Introduction
The Purley Circuit of the Methodist Church (Purley Methodisl Circuit) is largely a suburban circuit
on the southern outer edge of the Greater London area, Iwng mainly in the London Borough of
Croydon and Tandridge District in Surrey. The Circuit is mostly built up, exiending from South
Croydon with urban characteristics, through outer London suburbia to Surrey commuter territory,
but including also areas of greenbelt. The area covered is largely affluent, though there are
Significant pod(ets of deprivation.
The calling of the Purley Methodist Circuit is to respond to the gospel of God's love in Christ and to
live out its discipleship in worship and mission. It does this through y￿rship, learning and caring.

Objectlves and activities
The purposes of the Methodist Church are and shall be deemed to have been since the date of

Methodist Church.
The Purley Methodist Circuit had Methodist ministers: Revd Farth Nyoia. the Superintendent
minister, and Revd Sang Wook Han. During this year. Revd Nyota was appointed one of two part-
time Deputy Chairs for the London DistricL this ministy was exercised alongside her Circuit
responsibilities. Revd Martin Knight is a United Refonred Church (URC) minister giving 25°/o of his
time to the South Croydon United Church. a Local Ecumenical Partnership (LEPI with the URC,
and the remaining time is devoted to another local URC congregation. The Circuit's activities are
supported by a part-time Administrator. Mrs Linda Lucking.
There were four supemumerary ministers in the Circuit: Revd Geoffrey Fletcher. Revd Ermal Kirby,
Revd Jenni Kirby and Revd Stephen Mares. Sadly, Revd Fletcher died in August 2022: we give
thanks for his life and ministy and offer our condolences to his family.
Revd Faith Nyota left the Circuit at the end of the Connexional year to lake up a new appointment.
The Circuit is grateful for her ministry during the past 11 years and prays G(yJ's blessing upon her
continuing ministry.
Revd Dr Stephen Day, the Superintendent of a neighbouring Circuit, was appointed Ihe
Superintendent of the Purley Circuit for one year from 1 September 2022.
The Purley Methc(list Circuit (x)mprised 181 members in six churches. including the LEP: The
churches are located as follows-

Warlingham Methodist Church: Limpsfield Road, Warlingham. CR6 9LE
Whitethom Avenue Meth(xlist Church: Whitethom Avenue. Coulsdon. CR5 2PP
Hurst Green Methodist Church dosed in 2021 and the Circuit took over responsibility for the
premises. A monthly Circuit service began in the summer of 2022. A small group was appointed by
the Circuit's trustees to oversee the premises while Options for the future are considered.
The main activities of the Circuit in relation to its objectives are:

The resourcing of pastoral work induding visiting the sid( and bereaved
The promotion of ChrFStianity through the staging of events, services and assemblles at
local schools

The Purley Methodist Circuit gives leadership. encouragemenl and support to its churches as they
offer a Christian witness in their locality and develop their individual callings. The staff aim to work
as a team and will give significant attention to enabling the mission of the Circuit- primarily
through local church initiatives, recognising the gifts of laity, developing and supporting them.
appreciating that ultimately laity will do much of the reaching out. We are supporting youth work
and children's work in areas and encouraging doser working beiween groups of churches.
We have a number of Local Preachers and two Worship Leaders. The Circuit offers shared
activities to supplement what each church is able to offer. such as shared evening worship, groups
studying theology, youth activities etc. It encourages the spiritual life of local churches and urges
them to engage with the local communities in service and evangelism. Ordained and lay staff are
valued and one Circuit Steward has special responsibility for their pastoral care. All churches are
looking at new ways to address their recovery tM)St-Covid and to look al mission outreach to share
the gospel within the community.
We confirm that the trustees have had regard to the Charity Commission's guidance on public
benefit.
Achievements and perforniance
a) The Circuit has continued to encourage the local thurches to offer meetings for prayer and
Bible study and to find suitable ways to engage with their local communities in service and
evangelism while recognising that the pattem of such activities will differ from church to
church. Many of these activities resumed face-towface and some churches continued to enable
people to participate in worship via Zoom. Some meetings take place via Zoom to enable
greater participation.
b} The CirGUit has continued to offer events which supplement what each local churGh is able to
do by seeking to ensure that there are reasonably frequent opportunities for the churches to
come together, for worship. for joint study and for social contsct. Circuit services began to lake
place monthly al Hurst Green Methodist Church.
c) "The Way Forward. is a Circuit initiative facilitated by Revd Ennal Kirby in which churches
were encouraged to consider their situation post-covid and look to the futu￿. This initiative is
ongoing.
d) The Circuit has continued to encourage the local churches to reach out and engage with
Ghildren, young people and families. This work is particularfy focused on Sanderstead and
Warlingham Methodist chu￿hes. Alongside teams of committed volunteers. these
churches each employ a family worker and Warlingham Methodist Church also employs a
youth worker. Warlingham Methodist Church is recognised as having a partiGularly effective
ministry among children, young people and families and the Circuit is committed to learn from
their approach (although not ne￿sSarilY with the same target group).
e) The Circuit has sought to ensure that young people are encouraged to meet with other young
people from around the Circuit. Wadingham Methodist Church holds a monthly locally
arranged youth service called 'lgnff(e', which all the young people in the Circuit are encouraged
to attend.
The Circuit has encouraged the spiritual development of church members by encouraging the
churches to seek vocations to the roles of Local Preacher and Worship Leader, and offering
appropriate training to those who come forward and making best use of the talents of
members doing local a￿angement services.
g) Tho Circuit has continued to support and encourage the local churches in their ministry and
mission.

h) The Circuit has continued to ensure that each church has a recognised person responsible for
pastoral oversight. This person works in conjunction with a team of volunteers to communicate
and engage with those connected wtth their church to offer appropriate pastoral care, although
the means by which this is done varies between churches.
i) The Circuit has continued to ensure the implementstion of the Connexional Safeguarding
Policy, government legislation. guidance and safe practi￿ in the Circuit and in the churches.
To ensure that appropriate safeguarding a￿angernentS are in pla￿ in the Circuit each church
has a designated Safeguarding Officer and their work is supported by the Link Circuit
Safeguarding Officer.
j) The conversations with the neighbouring Circuit are on hold as each Circuit assesses its
situation post-covid.
k) Each church is being strongly encouraged and supported to develop a particular focus in
improving links to their local community and attraGting new church members. The following
explains significant aspects of churches. engagement with their local community:
Caterham Methodist Church is regularly used by local organisations. There is a small
Junior Church. The thurch's main outreach is a monthly coffee moming, well supported
by the local community.
Coulsdon Methodist Church has house groups, a small Junior Church, a weekly
'Open Church, with coffee and prayers, a seasonal Bible study group (which has
replaced the monthly Bible study), 'Time for Tea, for older people and a toddler group.
The extensive premises are widely used by the local community.
Sanderstead Methodisl Church is regularly used by a local pre-school. A prayer
breakfast is held monthly. A part-lime family worker is employed, ￿adIng Junior
Church. two thriving toddler groups (meeling weekly) supported by church volunteers
and Brownies. A coffee club meets twice monthly for members of the Congregation and
the local ￿mMunIty. The church has links with a lorxl primary school. hosting visits and
invitations to occasional services. Supports local and intemational charities.

South Croydon United Church has resumed its work in the Ic*AI community post-
Covid. Children from the primary school next dcKJr came again into the church for
lessons and in June its Jack and Jill Club, wh￿h provides musical entertainment,
primarily for retired people. was restsrted. The church Continued its support for the
charities Hestia and NIgh￿atch. with the school joining it in supporting the latter. Six
people were receNed into membership in May.
Warlingham Methodist Church has youngsters each Sunday in the congregation and
o part-time YoLrthlFamily workers. The congregation is focused on mission through
youth work with two weekly clubs. Kids Church. a baby and toddler group and summer
camps. It has weekly coffee momings and a monthly film club. Alpha, Christianity & Life
Explored courses have been run in recent years. A monthly contemporary worship
service, 'Ignite', on Saturday evenings reaches a younger group. It also has a monthly
prayer meeting.
Whitethom Avenue Methodist Church has a strong tradition of prayer. with regular
prayer groups and a prayer chain. It has Bible Study fortnightly, a monthly coffee
morning and lunch. There are close links with the Parish Church and the local Baptist
Church. A Brownie unit meets on their premises.
l) The Circuit has encouraged churches to respond to climate change as an essential part of our
responsibility to safeguard God's creation.

Financial review
The Circuit's annual report and accounts for the year ended 31 August 2022 have be8n pr8pared
in accordance with the Charities Act 2011 and the 2014 version of Accounting and Reporting by
Charities.. Statement of Recommended Practsce (SORP) applbcable to charities preparing their
accounts in accordance with FRS102.
Financial position at the end of the reporting period
As at 31 August 2022, the net cu￿ent assets of the CircuTt were £61,205 (2021: £88,466) of which
£42.66812021: £51,305) was held as a General Fund reserve, £13.474 (2021: £16,561) was held
as a designated Manse maintenan￿ Fund reserve, £450 (2021: £450} was held as a designated
Benevolence Fund. £4,613 (2021: £20.150) was held in a Circuit Model Trust Fund and nil (2021:
£ nil) was held in a Restricted Fund. In addition. investments of £4,700 {2021- £5.015) were held in
the Circuit Model Trust Fund.
The Circurt Model Trust Fund derives its income from sales of chapels and manses, and the
application of the fund is restricted by the Methodist Conferen￿. However, this restriction is an
internal regulation. and the fund can be used for a variety of purposes. subject to approval from the
Trustees for Methodist Church Purposes.
In the year ended 31 August 2022, a grant of £5,000 was made from the Circuit Model Trust Fund
towards the Methodist Pension Reserve Fund (2021: no grants).
ststement of the Circuit's policy on reserves
The Circuit holds reserves in order to secure the viabilty of its future mission. The reserves policy
takes into aGGount the Circuit's mission policy, and likely levels of future income and expenditure.
based on planned activity. The reserves policy is reviewed annually by the Circuit Meeting.
The reserves policy of the Purley Circuit is to hold a General Fund reserve equivalent to 3 months
normal expenditure, exduding expenditure on manses. and in addition a Manse Maintenance Fund
reserve to allow for the fluctuation in manse expenditure from year lo year.
The General Fund reserve at 31 August 2022 was broadly in line with 3 months expenditure, and
that is expected to be maintained through 2022123. The Manse Maintenance Fund reserve at
31 August 2022 was considered appropriate in view of likely manse expenditure in the coming
years, noting the pending sale of the SelGroft Road Manse and the significant work Gompleted in
the year at the other two manses. Significant expenditure is likely at the Cranleigh Gardens
property (following its quinquennial survey).
The BenevolenGe Fund is applied at the discretion of the Superintendent Minister and the Circuit
Leadership Team and is designated for the relief of poverty and distress.
The CirGUIt Model Trust Fund is applied to support the mission and development of the Circuit and
its individual churches. The pending sale of the Selcroft Road Manse and of Hurst Green
Methodist Church in 2023 should replenish the Fund balance which will be needed to generate
sufficienl income in 2023124 and onwards towards the increase in expenditures which will result
when the new Superintendent takes up his position.
The Restiicted Fund derives from emergency funding from the London District for accommodation
and removal costs. The balance in this fund reduced to nil in the year to 31 August 2021 and has
remained nil through 2021122.
Details of any funds materialty in deficit
As at 31 August 2022, no funds were in deficit.

Infomlation on income and expendlture
In the year ended 31 August 2022, 71 /0 (£113.268) of the Cirwit's income (otherthan capilal
receipts) was derived from assessments paid by each of the individual churches in the Circuit, and
16 % 1£24.666) was rental income from the letting of manses. ffhe CO￿espOndIng figures for the
year ending 31 August 2021 were 72 % (£126.516) and 27°A (£47.919) respectively.)
Following the decision. on 23 September 2020. of the Church Council of Hurst Green Methodist
Church to seek permission to discontinue weekly public services and subsequent approvals by the
Circuit and by the District Synod, Circuil trustees became the trustees of the church and buildings.
In consequence, a Capital Receipt of £900,000 has been recognised based on the advice of our
Surveyor, Bruton Knowles. The Circuit trustees are cDnsidering the Circuit's best options which
may include disposal over the next year. A local group of Hurst Green church members and others
from the Circuit continue to meet in the Hurst Green Church, normally weekly. and each quarter at
least one circuit worship service is held there.
In the year ended 31 August 2022, 470k (£85.310) of expendtture was on pay and related costs,
14 % (£26,587) was on the maintenance of propety. 70/0 (£12,459) was on other property costs,
and 15 % 1£26.053) was the Circuit's contribution to the District and Connexion to fund the work of
the wider Methodist Church. induding a levy on the Circuit Model Trust Fund. (The corresponding
figures for 2021 were 460/0 (£82,525) on pay and related costs, 9 % (£16.583) on the maintenance
of property, 6 /0 (£10,471 } on other property costs, and 15% {£26.047) contribution to the District
and Connexion.)
Investment policy and objectives
Through 2021122 the Investment Policy of the Circuit has been, firstly, to maintain in aggregate
cash balances at the Circuit's current account Wtth HSBC and at the Central FinanGe Board
Deposit Account an amount sufficient to maintsin the Reserve Policy. The Circuit's investments in
the Model Tnjst Funds have been maintained to meet unexpected costs. Property assets are held
either to generale income to support the ongoing expenses of the Circutt (Bromford Close) or to
provide manses for the Circuit's ministers. It is anticipated that the sale of Hurst Green Methodist
Church and of the Selhurst Road Manse will be invested for income and capital purposes in the
Circuit's Model Trust Funds.
Structure, governance and management
Purley Methodist Circuit is part of the London Methodist District and is accountable to the annual
Methodist Conference.
The charity is constituted by an Act of Parliament. The goveming documents for the Circuit are th8
Deed of Union (1932) and Methodist Church Act (1976).
Detailed govemance arrangements are outlined within the Constitutional Practice and Discipline of
th8 meth￿Ist Church by order of the annual confer8nce (CPD).
The Connexional offi￿ implements decisions made by Conference and is also responsible for the
stationing of Presbylers in individual Circuits.
Connexional decisions are passed to the Chair of the District and appropriate Officers of the
District for regional implementation.
The District passes the control down to Circuit level for local implementation by the Superintendent
Minister, ministerial staff, Circuit Stewards and Circuit Treasurer (Circuit Leadership Team) via the
medium of the Circuit Meeting. Day to day management of the Circuit is undertaken by the Circuit
Leadership taam who oversee the day to day running of the charity and report to the full meeting of
trustees.

The membership of the Circuit Meeting is laid down in the Constitutional Practices and Discipline
of the Methodist Church.
The managing trustees normally meet ￿lce a year, in September and March. The trustees consist
of Circuit office holders (appointed by the existing trustees). Ministers (appointed by the Methodist
Conference) and representatives appointed by the local Methodist churches.
Trustee tralning
A range of guidance is produced by the Methodist Connexion to support the effective running of
the Circuit. In particular, the leaflet 'The Role of a Trustee in The Methodist Church, is given to
each trustee and trustees are asked to read the infomiation provided online by The Methodist
Church for Managing Trustees.
Risk Management
Major risks are considered by the Circuit Leadership Team with professional advice taken as
required. A regular review process is carrted out by the Leadership Team to ensure that the
Charity is fulfilling its objectives.
Safeguarding
Every person has a value and dignity. which comes directly from the creation of humans in God's
own image and likeness. Christians see Ihis potential as fulfilled by God's re-creation of us in
Christ. Among other things this implies a duty to value all people as bearing the image of God and
therefore to protect them from hann.
Methodist Connexional practice outlines commitment to the following principles-
the care and nurture of. and respecllul pastoral ministy with. all children, young people and
adults
• safeguarding and protecting all children. young people and adults when they are vulnerable
establishing safe. caring communities which provide a loving environment where thare is
informed vigilance as to the dangers of abuse.
We will carefully select and train all those with any responsibility within the Church, in line with
safer recruitment principles, including the use of cAiminal records disclosures and registration wtth
the relevant vetting and barring schemes.
We will respond without delay to every safeguarding concem, which suggests that a child. young
person or adult may have been harmed. working in partnership with the Polic8 and local authority
in any investigation.
We will seek to work with anyone vtho has suffered abuse. developing with them an appropriate
ministry of infomied pastoral care.
We will seek to challenge any abuse of power, espeaally by anyone in a position of trust.
Working with the District Safeguarding Officer. we will support risk assessment of those who
present a safeguarding risk within a church environment. Circuit and church safeguarding officers
have particular responsibility for ensuring Ihat appropriate safeguarding arrangerr7ents are in place
throughout the Circuit. We will ensure approprtate pastoral care is offered and measures are taken
to address identified risks including referral to statutory agencies. suspension and the use of
safeguarding contracts. We will recognise and apply Ihe restrictions to appointment laid down in
Standing Order 010 of the Constitutional Practice and Discipline of the Methodist Church.
In all these principles, we wll follow legislation. guidanc8 and recognised g(XKI practice.

The Purley Circuit commits itself to:
1. RESPOND without delay to any allegation or cause for COn￿M Ihat a child or vulnerable adult
may have been harmed, vthether in the Church or in another context. It commits itself to
challenge the abuse of power of anyone in a position of trust. It commits itself to providing
informed pastoral care to those in need. including the supervision of those who have committed
criminal offences.
2. IMPLEMENT the Methodist Church Safeguarding Policy, Procedures and Guidanc8.
govemment legislation and guidance to achieve safe pra￿1￿ in the Circuit and in the churches.
3. The PROVISION of support, advlce and training for lay and ordained people that will ensure
people are clear and confident about their roles and responsibilities in safeguarding and
promoting the werrare of children and adults who may be vulnerable.
4. AFFIRM and give thanks for the work of those who are workers with children and vulnerable
adults and acknowledge the shared responsibility of us all for safeguarding children, young
people and vulnerable adults on our premises.

The funds that support the Circuit Mc#Jel Tfust Fund are held by TMCP, mainly in Ihe Trustees Interest Fund, on
which interest is credited each month. V44th a smaller amounl held in CFB Managed Mixed Fund units. as
analysed below. These are regarded as mediuffl and k)ng tenn investments.
TMCP is the legal owner and Custodian Trustee of all M8th(xlist Model Trust property. including Legacies,
Endowments and Accumulated Funds. Trust property is held for and on behaw of local Managing Tnjstees who
are responsible for the day to day manageff￿nI oftrusl Pro￿ty. TMCP ensure tha( through providing guidance
and acting und8r th9ir direction. the Managing Trustees cx)mply wtlh charity law and MethcKlisl law 2nd polity as
