Objectives and Activities
The Pccis committedtoenablingasmanypeopleaspossibletoworshipatourchurch and to
becomepartofourparish communityat St Paul's.ThePCCmaintain5 anoverviewofworship
throughout the parish and"makes suggestions on how ourseNicsS can involve the many groups
that live wthin our parish. Our services and worship put faith into practice through pmyerand
scripture.music8nd sacrament.
Ijvhen planning ouractiMtiesfortheyear,the incumbent and the PCC have considered the
Commission's guidance on public benefit and, in particular, the specific guidance on charities
for the advancement of religion. In particular, we tryto enable ordinarypeople to live out their
faith as part of our parish GommLinitythrough worship and prayer,. learning about the Gospel
and developing their kno￿edge and trust in Jesus. This can be in gathered worship Iservicesl
on Sundayand otherdays, in Life Groupsgatheringto study. pray. encourageandworship,and
other networks and meetings to assist with pastoral care.
To facilitate thiswork. it is important that we maintain, equip and adapt the fabric of the
Churchof StPaul'sand thelinkedcommunitycentre.
Wherepossibleweseektoworktogetherwi:.hotherlocal churchesand groups, especialty
Hereford United Reformed Church andTupsleyWhSiehouse Comrp,unityHubltheWhitehouse
Hub closed during 2025: although some related activities continued).
Aim and purposes
St Paul's Parochial Church Council IPCCI has the responsibiltyof cooperating with the
incumbenl, since 27 March 2025 the RevAndy Dodwell, in promoting inthe ecclesiastical parish,
the wholft mission of the Church. pastoral. evangelistic, social ynd eaum&nical.
The PCC is also specifically responsibleforthe maintenance of the Church and Community Hall
of St Paul's, Church Road, Hereford.

The Pcciskeentooffera rangeof se￿IceS duringtheweekandoverthecourse of ayearthat
ourcommunityfinds both beneficial and spirituallyfulfilling. Ways of welcoming and linking every
generation into our church are continuing to emerge.

as Slimming world are regulareveningisaturdayusers throughoutthe year. The hall is available foT
privatebookings eveningsandweekends. and manypartie5takeplace.
Mission and evangelism
TheHorizons Committeecontinuesto allocateo proportionof ourfundsand arranges urgent
fundraisingtowardsvariouscauses local toHereford andabroad.TheweeklyCoff&e Shop,
jointly run with Hereford United Reformed Church and providino friendshlp and pastoral care
tomanyelderlypeopleourcommunity, operatesallyearandcontinuestobea popularand
important part of our mission and outreach. Tea and Tots. in conjunctionwith our friends at
Hereford URC, provides a safe Space ior pre-school children and thoircarers. Coffee Coffier
providesameetingplaceandchance to shareforparents of school andnurserychildren, Some
outreach activities previouslytaking place atthewhitehouse Hub are continuing in othervenues.
The LifeLink chaplain continues to provide the link between church and the local schools

Treasurer's Report for year ended December 2025
The2025 accounts showanexcessoféxpenditureoverincomeof£15,52512024deficit
£26,733). The shortfall, forthefourthyearrunning, hasbeeftcover8dbyusing someofour
Reservefunds.
Much of the deficit is dueto theexcessive Gas bill we recéwed following the installation of
a newBoilerand Heating systemforthechurchin2024.Theissuewiththegashasnowbeen
rectified and, movingforward, this situation should not happen again,
In spite oftheabove,wewere&bletohonourourcommitmentinfullioHereford diocese
bypaying intothe Common Fund atotal Parish Shareof£85,000{2024.. £81,000). However, a
deci.8iDnhasbRentaken toreduceourcommitmentin 2026to reflec*this.
Wecontinu&dtohonourthe Giving Policyadoptedbythe Pccin January2021 and approved
annuallysince. which states'lt is our intention that from 2021 St Paul's Pccwill give a minimum
of IO% ofourincomeaway- sowing intothe Kingdornof God afterthe teaching and example
of Jesus and the Bible. This will generalty be distributed through the discernment of ourHorizons
committee.'Thus. in2025.theHorizonsCommitteereceived a sumof monoyequivalentoflo%
of all church giving received in ihe previousyear., this amounted to £8.226{2024'. £7,125). I have
summarisedboth donations madedirectlythroughthe Horizonscommitteeandthose collected
directlyfrom the congregationwthin the'Notesto the Accounts., specifically Note12. It is clear
to segthatso manyof you generouslygtvetotheappealswe alsomakethroughouttheyearand
this continues to be a wonderful witness.
At the end of 2022 we launched an Acts244fund, designed to help out those strLJggling
financiallyduring difficult economic tines. During 2025 we paid out £80012024.. £4001. Please
do£$kformore information shouldyou,oranyoneyou know, bein need,
The greatest challenge in 2025 wasthe issue with the costs of the heating. However the
support from Andy, the PCC, and all you amazing and supportive people has helped me to deal
with this. As many of youwill know. l also have had issueswith my eyesthis year. This meant that I
found some of the"normal' treasurerjobs harderand I'm particularly grateful for all who helped
out more than ever. In particular, I'd like to acknowledge the excess work taken on by Stephen,
Rose, Val.Ann and Jayne.
Finally, I'd also like to t8ke this opportunityto further express mythanks toAnn, who has
decided that this is nowthe righttime to step downfrom hei 1018 as Assi>tantTreaskn'rer. Ann has
fulfilled this role for so manyyears and herdedication and discretion have s8t high standardg. Her
attention to detail has made myjob easier and she has cheerfully dealtwith my questions and
queries, Thankyou. Ann for all youryears of service- you will be a hard act tofollowl
There will be challenges ahead In 2026,. financiallywe will need to find more moneyto
contribute to ihe LrfeLinkChaplain role in this area. However, we remain committed to thisform of
ministryiwhich shows wonderful outreacb. into tb.e liiiesofyoung people.
I continue to be humbled byyourwonderful generostty, both financially and spirilually, and I
consider myself truly blessed to be able to serve St Paul's asTreasurer.

Reserves policy
It is the policy of this PCC to hold In reserve, the equiv81entof 3 months njnning costs, Including
sta-ffwages and contrkbution to the Parish Share.
It isalso our policyto hold an amountfor like]y church building works as identffied in the latest
Quinquennial report and an amount for the maintenance of thefabric of the community centre.
The Qulnquennial inspection took place in Autumn 2024,. no major Issues were identified. In 2026
the PCC has no major plans with regard to theexterior of eitherthe communlty centre building or
the church.
The planned forrepairs tothe churchyard path and surrounding area in 2022 did not happen
$0 thesecontinuetobecanledforward into2026. An amountof£lO,000 hasbeen set asidefor
Ihesetwoitems.
£15,OOOin respect of legaCies￿Cewed in2020weresetasideas adepositforfuturemlssion/
outreach/chaplaincywork. An additior5al legacy received in 2023 and this was used in 2024to
set up the post of LifeLinkChaplain and meetthe shortfall that occurred in thatyear. The 2025

shortfall forthat project(£4.0641 was taken from this reserve. Consequently, atthe end of 2025,
the total amount now set aside forthiswork is £11,000.
In2024wecompletedthe necessaryinstallationofa newHeating systemforthechurch.The
shortfall in the cost of providing thiswas metfrom the accumulated Reserves, in linewith what we
agreed in 2023. Howevergenerousdonationsin20251£15,0721reduced thisshortfall.Areview
of the heating will take place in 2026 however, atthis stage. there remain no plans to use reserves
to pay foranyf uture identified work.
Therefore. a total of £49,000 is needed in orderto meet these commitments. At present
there are insufficient fundsto meetthese obligations atthis time. This pollcywill be reviewed in a
year'stime.
Structure, governance and management
The methodofappointmentof PCCmembersissetoutintheChurch Representation Rules.At St
Paul's the membership of the PCC consists of the incumbent lourvicarl, churchward&ns, {curate},
reader,treasurerar)d memberselectedbythose membersof the congregalionwho areonthe
Electoral Roll of the Church. All thosewho attend ourservices/members of the congregation are
encouTagedtoregisteronthe Elecloral Rollandstandforelectionto PCC.The PCC members are
responsiblefor malang decisionson all rnatteis of general concern and importance to the parish
