ANNUAL REPORT OF THE PAROCHIAL CHURCH COUNCIL FOR THE YEAR ENDED 31[st] DECEMBER 2020
Aim and Purposes
The Parochial Church Council (PCC) of the Parish of St Mary and St Michael has the responsibility of co-operating with the incumbent in promoting in the ecclesiastical parish the whole mission of the church, pastoral, evangelistic, social and ecumenical.
Objectives and Activities

Teaching of Christianity through sermons, courses and small groups

Taking of religious assemblies in schools and provision of church services for schools

Promotion of Christianity through staging of events and meetings and the distribution of literature

Promoting the whole mission of the church through the provision of activities for senior citizens, parents and toddlers, young people and special needs groups

Supporting other charities in the UK and overseas

Since the beginning of March 2020 the Nation has faced severe restrictions on people’s activities introduced by the UK Government to reduce the spread of the dangerous disease Covid-19. Personal contact has been severely restricted and many businesses have had to close causing unemployment for many. Live services and in church activities have all had to be curtailed for long periods during 2020. Many of our elderly and vulnerable people have had to shield to prevent becoming ill. The mass vaccination of the populace is a huge scientific and logistical achievement and gives all hope that there is ‘light at the end of the tunnel’. Life has changed for our churches and we have adapted to the new normal we have all been facing using new online technologies for our services, ministry and communication. With hope we are beginning to look to how our future ministry will be shaped. Our report reflects this period of great change we are all experiencing.
Achievements and performance Worship and Prayer.
Combined electoral roll: 138
Average Sunday attendance varied because of successive Lockdowns and in between periods restricted live services. A substantial number in our congregations have access online technology have been able to participate in the online services but many do not. Messy Church services have also had to be severely curtailed.
We continue to be a successful training parish. Our 3[rd] year curate, Joanna Hover (nee Benner) has been signed off as ready to move on to incumbency but whilst recruitment is suspended in the Diocese due to Covid restrictions, Joanna has been

sent on secondment to a parish in vacancy.. She continues to live in Stoney Stanton Rectory for the time being. Laura Jackson is now priested and in her 2[nd] year of curacy.
We also have been joined by Revd Andrew Micklethwaite an experienced priest who is being supervised by the Rector as he undergoes preparation to return to full time ministry after a break.
Whilst in lockdown over this last year Home Communions have had to be suspended for safety of all concerned and to comply with Covid restrictions.
. The Contemplative Prayer Group has suspended meetings in person but are in contact with each other.
The Intercessory Prayer Circle has been active online during the pandemic and a prayer chain by e mail is actioned for the sick or anyone else who requests this support.
The first lockdown came into force in March 2020, A Lent course was in progress at that time but had to be curtailed, but the bible study group led by lay people is growing in numbers and has transferred to online zoom meetings..
The contribution made by so many volunteers continues to ensure that vital work with children and young people remains a priority. Online school assemblies have been offered and pastoral support during the pandemic is offered to the heads of all the primary schools in our parish.
A project in early December 2020 was for Christingle Assemblies, services and gift bags in order to reach out to families in new and exciting ways through social media. Over 1500 gift bags were delivered to the five schools in order to keep the popular Christmas event alive but presented in a new and creative way.
Café Church at St Michael and All Angels Croft was developing its place in the worship rota, but has had to be suspended for now until public worship is once more safely possible.
Christmas services were severely curtailed this year but we did actually hold Christmas Eve Midnight services and Christmas Day in all of our churches with a booking system in place with only limited places offered, and full Covid risk assessments were done to keep people safe.
The parish churches are involved with Remembrance services in each community and are well attended. This year the Rector worked with parish councils to offer a service in each village with minimal numbers of people being able to be present.
Links continue with all 6 schools in the parish, even during the pandemic. Members of the church are involved as governors in our three Church of England Schools and good positive links are established.
Baptisms were suspended from March 2020 due to Covid restrictions and before then 7 took place.
There is still an ongoing demand by parishioners and those with qualifying connections for the ministry of the Church at Weddings and Funerals, of which there were 1 and 39 respectively in this last year. Sadly, all but one wedding was postponed for the year of 2020.

Vocations
We have had two training curates working in the parish One person was in training for Reader Ministry and one person trained for the Ordained ministry at Queens Birmingham. (Both have now completed their training and moved into ministry at another parish in May 2020).
Mission and Evangelism, Outreach and Communications
The three churches maintain an open and inclusive tradition embracing Catholic and broad church elements in their worship and ministry, although each has its own particular ethos, so that all parishioners are catered for in a non-discriminatory way in their faith journey. The presence of unique, historic church buildings and the tradition of regular bell-ringing make people in each community aware of the church’s presence. The monthly parish magazine has an average circulation of almost 400 throughout the parish, and we make regular use of village notice boards. There is a parish website which includes information about each church and its life and worship (stmaryandstmichael.org.uk) and a parish Facebook page which is updated weekly. Since March 2020 the parish has produced online live streamed services for people to join and they are later put on our own YouTube channel. We have a wide range of people following our online services.
There is a Parish Administrator (with an advertised phone number and e-mail) to assist with general enquiries and bookings for weddings, baptisms and funerals and she also maintains the parish diary and service rotas.
Groups and Fellowship
There are two Church Choirs in the parish which have now rehearsed online and work together for occasional offices and United services. The parish is blessed by the support of several organists for the main services. The other church, Croft, is supported by a music group.
We are pleased to encourage a very gifted young organist and musician as our Assistant Organist who has started a children’s choir. Each church has a dedicated group of bell-ringers who add to the villages’ quality of life by ringing most Sundays. Other groups include a Ladies’ Fellowship that meets monthly in a local residential home. Fellowship has been severely curtailed due to the pandemic as has fund raising which affords an opportunity for fellowship and outreach. There have been opportunities to join online quizzes whilst in lockdown.
Up until March 2020 we offered…..
Children’s groups include Teddy Bear Bunch, Rainbow Followers alongside Messy Church. Each church has maintained a regular coffee morning / lunch / tea meeting where people can meet friends and socialise.
St Mary’s Broughton Astley on 1[st] Saturday has a coffee morning. St Michael and All angels Croft has a 1st Saturday lunch for villagers St Michaels Stoney Stanton has a coffee morning on the 2[nd] Saturday of the month and also soup lunches called Winter Warmers and a Youth Group for 11-16 has been started which meets monthly.
These will be restarted as soon as restrictions lift.
Ecumenical Relationships
Friendly and co-operative relationships are maintained with other denominations in the parish (Baptist, Evangelical &, Methodist and the leaders meet regularly to pray

and support one another. There are no centres of worship of other faiths in our parish.
Support for the Wider Church
Representatives of the PCC participate fully in the Guthlaxton Deanery Synod and as representatives on the Leicester Diocesan Synod as well as having membership of Diocesan Committees. We receive and distribute the Leicester Diocesan “In shape” magazine when issued, to ensure contact with and awareness of, the wider church. The Rector continues as Area Dean of Guthlaxton Deanery until 28[th] February 2021.
Support for the wider community
As well as our pastoral ministry and the provision of the “occasional offices” marking the various rites of passage, our policy is to serve each community in the parish, and we have made - and continue to make - significant progress in adapting our buildings for greater community use, including exhibitions, concerts and other community occasions. Our three church buildings have adequate energy efficient heating and lighting systems, disabled toilet facilities as well as loop systems for those who are deaf. Ongoing work included completing re-ordering at Stoney Stanton which was completed in the autumn of 2020.
Broughton Astley are in the throes of looking at modernising its kitchen area. Croft has completed their re-ordering and already it has made a big difference to their mission events such as Saturday lunches.
A hiring agreement is in place for each church so that community groups can use these re-ordered spaces sanctioned by the PCC.
At Broughton Astley the re-ordered space is hired by two brownie groups and a keep fit class every week in term time. Exhibitions and concerts have also been held in the open space.
Safeguarding
We have Child-protection and Safeguarding of Vulnerable Adults Policies, in accordance with Diocesan and national guidelines and these are reviewed annually. All key workers are DBS checked and the new mandatory national guidelines are being implemented. Safeguarding Basic Awareness Training is being extended to all volunteers and Safeguarding Leadership Training to all leaders. The PCC has a Health & Safety Policy which is reviewed annually.
Charitable collections
The parish continues to organise collections within and beyond our congregations, even through lockdown by online giving to Christian Aid and The Children’s Society.. In addition, the Parish responds readily to other causes and emergency appeals as they arise. We also collect canned and packet food at all three churches for the local foodbank. The Rector is a referrer for the foodbank and delivers food parcels to those in need.

Our buildings are graded historic buildings (Grades II* and II), which despite very significant challenges in their upkeep and maintenance and their adaptation for community use, are greatly cherished. Our buildings are maintained in good order. At Broughton Astley substantial Quinquennial stonework has been put in hand for 2021. Each church has arranged its next Quinquennial Inspection by a Conservation Architect, Peter Rogan Associates, to take place early 2021. We maintain recommended levels of insurance with Ecclesiastical Insurance Company.
Financial Review (Accounts subject to Examination)
2020 has not been a normal year! Our fundraising activities have been severely curtailed but in spite of this our income of £134,059 for 2020 actually exceeded the 2019 figure of £122,805. This was largely thanks to generous additional donations plus sterling work to obtain grant funding towards reordering.
The expenses in 2020 were £143,920 as compared with £108,565 in 2019. The “normal” running costs were slightly lower than in 2019 but in addition £44,501 was spent on major reordering and repairs (largely at Stoney Stanton) and £13,260 for a replacement organ at Broughton Astley.
In 2021 some £80,000 is projected to be required for quinquennial stonework repairs at Broughton Astley for which contractors are programmed from February 2021.
Overall in 2020 we spent £9861 more than we received. The Balance Sheet at 31 December 2020 shows net assets of £116,524 compared with £126,385 at the previous year end.
The Financial Statements reflect the effort and generosity of many people to maintain and upgrade our church buildings and to further the church ministry
Structure, Governance and Management
The Scheme for management of the parish (“The Constitution”) was approved at the Annual Parochial Church Meeting in April 2019 and implemented. Appointment of PCC members complies with the Church Representation Rules 2020. The PCC as at 31[st] December 2020 consisted of:

All who attend worship regularly are encouraged to register on the electoral roll and to consider standing for election to the PCC and the DCCs.
The full PCC met live or online using ZOOM as authorised by the Bishop during Government Covid-19 Lockdown periods in 2020 4 times during the year and was quorate on all occasions. Its objectives were to consider and conduct day to day parish management, agree goals, visions and parish policy. The PCC also deals with the legal requirements of the Church, Safeguarding, \Health and Safety.

For practical reasons, the PCC delegates management of funds raised by and maintained by each church to that church’s District Church Council (DCC). The Parochial Church Council (PCC) in law has ownership of all funds (subject to any donor made restrictions) and each DCC is accountable to the PCC for them. The policy of the Council is to regard the funds managed by the each DCC as designated to the church of that DCC.

The Parish has churches at Broughton Astley, Croft and Stoney Stanton. It is part of the Diocese of Leicester within the Church of England. Independent Examiner's Report to the trustees of the Ecclesiastical Parish of Broughton Astley and Croft with Stoney Stanton Parochial Church Council.
I report to the charity trustees on my examination of the accounts of the charity for the year ended 31[st] December 2020 which are set out on pages 1 to 8.
Responsibilities and basis of report
As the charity’s trustees you are responsible for the preparation of the accounts in accordance with the requirements of the Charities Act 2011 (‘the Act’).
I report in respect of my examination of the charity’s accounts carried out under section 145 of the Act and in carrying out my examination I have followed all the applicable Directions given by the Charity Commission under section 145(5)(b) of the Act.
Your attention is drawn to the fact that the charity has prepared the accounts in accordance with Accounting and Reporting by Charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS102) in preference to the Accounting and Reporting by Charities: Statement of Recommended Practice issued on 1 April 2005 which is referred to in the extant regulations and has since been withdrawn. I understand that this has been done in order for the accounts to provide a true and fair view in accordance with the Generally Accepted Accounting Practice effective for reporting periods beginning on or after 1 January 2015.
Independent examiner's statement
I have completed my examination. I confirm that no material matters have come to my attention in connection with the examination giving me cause to believe that in any material respect:

accounting records were not kept in respect of the charity as required by section 130 of the Act; or

the accounts do not accord with those records; or
-
the accounts do not comply with the applicable requirements concerning the form and content of accounts set out in the Charities (Accounts and Reports) Regulations 2008 other than any requirement that the accounts give a ‘true and fair view’ which is not a matter considered as part of an independent examination.
I have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in this report in order to enable a proper understanding of the accounts to be reached.

1 Accounting policies
The financial statements have been prepared in accordance with the Church Accounting Regulations 2006 together with the Statement of Recommended Accounting Practice: Accounting and Reporting by Charities 2019 preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS102), FRS102 and the Charities Act 2011. The financial statements have been prepared under the historical cost convention with items recognised at cost or transaction value unless otherwise stated in the relevant notes to these accounts and all major accruals included. The presentation currency is GB pounds sterling. The PCC constitutes a public benefit entity as defined by FRS102.
Fixed assets
Consecrated land and buildings and moveable church furnishings Consecrated and beneficed property is excluded from the financial statements by s.10(2)(a) and (c) of the Charities Act 2011.
Current assets
Short-term deposits include cash held on deposit either with the CBF Church of England Funds or at a bank.
Indemnity Insurance
The parish has centrally effected insurance to protect trustees and other voluntary workers.
The financial statements have been prepared to give a ‘true and fair’ view and have departed from the Charities (Accounts and Reports) Regulations 2008 only to the extent required to provide a ‘true and fair view’. This departure has involved following the Accounting and Reporting by Charities: Statement of Recommended Practice applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland issued in October 2019 rather than the Accounting and Reporting by Charities: Statement of Recommended Practice effective from 1 April 2005 which has since been withdrawn.
Funds
General funds represent the funds of the PCC that are not subject to any restrictions regarding their use and are available for application on the general purposes of the PCC. Funds designated for a particular purpose by the PCC are also unrestricted. Restricted funds must be spent on restricted purposes and details of the funds held and restrictions are provided in note 7.
The financial statements include all transactions, assets and liabilities for which the PCC is responsible in law. They do not include the accounts of church groups that owe their main affiliation to another body nor those that are informal gatherings of church members.
Incoming Resources
Voluntary Income and capital sources
Collections are recognised when received by or on behalf of the PCC. Planned giving receivable under Gift Aid is recognised only when received.
Other ordinary income
Rental income from the letting of church premises is recognised when the rental is due.

Grants and donations are accounted for when awarded if that award creates a binding obligation on the PCC.

The Council's Duties, Responsibility, and Authority The Council is required by the Parochial Church Councils (Powers) Measure 1956, to co-operate with the Priest in Charge in promoting in the Parish the whole mission of the Church, pastoral, evangelistic, social and economic.
The Council for practical reasons delegates management of funds raised by and maintained by each church to that church's District Church Council . The Council in law has ownership of all funds (subject to any donor made restrictions) and each District Church Council is accountable to the Council for them. The policy of the Council is to regard the funds managed by each District Church Council as designated to the church of that DCC.

The PCC uses Unity Trust and Santander Banks. Croft and Stoney Stanton use National Westminster Bank. Broughton Astley uses Santander Bank.

To be read in conjunction with the Annual Report of the Parochial Church Council for 2020
Independent Examiner's Report to the trustees of the Ecclesiastical Parish of Broughton Astley and Croft with Stoney Stanton Parochial Church Council.
I report to the charity trustees on my examination of the accounts of the charity for the year ended 31[st] December 2020 which are set out on pages 1 to 8.
Responsibilities and basis of report
As the charity’s trustees you are responsible for the preparation of the accounts in accordance with the requirements of the Charities Act 2011 (‘the Act’).
I report in respect of my examination of the charity’s accounts carried out under section 145 of the Act and in carrying out my examination I have followed all the applicable Directions given by the Charity Commission under section 145(5)(b) of the Act.
Your attention is drawn to the fact that the charity has prepared the accounts in accordance with Accounting and Reporting by Charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS102) in preference to the Accounting and Reporting by Charities: Statement of Recommended Practice issued on 1 April 2005 which is referred to in the extant regulations and has since been withdrawn. I understand that this has been done in order for the accounts to provide a true and fair view in accordance with the Generally Accepted Accounting Practice effective for reporting periods beginning on or after 1 January 2015.
Independent examiner's statement
I have completed my examination. I confirm that no material matters have come to my attention in connection with the examination giving me cause to believe that in any material respect:

accounting records were not kept in respect of the charity as required by section 130 of the Act; or
-
the accounts do not accord with those records; or
-
the accounts do not comply with the applicable requirements concerning the form and content of accounts set out in the Charities (Accounts and Reports) Regulations 2008 other than any requirement that the accounts give a ‘true and fair view’ which is not a matter considered as part of an independent examination.
I have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in this report in order to enable a proper understanding of the accounts to be reached.

1 Accounting policies
The financial statements have been prepared in accordance with the Church Accounting Regulations 2006 together with the Statement of Recommended Accounting Practice: Accounting and Reporting by Charities 2019 preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS102), FRS102 and the Charities Act 2011. The financial statements have been prepared under the historical cost convention with items recognised at cost or transaction value unless otherwise stated in the relevant notes to these accounts and all major accruals included. The presentation currency is GB pounds sterling. The PCC constitutes a public benefit entity as defined by FRS102.
Fixed assets
Consecrated land and buildings and moveable church furnishings Consecrated and beneficed property is excluded from the financial statements by s.10(2)(a) and (c) of the Charities Act 2011.
Current assets
Short-term deposits include cash held on deposit either with the CBF Church of England Funds or at a bank.
Indemnity Insurance
The parish has centrally effected insurance to protect trustees and other voluntary workers.
The financial statements have been prepared to give a ‘true and fair’ view and have departed from the Charities (Accounts and Reports) Regulations 2008 only to the extent required to provide a ‘true and fair view’. This departure has involved following the Accounting and Reporting by Charities: Statement of Recommended Practice applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland issued in October 2019 rather than the Accounting and Reporting by Charities: Statement of Recommended Practice effective from 1 April 2005 which has since been withdrawn.
Funds
General funds represent the funds of the PCC that are not subject to any restrictions regarding their use and are available for application on the general purposes of the PCC. Funds designated for a particular purpose by the PCC are also unrestricted. Restricted funds must be spent on restricted purposes and details of the funds held and restrictions are provided in note 7.
The financial statements include all transactions, assets and liabilities for which the PCC is responsible in law. They do not include the accounts of church groups that owe their main affiliation to another body nor those that are informal gatherings of church members.
Incoming Resources
Voluntary Income and capital sources
Collections are recognised when received by or on behalf of the PCC. Planned giving receivable under Gift Aid is recognised only when received.
Other ordinary income
Rental income from the letting of church premises is recognised when the rental is due.

Grants and donations are accounted for when awarded if that award creates a binding obligation on the PCC.
