Introduction
The Purley Circuit of the Methodist Church (Purley Methodist Circuit) is largely a suburban circuit
on the southern outer edge of the Greater London area, lying mainly in the London Borough of
Croydon and Tandridge District in Surrey. The Circuit is mostly built up, extending from South
Croydon with urban characteristics, through outer London suburbia to Surrey commuter territory,
but including also areas of greenbelt. The area covered is largely affluent, though there are
significant pockets of deprivation.
The calling of the Purley Methodist Circuit is to respond to the gospel of God's love in Christ and to
live out its discipleship in worship and mission. It does this through worship, learning and caring,
service and evangelism.
Mission Policy
The Purley Methodist Circuit exists to:
share the good news of Jesus Christ in word and action
encourage people into a closer relationship with and deeper understanding of God
serve the communities within its geographical area
enable the Circuit churches to flourish and to carry out their mission
safeguard and protect all at risk - vulnerable children, young people and adults
These purposes will be met by:
strongly encouraging each church to set itself a strategy to fulfil these purposes, and to report
progress in fulfilling their strategy annually to the Circuit Meeting
using and developing a diverse mix of people, lay and ordained, paid and unpaid, as directed
by the Circuit Meeting, in support of these strategies
using the physical and financial resources of the Circuit in support of the strategies
working collectively together as a team, to support one another and make best use of skills
and knowledge
building relationships with other Circuits and with churches of other denominations to share
resources and to facilitate mission and service
At present the Circuit will:
encourage the churches to seek vocations to the roles of Local Preacher and Worship Leader,
and offer appropriate training to those who come forward
ensure that each church has a recognised person as chief person giving pastoral care, and
that that person is enabled to have sufficient time available to support that church
seek to ensure that there are reasonably frequent opportunities for the churches to come
together, for worship, for joint study and for social contact
seek to ensure that young people are encouraged to meet with other young people from
around the Circuit

Objectives and activities
The purposes of the Methodist Church are and shall be deemed to have been since the date of
Union the advancement of:
a) The Christian faith in accordance with the doctrinal standards and discipline of The Methodist
Church;
b) Any charitable purpose for the time being of any Connexional, District, Circuit, local or other
organisation of The Methodist Church;
c) Any charitable purpose for the time being of any society or institution subsidiary or ancillary to
The Methodist Church;
d) Any purpose for the time being of any charity being a charity subsidiary or ancillary to The
Methodist Church.
During the year the Purley Methodist Circuit comprised 230 members, 2 full-time ministers, 1 part~
time minister, 5 Supernumerary ministers,1 part-time Circuit Administrator, 6 Methodist churches
and 1 Local Ecumenical Partnership (with the United Reformed Church), located as follows:

The main activities of the Circuit in relation to its objectives are:
The organisation and resourcing of regular public acts of worship open to all people without
charge.
The teaching of Christianity through sermons, courses and small groups.
The resourcing of pastoral work including visiting the sick and bereaved.
The promotion of Christianity through the staging of events, services and assemblies at local
schools.
The Purley Methodist Circuit gives leadership, encouragement and support to its seven churches
as they offer a Christian witness in their locality and develop their individual callings. The staff aim
to work as a team and will give significant attention to enabling the mission of the Circuit-
primarily through local church initiatives. We are developing youth work in two areas and
encouraging closer working between groups of churches. The Circuit strives to release the gifts
and talents of lay people and we have a number of Worship Leaders. The Circuit offers shared
activities to supplement what each church is able to offer, such as shared evening worship, groups
studying theology, youth activities etc. It encourages the spiritual life of local churches and urges
them to engage with the local communities in service and evangelism. Ordained and lay staff are
valued and one Circuit Steward has special responsibility for their pastoral care.
We confirm that the trustees have had regard to the Charity Commission's guidance on public
benefit.
Achievements and performance
a) The Circuit has continued to encourage the local churches to offer meetings for prayer and
Bible study and to find suitable ways to engage with their local communities in service and
evangelism while recognising that the pattern of such activities will differ from church to
church. Since March 2020, due to COVID-19, these activities have taken place via Zoom.

b) The Circuit continues to offer events which supplement what each local church is able to do by
seeking to ensure that there are reasonably frequent opportunities for the churches to come
together, for worship, for joint study and for social contact.
c) In addition to the usual pattern of meeting twice a year in September and March, other
meetings have been held by individual churches to reflect on the effect of COVID-19 in terms
of outreach, worship, fellowship and finances.
d) The Circuit continues to encourage the local churches reach out to the missing generation of
children and young people. Two churches employ Family Workers and one church also
employs two Youth Workers. Two churches hold Messy Church events for children.
e) The Circuit seeks to ensure that young people are encouraged to meet with other young
people from around the Circuit.
fj The Circuit encourages the spiritual development of church members by encouraging the
churches to seek vocations to the roles of Local Preacher and Worship Leader, and offering
appropriate training to those who come forward and making best use of the talents of
members doing local arrangement services. During this period, one Local Preacher was
accredited, another was placed on Trial and a further Local Preacher was transferred to the
Circuit.
g) The Circuit supports and encourages the local churches in their ministry and mission. A
minister was deployed with specific gifts/experience of Fresh Expressions/church planting to
strengthen two of the churches in the Circuit.
h) The Circuit has continued to ensure that each church has a recognised person as chief person
giving pastoral care, and that that person is enabled to have sufficient time available to
support that church.
i) The Circuit has continued to ensure the implementation of the Connexional Safeguarding
Policy, government legislation, guidance and safe practice in the Circuit and in the churches.
j) The Circuit has begun conversations with a neighbouring Circuit with a view to work
collaboratively, creatively and strategically together.
Financial review
The Circuit's annual report and accounts for the year ended 31 August 2020 have been prepared
in accordance with the Charities Act 2011 and the 2014 version of Accounting and Reporting by
Charities: Statement of Recommended Practice (SORP) applicable to charities preparing their
accounts in accordance with FRS102.
Financial position at the end of the reporting period
As at 31 August 2020, the net current assets of the Circuit were £92,627 (2019: £69,194) of which
£38,758 (2019: £41,753) was held as a General Fund reserve, £20,144 (2019: £982) was held as
a designated Manse Maintenance Fund reserve, £450 (2019: £450) was held as a designated
Benevolence Fund, £20,675 (2019: £26,009) was held in a Circuit Model Trust Fund and £12,600
(2019: nil) was held in a Restricted Fund. In addition, investments of £4,237 (2019: £4,313) were
held in the Circuit Model Trust Fund.
The Circuit Model Trust Fund derives its income from sales of chapels and manses, and the
application of the fund is restricted by the Methodist Conference. However, this restriction is an
internal regulation, and the fund can be used for a variety of purposes, subject to approval from
the Trustees for Methodist Church Purposes.

In the year ended 31 August 2020, one grant of £5,000 was made from the Circuit Model Trust
Fund to a church in the Circuit (2019: nil).
Statement of the Circuit's policy on reserves
The Circuit holds reserves in order to secure the viability of its future mission. The reserves policy
takes into account the Circuit's mission policy, and likely levels of future income and expenditure,
based on planned activity. The reserves policy is reviewed annually by the Circuit Meeting.
The reserves policy of the Purley Circuit is to hold a General Fund reserve equivalent to 3 months
normal expenditure, excluding expenditure on manses, and in addition a Manse Maintenance
Fund reserve to allow for the fluctuation in manse expenditure from year to year.
The General Fund reserve at 31 August 2020 was in line with this policy. The Manse
Maintenance Fund reserve at 31 August 2020 was considered appropriate in view of likely manse
expenditure in the coming years.
The Benevolence Fund is applied at the discretion of the Superintendent Minister and the Circuit
Leadership Team and is designated for the relief of poverty and distress.
The Circuit Model Trust Funds are applied to support the mission and development of the Circuit
and its individual churches.
The Restricted Fund derives from emergency funding from the London District for accommodation
and removal costs.
Details of any funds materially in deficit
As at 31 August 2020, no funds were in deficit.
Information on income and expenditure
In the year ended 31 August 2020, 72 % (£125,256) of the Circuit's income was derived from
assessments paid by each of the individual churches in the Circuit, and 19 % (£32,350) was rental
income from the letting of manses. (The corresponding figures for the year ending 31 August
2019 were 87 % (£142,444) and 11 % (£17,740) respectively.)
In the year ended 31 August 2020, 54 % (£80,775) of expenditure was on pay and related costs,
3 % (£4,714) was on the maintenance of property, 6 % (£8,407) was on other property costs, and
17 % (£26,162) was the Circuit's contribution to the District and Connexion to fund the work of the
wider Methodist Church, including a levy on the Circuit Model Trust Fund. (The corresponding
figures for 2019 were 60 % (£112,392) on pay and related costs, 14 % (£25,440) on the
maintenance of property, 5 % (£9,744) on other property costs, and 14 % (£26,114) contribution to
the District and Connexion.)
Structure, governance and management
Purley Methodist Circuit is part of the London Methodist District and is accountable to the annual
Methodist Conference.
The charity is constituted by an Act of Parliament. The governing documents for the Circuit are
the Deed of Union (1932) and Methodist Church Act (1976).
Detailed governance arrangements are outlined within the Constitutional Practice and Discipline of
the Methodist Church by order of the annual conference (CPD).
The Connexional Office implements decisions made by Conference and is also responsible for the
stationing of Presbyters in individual Circuits.

Connexional decisions are passed to the Chair of the District and appropriate Officers of the
District for regional implementation.
The District passes the control down to Circuit level for local implementation by the Superintendent
Minister, ministerial staff, Circuit Stewards and Circuit Treasurer (Circuit Leadership Team) via the
medium of the Circuit Meeting. Day to day management of the Circuit is undertaken by the Circuit
Leadership team who oversee the day to day running of the charity and report to the full meeting
of trustees.
The membership of the Circuit Meeting is laid down in the Constitutional Practices and Discipline
of the Methodist Church.
The managing trustees normally meet twice a year, in September and March. The trustees
consist of Circuit office holders (appointed by the existing trustees), Ministers (appointed by the
Methodist Conference) and representatives appointed by the local Methodist churches.
Trustee training
A range of guidance is produced by the Methodist Connexion to support the effective running of
the Circuit. In particular, the leaflet 'The Role of a Trustee in The Methodist Church, is given to
each trustee.
Risk Management
Major risks are considered by the Circuit Leadership Team with professional advice taken as
required. A regular review process is carried out by the Leadership Team to ensure that the
Charity is fulfilling its objectives.
Safeguarding
Every person has a value and dignity which comes directly from the creation of male and female in
God's own image and likeness. Christians see this potential as fulfilled by God's re-creation of us
in Christ. Among other things this implies a duty to value all people as bearing the image of God
and therefore to protect them from harm.
Methodist Connexional practice outlines commitment to the following principles:
the care and nurture of, and respectful pastoral ministry with, all children, young people and
adults
the safeguarding and protection of all Ghildren, young people and adults when they are
vulnerable
the establishing of safe, caring communities which provide a loving environment where there
is informed vigilance as to the dangers of abuse.
We will carefully select and train all those with any responsibility within the Church, in line with
Safer Recruitment principles, including the use of criminal records disclosures and registration
with the relevant vetting and barring schemes.
We will respond without delay to every complaint made which suggests that an adult, child or
young person may have been harmed, co-operating with the police and local authority in any
investigation.
We will seek to work with anyone who has suffered abuse, developing with them an
appropriate ministry of informed pastoral care.
We will seek to challenge any abuse of power, especially by anyone in a position of trust.
We will seek to offer pastoral care and support, including supervision and referral to the proper
authorities, to any member of our church community known to have offended against a child,
young person or vulnerable adult.
In all these principles we will follow legislation, guidance and recognised good practice

The Purley Methodist Circuit commits itself to ensuring the implementation of Connexional
Safeguarding Policy; government legislation, guidance and safe practice in the Circuit and in the
churches.
The Purley Methodist Circuit commits itself to the provision of support, advice and training for lay
and ordained people that will ensure people are clear and confident about their roles and
responsibilities in safeguarding and promoting the welfare of children and adults who may be
vulnerable.

Notes to the Accounts
1 Basis of accounting
The financial statements have been prepared under the Charities Act 2011 in accordance with the 2014 version of
Accounting and Reporting by Charities: Statement of Recommended Practice (SORP) applicable to charities
preparing their accounts in accordan￿ with FRS102- the Charities SORP (FRS102) and taking note ofthe Update
Bulletin 1 issued in 2016.
2 Funds
The funds held constitute: a General Expenditure Fund held for any purpose of the Circuit and a number of
Designated Funds held for specific purposes determined by the Circuit, all of which are Unrestricted; the Circuit
Model Trust Fund which has wide purposes defined in Standing Orders and is categorised as Unrestricted; and
Restricted Funds which are held for a narrower purpose. The Circuit has no Endowment Funds. Details of each
material fund are disclosed in the final note to these accounts. Any funds may be represented by more than just
cash.
3 Accounting policies
Basis
These accounts have been prepared on the basis of historical cost except that investments are shown at their
market value at the end of the year, on the accruals basis to show a true and fair view of the Circuit's financial
position and activities.
Incoming resources
Income is included in the Statement of Financial Activities (SOFA) when the Circuit becomes entitled to the
resources, and the trustees are reasonably certain they will receive the resources, and the monetary value can be
measured with sufficient reliability.
Resources expended
This is recognised when a liability is incurred, or a constructive obligation arises, that results in the payment being
unavoidable. Liabilities are recognised as soon as an oufflow of economic benefit is considered more likely than not
under the legal or constructive obligation committing the Circuit to pay out reSoUr￿s.
Grants
Grants made by the Circuit from its own funds are recognised in full at the time of agreement or when the Circuit
accepts that there is a legal or operational obligation to make the payment.
VAT
Since the Circuit is not VAT registered, all input VAT is charged with the expenses to which it refers.
Tangible fixed assets for use by the Circuit
Tangible fixed assets are capitallsed If they can be used for more than one year, and cost at least £1,000.
The freehold property is shown in the accounts at 2015 deemed values, of which the land component is deemed to
be £600,000. No depreciation is provided on the buildings because the trustees consider the current residual fair
value of the manse buildings (on the assumption that it had reached the end of its useful economic life by the year-
end) to be not less than its current value. Any depreciation would not be material. The property has been reviewed
for impairment.
Investment properties
Investment properties - no property is currently deemed to not be held for the long term purposes of the charity.
Investments
Investments are valued in the balance sheet at market value at the year end. Investment income is included in the
accounts when re￿1vable and any gains or losses on revaluation at the year end are shown in the SOFA.
Debtors and prepayments
Debtors and prepayments indude the payment of the September stipend in August and other sundry debtors and
prepayments.
Creditors
Creditors include assessments received in August for the following month, rental income received in advance and
sundry accrued expenses.

13 Investment assets
The funds that support the Circuit Model Trust Fund are held by TMCP, mainly in the Trustees Interest Fund, on
which interest is credited each month, with a smaller amount held in CFB Managed Mixed Fund units, as
analysed below. These are regarded as medium and long term investments.
TMCP is the legal owner and Custodian Trustee of all Methodist Model Trust propety, including Legacies,
Endowments and Accumulated Funds. Trust property is held for and on behalf of local Managing Trustees who
are responsible for the day to day management of trust propety. TMCP ensure that, through providing guidance
and acting under their direction, the Managing Trustees comply with charity law and Methodist law and polity as
determined by the Methodist Conference.

Benevolence Fund is designated by the Circuit for financial support for those in poverty or distress.
The Covid-19 Grants for Churches Fund consists of District grants for Covid-19 costs arising in individual
churches. The Covid-19 Grants for Circuit Fund consists of a District grant for temporary accommodation and
removal costs.
During the year £22,500 was transferred from the General Expenditure Fund to the Manse Maintenance Fund
for repairs and maintenance.

Responsibilities and basis of report
I report to the trustees on my examination of the accounts of the Purley Circuit for the year ended 31 August
2020 set out on pages 1 to 9. As the Circuit's trustees, you are responsible for the preparation of the accounts in
accordance with the requirements of the Charities Act 2011 ('the Act,).
I report in respect of my examination of the Circuit's accounts carried out under section 145 of the Act and, in
carrying out my examination, I have followed all the applicable Directions given by the Charity Commission under
section 145(5)(b) of the Act.

I have completed my examination. I confirm that no material matters have come to my attention in connection
with the examination which give me cause to believe that in, any material respect:
the accounting records were not kept in accordance with section 130 of the Act; or
the accounts do not accord with the accounting records; or
the accounts do not comply with the applicable requirements concerning the form and content of accounts
set out in the Charities (Accounts and Reports) Regulations 2008 other than any requirement that the
accounts give a 'true and fairf view, which is not a matter considered as part of an independent examination
the trustees, annual report is not consistent with the accounts.
I have no concerns and have come across no other matters in connection with the examination to which attention
should be drawn in this report in order to enable a proper understanding of the accounts to be reached.
I have/have not obtained independent verification of all investments with the Trustees for Methodist Church
Purposes or held in other trusts, bank balances and funds at the Central Finance Board of the Methodist Church
which are individually in excess of £10,000 (ten thousand pounds) at the balance sheet date.
