VICE CHAIR'S REPORT- Peter Terry At our AGM in October last year, I gave an update on the first nine months of 2020, the text of which forms m05t of thls report. As we came out of 2019, we were looking to build the benefice team by recrultlng a half-time clergy post and a family worker. We were not successful with the clergy p05t, but we were very successful In recruiting Claire as our Farnlly and Children'5 worker. Then in February Chris left us, and as we105t Chrfs, we gained COVID-19. We went into lockdown and suddenly technology and social media became the means of communicating. Zoom, Facebook and the web. together with ￿me good old telephone calllng became our means of staying in contact with each other. We need to thank all the people who hove kept the church going in Its new format and that includes all the people who continue to write our prayers each week. write the talks, for Sarah and her flute, Ruth on the keyboard, for Julie and her sermon5. reflections and for leading video recorded services, for the Bible study groups that have continued on Zoom, and of course forjay and his regular encouragement notes. There Is also Nick who has kept our website up to date each week. We should rK>t for8et the work that Chris our treaSU￿r does on a re8ular basls. ensurlng that we use our resources in a way that honours our commitments in temis of parish share and our missionary 8ivin8. Of course, he could not do that without our members continulng to give money to the church, as they have throu8h lockdown. Claire also kept working and developed the ARK FaCe￿0k pa8e and done what she can to malntaln contact wlth primary schools. including ensurin8 that pack5 went out to the year 6 students in place of the "it's your move daf that would have happened in July. We were also able to send out packs to replace the Make & Take event that would have taken place at Christmas. Our thanks go also to those involved with the Prayer Chain and Prayer Diarles who hamess the power of prayer in sUPPOrtin8 our church and community. Rod 8evan as Area Dean has provided support to U5. and the Archdeacon arranged for us to have support from the Rev Lee Longden. Unfortunate￿. Lee's family circumstance5 took a turn for the worse and he was unable to provlde the support originally intended, althou8h an improvement in those family circumstances mean he is now back working with us. But we were not the only church in Rossendale to lose a vicar, Newchurch and Bacup were in the same situation. That led to the Archdeacon and the area Dean coming to the PCC with an outline proposal for a team ministry in Rossendale in place of a straight replacement of the post that had been vacated. This was driven to a large extent by the fact that the di0￿Se has significant financial problems and cannot provide 5UPPOrt for the number of paid posts that Rossendale has had historically. Several Inltlal meetlngs took place around June and July and a more detailed proposal wa5 prepared and considered by the PCC. A meeting took place in November when representatives of the PCC

were able to discuss the proposal with the Archdeacon and area Dean. We are now waiting for the formal proposal to be issued and considered by the PCC. Whatever happens regarding the team ministry proposal. or Indeed any other proposal. it Is hlghly unlikely that we will have a paid minister in place much before September next year. The diocese itself has a temporary ban on recruitment as they try to resofve the financial i55ues. This means that we will continue to need the ongoin8 SUPPOrt of our own team. supplemented where we can buy ministers from both within the deanery and outside. We will continue to be restricted by the lockdown rules relating to cov1￿19 and church for the tlme belng will continue to be different. One day COV1Tr19 will be over, and we will have new mini5ter5 in the valley but that will r￿t reduce the demands on our layteom. The new model for our deanery. and for the Church of En8land more broadly, depends much more on lay involvement. Where we mi8ht once have supported our full- tlme mlnister, we will now very much be working alon85ide the valley ministry team. We need to remain faithful and continue to se￿e God and our community in the best way we can. CHURCH WARDENS, REPORT- Jean Lang and Peter Terry COVID Much of our tlme and energy this year has been focussed on keeping the church avallable for wor5hlp, as and when allowed, and making sure that we have a COVID-19 secure environment. Appropriate Risk Assessments have been prepared with update5 a5 guidance from the Church of England has been Issued. Church Fabrfc Durlng 2020 it has not been possible to carry out much in the way of work relating to the Church Fabric. The Tower project has had to be postponed although we will need to revisit this as soon as possible post COVID-19. The only project that has been possible is the removal, refurbishment and relnstallation of the bell clappers in all eight of our bells. This work was undertaken under the Supe￿IS1On of Dr George Lee. the Diocesan Bell Advisor and was carried out by the John Taylor Foundry. Graveyard The cutting of grass by our contractors has continued and a thorough cleaning of the flags around the church was completed prior to the winter. The process of closing the graveyard is now complete and a meetin8 Wlth R055endale Borough Council will take place shortly to detemiine how the 8raveyard is managed in the fvture. Worklng Parties From time to time volunteers from the congregation undertake extra cleaning and work in the churchyard. Thi5 has been restricted this year. but we continue to be grateful for their help.

Church Finances The accounts for the year ended 31st December 2020 show a surplus of £361 in the year after the revaluation upwards of our endowment funds by £2,023. This means that the total funds of the church amounted to £67,374 at the balance sheet date. Parish Share payments of £28.CU) were made to the Diocese and we would like to thank everyone for their continued giving which allowed us to maintain this payment at the same level as last year. £31,722 of the church funds relate to the capitsl value of legacy investments that provlde an annual income to the church. £17,568 is the rernainin8 balance of the le8acy 8iven to the church by the estate of Geoffrey Bradshaw and the new legacy gift received last year. The other main element of church funds is the gift aid due on the 8ivin8 in 2020 amounting to EIO,125. Members of the congregation have continued to gNe towards the cost of our Family and Children's Worker. that cost bein8 shared with St Paul's and Goodshaw churches. Whilst the overall funds position is sat15factory, the church continues to face expenditure on the fabric of the building in 2021 and beyond. The urgent repairs to the dock tower tO8ether with expenditure necessary followlng the Quinquennial inspection will more than absorb the available cash funds unless other sources of funding for these ￿paIrS can be Identified. Add to this the funds needed to meet the annual runnin8 Costs and the increased parlsh Sha￿ and it becomes clear that the level of givin8 from the con8regation needs to be maintained rfwe are to meet all our obllgations in full. Worshlp The churchwardens would Ilke to thank all those who helped in the day-to-day runnln8 of the church during the year, takin8 into account the restrictKJns placed on u5 by COVID-19 rules, includlng making sure that we had a Christmas tree and flowers at approprlate polnts in the year. We also thank Claire for adaptin8 $0 willlngly to the restrictkJn5 of Cov1￿19, and managlng to maintain contact with families, children and schools in a difficult envlronment for such work. We are fortunate that in a time of interregnum. made more difficult by COVID-19, we have such good team of people who have Stepped up to make sure that worship has continued. We would also like to thank all those members of our fellowshlp who have maintained contact, in various ways, with those less able to 8et out and about. SECRETARVS REPORT- Maureen Heys Durin8 2020 the PCC met eight times. once under the Chairmanship of Rev Chris Casey and after hls departure In February under the Chairmanship of Peter Terry. Due to the pandemic one meeting was held by email and six meeting5 online with members joining both by video and phone. however this did not affect the PCCS ability to discuss and make decisions on all matters affectin8 the church, both mundane and prartlcal, and sometimes spiritual. during thi5 time of interregnum. A great deal of its time was spent in consideration and discussion of the Diocese's proposals for a Team Ministry to cover the Rossendale deanery, along with the Di0￿Se,5 re-strutturlng of Deaneries within the diocese, further details of which can be found on the Diocesan web51te. The objectlves of the Mlssion Action Plan agreed in 2018. although curtalled by the pandemic restrlctlons, have contlnued to be considered throughout the PCCS deliberations. and new Inltlatlves, such as Team St Marfs. our pastoral support group, have been heartily supported. Copies of the Plan are available at the back of church and all are ur8ed to read these prayerfully and to get Involved. The future of the church family at St Marfs is the responsibllity of each and every one of us. even more w now while we are in an interregnum, ourchurchwardens, work has Increased, and we are looking forward to Team Ministry. The Annual Parochial Church Meetin8 was delayed due to lockdown and was held on Il, October 2020. Four members of the PCC were re-elected, and one member co-opted for 12 month5. Three Deanery synod members were each eletted for a three-year term. Followin8 the 2020 APCM Terry Bird Stood down a5 PCC Secretary. Slnce the last APCM St Marfs has contlnued to open for soclal-dlstanced Sunday worshlp, wlth talks provided mainly by church members. The church's online presence has increased, with talks, prayers and reflectlons publlshed onllne and on soclal medla. Due to all non-worshlp meetlngs In the church building being prohibited, Zoom video meetin8s are now a re8ular feature allowin8 various church groups to meet weekly or monthly and soclal events to take place onllne. Our Family and Communty Worker, Claire Wood commenced working 20 hours a week across the three churches at the beginning of the year, just as Rev Chris left. She has malntalned contact wlth baptlsm famllies and the xhools durin8 the difficult times of the pandemic restrictions. The church bulldlng as not been able to be used as a venue by ary outside organisatlon Sin￿ the beginning of the pandemic and it has been impossible for the Job Club to meet in per50n. however it expects to resume onllne in Spring 2021 Despite the challengin8 tirnes re￿￿t￿, the church famlly at St Marfs has continued to worship and have fellowship together and thanks must be given to those many people who have worked, and contlnue to work. 50 hard. in all aspects of life at St Marfs. e5pecialfy the Wardens during this interregnum, and to all who have contributed in any way, great or small to the spreadlng of the good news of the Gospel of Christ. The Church of England onllne safe church training course 55 still a requirement for all new members who wish to work wlth our children young adults and vulnerable adults. Here at St Mary's we renew DBS checks every 3 years and due to Data Protection law5 all our completed documentation of applicants that have applied and has been processed through the Thirtyone:el8ht systems are kept securely on church premises. The Church of England have produced a Parish Safe8uarding Handbook for children & vulnerable adults and St Marfs parish is followin8 this guidance. The Safeguardlng pollcy and the handbook a available for viewing on the diocese website at htt and a copy 15 available in the vestry at church. .manchester.an lican. safe uardin Following new practice 8uidance all PCC trustee members must undertake a DBS Check where parishes undertake regulated activities with children or adults at rlsk. Furthermore. other church posts that require a DBS check must not be worked by the applicant until the DBS check has come back and been approved. 2020 has been a challenging year for DBS Checks because of the Covid 19 Pandemic and church closures. Only one check was completed in 2020 just before we went into the first lockdown In March.

FAMILY AND COMMUNrrY WORKER- Claire Wood I took up the post on December 1 2019, and spent several weeks visiting the 3 churche5, meetin8 with schools and gatherin8 relevant information from Rev Chris Casey before he moved on to his new Parish. In the first few week5 1 attended Christmas services and artivities such as school Christmas falrs and the Moke & Toke at St Marfs on Christma5 Eve, followed by the nativity at St Mary & All Saints that same evening. I was asked to joln the weekly morning worship timetables at the 3 schools and began preparin8 and p￿sentIn8 these in January 2020.1 felt sad to have to put thls on hold when the schools closed their doors to Visltors. and then later to pupils, early in the year. In additlon to the above I had begun to visit St Marfs School weekty to work with their GI￿ Team (Growing In Foith Together) to encourage the children to take an actlve port in weekly worship. We were plannlng our Easter servlces together when unfortunately. the natlonal lockdown occurred. The chlldren came up with some fantsstic suggestions and I was encouraged by their enthusiasm. Prlor to March 20201 was also helplng at the fiddlers each Monday afternoon {St Marfsl and Llttle Angels Toddler 8roup at St Mary & All Saints on Wednesday momin8S, 8radually introducin8 myself to families, and I had begun joining the Friday Club at St Mary's. Although thi5 group's numbers are low It Is a lovely group which I pray will reach more children because it is perfert just as It is. Sadly, each of these 8roups is currertrtly on hold untll It Is safe to reopen. I have tried to adapt to the changlng envlronment by offerlng to support the 3 schools remotely (includin8 providing morning worship vldeos and Easter craft5 for St Paul'5 School for the key worker chlldren to use In school). Because the Year 6 Transltion day could not take place this year I compiled and distrlbuted "If s Your Move" packs to Balladen, St Paul'5 and St Mary's Schools as well as Indivldually to 12 puplls from Crawshawbooth Prlmary School who I had learned about from friends, neighbours and family. I have also delivered re8ular craft packs to one famlly who I have come to know throu8h my schools work and who has begun to follow the ARK page. The Facebook page ARK has been challenging and having been provided with a laptop Ithank-youll thls has been muth easier to manage. My post5 vary In their levels of engagement and the approximate "reach" for music vidÈos that I share is 30 upwards with my Elvis posts reachln8 as many as 680 people for the most popular onel Although l intended the page to reach local people I have been surprised by responses to my posts from across the world and Elvls ha5 become a valued work colleague. Watch this space for his next adventures... As an alternative form of outreach In place of the Big Church Party I made up some Autumn craft bags to distribute to children who would nom)alty attend and was able to offer these to other chlldren locally whose parents found out aly)ut them through word of mouth. At Christmas. an easing of the Covid rules meant Jean and Rosemary were able to help get these packed and they were issued to 25 families150 children in totall. We are currently planning what to add to Easter activity bag5, and there are more families who have asked me if they can be included in receiving these. which 15 great news.

Christmas felt like a good time to try and reach out to adults across the 3 parishe5 who might have been finding the darker days coupled with shielding and lockdown very isolating. With God's encouragement the adult outreach bag5 evolved, including handmade contributions from chlldren at St Paul's School and a friend of a friend who kindly made the little angels. Lots of helpers enabled these to go out to 50 adults {acros5 the three churches) who hopefully drew comfort that we are all thinking about them and including them in our prayers. In addition to the above I have been Invo￿ted in supporting a group of year 10 boys in an alternative curriculum outdoor group at Alder Gran8e School. alon8side Dena Lord from the White Horse Projert, in response to Covid-19. These weekly sessions took place from September up to Christmas and enabled the student5 to achieve Several AQA awards including Forest School Skllls, Den-Buildlng, Campflre Cooking and Paintin8 ènd Decorating. Alder Grange have appreciated this input and hopefully it has been a step towards making new church-school links. I have continued to work with families enquirln8 about baptlsms and one was able to take place durlng the easing of the restrictions. Moving forward l am thinkin8 about ways of developing a Stronger church-home link for those lamilies who have expressed an interest in having their child baptlsed, as well a5 those new families who have be8un to access the craft bags, I want to thank everyone for thelr prayers and encoura8ement over the last 12 months. I have felt 5rKredibly well supported and overwhelmed by your love and care. DEANERY SYNOD- Jayne Wllklnson There were no meetlngs held between January 2020 and September 2020 because of COVID-19 after which Zoom meetln85 began. The main talkin8 points for the meetings have been Team Proposals. The Deanery Mission Action Plan IMAP) and Deanery Communications Team Proposals In June a short brlefing paper on the Team Ministry proposals was published and there was an open meeting on Zoom with Bishop Mark and Alan Slmpson,- followin8 which all PCC'S were asked to meet. discuss and feedback a5 Part of the consultation, the outcome bein8 8 PCC'S in favour and I agalnst. Before their vote St Marfs Rawtenstall raised further questions with Archdeacon Jean. On 16, July, the proposals were presented to the Diocesan Pastoral Committee who instructed work to Commence on outlinin8 a formal framework from which to progress. Blshop Mark, Archdeacon Jean and Rod have met on several occasions to work on draft details and Alan Simpson is working on the legal framework,. the outcome being that documents in draft form are being prodU￿d that cover: Strurture of the team Team Rector role description Team Vicar role description SSM and Focèl Minister role description Process for appointment of Focal Ministers Worship in the team.

Deanery Mission Action Man IMAP). Despite Covid. the merger with Bury Deanery is slowly moving forward however Rod encouraged us to revisit the deanery MAP document The meeting looked at the current issues: Concern about age profile of congre8ations- we had started to look at youth across the Deanery; one youth event took pla￿ which went well but then lockdown stsrted. Communication Buildin85- we have a simple building audit. Structure of Deanery- more effective deployment of staff. Growth- reversing the decline. The last six months have proved difficult in this area. Sharing of resou￿5. Discipleshlp. CUltu￿- how do we 'do' Church that connects wlth Society? Service- people to flll essential roles- gaps that need to be filled. Goals within the MAP: establishing viable worship centres. growth and nurture. developlng a suppjrtlve network of Churches. Prayer link- a contact person from each Parish is now set up to act as a Ilnk person for prayer initiatives and information sharing. Several people were recognised and approached. This is also bein8 Integrated into the new Microsoft 365 plarfom) to enable easy Iprlvatel sharin8 of prayer requests across the Deanery. Simple building audit- Rod Bevan has put tO8ether a simple bulldlng audlt questionnaire whlch has been completed by Pccs to help understand all the facilities available in the indlvldual parishes. Youth- Jill reported that since Iixkdown there have been no further developments around cross- deanery youth work. The White Horse project have been meetin8 on-line and St Anne's have started a new Tuesday ni8ht 8roup on Zoom. A Youth Alpha course began in October and an invitation was extended to anyone wantlng to get involved elther to assist or for young people to attend. Communlcatlons. There was a presentation exploring variou5 Options and platfomis for communication and management of documentation that would be a sha￿d resource across the Deanery wlth Churches and indtviduals havin8 secure access. The deanery now ha5 a System Itenancyl conflgured on Office 365 utilising charity licensing (very low costl. Thi5 will be prlmarily identified uslng the domain name @rossendalecofe.church, and users are In the process of being added to this and provided with their access information. Deaneries Reorganlsatlon. The Pastoral Order for the seven Deaneries is being put together. Advert￿eMentS for recruiting the new Area Deans a￿ going live with interviews planned for mid-February with a l June start. Llvlng In love and faith. AcfiviTIE5 FOR WOMEN RENEW (and related actlvltles)- Suzanne Moriarty Renew held only one meeting in 2020 which was in March. with the theme of re￿Iving God's pea￿. A number of ladies spoke on how they felt Gorfs peace in their INes during challenging and difflcult times. Over2￿ ladies attended. There Is a core team of about ten ladies who pray before each Renew and are there to help on the night. It's great to see ladies from a variety of churches working together. A tit￿ of the offerlng goes to a different charity each time. We alm to 8Ne a word in season to 'St￿ngthen and refresh the weary one< through the Name and Splrit of Jesus. Ilsalah 50.41 Whall¢y Abbey Day Retreat was not held in December 2020 due to the pandemlc. ST. MARVS MOTHERS UNION- Jean lang & Anne Johnstone Usually, the Mothers Union meets on the third Monday of the month in the Church Foyer, however, durln8 2020 we were unable to meet due to Covid ￿strictl0n5. Currently we have 13 members. We had a planning meetin8 In February 2020, where we dlscussed topics and Speakers we would Ilke to Include, but sadly these could not take place. In December 2020 we held a virtual Carol and Mlnce Pie evenin8 on Zoom, whl¢h was open to all and It wa5 lovely to see everyone. We pray that 2021 will see us bein8 able to meet and share wlth each other. not only on Zoom. LADIES FELLOWSHIP-Judlth Barla55 We normally meet monthly with our friend5 from Lon8holme, however the Fellowship has been unablÈ to meet durln8 most of 2020, due to Covkl restrlctlons. Our Member5 have been self-isolatin8 and are currently safe and well. We have kept In touch by phone. and there have been doorstep visits. AcllviTIES FOR YOUNG PEOPLE SUNDAY SCHOOL- Suzanne Morlarty Sunday School has around twefve children on its re815ter, many of whom are brought by Grandparent5. although on avera8e three children attend each week. which allows us to bulld 8ood relationships with each child. We try to keep Sunday School fresh and interestin8 by varying the session each V￿ek to include treasure hunts, obstacle courses, bible stories. games. craft and baking. We aim to provide fun, quality time for the children whilst teaching them about Jesus and how He can impatt their day to day INes at 5th001 and home in a ￿al an(J practical wav. sadly.we have not held Sunday School Sin￿ Marth 2020 due to the Coronavirus pandemic, but we continue to pray for the children.

TIDDLERS-Jean Lan8 Tiddlers la National Childbirth Trust group) normally meets weekly during terni time. However, to comply with NCT instructions there have been no meeting5 since the Coronavirus pandemic began. FRIDAY CLUB-Jean Lang Friday Club normally meets every other week in term time 4 pm until 5-30, commencin8 Wlth toast and hot chocolate and then a bible story followed by craft and then 8ame5. Thanks are due to Ruth and Rosemary for all their help at the beginning of the year. A5 a result of the pandemic the Club has not met since February although knitted Christmas trees were produced. with a chocolate orange, and distrlbuted at Christmas. PASTORAI AcfiviTIES Prayer Chaln- Ann La￿arn The Prayer Chain consists at present of 25 people who respond to requests for prayer, main around health issues but also for people in dlfficult sltuations. There was an Increased number of request5 in 2020 and many involved Covld-19. Prayer5 were requested for individuals and also for groups In the community. All prayer request5 are completely confldentlal. They are sent out by the coordinator by emall or phone. Updates when available are passed on . This mlnlstry is very much appreclated by those requestin8 prayer. FLOWERS FOR ThE HOLYTABLE The year began with members and friends of St Marfs providing flowers for the Holy Table week-by- week distributed to those of our fellowship suffering ill heolth or bereavement. As a result of 105ure of the church during lock-down, and social-distancin8 restrirtions. flowers were onlv provided for HaNest and Chr15tmas and We￿ not distributed. Thanks are extended to all those Involved in thls ministry in nomial tlmes. AUTUMN CLUB-Jean La Autumn Club normalty meets twice a year for afternoon tea for the over 70s. Sadlyi we have not been able to have our usual Summer and Christmas teas. however contact ha5 been maintalned throu8h phone calls, With most our members. SMALL IHw5e} GROUPS TUESDAY AFTERNOON-Jean Lan8 The group has a core of eight members. m&tin8 weekly in the Foyer to study the Blble. Since the pandemic we moved online via zoom and had an average attendance of five. Besides a Lent course studyin8 the events of Easter week. we've been studying the Gospel of Mark, which ha5 provoked some very interesting discusslon5. M014DAY EVENING- Nigel Bond Our house group was established over four years ago. we have continued to meet throughout the period ef(her weekly. fortnightly or monthly. this flexibility has helped the group to strengthen and grow. Our meetings are founded on fellowship and studying the bible. At the beESnning of lockdown in March 2020 we decided to meet weekly using zoom, V￿ wetcomed new member5 Anne Dean and Janet Teny. At first. we studied Jesus's Final Week. 8 studies for

groups written by Cindy Bunch. This was followed by the Bible Societys Lyfe in the Spirtt. We used sheets prepared by the Bible Society on different themes. When lockdown eased in the summer, we started meeting fortni8htly which has continued all year, we have been studyin8 the 8ook of James using the Journey Throu8h Books, a 30-day study, we use one for each evenin& so we have covered the first three chapter5. For Lent 2021 we have decided to meet weekty for seven weeks. we hope to look at the ministry of Jesus using the four 8ospels. comparing and contrasting the events of his life, startlng wlth the temptation in the desert and endin8 Wlth the resurrection. We feel the house group Is continuing to work well and thanks to Maureen for or8anising and hosting the zoom meetings. Also. to all the group for their valuable contributions to the meetin85. TEAM ST MARYS- PASTORAL SUPPORT GROUP- Maureen Heys The Team was set up in October as a response to the coronavirus bckdowns, wlth the aim to provide help such as shoppin￿MealS if members of the church family were ill or having to 1501ate. A group of 21 people are Involved communlcating mainty vla a WhatsApp Broup. Although no physical help has been required so far. the team has increased contact with several people on the frin8es of the church family alon8 Wlth members livin8 alone or having to shelter, vla socially distanced doorstep'Hello's. phone calls and by post. Seventy Chrlstmas cards were sent out to members of the church family, the majority hand- dellvered by members of the team. alon8 W￿h eighteen Chri5tmas'joV ba85 which had klndly been prepared by Claire Wood. There are various initiatives being planned. to maintain and even increase contact. in 2021. A huge thank you is extended to all involved, to those who have dellvered. telephoned and written. and especlally those who've supported by prayer. Notes to the finanaal statements For the year ended 31 December 2020 ACCOUNTING POLICIES The financial statements have been prepared in accordance wlth the Church Accountin8 Regulations tO8ether with the current Charities SORP and applicable accountin8 Standards IFRS 1021. The financlal statements have been prepared under the historical cost convention except for the valuation of investment assets, which are shown at market value. The financial ststements include all transactions, assets and liabilitie5 for which the PCC Is rest￿nsIble in law. They do not inclL¢de the accounts of church group5 that owe their main affiliation to another body, nor those that are informal gatherings of church members. Funds Endowmentfunds are funds, the capital of which must be malntalned: only income arising from Investment of the endowment may be used elther as restricted or unrestricted funds depending upon the purF*)se for whlch the endowment was established. Restrlrtedfunds represent lal income from trusts or endowments whlch may be expended only on those restricted objects provided in the temis of the trust or bequest. and Ib) donations or grants received for a specific object or Invited by the PCC for a specific object. The funds may only be expended on the specific object for which they were gwen. Any balance remaining unspent at the end of each year must be carried forward as a balance on that fund.
