1. To support and nurturethe spiritual development ol our members, youngand old.
We aim to do this by worshipping, praying and learning together as a church and with Christians Df other
traditions and by being prepared to embrace new challenges on ourjourney of laith.
2. To foster Christian spiritual development in those outside the main church community.
We (So this through evangelism, through contact with schools, by welcoming newcomers 8nd nurturing new
believers of all 8ges.
3. To serve and supportthe needs of our own communities and further afield.
We do this by visiting the elderly, the ill & the bereaveci, by offering support to families and by engaging with
churches and charitable organisations at home and abroad through prayer and financial support.
4.To support and encourage each other in ourdaily life and to bearwwtness outside the church
community.
We do this by responding to the need8 of one another and by encouraging all kinds of individual involvement in
our local community.
5. To support the Church of England's Natlonal Environmental Campaign to address In falth. practice and
mission the issues ot sustainability and climate change.
We do this by challenging, encouraging and supporting each other to live and work in a more sustainable and
environmentally sensitive way.
The PCC is a corporate body established by the Church of England. It operates under the Parochial Church
Council Powers measure. Th8 appointment of PCC members is governed by. and set out in. the Church
Representation RLJles. The PCC is registered with the Charity Commission, number 1134349.

The appointment of PCC members is governed by and set out in, the Church Representation Rules. All PCC
members are offered and undertake training by the Diocese especially in relation to Safeguarding.
The Parochial Church Council is a corporate body established by the Church of England. The PCC operates
under the Parochial Church Council Powers Measure.
Treasurer: Mrs Tom Roach, whilst not a member of he PCC, attended some meetings to report on financial
issues in an advisory capacity.
Local Minister.. Dr Andy Boorne ICurate/Ordained Deacon June 20231 was assigned to Kenwyn Church in
September 2022 under an ongoing pastoral re-organisation scheme 8n(5 attended PCC meetings.
The PCC is a public benefit entity and the trustees have had due regard to the Charity Commission's guidance

The primary objectlV8 of the PCC is the promotion of the Cospel of our Lord Jesus Christ according to the
doctrines 8nd practices of the Church of England. The PCC (Powers) Measure 1956 states the PCC is to co-
operate with the minister in promoting in the parish the whole ￿lsSIon of the Church, pastoral, evangelistic,
social and ecumenical.
The PCC regularly reviews its policies and procedures..
The agreed reserves policy is to keep in reserve suff icientfundsto cover sixmonths, expenditure from the general
f und, excluding Mission and Ministry fund p8yments and any charitable giving.
Going Concern - the Trustees have concluded that there are no material uncertainties 8bout the PCC'S ability to
continue as 8 going concern as the Charity holds substantial reserves, and if these are compared against known
and anticipated levels of liabilities expected to be faced bythe PCC they are confidentthat there is no significant
risk of any financial failure.
The Health and Safety policy has been regularly reviewed and risk assessments undertaken where required
throughout 2023.
The p8rish is commltted to the safegu8rding of children, young people end vulnerable adults / all adults. The
PCC follows the House of Bishops guidance and policies and has complied with Section 5 of the Safeguarding
and Clergy Discipline Measure 2016. The PCC has noted the Safeguarding Policy Statement Promoting a Safer
Church. House of Bishops 2017. follows the guidance on Safer recruitment and People Management and has
appointed a Safeguarding and Recruitment Off icer.
Training courses on a variety of subjects are available, arranged by the Diocese.
Six full PCC meetings took place during 2023, plus four more with limited agendas. In the Autumn of 2021
discussions commenced regardlng re-organisation within the Deanery of Powder lea(iing to proposals for a
Pastoral Scheme which would combine six local churches to form the P8rish of Trinity, Truro. Debate is ongoing
with members of St Allen Church land St Clementl indic8ting that they no longer wished to be included. A fresh
Scheme is awaited. In the interim both churches have formed Leadership Teams involving PCC members who
regularly attend that particular church and oversee the day to day running.

The PCC'S reserves incre88ed during the period following net gains on investment of £27,120. In addition there
was a small surplus on net income of £3,071. The overall reserves of the PCC total £906,793, which inclLJdes
the inclusion of the Rat)ey Fund which 18 8dministered by the churchwardens. The accounts have been
changed to be under receipts and payments. Unrestrict8d reserves totalled £220,459.
2023 was another challenging year for the Parish with the uncertainties regardlng pastoral re-organis8tion.
Thanks are expres8ed to Rev Andy Boorne for his tireless efforts to support the church at Kenwyn. The
appointment of a Local Minister for St Allen church is still awaited. With inputfrom the Churchwardens, assisted
by members the congregation, regular 8eNices patterns have been maintained throughout the year. Grateful
thanks are also expressed to the parish Worship Leaders and many retired clergy for all they have done on
Sundays as well as off iciating at weddings, funerals, and baptisms. Congreg8tions are gradually increasing,
helped by community outreach, especially involving work with children both in church and local schools.
