TRUSTEES ANNUAL REPORT
For the year ended 31st AUGUST 2022
IntroducDon
The Trustees are pleased to present the Annual Report of the Trustees of the North Cumbria Methodist Circuit (hereina:er referred to as “The Circuit”) for the year ended 31st August 2022.
September 2021 saw the beginning of the new combined North Cumbria Methodist Circuit combining the Wigton and North Cumbria Circuits following approval by trustees of both Circuits and with the support of the District Policy Group, District Synod and Methodist Conference.
An InauguraNon service for the Reverend Tokunbo Asogbon and his family was held at Wigton Road Church. The Circuit Mission AcNon Plan for 2021/2022 was adopted. Mission and Ministry in the North Cumbria Circuit is about:

Growing together as a new Circuit.

SupporNng churches to grow whilst coming out of Pandemic restricNons
-
Exploring new models of church both as Hubs and in response to point 2.

A new logo for the Circuit was adopted.
Staffing
Staffing levels remain the same with 3 presbyters based in Wigton, Carlisle and Brampton and a Deacon in Carlisle working across the circuit as a Mission Enabler. The two Superintendents will conNnue in the role of Co-Superintendents.
The Leadership Team comprises of the presbyters, the Deacon and 7 circuit stewards taken from the two merged circuits.
Work towards forming 3 Mission Hubs across the circuits conNnues. Cornerstones is a well established Hub comprising of churches: Aspatria, Abbeytown, Caldbeck, Silloth, Wigton.
The new Hubs will be:
City Hub -comprising of churches: Newtown, Tithe Barn, Wigton Road, Upperby. Solway Hub -comprising of churches: Dalston, Monkhill, Thursby, Thurstonfield Border Hub comprising of churches: Brampton, Gilsland, Longtown, Wetheral.
The Administrator’s hours were increased from 16 to 20 hours.
A lay Children and Family worker’s contract ended August 2022. Recruitment procedures were followed and interviews were held but no appointment was made.
On- line and Zoom services and meeNngs conNnued throughout this Nme as did Bible Studies, Lent meeNngs, Prayer Workshops, fellowship groups and training programmes.
Aims and organisaDon
The Governing Document of the Charity is the Deed of Union of the Methodist Church 1932 and the Methodist Church Act 1976. The purposes of the Methodist Church are, and shall be deemed to have been since the Date of Union, the advancement of:

a) The ChrisNan faith in accordance with the doctrinal standards and discipline of The Methodist Church;

b) Any charitable purpose for the Nme being of any Connexional, District, Circuit. local or other organisaNon of The Methodist Church;

c) Any charitable purpose for the Nme being of any society or insNtuNon subsidiary or ancillary to The Methodist Church;

d) Any purpose for the Nme being of any charity being a charity subsidiary or ancillary to The Methodist Church
There are 18 places of worship in the area covered by the Circuit and they are all open to anyone who may wish to visit them without any charge. The Circuit conNnues with a quarterly preaching plan to ensure that
regular acts of worship take place at all the churches and chapels in its geographical area and that the following acNviNes take place to further the objecNves set out above:-

The teaching of ChrisNanity through sermons, courses and small groups.

The resourcing of pastoral work including visiNng the sick and bereaved.

Taking religious assemblies in local schools.

PromoNon of ChrisNanity through the staging of events and services.

Provision of chaplaincy services where appropriate.
Fewer Local Preachers are available to preach as some have moved away and some have given up. This made it difficult to fill the quarterly Plan.
The Trustees have had regard to the Charity Commission’s guidance on public benefit.
Brief financial review of the year
The main source of income in this and every year is the assessment paid by the churches within the Circuit area. In the year to 31st August 2022, the assessments totalled £180,550 (2021 £112,520.00 ) The Circuit also received grant funding of £32,000.00 from the Connexion in respect of the employment of our Mission Enabler. Transfers from Wigton Circuit £24,403.88
The main expenditure relates to the sNpends of presbyters and the salaries of lay employees, together with related employment costs, including the provision of manses to presbyters and the reimbursement of travelling and other costs, totalling £203,193.38 (2021 £131,436.17)) Other costs include the contribuNons to the District £45,990.00 (2021 £37,500.00)
SNpends have increased annually in line with conference approved percentages and lay employees are paid, in accordance with Methodist Standing Orders, no less than the hourly rates set by the Living Wage FoundaNon.
At 31 August 2022 the net current, unrestricted, assets of the Circuit were £ 300,878 , compared with total expenditure for the year of £296,766.
Plans for the 2021/22 Circuit finances for the coming year have been prepared on the basis of our current staffing figure, with anNcipated cost of living sNpend and pay increases combined with an increase in the assessments paid to the District and Connexion. Levels of assessments requested from the churches in the Circuit have been discussed as all churches lost revenue from donaNons and leings during the Nme they were unable to open and falling numbers ajending church since the Pandemic. Consequently some churches were unable to meet the level of assessments requested by the Circuit.
Structure, Governance and Management
The governing document for the Circuit is the Deed of Union (1932) and Methodist Church Act (1976). Detailed governance arrangements are outlined within the ConsNtuNonal PracNce and Discipline of the Methodist Church by order of the annual conference (CPD). Day to day management of the Circuit is undertaken by the Circuit Leadership team (comprising the presbyters and Circuit Stewards) and the Local Preachers meeNng.
Trustee Training
A range of guidance is produced by Methodist Connexion to support the effecNve running of the Circuit, including the leaflet ‘The Role of a Trustee in The Methodist Church’.
Related ParDes
The Circuit is part of the Cumbria District and is also accountable to the Methodist Conference. 15 Churches are linked to the Circuit and are listed in Appendix B to this Report.
Risk Management
Major risks, both physical and financial, are idenNfied and recorded and professional advice taken as required. There is a regular annual review process undertaken and recorded.
Income and Expenditure is monitored in total and is compared with the approved annual budget to detect trends as part of the risk management process to avoid unforeseen calls on reserves.
Safeguarding
Every person has a value and dignity which comes directly from the creaNon of male and female in God’s own image and likeness. ChrisNans see this potenNal as fulfilled by God’s re-creaNon of us in Christ. Among other things this implies a duty to value all people as bearing the image of God and therefore to protect them from harm.
Methodist Connexional pracNce outlines commitment to the following principles:

The care and nurture, and respecnul pastoral ministry with, all children, young people and adults.

The safeguarding and protecNon of all children, young people and adults when they are vulnerable. 3. The establishing of safe, caring communiNes which provide a loving environment where there is informed vigilance as to the dangers of abuse.

The Circuit will carefully select and train all those with any responsibility within the Church, in line with Safer Recruitment principles, including the use of criminal records disclosures and registraNon with the relevant veing and barring schemes.

The Circuit will respond without delay to every complaint made which suggests that an adult, child or young person may have been harmed, cooperaNng with the police and local authority in any invesNgaNon.

The Circuit will seek to work with anyone who has suffered abuse, developing with them an appropriate ministry of informed pastoral care.

The Circuit will seek to challenge any abuse of power, especially by anyone in a posiNon of trust.
-
The Circuit will seek to offer pastoral care and support, including supervision and referral to the proper authoriNes, to any member of our church community known to have offended against a child, young person or vulnerable adult.

In all these principles the Circuit will follow legislaNon, guidance and recognised good pracNce.
The Circuit commits itself to ensuring the implementaNon of Connexional Safeguarding Policy; government legislaNon, guidance and safe pracNce in the circuit and in the churches. The Circuit commits itself to the provision of support, advice and training for lay and ordained people that will ensure people are clear and confident about their roles and responsibiliNes in safeguarding and promoNng the welfare of children and adults who may be vulnerable.
Safeguarding courses were run to bring up to date training throughout the Circuit following the break in courses during COVID.
The Circuit Safeguarding Policy was renewed, accepted and signed and distributed to all churches. Advanced training was available on line.
Reserves Policy
The Reserves Policy for the Circuit is to hold approximately two quarter’s average expenditure. This should be sufficient to meet any unforeseen item of major expenditure on manses and / or to be able to conNnue, in the short term, funding planned acNviNes in the event of the failure of churches to meet their quarterly assessment liabiliNes in full.

The Circuit’s financial statements for the year ended 31 August 2022 have been prepared under the ChariNes Act 2011 in accordance with the 2014 version of AccounNng and ReporNng by ChariNes: Statement of Recommended PracNce (SORP) applicable to chariNes preparing their accounts in accordance with the Financial ReporNng Standard for Smaller EnNNes(FRSEE) applicable in the UK (effecNve from 1st January 2015) – the ChariNes SORP – in replacement for the SORP’s 2005 version specified in its related 2008 RegulaNons and in accordance with the “true and fair override” provision contained therein.
