Governlng document
The charity is controlled by its governing document a deed of trust, and constitutes an unincorporated
charity.
The charitable trust is constituted by the Deed of Un￿n 1932, Ihe Methodist Church Art 1976. is part of the
Methodist Church of UK. The trustees listed have served throughout the year. Appointment of trustees is
governed by the Methodist church Act 1976. The Managing Trustees of Churches and the Circuit are
empowered by our Standing Orders to appoint new trustees and to fill vacancies arising through resignation
or death of an existing trustee.
Clrcuit Managing Trustees have regular meetings where the Circuivs maln areas of activity and by extenslon
the aims of the charity are discussed and agreed. The day to functioning of the clrcult is governed by
Standlng Orders as set out in the Constitution. Practice and Discipline of the Methodist Church. The
charitable tnjst Is reglstered with the Charity Commission.
FINANCIAL REVIEW
Overview
It 15 incrÈdibly difficult comparing one financial year with another given the selling of circuit property, however it is
important to try and find a straightforward way to work OLrt what the 'daY-to-da￿ costs are. The prlnciple of seeking
to strip out the property sales and one-off payments has been adoptod. The key message is that 'nomial' Circult
expendSture is significantly higher than 'normal' Circuit income. The nurnbers presented in this overview provide an
indication of the flnancial position of the circuit but twng to pin down the exart numbers in respect of the 'day-tO-
day, Circuit income and expenditure 15 highly complex and time con5umin8.
For 2023-24 the 'normal' deficit was £54.659 together with a redurtion in the designated unrestrlcted funds of
£60,000 rrown Centre Ministry. Mission Fund and Sponsorship Project). New designated unrestritted funds have
been created (Manse Maintenance and Hong Kong Fellowship) 50 the overall decrease in designated funds was
£8,000. The'normal, income also incluéed £50,000 interest generated from the sale of property.
A 5traightforw3rd comparison wlth 2022-23 is drfficult with signlficant costs in preparfng for the sale of property and
substantial repairs on manses. Following a similar argument to 2023-24 there was a deficit of £209,000 In 2022-23
wlth the designated unrestrirted fund decreasing by £64,Oc￿.
Mlnlsterlal stlpends remained the same throughout the year. The arcuit has continued to employ two part-time lay
employees. as Circuit Administrdtion Manager and Circuit Premises Adminlstration Support Worker.
The manse at Mile End Lane has been occupled by tenants since October 2023.
The figure presented 15 the change in the general fund lunrestrlctedl and Clrujit Model Trust lunrestrlctedl exduding all capital
receipts and costs, retum ol pension1£98kl and pension interest1£8kl and model trust le￿.
For 23-24 this result5 in Income of £425.240
The expenditure was £479.899

The sales of the manse at stiles Avenue, St John's MC and Trinity MC all completed within this connexional year and
as a result the bridging loan from MCA limited was discharged. Methodist connexional levies were paid on the sale5
of St John's MC and Trinity MC of a total of £1.￿3,444. No connexional levy was paid on the sale of the manse at
Stiles Avenue as th15 wa5 501d in order to fund the purchase of the Arton Close Manse.
The total a5se55ment levied on the churches was £279.619. The arcuit made an operating loss in the year of
£113,254 and drew down a further £66,230 from reseTves as planned to cover the costs of the Town Centre Project
lincluding the ministry costs) and the Hong Kong Fellowshlp. The totsl income and expenditure account for the year
is detailed in the flnanclal statements.
The total value of manse and church property managed by the Circuit decreased in the year by £4,569,978 due ta
the sal@s detailed above and to the revaluation Df fiviot Dale Methodist Church.
The clrcult received a payment of £98,101.15 from the connexional pension fund as a repayment (plus Interest of
£8396.64) of the amount given to that fund in the connexional year 202V22.
The circuit has commitments of £442,219 to fvnd the remaining three years of the commitment to the town centre
ministry, the commitment lover the coming four years) to the Hong Kong Fellowship, the grant fund and a manse
maintenance fund.
Re5er¥es pdity
The Managlng Trustees have reviewed the major risks which the charity faces and conslder that there are
none which would stop the charity from maintaining Its objects. Assessrnents from individual churches have
been agreed for the forthcoming year. It IS the poliry of the charity to maintsin unrestricted funds at a
reasonable level to cover unforeseen expen5e5. This piovide5 Sufficient funds to cover management and
administration and support costs for at least 6 months.
Funds available are sufflcient to permit the trust to continue in operation in the medium temi, given the
agreed assessments of the individual churches and the Connexional nature of its governarbce. The tn15tees
review the major risks which the charity fa￿5 and consider that there are none which would stop the charity
frorn maintalning its objects. Support from individual churche5 has been promised for the forthcoming year.
Rlsk management
The trustees have a duty to identify and revlew the risk5 to which the tharity is exposed and to ensure
appropriate controls are in place to provide reasonable assurance against fraud and error.
Safeguardlng
The Circuit is committed to ensurtng the implementation of the Connexional Safeguarding Policy.
government legislation, guidance. and safe practice in the circuit and in the churthes.
Investment Powers
The Methodist Church Act 1976 3Uthorises the tNstees to make and hold investments using the general and
other funds of the charlty. and such investments are presently held and shown within the financial statements
at their current value.

OBJEcfivESAND AalVITIES
The oblectlves and aims of the Managing Trustees are to oversee and further the work of the Methodist
Church. To this end, those activities which come within the oversight of the ManagingTrustees are to provide
ministerial oversight, manage circuit property including manses, contribute, as agreed, to District and
Connexional assessments and be mindful of development opportunities for the Circurt. In order to do thls the
Mana8ing Trustees, raise 25sessments on individual Methodist Churches in the United &ockFYJt area In
accordance with Stsnding Orders. They may also make grants to individual churches for property. Ministry
and Mission as permltted and governed by the Stsnding Orders. The Managing Trustees believe that these
activlties and the church resources are for the public benefit as. through Its work the Managine Trustees
enable pastoral ministry, spiritual engagement and contribute to community development in the United
Stockport area. The Managing Trustees have noted the Charity Commission's guidance on public benefiL
ACHIEVEMENT AND PERFORMANCE
The United Stockport Circuit continue5 to oversee a wde range of mission related activities, mostly
undertaken by the member churches throughout the l)orough of Stockport.
At theTown Centre premlse5, known a5 fwiot Dale. the circuivs community café provides a welcome, a
meal and social space for people who are homeless, at risk of homele55ne55 and othen￿lSe disadvantaged.
Around the circuit the staff continue to offer wide ranging input of a pastor818nd practi￿1 nature to the
churches to support good governance and mission outreach. The churches h05t bible study and fellowship
groups,. parent and toddler groups; 3 welcome spa￿ for awum seeker5 housed in a local hotel; an activity
group for adults with learning disabilities,. dementia cafes. film clubs,. craft spaces and a wide variety of
other activities. Most church buildings are used to host a wide range of communtty organisations who
benefit from good quality and affordable Spate.
The circuit works closely wlthin the Manchester and Stockport DistrÉct of the Methodist Church, and wlthin
the 5tTUCtures of the national Methodist Church, benefftting from trdinin& ministry and governance
resources.
The Circuit completed the process of applying to the Home Office to become a Community Refugee
Sp)onsorshlp organization and welcomed a family under the scheme. A dedicated group from around the
circuit have offered significant support to the fami￿ in settling in and accessing seNice5 in the UK.
The circuit hosted two "mission forum< to enable churches to share the highliEhts of their mlssion with one
another and to hear about diffèrent models of sharing governance and worship betsveen churches.
RecoEnlslng that irb the medium term. a redurtion in ministry is required in order to reduce the ongoing
deficit, the circuit began work on a strategy document to enable this to be implemented whilst maintaining
5USt?inable ministerial roles.
The circuit continued to promote environmentsl issues with the adoption of a comprehensive eco policy.
A lot of the work in the circuit is done on a voluntary basis and includes that of Circuit snd church officer5,
Local Preachers and Worshlp Leaders, members, and secretarie5 of all the church commlttee5 and those
3SSlSting in running children's work etc. Ministerièl and lay staff members, along with volunteers wlthln the
church, continue to undergo Safeguarding training. The connexion have introduced EDI IEquality, Dlversion
& Inclu51onl Tralning and this is being rolled out to the relevant officers, wlth plans to enable in-person as

well as online engagement wtth thi5 materlal.
Transformlne Church and Communities have been retsined to manage day-to-day cirturt finances, and the
current account has been transferred to CAF bank. These changes have enabled much more effettlve
monitoring of the circuit finances.
From a financial perspective, the Managing Trustees consider that the performance of the charity this year
has been satlsfactory ￿Ven work in previous years to identrfy and understand the deficit. The sale of
properties and the repayment from the pension fund have resulted in a cash fvnd that provide5 a reseTve
agaln5t fLwbJre defiuts as well as ensuring that planned actNrties are covered. Stipends and salaries have been
overed, Clrcuit property managed and kept in reasonable repair, and external expenses lincludlng the
DSstrlct assessment) covered. The trustees recognise that this reserve is subjert to a district le￿v and whi15t
enabling continuing operations in the short term, tt 15 finite and daY-t￿daY expense5 continue to
significantly outstrlp operating income. As such the trustees contlnue to be engaged In a programme of
reviewing the life of the circuit and the level of ministry and other employment to work towards a position
that Is sustainable in the long terni, and commit to making a detailed report of the plan going forward to the
clrcutt meetlng In March 2026.
STATEMENT OFTRUSTEES RESPONSIBIUTiE5
The trustees are responsible for preparing this report and the financial statements in accordance with
applicable law and United Kingdom Attounting Standards (Unfted Kingdom Generally Accepted Accounting
Practieel.
The law applicable to charities in England and Wales, the Charities Act 2011, Charity IAccounts and Reports)
Regulations 2008 and the provislons of the trust deed requires the trustees to prepare financial Statements
for each flnanclal year. The statements must give a true and fair view of the State of affairs of the charity
and of the incoming resources and applicatlon of resources, including the income and expendTture, of the
charity for that period. In preparing those financial statements. the trustees are requlreé to..
select suitable accounting policies and then apply them conSIsten￿Y-
observe the methods and principles in the Charity SORP;
make judgements and estlmates that are reasonable and prudent-
prepare the flnancial statements on the going concem basis unless it is inappropriate to presume that
the charity will continue in bu5ine55.
The trustees are responsible for keeping proper accounting records which disclose with reasonable accuracv
at any time the financial position of the charity and to enable them to ensure that the financial statements
comply with the Charfties Act 2011, the Charlty IAccounts and Reports) Regulations 2008 and the provisions
of the trust deed. They are also responsible for safeguarding the assets of the charity and hence for taking
reasonable steps for the prevention and detection of fraud and other irregularitles.
