Baitul Mukarram Jame Masjid and Islamic Cultural Centre Trustees Report Year ended 5th April 2023 

The trustees present their report and the financial statements for the year ended 5th April 2023. 

Trustees who served during the year and up to the date of this report: 

Structure, Governance, and Management 

The trustees have the power to appoint any person to be a trustee in accordance with the provisions of the Trust Deed. An appointed trustee holds office within the limits permitted by law. 

Objectives and Activities 

The objective of the trust as set out in its governing document is to advance the religion of Islam and Islamic Culture. 

## Public Benefit Statement 

The trustees confirm that they have complied with their duty under section 17(5) of the Charities Act 2011 to have due regard to the Charity Commission’s public benefit guidance when exercising any powers or duties to which the guidance is relevant. 

Advancement of Religion for the Public Benefit 

The primary objective of Baitul Mukarram Jame Masjid and Islamic Cultural Centre is to advance the religion of Islam for the public benefit. This is achieved through: 

- Provision of a Place of Worship: The Masjid provides a dedicated space for daily prayers, Friday congregational prayers, and special religious observances such as Ramadan and Eid, accessible to all members of the community. 

- Religious Education and Training: Regular classes and educational programs are offered for both children and adults, promoting understanding and practice of Islamic teachings. 

- Community Engagement: The Masjid organizes various community events and activities that foster social cohesion and provide support to individuals and families in need. 

- Charitable Activities: The Masjid engages in charitable activities such as providing meals during Ramadan, supporting those in financial hardship, and contributing to local and international relief efforts. 




## Public Benefit Achievements 

During the year, the Masjid has successfully: 

- Enhanced facilities to accommodate a growing number of worshippers. 

- Expanded educational programs to include more comprehensive religious and cultural education. 

- Increased community outreach efforts, including interfaith dialogues and community service projects. 

- Provided financial and material support to individuals and families facing hardship. 

The trustees believe that these activities clearly demonstrate the public benefit provided by the charity, in line with the requirements of the Charities Act 2011. 

## Achievements and Performance 

The charity’s main objective is to provide a place of worship and to promote Islamic education and training. The charity has continued successfully in achieving its objectives by improving the facilities for daily prayers and other religious ceremonies. Baitul Mukarram Jame Masjid is consistently working to provide more facilities for the local community. 

## Children Education 

Baitul Mukarram Jame Masjid provides Islamic and Cultural education for children on a regular basis. Classes for adults are held weekly. 

Religious Services 

- Daily Prayers: Baitul Mukarram Jame Masjid and Islamic Cultural Centre has continued to expand its congregational prayers throughout the 5 daily prayers. 

- • Friday Prayer: The biggest weekly congregational prayer day, Friday, accommodates 200+ people at once. 

- Ramadan: The Masjid ensures a comfortable environment for worship during Ramadan. A small Iftar meal is provided daily for those who wish to break their fast in the Masjid. Extra volunteers manage the increased numbers for the nightly Tarawee prayers, with attendees often filling all three floors. Provision is made every year for brothers who wish to perform I’tikaf (seclusion) in the Masjid. Short talks are delivered every night after the Tarawee prayers. 

- Eid: Since 2009, for both Eids, each prayer is replicated twice, conducted in English and Bengali. 




## Serious Incident Reporting 

The trustees are committed to ensuring the safety and well-being of all attendees and staff at Baitul Mukarram Jame Masjid and Islamic Cultural Centre. Any serious incidents, including but not limited to accidents, injuries, safeguarding concerns, or breaches of security, are to be reported immediately to the trustees. The following procedures are in place for serious incident reporting: 

- Immediate Response: Any serious incident must be reported to a trustee or designated staff member as soon as possible. 

- Documentation: A detailed report of the incident must be documented, including the date, time, location, individuals involved, and a description of the incident. 

- Investigation: The trustees will conduct a thorough investigation of the incident to determine the cause and implement measures to prevent recurrence. 

- Reporting to Authorities: If necessary, the incident will be reported to relevant authorities, including the police, health and safety regulators, or safeguarding bodies. 

- Follow-Up: The trustees will ensure appropriate follow-up actions are taken, including support for affected individuals and review of policies and procedures. 

During this period, we have had a major incident within the mosques which has been reported to both the police and the charity commission. 

This resulted in Trustees acting against individuals being removed from the Masjid and removed from their roles as trustees or members. 

We have commissioned an independent report to review and support the board of trustees and members to resolve the issues. 

We acknowledge there has been significant reputational damage to the charity but have worked hard to address this. The aims for the next year is to resolve all outstanding constitutional issues within the Masjid and to restore confidence of our community and members and the wider public who also use the Masjid. 

A major incident report has been sent to the Charity Commission and they have been made aware of the reports and mitigating steps taken to address to restoring the Masjid to be a safe space for all the community. 

Financial Review 




It is the policy of the charity to maintain unrestricted funds at a level which equates to approximately 12 months of unrestricted expenditure. This provides sufficient funds to cover management, administration, and support costs. 

The Masjid has enough unrestricted funds raised through donations and giving within the Masjid to maintain the running of the masjid for the benefit of the wider public and community. 

Statement of Trustees’ Responsibilities 

The trustees are responsible for preparing the annual report and the financial statements in accordance with applicable law and United Kingdom Generally Accepted Accounting Practice. Law applicable to charities in England and Wales requires the trustees to prepare financial statements for each financial year which give a true and fair view of the charity’s financial activities during the year and of its financial position at the end of the year. In preparing these financial statements, the trustees are required to: 

- Select suitable accounting policies and then apply them consistently; 

- Make judgements and estimates that are reasonable and prudent; 

- Prepare the financial statements on the going concern basis unless it is inappropriate to presume that the charity will continue in operation. 

The trustees are responsible for keeping proper accounting records which disclose with reasonable accuracy at any time the financial position of the charity and enable them to ensure that the financial statements comply with the Charities Act. They are also responsible for safeguarding the assets of the charity and hence for taking reasonable steps for the prevention and detection of fraud and other irregularities.
