9. RELATED PARTY TRANSACTIONS
Parish clergy are ex officio PCC members, an insignificant amount of expenses of £1,783 paid to them as clergy may relate to their duties as PCC members.
9a. SALE OF ST PAUL’S CHURCH AND HALL
The net proceeds from the sale of St Paul’s church was £239,789. These funds are available to be used by the Benefice for specific purposes in accordance with the Church Sales regulations and have a time limit on the period over which they are to be used. As a result specific projects have been identified to be completed within the time frame.
The net sale proceeds from the sale of St Paul’s church hall was £92,270 and were received into Benefice funds during the year.

Dear Friends,
At the time of writing we are looking forward to the arrival of the Revd Zoe King as our new vicar at All Saints (and Ministry Area leader), and Fr Dan Barnes Davies as our new vicar at Cadoxton. In the circumstances it falls to me to say a few words to introduce this year’s annual report. To say that it has been a demanding year would be an understatement!
Not only have we had to adapt our church life to the challenges posed by the Covid virus, but we lost both our team rector and our vicar at All Saints. In July Fr Ben became a team vicar in Port Talbot, and at the same time Fr Kevin took retirement. We miss them both, and are very grateful for all they did for us. It is a shame that circumstances prevented us from giving them the grand send off they deserved. But we are delighted that Kevin and Mags have retired in Barry.
I always begin my yearly report as parish priest of Merthyr Dyfan by thanking by name all those who held office in the church over the past year. I always worry that I may have offended someone by omitting their name! There is an even greater danger of that happening now I am addressing all the Anglican churches of Barry!
First of all, a huge thank you to Fr Chris, my very hard working colleague. It simply would not have been possible to maintain our church life without him. It has been a great privilege to work as a team with him. Thank you also to Fr Edward and Peter Atkins, not only for their assistance with services, but for their wise counsel. A huge thank you also to Jan Braddon also, our Administrator. The title ‘Administrator’ doesn‘t do justice to all Jan does for us; besides all the work she does in the office, Jan has a pastoral role in dealing with the public. She is often the first port of call, not me! And it was a particularly onerous task for her to take on the booking system for
services, on top of her other work. Thank you also to our people’s benefice warden Chris Chaulk and our acting rector’s warden Dave Ball. They are both very pleasant and very helpful gentlemen. Nothing is ever too much trouble! Thanks also to Ellen Willis who stepped down as rector’s warden in the course of the year, and to Rachael Jones who stepped down as PCC secretary to be ably succeeded by Mary Morris. Thank you Mary. Fr Ben always used to say, don’t forget the treasurer! A big thank you to Martin our financial brains for his hard work and helpful assistance, and to Keith Williams our assistant treasurer. James Bull has been a wonderful helper, not only for his great musical skills, but for his expertise with computers and the social media. Our thanks also to our area wardens Cath George, Shirley Powell, Kay Charles, Gerry Bushen, and Wendy Cook. Thanks also to Suzanne Grover and the chaplaincy team, led by Fr Chris. And to Pat our verger at All Saints, and to the Jo Weaving and the Sunday school. And a big thank you to all the unsung heroes, whom I haven’t mentioned by name, who have worked hard for the Ministry Area/Benefice over the last year.
Mention of unsung heroes reminds me of all those friends we have lost over the last year, among them Brian Power, Betty Butler, Fred Davis, Norma Craven, Edward Eskins, Val Warlow, and Anthony Pittard-Davies. Our condolences to their families who lost their loved ones in a year when Covid restrictions added to their distress. May all our friends departed this life rest in peace and rise in glory. One much loved person who departed this life recently was Captain Tom Moore, who used to say ‘tomorrow will be a good day.’
There are already signs of good things beginning to happen here in Barry with the replacement of the St Mary’s wall, and the start of work on the St Cadoc’s toilet project. And with the arrival of our new clergy and the easing of Covid restrictions I am confident that the next year will be a good one for us.
Transfers have been made during the year from Restricted funds to General funds as a result of the cessation of the activities for which the funds were established and any surplus becoming available for general use. This included All Saints Roof Restoration and All Saints Maintenance fund (to All Saints Future Development fund) and St Mary’s Community garden ( to General Funds)

All Saints’ Annual Report, 2019.

Last year we began with the words ‘it has been a difficult year.’ If only we could have seen what was in the future. I think the words ‘God moves in mysterious ways’ are quite apt at this time and has probably got us all realising how much we had in life and hopefully still have.
To say 2020 was a difficult year is an understatement and we all have difficult times to come. However making the most of Family and Friends can help us all. In the words of Captain Sir Tom Moore ‘Tomorrow will be a good day.’
We must all carry on to the best of our ability and continue to support each other. Thank you all for your continued support of our Church. A massive ‘Thank you’ to Father Robert and Father Chris for ‘keeping the show on the road’. Thank you also to Father Edward Dowding and Peter Atkins for their continued support in delivering our church services.
A particular thanks must go to James Bull for both his technological skills and his continued support of church services both at All Saints and St. Mary’s. Technology has kept us in touch with both our church and more importantly with each other. This was also achieved when Jo Ollier with the help of others produced an on-line version of the Christmas Nativity.
When we were allowed in church keeping safe was a very important aspect to protect all who attended. Besides church services, All Saints’ Church opened the doors for Quiet Prayer. A big thank you to all who helped in supporting these sessions and making our church accessible to the people. Also thanks to the small band of people who continue to keep our church presentable at all times, clean the linen and maintain the church and church grounds. Jobs that are only noticed when they are not sorted.
Our Street Pastors continued to represent our Church throughout 2020. As a congregation we have also continued in our support of the Foodbank and the Shoebox Appeal.

During the past year we have said a fond farewell to the following:
Richard Gibbon, Ray Price, Val Warlow, Edgar Eskins, Pearl Rowlands, Joy Banfield, Emma Evans, Michael Elliott and Robert Pritchard.
In January 2021 we sadly lost Doris Thomas and in February Mona Mudford passed away. Both were stalwarts of our church in different ways.
We thank God for their Christian witness and pray that they may rest in peace.
All Saints’ Church members would like to take this opportunity of thanking Father Ben for all his hard work. We all wish him happiness in his new role as Team Vicar of Aberavon.
We would also like to take this opportunity in wishing Father Kevin and Mags the very best in their retirement. Thank you from us all for your hard work and the love you radiated in our church and throughout the Ministry Area. You will both be missed and never forgotten.
Best wishes to you all at All Saints and the whole of the Ministry Area. Keep in touch with each other as best you can. The Chaplaincy Team continue working to help in this, not just within our church family but throughout Barry and our surrounding area.

other roles he takes on are far too numerous to mention. He is a pleasure to work with and will be a part of church life for many years to come.
Sadly, in 2020 we lost Richard Arthur Gibbons [Warden Emeritus]. It would be impossible to explain all he did for All Saints and St. Baruc. What I know for sure is that he was a true gentleman who took an interest in others. A Church Warden who served us for many years. Richard also served for many years on the PCC and as a governor at All Saints’ Primary School. His wife Mabel passed in December 2019. Mabel was a great support for her husband and served our church in her own unique way.

All Saints Church Choir by James Bull, B.Mus
Music continues to play a central role at All Saints’ Church and in the wider Benefice. We were able to start 2020 with another fantastic lunchtime recital from William Reynolds (Organist at St Mary's Swansea). These recitals are always well supported and I am grateful for the support from members of the congregations in the Benefice who supply cakes, help with front of house and serve tea and coffee. Sadly, we have lost most of the year to COVID-19 . Music continued where possible during live streaming and we were very fortunate to be able to restart the choir at All Saints’ to support worship throughout the Benefice in mid-September. Sadly this had to stop just before Christmas.
We look forward to a more fruitful 2021 when things can hopefully return to some sort of normal and we can officially launch the All Saints Organ Appeal, which has been granted permission by the PCC and Church Council. I would like to put on record my thanks to Fr Chris and Fr Robert for their immense hard work during 2020 and the support for music in the Benefice.
Sunday School
Our last Sunday School meet was 8[th] March 2020. Due to Co-Vid 19, we took the decision to suspend Sunday School from 16[th] March 2020. At the time we didn’t really know what we were dealing with but following the then national advice we felt that we were unable to carry out the necessary hand washing and equipment cleaning within the time restraints of Sunday School.
As Sunday School has not been meeting, we have not re-registered members for the year 2020/2021, however, I sent out an email in September 2020 saying that we would be continuing to use the database from 2019/2020 and that if anyone wished to be removed from the database, they should contact me to request. Nobody requested that they be removed from the database.
As of 8[th] March 2020, we have a total of 85 children registered and 51 families.
St David’s Day 2020 fell on a Sunday, so we took this as an opportunity to celebrate and bring our celebrations into Church. In the 4 weeks leading up to 1[st] March we practiced 3 songs, in Welsh, all with actions, so that even our youngest members could be involved. We asked the children to come dressed appropriately for the occasion and we performed to the congregation at the end of the family service. Our performance was enjoyed by everyone who was present, and we received lots and lots of lovely comments.
From March 29[th] 2020 up until 18[th] July 2020, I provided weekly online Sunday School sessions which were posted on our Facebook page and emailed out to every member on the current database. These sessions included the weekly teaching, (from Sermon 4 Kids) a colouring sheet and wordsearch, links to a video telling the story via You Tube, a link to a suitable song either from Sermons 4 Kids or from You tube and various activities. All the activities and craft activities were created so that they were easy to be completed and enjoyed at home. Craft activities used ‘store cupboard’ craft basics and recycling

Investments
Investments quoted on a recognised stock exchange are valued at market value at the year end.
Investments include shares in the Church in Wales Common Investment Fund held by the RB in trust for the benefit of the Benefice.

In May, we celebrated Trinity Sunday with the usual Pizza makeing for which Sally Paulakis put together a fun video of how to make pizza wheels. I’d like to take this opportunity to thank Sally for offering and creating the video.
Unrestricted Funds
These represent the remaining income funds of the PCC that are available for spending on the general purposes of the PCC, including amounts designated by the PCC for fixed assets for its own use or for spending on a future project and which are therefore not included in its “free reserves” as disclosed in the trustees’ report.
Restricted Funds
These are income funds that must be spent on restricted purposes and details of the funds held and restrictions provided are shown in the notes to the accounts.
Despite weekly sessions being posted and a request for pictures to be shared of the children enjoying taking part, it appears that, sadly, take up and participation has been minimal.
From Easter 2020 until 18[th] July 2020 Father Ben Andrews and I each recorded and uploaded a weekly story for the children to enjoy. These stories weren’t necessarily religious stories, just stories that we felt the children would enjoy. The feedback we received from these was very positive.
Endowment Funds
These are restricted funds that must be retained as trust capital either permanently or subject to a discretionary power to spend capital as income, and where the use of any income or other benefit derived from the capital may be restricted or unrestricted. Full details of all their restrictions are shown in the notes to the accounts.

During the summer term, other activities that might interest children and families were posted regularly on the Facebook page as well as Benefice notices and notices of services taking place via an online digital platform.
Upon the announcement of Father Kevin’s retirement and Father Ben’s new post, I put out a request for pictures to be sent to me of the children so that we could make virtual leaving/thank you/good luck cards for both Father Kevin and Father Ben. I received around 30 pictures for each card. These were put together, by Jack Ollier, in the form of a video, each with a backing track. The virtual cards were posted on social media and were given to both Father Kevin and Father Ben on memory sticks so that they had copies to keep for themselves. Both Father Kevin and Father Ben were overwhelmed but delighted and thrilled to receive our good wishes. I’d like to take this opportunity to thank all the parents who sent photos and to Jack for putting the video cards together.
Tax Reclaims on Donations and Gifts
Due to the ongoing situation, September 2020 failed to see a return to Sunday School so I restarted the online sessions again. However, due to my own work and family commitments, these sessions were on a fortnightly basis. These sessions took the same format as before.
As December approached, and upon brushing the idea past a few members of the All Saints family, a Virtual Nativity was born. Our Virtual Nativity included photo’s of the Sunday School members dressed as the various Nativity characters, pictures depicting the various parts of the Nativity story, narration, music and prayers. The final video was crafted together by Jack Ollier. The Virtual Nativity went out on social media on Sunday 20[th] December. Due to the lovely comments and feedback received I would consider the Virtual Nativity a huge success.
I’d like to take this opportunity to thank all the parents for sending in their photos, the readers and narrators, James Bull and Megan Bull for the musical contribution and Jack Ollier for his wonderful video editing expertise.
As January 2021 saw the nation back in lockdown, weekly online Sunday School sessions have resumed, along with regular postings of other appropriate activities that our families may enjoy and benefit from.
Our Facebook page has been a vital tool in communication with our Sunday School families over the last year. The page is a ‘closed group’ meaning that, whilst anyone can find the group, new members have to be approved by ‘admin’, posts and information can only be seen by the page’s members. All information that is posted on the Facebook page is copied and emailed out to members so that every member is kept up to date, even if they are not Facebook users.
With safeguarding in mind, only current, registered families are part of the Facebook group.
Incoming resources from tax reclaims are included in the SoFA at the same time as the gift to which they relate.
Volunteer Help
The value of any voluntary help received is not included in the accounts but is described in the trustees’ annual report.
Investment Income
This is included in the accounts when receivable.
Investment Gains and Losses
This includes any gain or loss on the sale of investments and any gain or loss resulting from revaluing investments to market value at the end of the year.

1. ACCOUNTING POLICIES Basis of Preparation
Basis of Accounting
The PCC is a public benefit entity within the meaning of FRS 102. The financial statements have been prepared under the Charities Act 2011 and in accordance with the Church in Wales Accounting Regulations governing the individual accounts of PCCs, and with the Regulations “true and fair view” provisions, together with FRS 102 (2016) as the applicable accounting standards and the 2016 version of the Statement of Recommended Practice, Accounting and Reporting by Charities (FRS 102).
The financial statements have been prepared under the historical cost convention except for the valuation of investment assets, which are shown at fair value.
With safeguarding in mind, all parents were made fully aware (via email and on the Sunday School Facebook page) that the photos sent for Father Kevin’s and Father Ben’s Virtual cards, along with the photo’s sent for the Virtual Nativity would be posted on social media outside of the Sunday School Facebook page. Parents were given the opportunity to send in coloured pictures as an alternative if they wished.
My vision, as Co-ordinator, for Sunday School remains to provide a welcoming, safe & friendly environment for our children, and their families, whilst sharing the Good News of Jesus through age-
appropriate teaching, activities & resources with the extension of being able to provide support and an open line of communication to families during the Coronavirus pandemic.

We currently have 60 members including one indoor member. We have managed to donate £50 to Mothers’ Union charities: the Overseas Fund, Literacy and Development Fund, GB and Ireland Fund, Wheels Appeal and the Caravan Fund.

INCOMING RESOURCES
Recognition of Incoming Resources
In January we took part in the annual ‘Wave of Prayer’ via zoom and we hope to hold meetings by zoom to help keep in touch.
These are included in the Statement of Financial Activities (SoFA) when:

the Church becomes entitled to the resources.

the trustees are virtually certain they will receive the resources; and
-
the monetary value can be measured with sufficient reliability.
Incoming Resources with Related Expenditure
Where incoming resources have related expenditure the incoming resources and related expenditure are reported gross in the SoFA.
Grants and Donations
Grants and donations are only included in the SoFA when the Church has unconditional entitlement to the resources.
We very sadly lost a dedicated member this year: Val Warlow. Val was always ready to help with all Mothers’ Union events. On many occasions she was our speaker for the evening and on our last meeting she delighted us with her experience of the ‘Ceremony of the Keys’ at the Tower of London, she will be very much missed.
We have all missed our usual annual fund raising events this year and we look forward to when we can hold these and meet again, hopefully, in the not too distant future. Anita Hop
Chaplaincy Team Report 2019—Father Chris Seaton
The present Chaplaincy team continues with twenty team members. We were hopeful that the team may have been strengthened by the training of several new members. Unfortunately whilst we have several interested parishioners we have been unable to initiate any training because of the events of Covid 19 that descended upon this world in 2020. We are still mindful of the need for more members and as soon as is possible arrangements for training will be made. Sadly, and again due to the Pandemic, we were unable to arrange or instigate Bereavement training for those of the Chaplaincy team who were interested in doing so.
Whilst the team was unable to visit for the latter nine months of 2020 we have been kept busy contacting those we visit by telephone and I, personally, am extremely grateful to all members of the Chaplaincy Team for their endeavours in keeping in contact with those they would, under normal circumstances, visit. Several members have made it their concern to keep in touch with the Residential Homes in Barry and we look forward to being able to visit the homes once again for communal worship.
Our first meeting of the year in March was cancelled because of the Covid Virus, but we have, as a team kept in touch by email and telephone and latterly by Zoom conferencing. The Zoom meetings brought together those team members who were able to zoom for some much needed fellowship, updates and exchanges of information. I know that everyone is eager for a return to normal, but in the circumstances the team have done a sterling effort in maintaining contact with those they visit and in reporting back to Suzanne Grover to enable the upkeep of records. A big thanks must go to everyone for their compassion and efforts and not least to Suzanne who pulls everything together.

Sunday school in designing and colouring cards for the team. Cards have always been received with the love in which they were given. Of course we were unable to organise our annual night out and get together in 2020 but the future awaits us.
The Benefice continues to give thanks for all the Chaplaincy Team members and for their endeavours in maintaining contact with all who have that need and I, personally, would add my own thanks for the Teams commitment, professionalism and compassion in all they do. I may be termed the Lead Chaplain, but because of the Teams commitment and effort I am but just another team member, thankful for the work we do and, I pray, for the joy we can bring to others. Let us now look to the future with hope, expectation and confidence.
St Dyfan and St Teilo Church Report by Fr Robert :
Once again I offer my thanks to the congregation of Merthyr Dyfan, and in particular to our area warden Wendy Cook for their support, particularly during this difficult year.
Although we have not been able to meet for worship for the past year, the congregation is in good heart and staying in touch with each other and supporting each other through the telephone. It is sad to report, but the church has been subject to four acts of vandalism over the last year. Our thanks to Rowena and Brian Hughes who discovered the vandalism on several occasions, and helped secure the church building. Excellent work was done by David Brownjohn in making the building more vandal proof. Our thanks to David. We are looking at installing CCTV as one of a numbers of improvements to the church.
I would like to quote a section of Wendy's contribution to the Benefice profile which speaks of the hopes of the congregation for the future:
'At this present time as a direct result of the Covid 19 pandemic the church has remained closed and all services and planned activities cancelled for the foreseeable future. It is hoped that soon it will be possible to meet again to make plans once more. Looking forward it is important that Merthyr Dyfan Church is developed as a focal point in the local community. Initially this could be by raising awareness of its existence and geographical site. It is a “hidden gem” that needs to be revealed. Social events would benefit if perhaps there was a wider awareness in the community. Developing better links with the three schools in the area to reach out to a younger generation is important.
The present congregation is made up essentially of “senior citizens” and to ensure the future of the church, the younger generation with young families should be encouraged to visit and hopefully want to repeat the experience and become part of the Christian church family.
We are looking forward to the arrival of our new ministry area leader to help us enable our hopes for the future of Merthyr Dyfan Church to be realised.' Wendy Cook

Area Annual Vestry Report 2020 for St Cadoc’s & St Mary’s Churches by Fr Chris Seaton
I believe that everyone will agree that 2020 has been a most trying year and, possibly, one we would wish to forget. The year began full of excitement and thoughts of the future, much had been planned to coincide with the Diocesan Year of Pilgrimage that sadly, because of the advent of the Coronavirus had to be curtailed and many, if not all, of the prearranged events were cancelled. The dynamic of the Benefice changed on the 23[rd] March 2020 when the Government placed the United Kingdom into a National Lockdown.
The first three months were, to all intents and purposes, as normal, and church life was building up to many planned events which, I suggest, would have made the year as busy, if not busier, than past

years. To this end we are beholden to everyone in the Benefice for their support and witness, not just during the initial months of the year but throughout the restrictions imposed by the current Pandemic. Our witness went from face to face worship in church to ‘online services’ that turned out to be quite a steep learning curve for everyone. A big thanks must go to all those who hold office in the church, those on the PCC and area committees and all who week by week carried out those tasks that few other see done. A big thank you to all.
We are indebted to our past Rector, Fr Ben Andrews, who maintained such a high quality of online worship. A quality, I pray that was continued by Fr Robert and myself after Fr Ben moved to Aberavon. It was sadly during the same month of July, that we had to say goodbye to our Team Vicar, Fr Kevin Lake, due to ill health. We wish both Frs Ben and Kevin every success and happiness for their futures.
After the initial lockdown, we were able to reopen All Saints’ and St Mary’s churches for worship after having completed robust risk assessments. The churches of St Cadoc and Merthyr Dyfan were assessed but mitigating all the risk was found to be impossible and they have remained shut. At St Mary’s church we were able to accommodate 20 people, that number was later amended to 23. Worship every Sunday was accommodated, and in general we had capacity congregations. Sadly on the 20[th] December 2020, after a surge in Covid infections and rising deaths, it was decided to suspend services and move back to online worship.
Contact with parishioners was maintained by telephone conversations by the clergy, chaplaincy team and individuals and, in all cases, was well received. Bible study continued throughout the year, initially and up until the 23[rd] of March, in church and latterly led by Fr Robert on line. Coffee mornings have taken place via Zoom as, indeed, have PCC meetings. Parishioners continued in support of the
Foodbank, often taking needed foodstuff to the central depot at Coastlands church. Through the thoughtfulness and endeavours of one of our parishioners, Mrs Rowena Hughes, the NHS staff and patients of the Heath, Llandough and Barry hospitals have benefitted from deliveries of well received goodies that included, snacks, sweets, hand lotions and other cosmetics.
All the major festivals were observed, albeit latterly on line. Mass was celebrated daily on Facebook as was Night Prayer at 2100 every day. We owe our thanks to our Reader Peter Atkins for stepping in to assist with Night Prayer every Thursday and Friday evening. Thanks too to James Bull our Director of Music, not just for his musical skills but for his Information Technology skills in helping us, the clergy, bring our services on line in a most professional manner.
There is no doubt that much was missed this year. Not least our planned events for the year of pilgrimage 2020, our worship together,, Civic services, the film nights, fayres, interaction with schools, quiz nights, Lent lunches, chaplaincy visits to parishioners and uniformed groups, the foodbank at St Marys and, of course, Christmas the Story. I suspect there are many more.
Yes this year has been different and demanding in so many ways, but like many others we were able to adapt and we are still here as a worshipping community, stronger I pray and ready to look forward to a brighter and hopeful future.

In connection with my examination no material matters have come to my attention which gives me cause to believe that in any material respect:

the accounting records were not kept in accordance with Section 130 of the Charities Act; or

the accounts did not accord with the accounting records; or

FINANCIAL REVIEW
FINANCIAL POSITION AT YEAR END
Overall the income for 2020 was down by £165,000 on the previous year. Some of the shortfall was made up by support from the Church in Wales in the form of grants to offset against the Parish share. The Benefice also received a legacy during the year together with the proceeds from the sale of St Paul's church hall. It was also during this period that rental income from the flat at Woodlands Court commenced. The sale of St Paul's Church was completed during 2020 and the process has now begun to allocate the funds released to finance necessary maintenance work on the four remaining churches of the Benefice.
The largest outgoing was the Parish share (£121,745) followed by the Maintenance of the churches (£22,166) and General Parish expenses (£17,329). Further details of income and expenses can be found in the financial statements. The net result was that despite the difficult circumstances there was a net increase in funds during 2020 of £78,958.
RESERVES POLICY
It is the PCC policy to maintain a balance on unrestricted funds which equates to at least three months unrestricted payments, currently equivalent to £46,000. The balance on unrestricted funds at the year end was sufficient to maintain this target.
At 31[st] December 2020 the amount held in unrestricted reserves, including designated reserves, was £532,422. A transfer into these funds was made during the year of £160,000 and represented unused balances no longer held for restricted purposes.

I report on the Accounts for the year ended 31[st] December 2020, Charity Number 1134392, as set out on pages 2 to 9.
Respective Responsibilities of Trustees and Examiner
The Church’s trustees are responsible for the preparation of the accounts. The Church’s trustees consider that an audit is not required for this year under Section 144 of the Charities Act 2011 (the Charities Act) and that an independent examination is needed. The Church’s gross income exceeded £250,000 and I am qualified to undertake the examination by being a qualified member of the Association of Chartered Certified Accountants. It is my responsibility to:

examine the accounts under Section 145 of the Charities Act;

to follow the procedures laid down in the General Directions given by the Charity Commissioners (under Section 145(5)(b) of the Charities Act); and
-
to state whether particular matters have come to my attention.
Basis of Independent Examiner’s Report
My examination was carried out in accordance with the General Directions given by the Charity Commission. An Examination includes a review of the accounting records kept by the charity and a comparison of the accounts presented with those records. It also includes consideration of any unusual items or disclosures in the accounts, and seeking explanations from the trustees concerning any such matters.
The procedures undertaken do not provide all the evidence that would be required in an audit and consequently no opinion is given as to whether the accounts present a true and fair view and the report is limited to those matters set out in the statement below.

The Rectorial Benefice of Barry is part of the Diocese of Llandaff within the Church in Wales. The Church in Wales is a province within the Anglican Communion and, as such, exists to advance the Christian religion through worldwide mission. The object of the Parochial Church Council is to ensure that the Life and Work of the Church within the Parish helps to fulfil that mission, both locally and more widely.
The PCC is not a body corporate. Its composition, procedure and powers are regulated by the Constitution of the Church in Wales, as amended from time to time by its Governing Body, set up under Section 13 (1) of the Welsh Church Act 1914. Elections are held at an Annual Vestry Meeting, which must take place on or before 30[th] April. All persons whose names are entered on the Electoral Roll are entitled to vote and stand for election. Before assuming office, every
member of the Council must sign a declaration that he or she will be bound by the Constitution.
The Representative Body of the Church in Wales holds the land and property of the Church in Wales including All Saints, St Baruc’s, St. Cadoc’s St. Mary’s, St Paul’s & Merthyr Dyfan Church building’s, its contents and the Churchyard. The Representative Body is an Exempt Charity and was set up under Section 13 (2) of the Welsh Church Act 1914. It acts on behalf of the Province in paying the stipends of full time clergy; and administrators of the Church in Wales scheme of Covenanted giving and recovers tax on behalf of parishes.
The PCC is responsible inter alia for promoting the mission of the Church, the parochial budget and all expenditure there under, the care and maintenance of the Church fabric and all of the Churchyard, and for action on any other matter referred to it in accordance with the Constitution. The Council is also the normal channel of communication between the parishioners and the Bishop of the Diocese.
