## **Trustees' Report for the year ended 31 December 2023**
This report covers the financial period ending 31 December 2023 including the unaudited accounts for the same period. The report and financial statements have been prepared in compliance with the current statutory requirements, the requirements of charity's governing document and the provisions of the Statement of Recommended Practice (SORP), applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) (effective 1 January 2019).
## **History, objects and constitution**
The Parochial Church Council (PCC) is a corporate body established by the Church of England. It is a registered charity, following registration with the Charity Commission on 5 February 2010; previously it was regarded as an excepted charity. Throughout this annual report the charity is referred to as the PCC.
The PCC's governing document is the Parochial Church Council Powers Measure (1956) as amended and Church representation rules.
The main objective of the PCC is to promote the whole mission of the Church in the ecclesiastical parish. It also has the responsibility of co-operating with the Incumbent/Priest-in-Charge in promoting the whole mission of the Church (pastoral, evangelistic, social and ecumenical) in this parish.
The nature of the PCC's operations and its principal activity is acting as the executive committee of the parish and it consists of clergy and churchwardens of the parish, together with representatives of the laity. The PCC is responsible for the financial affairs of the Church parish and the maintenance of its assets, such as the churches and church halls. It also assists the clergy in the management of church affairs in the parish and promoting the mission of the Church.

The Trustees meet regularly throughout the year, and the powers and discretions vested in the Trustees are exercisable by a majority in number of the Trustees. This includes any decision to appoint an additional or new Trustees. All decisions are made in meetings and are minuted.
The PCC members are responsible for making decisions on all matters of general concern and importance to the parish, including deciding on how the funds of the PCC are to be spent.
The full PCC met five times during the year with an average level of attendance of eight members. Given its wide responsibilities the PCC has a committee -the Standing Committee dealing with a particular aspect of parish life including worship, mission and outreach and fabric and finance responsible for making decisions between meetings of the PCC. The Standing Committee is responsible to the PCC and reports back to it regularly, minutes of their decisions being received by the full PCC and discussed as necessary.
## **Achievements and performance**
There have been no significant works carried out during 2023. Towards the end of 2023 a community café was launched held on Saturdays to help build community ties but will also generate some income for the church.
## **Financial review**
In 2022 due to the income generated for the roof project being in excess of £250k, the accounts were prepared under the accruals basis and in full compliance with the Charity SORP for the first time. 2023 has returned to more normal levels of £135,546, compared to £566,096 in 2022.
Expenditure for the year is £146,251, compared to £617,138 in 2022, with prior year expenditure substantially including £501,214 for the roof project. Current year expenditure includes a further £12,134 of expenses related to this project. Expenditure also includes the Diocesan Parish contribution of £21,282 (2022: £17,600) together with the usual running costs.
The overall net movement in funds is a deficit of £10,705 in the year; however a net surplus of £1,429 was achieved on unrestricted funds.
## **Reserves policy**
It is PCC policy to try to maintain a balance on 'free' unrestricted reserves although in recent years it has proved challenging to achieve this. The surplus on unrestricted funds during the year ended 31 December

2023 means that at the year-end we carried forward unrestricted funds of £19,835, which the trustees are happy with. These funds are required to smooth out fluctuations in cash flow and to meet emergencies.
The PCC also held a deficit of £43,059 in restricted funds. This has arisen where restoration costs have been incurred in respect of the roof project, financed via a bridging loan (see note 5), in advance of the final grant funding. The final tranche of grant funding has not been recognised as income since the PCC does not have entitlement until the grant claim has been accepted and authorised, but it is anticipated that the receipt of the grant money will clear the deficit on restricted funds.
## **Future plans**
The Quinquennial report suggests £6million of work to be programmed over the next five years. However, funds and reserves are small and no serious major grants are available from National or Local Trusts until late 2025 at the earliest so in the meantime we focus on essentials and any emergencies that arise.

## **INDEPENDENT EXAMINER’S REPORT TO THE TRUSTEES OF THE PAROCHIAL CHURCH COUNCIL OF ALL SAINTS WITH ST PHILIP, MAIDSTONE.**
I report to the Trustees on my examination of the accounts of The Parochial Church Council Of All Saints With St Philip, Maidstone (the Charity) for the year ended 31 December 2023.
## **Responsibilities and Basis of Report**
As the Charity’s Trustees, you are responsible for the preparation of the accounts in accordance with the requirements of the Charities Act 2011 (‘the 2011 Act’). You are satisfied that your charity is not required by charity law to be audited and have chosen instead to have an independent examination.
I report in respect of my examination of the Charity’s accounts as carried out under section 145 of the 2011 Act. In carrying out my examination I have followed the requirements of the applicable Directions given by the Charity Commission under section 145(5)(b) of the 2011 Act.
I am qualified to undertake the examination by being a qualified member of the Institute of Chartered Accountants in England & Wales.
My responsibility is to examine the accounts under section 145 of the 2011 Act and to state whether any particular matters have come to my attention.
## **Independent Examiner’s Statement**
I have completed my examination. I can confirm that no matters have come to my attention in connection with the examination giving me cause to believe that in any material respect:
- 1) accounting records were not kept in respect of the Charity as required by section 130 of the 2011 Act; or
- 2) the accounts do not accord with those records; or
- 3) the accounts do not comply with the applicable requirements concerning the form and content of accounts set out in the Charities (Accounts and Reports) Regulations 2008 other than any requirement that the accounts give a 'true and fair' view which is not a matter considered as part of an independent examination.
I have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in this report in other to enable a proper understanding of the accounts to be reached.

## **1. General information**
The Parochial Church Council Of The Ecclesiastical Parish Of All Saints With St Philip Maidstone And St Stephen Tovil is a charity, registered in England and Wales, registration number 1134146. Its principal office and contact address is 2 Bower Mount Road, Maidstone, Kent. ME16 8AU.
## **2. Accounting policies**
## **Basis of financial statements**
The financial statements have been prepared under the Church Accounting Regulations 2006 in accordance with applicable accounting standards and the current Statement of Recommended Practice, Accounting and Reporting by Charities and applicable accounting standard FRS 102.
The financial statements have been prepared under the historical cost convention. The financial statements include all transactions, assets and liabilities for which the PCC is responsible in law. They do not include the accounts of church groups that owe their main affiliation to another body, nor those that are informal gatherings of church members.
This is the first year that the accounts have been prepared using the accruals accounting method.
## **Incoming resources**
Planned giving, collections and similar donations are recognised when received. Tax refunds are recognised when the incoming resource to which they relate is received. Grants and legacies are accounted for when the PCC is entitled to the use of the resources, their ultimate receipt is considered reasonably certain and the amounts due are readily quantifiable. Dividends are accounted for when declared receivable, interest as and when accrued by the payer. All incoming resources are accounted for gross.
## **Resources expended**
Grants and donations are accounted for when paid over, or when awarded, if that award creates a binding or constructive obligation on the PCC. The diocesan parish share expected to be paid over is accounted for when due. All other expenditure is generally recognised when it is incurred and is accounted for gross.
## **Fixed assets**
Consecrated and benefice property is not included in the accounts in accordance with s.10(2)(a) and (c) of the Charities Act 2011.
Movable church furnishings held by the vicar and churchwardens on special trust for the PCC and which require a faculty for disposal are inalienable property, listed in the church's inventory, which can be inspected (at any reasonable time). For anything acquired prior to 2000 there is insufficient cost information available and therefore such assets are not valued in the financial statements. Subsequently no individual item has cost more than £1,000 so all such expenditure has been written off when incurred.
Individual items of equipment with a purchase price of £500 or less are written off when the asset is acquired.
## **Fund accounting**
Restricted funds comprise revenue donations or grants for a specific PCC activity intended by the donor.
Unrestricted funds are income funds that are to be spent on the PCC's general purposes.

The Canterbury Diocese Board of Finance loan relates to a bridging loan provided solely to cover expenditure incurred on the main nave roof repair project in advance of the final tranche of grant funding from the Heritage lottry Fund. The loan will be repaid once the final tranche of grant funding is received.
