Introduction
The Purley Circuit of the Methodist Church (Puriey Methodist Circutt) is largely a suburban circuit
on the southern outer edge of the Greater London area. lying mainly in the London Borough of
Croydon and Tandrtdge District in Surrey. The Circuit is mostty built up. extending from South
Croydon with urban characteristics. through outer London suburbia to Surrey commuter territory,
but including also areas of greenbelt. The area covered is largely affluent. though there are
significant pockets of deprivation.
The calling of the Purley Methodist Cirujit is to reswnd to the gospel of God's love in Christ and to
live out its discipleship in vrforship and mission. It dces this through worship, learning and caring.
service and evangelism.
Mission Policy
The Purley Methodist Circutt exists to=
share the good news of Jesus Christ in word and action
encourage people into a closer relationship with and deeper understanding of God
setve the communities wilhin its geographical area
enable the Circuit churches to flourish and to cary out their mission
safeguard and protect all at risk- vulnerable children, young people and adults
These purposes will be met by:
strongly encouraging each church to set itself a strategy to fulfil these purposes, and to report
progress in fulfilling their strategy annually to the Circuit Meeting
using and developing a diverse mix of people, lay and ordained, paid and unpaid, as directed
by the Circuit Meeting, In support of these strategies
using the physical and financial resources of the Circuit in support of the strategies
working collectively t(yJether as a team. to support one another and make best use of skills
and knowledge
building relationships with other Circuits and with churches of other denominations to share
resources and to facililale mission and serwce
At present the Circuit will-

Objectlves and activities
The purposes of the meth￿Ist Church are and shall be deemed to have been since the date of
Union the advancement of:
a) The Christian faith in accordance with the doctrinal stsndards and discipline of The Methodist
b) Any charitable purpose for the time being of any Connexional. District, Circuit. local or other
organisation of The Methodist Church.
c) Any charitable purpose for the time being of any society or institUt￿n subsidiary or ancillary to
The Methodist Church;
d) Any purpose for the time being of any charity being a chaiity subsidiary or ancillary to The
Methodist Church.
During the year the Purtey Methodist Circuit comprised 220 members, 2 fijll-time ministers, 1 part-
time minister, 4 Supemumerary ministers.1 part-time Circuit Administrator, 6 Methodist churches
and 1 Local Ecumenical Partnership (with the United Refomied Church), located as follows:

Due to reducing and ageing membership and the financial impact of the COVID-19 pandemic, on
23 September 2020 the Church Council of Hurst Green Methodist Church voted unanimously to
seek pemiission to discontinue public serVi￿s. This was approved by the Circuit Meeting on
13 October 2020. and subsequently by District Synod. A dosing service was held on
8 Augusl 2021.
The main activities of the Circuit in refation to its objeclives are:
The organisation and resourang of regular public acts of worship open to all people without
charge.
The teaching of Christianty through semions, courses and small groups.
The resourcing of pastoral work induding visiting the sick and bereaved.
The promotion of Christianity through the staging of events. services and assemblies at local
schools.
The Purley Methodist Circuit gives leadership, encouragement and support to its churches as they
offer a Christian witness in their locality and develop their individual callings. The staff aim to work
as a team and will give signfficant attention to enabling the mission of the Circuit- primarily
through local church initiatives, recognising the gifts of laity. developing and supporting them,
appreciating that ultimately laity will do much of the reaching out. We are supporting youth work
and children's work in areas and encouraging closer working between groups of churches.
We have a number of Local Preachers and two Worship Leaders. The Circuit offers shared
activities to supplement what each church is able to offer, such as shared evening worship, groups
studying theology, youth activittes etc. It encourages the spiritual life of local churches and urges
them to engage with the local communities in service and evangelism. Ordained and lay staff are
valued and one Circuit steward has special responsibility for their pastoral care. All churches are
looking at new ways to address their recovery post COVID-19 and to I￿k at mission outreach to
share the gospel within the communty.

We confimi that the trustees have had regard to the Charity Commission's guidance on public
benefit.
Achievements and perfomiance
a) The Circuit has continued to encourage the IWAI churches to offer meetings for prayer and
Bible study and to find suitable ways to engage wtth their local communities in service and
evangelism while recognising that the pattem of such activities will differ from church to
church. Since March 2020, due to COVID-19. these aclivities have taken place via Zoom.
b) The Circuit continues to offer events vthich supplement what each local church is able to do by
seeking to ensure that there are reasonably frequent opportunities for the churches to come
together. for worship, for joint study and for social contact.
c) In addition to the usual pattern of meeting twi￿ a year in September and March, other
meetings have been held by individual churches to refiect on the effecl of COVID-19 in terms
of outreach, worship, fellowship and finances.
d) The Circutt continues to encourage the local churches to reach out to the missing generation
of children and young people. Two churches employ Family Workers and one church also
employs two Youth Workers. One church has an effective ministry to children, youth and
young families, and the Circuii is commttted to learn from their approach (although not
necessarily with the same tsrget group).
e) The Circuit seeks to ensure that young people are encouraged to meet with other young
people from around the Circuit. One church has a local arrangement youth service called
'Ignite' which all the young people in the Circuit are encouraged to attend.
The Circuit encourages the spiritual development of church members by enwuragirsg the
churches to seek vocations to the roles of Loral Preacher and Worship Leader. and offering
appropriate training to those who come forward and making best use of the talents of
members doing local arrangement servicx.
g) The Circuit supports and en(￿urageS the local d)urches in their ministy and mission.
h) The Circuit has continued to ensure that each church has a recognised person as chief person
giving pastoral care. and that that person is enabled to have sufficient time available to
support that church.
i) The Circuit has continued to ensure the implementation of the Connexional Safeguarding
Policy, govemmenl legislation. guidance and safe practice in the Circuit and in the churches.
j) The Circuit continued conversations with a neighbouring Circuit with a view to work
collaboratively, creatively and strategically together. The Purley Circuit has worked through
an extended review of its strategic direction. wilh a particular emphasis on strengthening
mission, evangelism and growlh. Each church is being strongty encouraged and supported to
develop a particular focus in improving links to their local communty and attracting new
church members.
kl The Circuit encourages churches to respond to dimate change as an essential part of our
responsibility to safeguard God's creation.

Flnancial review
The Circuit's annual report and accounts for the year ended 31 August 2021 have been prepared
in accordance with the Charities Act 2011 and the 2014 version of Accounting and Reporting by
Charities: Statement of Recommended Practice (SORP) applicable to charities preparing their
accounts in accordance with FRS102.
Financlal positlon at the end of the reporting period
As at 31 August 2021. the net cu￿ent assets of the Circuit were £88,466 (2020: £92,627) of which
£51,305 (2020: £38.758) was held as a General Fund reserve. £16,581 (2020: £20.144) was held
as a designated Manse Maintenance Fund reserve, £450 (2020: £450) was held as a designatèd
Benevolence Fund, £20.150 {2020: £20.675) was held in a Circuit Model Trust Fund and nil (2020:
£12,600) was held in a Restricted Fund. In addition. investments of £5.015 (2020: £4,237) were
held in the Circuit M(Klel Trust Fund.
The Circuit Model Trust Fund dertves its income from sales of chapels and manses, and the
application of the fund is restricted by the Methodist Conference. However, this restriction is an
intemal regulation, and the fund can be used for a variety of purposes, subject to approval from
the Trustees for Methodist Church Purposes.
In the year ended 31 August 2021. no grants were made from the Circuit Model Twst Fund (2020:
one grant of £5,000 to a church in the Circuil).
Statement of the Circuit's policy on reseNes
The Circuit holds reserves in order to secure the viabilty of its future mission. The reserves policy
takes into account the Circuit's mission policy, and likely levels of future income and exp8nditur8.
based on planned activity. The reserves policy is reviewed annually by the Circuit Meeting.
The reserves policy of the Pudey Circuit is to hold a Generdl Fund reserve equivalent to 3 months
nomial expenditure. excluding expenditure on manses, and in addition a Manse Maintenance
Fund reserve to allow for the fluGtuation in manse expenditure from year to year.
The General Fund reserve at 31 August 2021 was somewhat higher than 3 months expenditure,
but a deficit is anticipated in the year to 31 August 2022, which will reduce the balance in this fund.
The Manse Maintenance Fund reserve at 31 August 2021 was considered appropriate in view of
likely manse expenditure in the coming years.
The Benevolence Fund is applied at the discretion of the Superintendent Minister and the Circutt
Leadership Team and is designated for the relief of poverty and distress.
The Circuit Model Trust Fund is applied to support the mission and development of the Circuit and
its individual churches.
The Restricted Fund derives from emergency funding from the London District for accommodation
and removal costs. The balance in this fund reduced to nil in the year to 31 August 2021.
Details of any funds materially in deficit
As at 31 August 2021. no funds were in deficit.
Information on income and expenditure
In the year ended 31 August 2021, 720/0 (£126,516) of the Circuit's income was derived from
assessments paid by each of the individual churches in the Circuit. and 27 % (£47,919) was rental
income from the letting of manses. (The corresponding figures for the year ending 31 August
2020 were 720/0 {£125,256} and 19% (£32,350) respectively.)

In the year ended 31 August 2021. 460/0 (£82,525} of expenditure was on pay and related costs.
9.￿ (£16,583) was on the maintenance of property, 6 /0 (£10.471) was on other property costs. and
15 % {£26.047) was the Circuit's contribution to the District and Connexion to fund the work of the
wider Methodist Church. including a levy on the Circuit Model Trust Fund. (The corresponding
figures for 2020 were 540/0 (£80.775) on pay and related costs. 3°A1£4,714) on the maintenance of
propety, 6°/. (£8,407) on other propety costs, and 17 % (£26,162) contribution to the District and
Connexion.)
Structure, governance and management
Purley Methodist Circuit is part of the London Methodist District and is accountable to the annual
Methodist Conference.
The charity is constiiuted by an Act of Parliament. The goveming do(yJments for the Circuit are
the Deed of Union11932) and Methodist Church Act (1976).
Detailed g0veMan￿ arrangements are outlined within the Constitutional Practice and Discipline of
the Methodist Church by order of the annual conference (CPD).
The Connexional Office implements decisions made by Conference and is also responsible for the
stationing of Presbyters in individual Circuits.
Connexional decisions are passed to the Chair of the District and appropriate Officers of the
District for regional implementation.
The Dislrict passes the control down to Circuit level for local implementation by the Superintendent
Minister. ministerial staff, Circuit Stewards and Circuit Treasurer (Circuit Leadership Team) via the
medium of the Circuit Meeting. Day to day management of the Circuit is undertaken by the Circuit
Leadership team who oversee the day to day running of the charity and report to the full meeting
of trustees.
The membership of the Circuit Meeting is laid down in the Constttutional Practices and Discipline
of the Methodist Church.
The managing trustees normally meet tsvice a year. in September and March. The trustees
consist of Circuit office holders (appointed by the existing trustees). Ministers (appointed by the
Methodist Conference) and rep￿sentativeS appointed by the local Methcmlist churches.
Trustee Iraining
A range of guidance is prodU￿d by the MethcNJist Connexion to support the effective running of
the Circuit. In particular, the leaflel'The Role of a Tnjstee in The Meihodisl Church, is given to
each Irustee and trustees a￿ asked to read the infomiation provided online by The Methodist
Church for Managing Trustees.
Risk Management
Major risks are considered by the Circuit Leadership Team viith professional advice taken as
required. A regular rewew process is carried out by the Leadership Team to ensure that the
Charity is fulfilling its objectives.
Safeguarding
Every person has a value and digntty, which comes directly from the creation of humans in God's
own image and likeness. Christians see this potential as fulfilled by God's re<reation of us in
Christ. Among other things this implies a duty to value all people as bearing the image of God and
therefore to protect them from hann.

Methodist Connexional practi￿ outlines commitment to the following principles:
the care and nurture of. and respeciful pastoral ministry with. all children. young people and
adults
safeguarding and protecting all children, young people and adutts when they are vulnerable
establishing safe, caring communities, which provide a loving environment where there is
informed vigilance as to the dangers of abuse.
We will carefully select and train all those with any responsibility within the Church, in line with
safer recruitment principles, including the use of criminal records disdosures and registration with
the relevant vetting and barring schemes.
We will respond without deEay to every safeguarding concem, which suggests that a child, young
person or adult may have been harmed, working in partnership with the Police and local authority
in any investigation.
We will seek to work with anyone who has suffered abuse. developing with them an appropriate
ministry of infomied pastoral care.
We will seek to challenge any abuse of wwer. especially by anyone in a position of trust.
Working with the District Safeguarding Offi(*r, we will support risk assessment of those who
present a safeguarding risk within a church environment. We will ensure appropriate pastoral care
is offered and measures are taken to address identified risks including referral to statutory
agencies. suspension and the use of safeguarding contracts. We will recognise and apply the
restrictions to appointment laid down in Standing Order 010 of the Constitutional Practice and
Discipline of the Methodist Church.
In all these principles, we will follow legislation. guidan￿ and recognised good practice.
The Purfey Circuit commits itself to:
1. RESPOND without delay to any allegation or cause for concern that a child or vulnerable adult
may have been hamed, whether in the Church or in another context. It commits itself to
challenge the abuse of power of anyone in a position of trust. It rx)mmits itself lo providing
informed pastoral care to those in need, including the supervision of those who have committed
criminal offences.
2. IMPLEMENT the Meth(xlist Church Safeguarding Policy, Procedures and Guidance.

3. The PROVISION of support. advice and training for lay and ordained people that will ensure
people are clear and confident about their roles and restx)nsibilities in safeguarding and
promoting the welfare of children and adults who may be vulnerable.
4. AFFIRM and give thanks for the work of those who are workers with children and vulnerable
adults and acknowledge the shared responsibility of us all for safeguarding children. young
people and vulnerabS8 adults on our premises.

TMCP is the legal owner and Custodian Trustee of all Methodist Model Trust propety. induding Legacies,
Endowments and Accumulated Funds. Trusl prop8rty ts held for and on behalf of local Managing Trustees who
are resP(￿sIble for the day to day management of trust property. TMCP ensure that, through providing guidance
and acting under their direclk)n. the Managing Tnjstees comply with chaAty law and Methodist law and polity as
