1. Effective Govemance
The Winchester Easlleigh & Romsey Meth(MJtst Circuit is part of the MethTrJist Church
of Great Brrtain. An Act of Parliamenl constilutes the Methodist Church. rts principal
goveming documents are the Deed of UnTron 1932 and the Methodist Church Act 1976.

constituti￿al Practice Discipline of the Methodist Church.
The Trustees for methOd￿t Church Purposes delegate responsibilrty to the Circurt
Meeting for the effective depbyment of the resources of minislry, which include
people. property and finance as they ￿late to the Methc#Jisl Churches in the Circurt.

All members of the Circuit meeting are trustees of Winchester EastleMJh & Romsey
Methodist Circurt. Membership of Ihe Circuit Meeting is prescribed in the Standing
Orders of Ihe Conststutional Practice and Discipline of the Methodist Church.
Under the Standing Orders the following are ex officio members of the Circurt
Meeting:
1. The Superintendent Minister, all Ministers. Deacons. probalioners and persons
aulhonzed to se￿e the Church as Ministers or Deacons appointed to the Circuit
2. Circuit Stewards, apwinted annualty by the Circurt Meeting.

Srruciure and decision-making
The Circuit Ministers work as a team shanng responsibilrt]'es across the Circuii and
each presbyter has pastoral charge for one or more churches. The Circuit
Leadership Team takes day-to-day management decisions.
The Circuit Meeting is the principal decision-making b)dy responsible for Ihe affairs
of the Circuit and the development of circurt policy. It also acts as the focal point of
the working felk)wship of Ihe churches in Ihe Circuil, overseeing their pastoral.

The Circuit Leadership Team comprises the Superintendent Minister, all other
ministers apkioinled to Ihe Circuit, the Circutl Stewards, the Secretary of the Circuit

This meeting consisls of Presbyters. Stthyent Minislers. Local Preachers and
Worship leaders, who a￿ mernbers of ￿Cal churches in the Circurt. They meet al

carned out and rewrted back to the circurt meeting.
vil A biennial Ministenal Development Review process for Presbyters was
agreed based on the guidelines introduced in 2022. The process was
implemented wrth 2 Presbyters successfully completing their se1f-eva1uats.￿,
gathering feedback from peers and lay people, and meeting with a trained
reviewer to agree personal and prolesshjnal (levelopment 0tvjrtun￿'eS for
strengthening their ministry.

with the overall decline in membership. At the same time, increased costs of

financ￿1 contribution made by individual churches lo the circuit was
undertaken wrth the circurt meets'ng agreeing to maintain Ihe Assessment to
the level of the prevK)us year and to confirm that rt will be increasing in

(rental Income ongoing) In order to directly support the employment of the 3
Local Pastors. in line wrth the Circuit strategy. In ada￿On. the sale of closed
churches continues with funds expected to realised in 2025126. Funds will
be used to support MisS￿n and Ministry across the Circurt.

mapping of Ihe issues and opportunrties associated wrth growth and the
effectsve use of resources across the circuit_ New plans for the circuit will
come from revision of the circuit strategy during 2025126.
Religious AcTiVities
ACTS of worship and pasyoral care. The Circurt produces a quarterly preaching plan
lo ensure regular acts of worship take pla￿ at each of the Methodist churches under

funerals at each of the local Melhodisl churches in the Circuit These services are
available at the discretion of the Minister.

The Methcxjist year that commenced 01109r2024 - the Ministerial team c￿sisted of
Superinlendent Minister. Reverend Peter Rayson with additiC￿al responsibilities as
minister with pastoral responsibility for the Congregat￿n5 of Wesley Weeke wilh
Kings Sombome and Alresford. Reverend Andrew de Ville appointed as minister to
Romsey and S(KJthem A￿3, Reveren(1 Ruth Fry continued as minister at Chandlers
Ford wrth pastoral responsibility for the congregatjon of Colden Common wrth
Twylord. Reverend Tim Searle IURC) for United in Winchester. Finalty, Reverend
Kate Caml)ndge C(￿lInUed as minister 75% Ifull time equivalentl with pasloral
responsibilty for the congregatsons of St Andrews, Easlleigh and Bishopsioke.

Welcomed new members to the meetsng - Reverend Andrew de Ville (Presl)yter for
Romsey, Cadnam. and Landford), Joyce Powell as Methodist Women in Brrtain
representative, arwj Janet Messer {T￿aSU￿r at United). Thanks We￿ given for the
work of Mark Dcrfmer who stepped down as circurt sleward after 15 years.
The circurt meeb.ng approved Hilary Evans as the Circuit Lay Employment Officer as
well as Circurt Steward.
The circuii meeb'ng appTo¥ed the annual at¥Jointment of Circuit Invitations
Committee and delegatson of Authority to issue an invitation for the Central Area
appointmenl lo Chandlers Ford Methodist Church. The profile for the role had been
compleled and submrtted to the agreed tsme-table. The circuil profile had been
updated and submrtied alongside the role profile.
The circurt Treasurer confirmed thal grants for CFMC {£15,0001 and St Andrew's
{£3,0001 had been paid. There remains £45,OOQ in the project frjnd and £91,01)O in
the grant lund.
The Trusteeship for Tword Chapel transfeffed to the arcuit on 1st September 2024.
The final service celebrating the lrfe and work of the chapel was well attended.

The circurt meeb-ng received a report from the circuit Methodist Women in Briiain and
confirmed that the District and Circuti would be raising funds for a Leprosy M￿s￿n
Project In Nepal and DediCat￿n of the Easter Offering to this work.
The circurt meets.ng was informed that The new DistTicI Chair, Reverend Rachel
Bending was fomially welcomed into the Distncl In Seplember 2024.

Cic Update on Stationing which reported that the circutl had not been successful li
the first round of statTroning. It was reported that the CIC had receive(l a ltst of

The circurt meets.ng approved the sale of the Twyford chapel property as no
altemative use had been established. This would be subject to Distnct Synod in the
Aulumn.
The circuii meeting received the circuit report from the Methodist Women in Bntaii
which confimied that £20(Xi had been raised towards the Leprosy project in Nepal.
The circurt meeb.ng approved the safeguarding policy for Canada Common premtses.
The circurt meetsng members were enC￿raged to complete the EDI and
unconscious bias traIn￿g which a requiremenl for circurt Itustees to ci)mplete.
The Circurt's ECO day was discussed and ag￿ed for Saturday 18 April 2026.
The circuftT meeiing held in June 2025 ￿CeIVed Ihe main reports Ihat needed
nobng and approvals".
The meeting approved the planned Welcc#me Service for Reverend Rachael Hawkins
on 161 September, and the planned larewell serwce for Reverend Ruth Fry ￿ 20th
Juty 2025.
The circurt meeb'ng accepted the resignation of Paul ya￿len as circurt steward after 2
years. He was thanked for his work as part of the CLT. Paul remains busy wrth wort(
of the Distn'ct and as senior steward for Wesley church.
The circurt meetsng noted the report from CFMC 30 years on project which had
raised £200k since launching the fundraising campaign in October 2023_ The circuit
noted the addit)onal £164k extemal grants from distnct circurt. It was noted th*
further granl requests were ￿Ing prepared for the final phase of the programme to
complete the zoning Work the heating of the building and further accessibility
adaptions, and link-way roof repairs. The circuit agreed permissKin for CFMC to
submrt Ihe grant applicats.￿S to the circurt and distnct.
The meeting noted the ongoing work required to support the Sa￿ of closed
chapevchurch buildings for West Wellow and Nomansland The wotfr on Ably)ts Ann
Manse to upgrade and install EV point W35 noted, and the plan to redecorate
Ladywoc*J Manse pr￿[ to re-letting the property.

The CTrcurt meeb-ng noted the ants'cipated annual deficrt budget of £20k and that the
district annual assessment had increased. It noted that the circurt has been awarded
£1 Ok for 3 years in supp)rt of the lay wother costs from a distnct grant.
The circuit meets.ng agreed to make provision an annual grant of £600 to enable
Reverend Kate Cambridge to the attend 3Generate
The circurt meets.ng app￿Ved the appointment of knne-marie Jenkins as Ihe circurt's
EDI officer.
The CLT provided a report to the circuit meeting on wtential circurt boundary
changes and how any process rf taken forward would be managed. It was re-affi￿ed
that no boundary changes could be made without the agreement of the circuii
meetirKJ and the churches that couh# be affected by any proF*)sed changes.
The Superintendent Minister Introduced a new rtem on the agenda - God's ￿￿)rk in
the Circuit_ An invrtath)n was made for churches to contribute examples of God's
work for each meeting. The first sessK)n focussed on the work ol Canada Common
and the Joint Churches Tchjether in Wellow.
The circurt meeb.ng received a report on the emerging plans for St Andrews church
li Eastleigh A small working group had t￿en wothing on the tendenng process for a
roof repla￿ment and the associated costs. A more detailed report would be prowded
