TRUSTEES ANNUAL REPORT
For the year ended 31ST AUGUST 2021
IntroducCon
The Trustees are pleased to present the Annual Report of the Trustees of the North Cumbria Methodist Cir-
cuit (hereina;er referred to as !The Circuit”) for the year ended 31st August 2021.
Once again two Lockdowns and the three Ier restricIons introduced through this Ime had an affect on our worship and our face to face encounters. Churches were not open for the main part of the year and even when they were allowed to re-open many members were nervous about meeIng inside for services. The circuit kept churches up to date with informaIon and advice to church stewards to follow government advice and to provide safe spaces for people to worship.
On- line and Zoom services and meeIngs conInued throughout this Ime as did Bible Studies, Lent meetings, Prayer Workshops and fellowship groups. Church councils could not meet in person in 2020. Permission from The Conference Office and the Charity Commission allowed an exempIon from holding the usual Spring Church Council MeeIngs. Trustees could arrange a meeIng via Zoom.
The work on merging The North Cumbria and The Wigton Circuits into one new Circuit conInued. It was anIcipated that the new Circuit would be launched on the 1st September 2021 following a posiIve vote from both Circuits and with the support of the District Policy Group, District Synod and Methodist Conference.
The staffing levels will remain the same with three presbyters based in Wigton, Carlisle and Brampton and a Deacon in Carlisle working across the circuit as a Mission Enabler. It is anIcipated that the two Superintendents will conInue in that role as Co- Superintendents. The two Leadership Teams have been holding joint meeIngs and conInued to do so throughout the year to prepare for September. The size and makeup of the new Leadership team will be decided once the circuits become one.
Work towards forming three Mission Hubs across the circuits conInues but is restricted by COVID restricIons.
The presbyter in Brampton, Rachel Williams has been matched with Stockton On Tees Circuit. Tokunbo Asogbon was matched with North Cumbria circuit and will take up his post in Brampton and begin on 1st September 2021.
Aims and organisaCon
The Governing Document of the Charity is the Deed of Union of the Methodist Church 1932 and the Methodist Church Act 1976. The purposes of the Methodist Church are, and shall be deemed to have been since the Date of Union, the advancement of:

a) The ChrisIan faith in accordance with the doctrinal standards and discipline of The Methodist Church;

b) Any charitable purpose for the Ime being of any Connexional, District, Circuit. local or other organisaIon of The Methodist Church;

c) Any charitable purpose for the Ime being of any society or insItuIon subsidiary or ancillary to The Methodist Church;

d) Any purpose for the Ime being of any charity being a charity subsidiary or ancillary to The Methodist Church
There are 14 places of worship in the area covered by the Circuit and they are all open to anyone who may wish to visit them without any charge. The Circuit conInues with a quarterly preaching plan to ensure that regular acts of worship take place at all the churches and chapels in its geographical area and that the following acIviIes take place to further the objecIves set out above:-

The teaching of ChrisIanity through sermons, courses and small groups.

The resourcing of pastoral work including visiIng the sick and bereaved.

Taking religious assemblies in local schools.

PromoIon of ChrisIanity through the staging of events and services.

Provision of chaplaincy services where appropriate.
The Trustees have had regard to the Charity Commission"s guidance on public benefit.
Brief financial review of the year
The main source of income in this and every year is the assessment paid by the churches within the Circuit area. In the year to 31st August 2021, the assessments totalled £112,525 ( 2020 £127,525 ). The Circuit also received grant funding of £16,000 from the Connexion in respect of the employment of our Mission Enabler.
The main expenditure relates to the sIpends of presbyters and the salaries of lay employees, together with related employment costs, including the provision of manses to presbyters and the reimbursement of travelling and other costs, totalling £139,274. Other costs include the contribuIons to the District £49,193. SIpends have increased annually in line with conference approved percentages and lay employees are paid, in accordance with Methodist Standing Orders, no less than the hourly rates set by the Living Wage FoundaIon.
At 31 August 2021 the net current, unrestricted, assets of the Circuit were £228,657 compared with total expenditure for the year of £223,376.
Plans for the 2020/21 Circuit finances for the coming year have been prepared on the basis of our current staffing figure, with anIcipated cost of living sIpend and pay increases combined with an increase in the assessments paid to the District and Connexion. Levels of assessments requested from the churches in the Circuit have been discussed as all churches lost revenue from donaIons and lejngs during the Ime they were unable to open and consequently some churches were unable to meet the level of assessments requested by the Circuit.
Structure, Governance and Management
The governing document for the Circuit is the Deed of Union (1932) and Methodist Church Act (1976). Detailed governance arrangements are outlined within the ConsItuIonal PracIce and Discipline of the Methodist Church by order of the annual conference (CPD). Day to day management of the Circuit is undertaken by the Circuit Leadership team comprising the presbyters , deacon and circuit stewards.
Trustee Training
A range of guidance is produced by Methodist Connexion to support the effecIve running of the Circuit, # " including the leaflet The Role of a Trustee in The Methodist Church .
Related ParCes
The Circuit is part of the Cumbria District and is also accountable to the Methodist Conference. 15 Churches are linked to the Circuit and are listed in Appendix B to this Report.
Risk Management
Major risks, both physical and financial, are idenIfied and recorded and professional advice taken as required. There is a regular annual review process undertaken and recorded.
Income and Expenditure is monitored in total and is compared with the approved annual budget to detect trends as part of the risk management process to avoid unforeseen calls on reserves.
Safeguarding
Every person has a value and dignity which comes directly from the creaIon of male and female in God"s
own image and likeness. ChrisIans see this potenIal as fulfilled by God"s re-creaIon of us in Christ. Among other things this implies a duty to value all people as bearing the image of God and therefore to protect them from harm.
Methodist Connexional pracIce outlines commitment to the following principles:

The care and nurture, and respeclul pastoral ministry with, all children, young people and adults.

The safeguarding and protecIon of all children, young people and adults when they are vulnerable. 3. The establishing of safe, caring communiIes which provide a loving environment where there is informed vigilance as to the dangers of abuse.

The Circuit will carefully select and train all those with any responsibility within the Church, in line with Safer Recruitment principles, including the use of criminal records disclosures and registraIon with the relevant vejng and barring schemes.

The Circuit will respond without delay to every complaint made which suggests that an adult, child or young person may have been harmed, cooperaIng with the police and local authority in any invesIgaIon.

The Circuit will seek to work with anyone who has suffered abuse, developing with them an appropriate ministry of informed pastoral care.

The Circuit will seek to challenge any abuse of power, especially by anyone in a posiIon of trust.
-
The Circuit will seek to offer pastoral care and support, including supervision and referral to the proper authoriIes, to any member of our church community known to have offended against a child, young person or vulnerable adult.

In all these principles the Circuit will follow legislaIon, guidance and recognised good pracIce.
The Circuit commits itself to ensuring the implementaIon of Connexional Safeguarding Policy; government legislaIon, guidance and safe pracIce in the circuit and in the churches. The Circuit commits itself to the provision of support, advice and training for lay and ordained people that will ensure people are clear and confident about their roles and responsibiliIes in safeguarding and promoIng the welfare of children and adults who may be vulnerable.
Reserves Policy
The Reserves Policy for the Circuit is to hold approximately two quarter"s average expenditure. This should be sufficient to meet any unforeseen item of major expenditure on manses and / or to be able to conInue, in the short term, funding planned acIviIes in the event of the failure of churches to meet their quarterly assessment liabiliIes in full.
Legal and AdministraCve
The Circuit"s financial statements for the year ended 31 August 2021 have been prepared under the Charities Act 2011 in accordance with the 2014 version of AccounIng and ReporIng by ChariIes: Statement of Recommended PracIce (SORP) applicable to chariIes preparing their accounts in accordance with the Financial ReporIng Standard for Smaller EnIIes(FRSEE) applicable in the UK (effecIve from 1st January 2015)
– the ChariIes SORP – in replacement for the SORP"s 2005 version specified in its related 2008 RegulaIons
and in accordance with the !true and fair override” provision contained therein.
