four times each year, Membership conslsts of Presbyters 8nd Pastors, Circutt Office
holderslstewards, 18yworkers and representatives appointed by the Ioc81 churches.
The Circuit Leadership Team meets regularly throughoutthe year. Circuit Focus Groups
meet as required throughout the year.

Constitution of the Charl
The Doncaster Methodist Circuit is the grouping of Methodist Churches within the Doncaster
are8. The Clrcult h8$ oversightofth8 Churcheswithin its jurisdiction. As at 31 August 2024the
Circuit is registered as a charity under charityregistration number 1134251.
The Man8gingTrustee is the Circuit Meeting, a reprasentative body defined by Standing Order
510. TheTrusteesforMethodistChurch Purposes ITMCPI is CustodianTrustee of all Methodist
property. The Circuit Meeting convenes regularly in order to oversee th8 work of churches in
the area.

The Circuit Meeting is responsible for keeping proper accounting records whlch disclose with
reasonable accuracy at anytime the financial position ofthe Charity8nd enable the Trustee to
8nsurèthatthe financialstatements complywith the CharitiesAct 2011 and with the Standing
Orders of the Methodist Church. The Circuit Meeting is also responsible for safeguarding the
assets oftho Charity and hence for taking reasonable steps for the prevention and detectlon
of f raud and other irregulariti8S.
Investment Powers
Under the Standing Orders of th8 M8thodiBt Church. the Circuit Meeting may invest surplus
funds prudently, in any manner 8Uthorised by law (currently the Trustee Act 20001. Howevèr,
all Model Trust Monies IProc88ds of Sale, Development Funds and Model Trust Bequests)
must be invested through the Trustees for Methodist Church Purposes ITMCPI. The Circuit
Meeting is encourag8d to consider investing via the Central Financè Board of the Methodist
Church ICFB).

A Circuit Mission and PolicyStatementwa8 approved bythe Circuit Meeting. This sets outthe
Purposes ofthe Circuit. and its corevalu85, enumerated underthe headlngs listed in the"Our
Calling" document of the Methodist Connexion. The action priorities of the Circult are:
Evangelism: to encourage Local churches to make disciples
* Le8rningand Caring: to deepen discipleship
* Service: to encourage churches to have an Ou￿ard lookingfocus in orderto take their
place in the Community.

The Circult Meeting approved a Safeguarding Children and Vulnerable Adults Policy at its
meeting on 19th March 2024. All relevant persons within the Circuit have undertak8n the
n8cessary training stipulated by the Connexion. This Circuit commits itseLf to ensuring the
Implement8tion ofthe ConnexionalSafeguardingPolicy, government legislation, guidance and
safe practice in the Circuit and in the churchas. To this end, Safeguarding Foundation Training

has been completed by all relevant persons across the Circuit. Advanced Training has also
been completed by r8lavant persons. In addition, EDI was undert8ken by in-house courses
within 8nd run by the Circuit.
REVIEW OFACTIVITIES,_EVENTS & TRANSACTIONSAND FI_NANCIAL REVIEW
The Review of lastyear (2022-231 suggested that the year had been'a time of change'with
'pianningfor thefuture,. The same two phrases could be applied to a reviewof 2023-24.
The year began with R8v. John Henrytaking up the position of Sup8rintendent Minister. It was
nol long before the Circuit came to value the experience and expertise he broughtto the
responsibilities of the position. HIS declared int8r8St of strengthening the lines of
communication between the Circuit and its Churches brought a numberof initiatives which ar8
outlined latèr. It is pleasingto record howwelljohn, Wendy and Debbi8 have settled into their
new life in Doncastér.
As the Circuitgave a welcome to John at the beginning of the year, so it said a fond goodbye to
Rev. Jonathan Gichaara on his retirement at the end of thg year. Jon8than served a number of
Churches in the Circuit, latterly the five Churches in the north east. In extending the Circuit's
best wishes for 8 well earned retirement f rom full minist8rial duties, it is pleasing to report that
Jonathan and Elizabeth will be remaining in the area-and his servic88 will no doubt be called
upon as a Supernumerary.
As the new Connexional Year is approached. the MinistryTeam will consist ofthreo
members: Rev. John Henry, Rev. Tom Read and Pastor Sean Worsl8y-the challenge to
be placed on them will be evident.
The CLT exp8nded in its welcome to Keith Mears as Circuit Steward with responsibility
forthe oversight of propety issues in th8 Circuit's Churches.
The fall in the number of Local Preachers 8V8ilable to lead worship continued, partly as
a consequ8nce ofthe retirementfrom 8Ctive preaching of 8 number of Local Preachers,
and partlyfrom the loss ofthe Local Preachercontingentfrom TKCC. With this c8me the
difficulties in drawing up the Circuit preaching plan. This in turn meant an increasing
reliance on Own Arrang8m9nts by Churches. a trend that is likelyto continue intothe
next Connexionalyear. Equslly. some initiatives to work round the problem have
emerged includlng joint services and altering the time ot Sunday worship. In addition,
the Worship Leaders. Seminar organized by Jane Bingham and Chris Ogleywas much
appreciated.

Lastye8r's Review report8d the s8ce$$ion of the Congregation of TKCC from the
Methodist Church. The premises of TKCC have been retained by its congregation under
licence from the Clrcuit. However, much remained to be resolved at Circuit, District and
Connexional levels before a final solution is found. As an adjunct, the CircuitTruste88
approved the sale of the Junction at 28 Hexthorpe Road.
Afterlmo years on the market. the sale of the Town MoorAv8nue Manse was completed.
Circuit membership again saw a fall: from 534 in 2021-22 to 502 in 2022-23 {figuresfrom
the Statistics for Mission data).
The proposed establishment of 8 NPNP (New Places for Néw People) project in
Rossington did not materialize. However, initial plans to develop 8 NPNP provision
elsewhere in the Circuit began.
The Circuit remained active in one of Its key functions: effective and consistent
communicatlon between thé Circuit and the Churches within the Cireult. To provide a
few examples showingthe diversityof 8Ctivitles. Prayèr Breakfa$ts continued each
month. Meetings of Church Stewards with Circuit officers were introduced and two
such meetings took place. A Circuit Christmas Songs of Praise at St. Andrews was well
attended and much appreciated. Links with local schools were developed and effective
Outraach worf(wa8 undertaken. More broadly. Bible Month was observed by many of
the Churches. bringing with that a conformity of message across the Circuit.
Sadly, the yearwitnessed the deaths of Rev. Margaret Graham. much loved in the
Conisbrough and, latterly. Tickhill Churches- two Local Preachers, Peter Douglas and
June Cobb; and three former Circuit Stewards who aLso contributed much to their
respectlve Churches, Gerald Dixon, Audreywalton and Laurence Whittaker.
Turningto a financial and prop8rty summary, in the General Fund, the Circuit recorded
an excess of expenditure over income forthe year of£26,007 {2023 £169,133). The
deficit is considerably less than in previous years. The reasons forthis temporary
reduced deficit include reduced pastor8lst8ff costs. manse costs and a reconflgur8tion
of othèraccounts into the General Fund.
The principal sources of income were assessment contributions from our Churches,
8mountingto £224,55212023: £264,183), and rentals from the letting of Mans95
£25.012 {2023: £26,155).
The major items of Circuit expenditure included ministerial costs £125.34712023:
£78.8541. contributions made to Connexion and District £100,004 (2023: £77,420),
Pastors £41,184 (2023.. £90,050), Manse costs £32.775 {2023: £59.269), and
dèpreciation (non cashl £19,39212023: £21,0971.

As at 31 August 2023 there were sixteen Churches in the Circuit. Church properties ar8
inspected on a five years, cycle by a qualified Architect.
There were six manses owned bythe Circult. Two properties were occupied by
Presbyt8rs,' one was occupied bythe Pastor- three rented out to third parties. Manse
properties are inspected by8 qualified Architect everyfive years. We are indebted to the
Manse Steward fortheir attention to these properties.
In summary, the Review has illustrated the ch8nge8 taking place within the Circuit- not
81l positive but equally far from being all negative. A Circuit Mission and Policy
Statementwas approved byth8 Circuit Meèting: ourvision being'Discipleship and
Mission in the Name of Christ'The work embodied in the new mission statement oflhe
Doncaster Methodist Circuit has continu8d.
BESERVES POLICY
Thé Reserves Policy relates to the general lunrestricted} funds that are availsble to be
used for any or all of the purposes of the Circuit. Other f unds are slso includecl for the
sake of clarity and openness and to showthatthe Circuit has a policyforthe
man8gementof all its money, not simply those that are defined as reserves.

* to secure and sustain the Circuit's viabllity 8nd future;
to give re8ssurance to the general public that the Circuit, which is a charity, intends to
use all ofthe money coming into its care forthe purposes ofthe charity.

The fln8nci81 policy of the Circuit is C8ntr8d on the role of the Circuit Budget in
implementing policy through:
* the calculation of the Assessment
the stewardship ofth8 Circuit ModelTrust Fund.

The Assessment. which is reviewed annually, provides essentially for-
* the ministeri81 oversight ol the Churches in the Circuit
. the support of presbyters and18yworkers
* the maintenance of Circuit manses
*the DistrictAssessment, by means of which the Circuit helps to support the work of
the Sheffield Methodist Districtand the Methodist Connexion.
In addition, th8 Circuit supports various aspects of laywork at its member Churches
either by grants from its Circuit ModelTrust Fund or by procuring grants from other
sources.
Reserve
The fund balances at 31 August 2024 were-
General Fund (unrestricted reserves) balance £ 19,72412023: £55,508}
These funds are held p8rt1y in a clearing bank current account and partlywith the
Central Finance Board of the Methodist Church.
The aim of the Circuit is to maintain this fund at approximatelythree months
unrestricted expenditure, currently approximately £ 100,000.
Manses Maintenance Fund (designated fund) balance £ 45,28212023: £ 37,590)
The purpose ofthis fund 18 to maintain Manses in a good stste of repair. The policy Ss to
transfer into the account each year an agr8ad amount in line with the recommendations
from the Methodist Property Office. The balance at anyone time represents the as yèt
unexpended portion of anytransfers.
Circuit ModelTrust Fund {design8ted fund) balance £ 613.86412023: £431,812)
This represents capital money from the proceeds of sale of Methodist property,
principallychurches and manses. The 8xpenditure must be in accordance with the
objectives set out in th8 document'our Calling" and within the rules set out on the
Constitutional Practice and Discipline of the Methodist Church.

This represents the net unexpended Income ari$ingfrom the activitiès arranged bythe
committee concerned. The funds are intended to be used towards similarsuch
activities arranged in the future.
Children, Young People. Missing Generation l(Jesignated fund) balance £5.283 (2023:
£5,283)
This fund contains monies s8t aside forthg work of this group. The balance at any one
time represents the as yet unexpended portion of such grants.
RE Godly Play (unrestricted designated fund) b81ance 2023: £2.748. No grants were
received in 2023-24. This ¢ategory has now been transferred into the General Fund.
Bequest Fund (designated fund) balance £71,582 {2023: £71.6871
This fund is held with the TMCP, beingfunds transf8rred aftercarr House Wesley
Church ceased to meet.
Fundfor Fix8d Assets (designated fund} balance £683,501 (2023: £759,178)
This fund contains no cash element. It comprises the value oftha Manses of the Circult.
RiskAssessmant and Management
The Circuit Meeting has assessed the major risks to which the Charity is axposed. in
particular, those related to the operation. investment and finances of the Circuit. By
monitoringthe level of reserves, ensuringcontrol overfinancial systems and by
examiningthe OP8Fational riskfaced bythe Charity. the Circult believes that effective
systems have been established to mitigate those risks.
Insurence, including public liability. is effected through M8thodist Insurance Ltd. Circuit
Office holders have attended courses on RiskAssessment conducted by M8thodist
Insurance Ltd and by Sheffièld Methodist District, in the interests of training them in the
assessment of risk pertaining to the Circuit. both directly in respect of its own activities
and properties (Manses) which it owns, but also indirectly in respect of its member
Churches. Although the18tter are separate Charities in their own right. the Circuit,
through it8 Circuit Meeting and itsvarious committees, seeks to ensure that Its member

Churches follow good practice in their activities, particularly with reference to their
financial systems and the condition oftheir properties.
