on 1[st] Sunday)

10.00 am Informal Family service on 4[th] Sunday

3.00 pm Messy Church on 2[nd] Sunday (in the Parish Hall)

3.30 pm Common Worship Holy Communion on some 4[th] Sundays (approx 7 per year)

The mid-week worship continues as 10.00 am Common Worship Holy Communion on 1[st] and 3[rd] Wednesdays at St. John’s, 2[nd] and 4[th] Wednesdays at St. Mary’s and on 5[th] Wednesdays at St. James.

The Saturday ‘Night Watch’ zoom service which was introduced during last year ceased in March, and Sunday Zoom services finished in April this year. These services had their own congregation. A new Wednesday evening zoom service commenced after Easter.

The church has been well maintained in the past for which we are grateful. There are a couple of outstanding building related items which still cannot be progressed due to the pandemic: the repair/stabilisation of ageing changes in some stained glass windows and repairs to the exterior stonework.

The Extension Committee has continued to work with Simon Ablett architects on the reordering project to provide toilets and other facilities within the footprint of St. Mary’s. (See later report)

St. Mary’s church hall

The hall is managed by a hall management committee, day to day running being overseen by Mrs Marion Smith. The main hall user is the Old Bexley Village Pre-School Playgroup and there are a number of other regular lettings as well as one off bookings.

Pastoral care

Much pastoral care is facilitated by an informal network of church members who support and look out for each other. This ground up organic approach seems to work well but could have a possible disadvantage of people falling through the net, for example new church members. The congregation is encouraged to look out for and welcome visitors. The Vicar and LLM supported by others take Home Communion to those who are unable to attend worship. The Bexley Team news is distributed weekly to keep all informed.

Mission and evangelism

The Outreach Committee has not met this year. St. Mary’s supported Bexley Food Bank and Bexley Women’s Aid at Harvest time by collections; has given to Church Mission Society, Christian Aid, through direct donations The distribution of the Parish Magazine LINK restarted after the pandemic last September. We started linking baptism families and wedding couples with members of our church family, who promised to pray for them and support them.

Ecumenical relationships

St. Mary’s is a member of Churches Together in Old Bexley (CTiOB), though no new activities have taken place.

Volunteers

We would like to thank all those who give their time so freely and willingly in the running of St Mary’s. It is only possible to maintain the life and mission of St. Mary’s through the selfgiving of volunteers. In particular we would like to thank our Churchwarden, Mary Andrews, and our Treasurer, Christine Lee. We are also grateful to The Friends of St. Mary’s whose objective is preserving the fabric of the church building.

Deanery Synod

Two members of the PCC serve on Deanery Synod. This provides the PCC with an important link to the wider church. (See later for full report)

Financial review

The total amount received from all collections during 2021 was £22,716. Planned Giving was just over £1,000 down in comparison to 2020 but Open Plate increased by slightly more than this which, together with a small increase in donations through Gift Aid envelopes, resulted in an overall increase of just over £350 against the previous year.

In addition to this £6,458 was received from HMRC in respect of Gift Aid claims against Planned Giving, Gift Aid envelopes, Open Plate collections and Donations. The General fund ended the year with a deficit of Just over £12,000

Designated funds increased by £7,600 which was largely due to Legacies amounting to almost £6,000 and a Hall surplus of £1,400

Restricted funds show an increase of £3,300 which includes donations to the Extension fund of £1,300 and to the Bells fund of almost £2,000

The value of investments rose by £3,570. The year ended with fund balances of £506,997, an overall increase of £2,500 against the previous year. Christine Lee 3[rd] May 2022

Reserves policy

It is PCC policy to maintain a balance on unrestricted funds (if possible), which equates to approximately three months unrestricted payments, to cover emergency situations which may arise from time to time. This would be approximately £15,000 and although the balance in our unrestricted fund is less than this the total amount held in designated funds amounts to just under £50,000. If necessary, the PCC can use these funds should the need arise.

Structure, governance and management

The Parochial Church Council meets regularly throughout the year and is a corporate body established by the Church of England. The PCC operates under the Parochial Church Council Powers Measure and is a Registered Charity. The method of appointment of PCC members is set out in the Church Representation Rules. At St. Mary’s the membership of the PCC consists of the Team Vicar, the churchwarden, (both ex officio), up to two representatives to the Deanery Synod, and up to nine members elected by those in the congregation who are on the electoral roll of the church. All those who attend our services/ members of the congregation are encouraged to register on the electoral roll and stand for election to the PCC. The PCC are responsible for making decisions on all matters of general concern and importance to the parish, including deciding on how the funds of the PCC are to be spent.

The PCC has five sub committees- Standing, Finance, Outreach, Extension and Hall Management - all are responsible to the PCC and report back to it regularly together with proposals and reports for discussion. The Standing Committee is the only one with powers to act if the PCC cannot meet.

Administrative Information

The church is situated at the junction of Bexley High Street and North Cray Road. There has been a church on this site since at least the 11[th] century. It is part of the Diocese of Rochester within the Church of England. St Mary’s, with St. John’s, Bexley , St. Barnabas, Joyden’s Wood and St. James, North Cray together form the Bexley Team Ministry (BTM) with Revd Ren Harding as its Team Rector.

There was room for one other Church warden and one elected member.

Professor Catterall resigned her membership in March 2022. Sadly Mrs Barbara Mugeridge died in April 2022, having served on the PCC and Deanery Synod for a number of years. Due to the reduction in our Electoral roll, only six elected members can stand this year on the PCC, but there can also be one person appointed to stand on the Deanery Synod for the remaining year of service.

The PCC has met six times over the past year, Safeguarding was always on the agenda and the PCC adopted he House of Bishops ‘Promoting a Safer Church Safeguarding Policy Statement’. The accounts were always reviewed, mindful of our responsibilities as a charity. Other items for discussion were…The completion of the work in the Memorial garden with the hedges replaced by Japanese Holly (Ilex Crenata); Planning boiler replacement, liaising with Power Tunnels for a new tunnel for electricity cables under the Cemetery.

In 2021 there were 53 names on the electoral roll, since then there have been no additions and 8 deletions.

The 200 Club

Originally the club was set up when we were raising money to build the church hall but now raises money to support the fabric of the church. The Club is registered as a charity and has to abide by those regulations so no more than 50% of the income can be given as prizes. Anyone can be a member, parishioner, family, friend or neighbour. £1 a month (paid in December for the year) is all it takes to win £35, £15 or £10 each month. This year we have 134 members, so a couple more than last year; It would be lovely to have a few more! We were able to give a cheque to the PCC for £820.00 towards the upkeep of our beautiful building.

Thank you to all who are such loyal members for another successful year.

Choir and Music

The choir returned to providing music for the Sunday worship in June 2021. In discussion with the choir it was decided to return to 2 weekly choir practices, with the option to practice every week when there is the need. The choir are looking to purchase fold up music stands for use at the nine lessons and carols service and a set of 4 part hymn books.

The choir is still looking for new members, in particular young children between the ages of 7 and 12 would be most welcome so that a junior choir could be re-started. Choir practice would occur between 6.45 and 7.15pm on a Friday evening for any interested children and they would have the opportunity to learn basic music and singing skills.

Lily – our youngest member of the choir passed her GCSEs last August and has found that new experiences have taken her away from the choir. Emma – moved away from Bexley last year, and whilst she remained faithful to the choir, decided to look for a church closer to where she is now living. We are always looking for senior choir members who can sing parts. Chris Pryke is recovering from an operation to his thyroid gland and we are all looking forward to his return to singing later in the year.

The organ was not able to be used for Easter Day as a bearing needed to be replaced in the blower. We are grateful to Clive for identifying this problem.

The Friends of St. Mary’s

The Committee of the Friends of St. Mary’s was able to meet again for the first time on 2[nd] July, 2021 and has continued to meet regularly since then to discuss future events to raise funds for the upkeep of the fabric of the church. We were able to reinstate the plans we had made in 2020 to hold a concert, a quiz, an outing and the bazaar, and all these were met with enthusiasm by members of the congregation and other supporters.

The concert by the Grove Singers was very successful and most enjoyable – it is the third time they have sung at St. Mary’s and hopefully will be able to come again in the future. The quiz was again organised by Mick Sullivan and Sue Morton and the outing to Pashley Manor, arranged by Christine Rawlinson in conjunction with Joyara, was enjoyed by everyone despite the weather not being too kind. The bazaar was also successful just before Christmas.

On 30[th] April, we held our historical talk on medieval St. Mary’s and Bexley, and Dr. Cindy Wood, senior lecturer at Winchester University, gave an excellent talk. Thanks to everyone who has supported all these ventures.

Sadly, we have recently lost several of our members this year – David Knight, Roy Finden, Eileen Noel, Barbara Mugeridge, Marian Lamb (who was a member of the committee for many years), as well as Margaret and Michael Clinch – and we will greatly miss their support of our work.

Over the year the Friends have raised £1,818.00 towards the upkeep of St Mary’s.

We would always welcome new members and our AGM will take place on 19[th] June.

Churchyard Trees

The trees in the Old Graveyard ae generally in good condition. However, in mid March there were some very strong winds and this resulted in one of the smaller trees being blown over on the Manor House side of the fence. The tree was blown onto the church’s grounds. The Manor House estate is looked after by Jennings and Barrett of Erith and I contacted them on 24[th] March. A week later the tree was removed.

As usual, I will arrange for the summer inspection of the trees by Bartlett Tree Experts of Shoreham. The bushes along the Manor House fence will probably need trimming.

For the New Churchyard this needs checking to ensure the grass is not too long around the gravestones. We leave the rest of the graveyard alone so that the wild life can flourish.

Churchwardens Report

Isn't it time she retired? I expect you are asking yourselves as I asked myself until I heard that the Churchwardens at St. Barbaras, St. James and St. John's

had all resigned. You may not agree with me but I do not think it wise to have four new Churhwardens in the Team

What do Churchwardens do? It depends on the Vicar. At St. Mary's and among other things, arrange for people working at the church to be met, deal with wedding bookings, flowers, bells etc

for the service, and pay all the bills over £20

I am sure you will agree with me that we are very fortunate in having Clive as our Vicar, supported by his wife Chris.

Deanery Synod Report

There have been three Deanery Synod meetings since the last APCM report which covered the areas outlined below. Reverend Mell Jemmett of the Church of the Holy Redeemer Lamorbey continues as the Area Dean.

At the meeting held at St. John the Evangelist Church Sidcup on 16[th] June 2021, the main agenda item was a presentation given by Keith Berry who is the Community Engagement Adviser for the Diocese. This focussed on engagement between the church and the community, especially during this time of the pandemic. More information on this can be found on the Diocese of Rochester website.

The meeting held at Christ Church Sidcup on 23[rd] November 2021 included a presentation given by Liz Mullins who is the Rochester Diocese Generous Giving Adviser. This covered many aspects of giving to the church with various statistics compiled about people’s giving. One area that was highlighted, and is being considered by St. Mary’s, is the use of card readers, QR codes and online payments as churches now realise that many people do not carry cash any more.

The meeting held at Holy Redeemer Lamorbey on 10[th] February 2022 mainly covered the retirement of the Archdeacon, the Venerable Paul Wright, with Ven. Paul addressing the members. Ven. Paul has been associated with the Sidcup deanery for many years, having been ordained in 1979, and he has been in post as the Archdeacon of Bromley and Bexley since December 2003. He was great friends with Rev. David Knight of St. Mary’s, both of them serving in adjoining parishes in the past. Paul retired at the end of March this year. Chris Kirk,

Extension Report

As previously reported, the feasibility study into the reordering of the church to provide the facilities previously realised through the extension design was completed in January 2020. At that time a proposal for the reordering was submitted to the Diocesan Advisory Committee (DAC) and subsequently a meeting with the DAC was scheduled for March 2020. The onset of Covid19 restrictions at that time meant that the site meeting could not take place until July 2021 and we did not receive the official DAC site meeting notes until November 2021.

Although the Extension Committee had worked hard with the architect to present a reordering that achieved the facilities required with minimal impact on the aesthetics of the existing church design, the DAC were not in favour of some aspects. Based on their comments I have been working with Reverend Clive and our architect to redesign some parts of the reordering, and we are now at the stage where we have two designs for the Extension Committee to discuss and agree on which design to move forward with. It should also be noted that, following general agreement at the site meeting held with the DAC in July 2021, we now plan to carry out the reordering as a phased design with the first phase focussing on the toilets, refreshments area and an office space for the relocation of facilities moved out from the current choir vestry.

As can be seen from the PCC’s financial statement to the year ended 31[st] December 2021, the restricted extension fund stood at £47,822. One benefit of the phased reordering is that we should be able to put this money to good use in a shorter timescale. However, we can only get an accurate cost for the phase one design once the design has the general agreement of the DAC and other interested parties.

Although, as in many areas, things have seemed quiet with the extension project due to the pandemic, please be assured that the Extension Committee remain committed to seeing this project through to completion.

Knit and Natter group

This group has met for the past four years, knitting for pleasure, requests and sales. Always contribute to the Church fairs. Knitted cute animals for Easter and raised £50 for church funds. Meet on Mondays 1-3pm Everyone welcome. Janet Maskell, Barbara Graham coordinators.

NOTES TO THE FINANCIAL STATEMENTS FOR THE YEAR ENDED 31 DECEMBER 2021

1. Accounting policies

a Accounting convention

The financial statements have been prepared in accordance with the Church Accounting Regulations 2006 together with applicable accounting standards and SORP 2015.

The financial statements have been prepared under the historical cost convention as modified by the inclusion of Investments at market value and the revaluation of fixed assets. The financial statements include all transactions, assets and liabilities for which the PCC is responsible in law. They do not include the accounts of church groups that owe their affiliation to another body, nor those which are informal gatherings of church members.

b Funds accounting

Funds held by the PCC are:

Unrestricted funds – general funds which can be used for PCC ordinary purposes.

Designated funds – monies set aside by the PCC out of unrestricted funds for specific future purposes or projects.

Restricted funds – a) income from trusts or endowments which may be expended only on those restricted objects Provided in the terms of the trust or bequest; b) donations or grants received for a specific object or invited by the PCC for a specific object. The funds may only be expended on the specific object for which they were given. Any balance remaining unspent at the end of the year is carried forward as a balance on that fund.

Endowment funds – funds the capital of which must be maintained; only income arising from the investment of the endowment may be used, either as restricted or unrestricted funds, depending on the purpose set out in the terms of the original endowment.

c Incoming resources

All incoming resources are accounted for gross.

Voluntary income

Collections are recognised when received.

Planned giving receivable is recognised only when received.

Income tax recoverable on Gift Aid donations is recognised when the income is recognised.

Grants and legacies are recognised when the PCC is legally entitled to the amount due.

Income from investments

Dividends are accounted for when due and payable. Interest entitlements are accounted for as they accrue.

All other income

All other income is recognised when it is receivable.

Gains and losses on investments

Realised gains are recognised when the investments are sold.

Unrealised gains and losses are accounted for on revaluation on 31 December.

Grants and donations are accounted for when paid over, or when awarded where the award creates a binding Obligation to the PCC.

Church activities

The diocesan parish contribution is accounted for when paid. Any parish contribution unpaid at 31 December is provided for in these accounts as an operational (though not a legal) liability and is shown as a creditor in the balance sheet.

e Fixed Assets

Tangible fixed assets

Consecrated and beneficed property of any kind is excluded from the accounts by s.96(2) of the Charities Act 2011.

Movable church furnishing held by the Vicar and Churchwardens on special trust for the PCC and which require a faculty for disposal, are accounted as inalienable property unless consecrated. They are listed in the church’s inventory which can be inspected.

All expenditure on consecrated or beneficed buildings and individual items costing under £1000 are written off in the year they were incurred.

Depreciation

Depreciation is calculated to write down the cost of tangible fixed assets, excluding freehold properties, over Their expected useful lives. The rates generally applicable are:

Fixtures and fittings 25% straight line Computer equipment 30% straight line

No depreciation is provided on freehold property as it is the PCC’s policy to maintain these assets in a continual state of sound repair. The useful economic life of these assets is so long and residual values so high that any depreciation would not be material. These assets will be subjected to annual impairment reviews. Provision will be made if there has been any permanent diminution in value.

Investments

Investments are stated at market value at the balance sheet date.

f Current Assets

Amounts owing to the PCC at 31 December in respect of fees, rents or other income are shown as debtors less provision for amounts that may prove uncollectable.

Short-term deposits include cash held on deposit either with the CBF Church of England Funds, or at the bank.

The Treasurer has the discretion to transfer monies from the designated funds into the General fund. At such times the transfer will be reported to the PCC at their next meeting.

Church Repair Fund A Designated fund to finance major repairs to the church fabric. The money is deposited in
the Diocesan Repair Fund.
Churchyard Fund A Designated fund to be used for the upkeep of the churchyard.
Donations in Memorium A Designated fund to set aside unrestricted donations made in memorium. Such monies
to be used for specific purposes at the discretion of the PCC.
Hall General Fund A Designated fund for the management of the church hall.
Hall Reserve Fund A Designated fund to receive monies set aside for future large scale maintenance and
refurbishment of the hall. The initial balance consisted of the unrestricted part of the Hall
Capital fund.
Hall Repair Fund A Designated fund to be used for essential repair and maintenance work on the fabric of
the hall. The money is deposited in the Diocesan Repair Fund .
Legacies Fund A Designated fund for legacies received without any restriction as to their use. The PCC
has resolved that such monies should, at the discretion of the treasurer, be primarily used
for specific purposes. Legacies with restrictions as to their use are transferred to the
appropriate Restricted funds.
Bells Fund A Restricted fund for the maintenance and refurbishment of the church bells.
Charities Fund A Restricted fund for monies raised for outside charities as a result of special appeals.
Choir Fund A restricted fund for monies set aside for choir expenses.
Extension Fund A Restricted fund for the proposed extension to St. Mary’s.
Flowers Fund A Restricted fund for monies donated for church flowers.
Hall Capital Fund A Restricted fund to be used for the maintenance and refurbishment of the church hall,
formed from money which was left over after the hall was originally built. The PCC has
decided, with the approval of the Diocesan office, that it is within the original purpose of
this fund for its money to be used for the transfer of funds into the Hall Repair Fund.
Organ Fund A restricted fund to finance major repairs or alterations to the present organ, or to replace
it.
Refurbishment Fund A Restricted fund for the refurbishment of St. Mary’s.
Special Fund A Restricted fund for monies donated specifically for short term projects which are not
large enough to warrant separate funds.
Work with Children A Restricted fund for monies donated for children’s activities.
