It is now made up of 10 Methodist churches following the merger effective from 1[st] November 2021 of two churches Barnbygate and Hawtonville to become Hope Community Methodist Church. The circuit provides staff support and leadership to the churches that make up the circuit. ## **Aims and organisation** As Methodists, we seek to enact the calling of the message church, as we through worship, seek to increase awareness of God's presence and to celebrate God's love. We share together to help people to grow and learn as Christians through mutual support and care as we strive to be good neighbours to people in need and to challenge injustice and we witness eagerly to make more followers of Jesus Christ. ## **Review of the year** The circuit income is primarily drawn from the assessments paid by the circuit churches. It is intended that the circuit ministerial team will decrease to two members from 1 September 2023 in which case it is likely that one of the three manses will be sold. The total funds of the circuit fell by just over £35k in the year. The main reason for this has been the provision of support for the churches which would otherwise have faced substantial increases in assessments. The circuit has also made a contribution of £5k to the pension reserve fund (see below) and has provided financial support for two churches to enable them to employ lay family workers. ## **Pension Contribution** The Methodist Church at its conference in June 2021 agreed to request voluntary donations to cover the shortfall on pension funds which in turn cover a shortfall on the Ministers final salary pension scheme. The circuit made a contribution of £5k to this fund in the year. ## **COVID impact** The churches of the circuit have been impacted by the inability to have corporate worship for long periods with some loss of collections, a reduction of congregation and loss of income from lettings. Although, overall giving by members was impacted, the widespread use of giving direct from bank accounts that has become part of church life ensured this was moderated. Churches met their assessments for the year using their reserves where needed. The Methodist Church policy is to use church reserves for this purpose before recourse to using circuit reserves. ## **God in love unites us** The Methodist Church at its conference in June 2021 agreed to allow Methodist churches to register for same sex marriages. Central Finance Board of the Methodist Church and Trustees for Methodist Church Purposes. ## **Aims and organisation** The charities objectives to act as a resource provider within the area around Newark and Southwell and Eastern Nottinghamshire generally for the Methodist church. The purposes of the Methodist church are and have deemed to have been since the date of union the advancement of: - a) The Christian faith in accordance with the doctrinal standards and discipline of the Methodist Church - b) Any charitable purpose for the time being of the connexion, district, circuit, local church or c) other organization of the Methodist Church - d) Any charitable purpose for the time being of any society or institution subsidiary or - e) ancillary to the Methodist Church - f) Any purpose for the time being of the charity being a charity subsidiary or ancillary to - g) the Methodist church 2 This is achieved through the following: - i. The resourcing of regular public acts of worship open to members of the church and nonmembers alike - ii. The teaching of Christianity through sermons, courses, small groups and other events - iii. The resourcing of pastoral work including visiting the sick and bereaved - iv. Taking acts of collective worship in local schools - v. Promotion of Christianity through staging of events and services ## **Public benefit** We confirm the trustees have regard to the charity commissioners guidance on public benefit. ## **Structure governance and management** The governing documents for the circuit are the Deed of Union (1932) and the Methodist Church Act. (1976). Detailed governance arrangements are outlined within the Constitutional Practice and Discipline of the Methodist church by order of the annual conference (CPD). Day to day management of the circuit is undertaken by the Circuit Leadership Team, the Circuit Meeting and the Local Preachers Meeting. ## **Trustee training** A range of guidance is produced by the Methodist connexion to support the effective running of the circuit specifically the leaflet the role of the trustee in the Methodist Church which is available to all new circuit meeting members as part of their induction as trustees. ## **Related parties** The circuit is part of the Nottingham and Derby District and is also accountable to the Methodist Conference The circuit consists of the following churches: Balderton, Charles Street, Collingham, Elston, Hope Community, Long Bennington, North End, North Muskham, Southwell and Sutton-on-Trent ## **Risk management** Major risks are identified by the circuit leadership team who take professional advice where necessary. Income and expenditure are reviewed regularly at circuit leadership meetings and circuit meetings where annual budgets are agreed and a review of activities undertaken. ## **Reserves policy** In unrestricted funds and the Model Trust Fund the circuit holds approximately one year of average expenditure. The Circuit trustees intend to continue to provide financial support to churches for mission projects and also, where necessary, to provide support for churches which have difficulty in meeting their assessments. The Circuit trustees believe there are sufficient funds, likely to be increased in 2022/23 due to the sale of Elston chapel, to secure the mid to long term ability to meet the liabilities of the Circuit. The Circuit trustees further believe that, given the current general economic outlook and the additional challenges that may give to churches to meet their assessments, the funds that the Circuit holds in reserves is not excessive. ## **Safeguarding** Every person has a value and dignity which comes directly from the creation of male and female in God's own image and likeness. Christians see this potential as fulfilled by God's re-creation of us in Christ. Among other things this implies a duty to value all people as bearing the image of God and therefore to protect them from harm. Methodist Connexional practice outlines commitment to the following principles: - a) The care and nurture and respectful ministry with all children and young people and adults. - b) The safeguarding and protection of all children and young people and adults when they are vulnerable. - c) Establishing of safe caring communities which provide a loving environment where there is informed vigilance as to the dangers of abuse. 3 d) We vnll carefully select and train all those WFlh any responsibilty wtlhin the church in love with safer recruitment principles induding the use of ctiminal records disclosures and registration with the relevant vetting and barring schemes. e) We will respond without delay to every complaint made which suggests that an adult, child or young person may have been hatmed by cikoperating viith the police and local authority in any investigation. n We will seek to work with anyone who has suffered abuse developing with them an appropriate ministry of informed pastoral care. g) We will seek to challenge any abuse of power especially by anyone in a FK)Sition of trust. h) We will seek to offer pastoral care and support including supervision and refer to the proper authorities any member of our church community known to have offended against a child or young person or vulnerable adult. In all these principles will follow legislation guidan￿ and recognised good practice. Future developments In May 2022 Elston Methodist Church Counal agreed to apply to the circuit to be closed. Elston has been Vulnerab￿ for many years wtth a dedining mefflLErship currently of 7 and the decision of Methodist conferen￿ to increase the minitnum number of members for a church to ￿e1Ve, meant that continuation was no longer viable. This was a￿pIed at the Circuii MeetÉng on 13 June 2022. Receipts and payments are statements that summarise the movement of cash into and out of the charity during the financial year, the one exception being that assessment payments by churches in August 2022 totalling £28,907, which relate to the 2022/23 year, have been carried forward to that year.
