Welcome to our report on the life of St John the Evangelist, East Dulwich in 2023. This year has much to be thankful for, including the abundant renewal of much that had been lost since the 2020 pandemic. I am grateful for the support and friendship of colleagues on the ministry team, as well as our dedicated parish officers and staff, whose care and hard work enable the flourishing of our shared life and ministry. In this more concise annual report you will read of our efforts to grow in faith and discipleship, of our encouraging work with children and young people, as well as our commitment to offering thoughtful worship and teaching.
St John’s is a hub of life and activity, not only on Sundays but for much of the week, with a full programme of groups and activities using the Church and Goose Green Centre, and many fantastic social events which enhance our life together. You will read of our continued commitment to inclusion and social justice, and the many initiatives and projects to which we give thought, time and, in our special collections, financial support. We grow too in our local connections and partnerships, developing a closer relationship with the Southwark Youth Justice Service, as well as maintaining good connections with our local schools.
As ever, words cannot adequately express my huge thanks for all who continue to serve in so many different ways, and those who give so generously, financially and otherwise, to sustain the life and ministry of our church. I hope you will feel encouraged by what you read; St John’s is a thriving church community, inspired by our faith, shaped by our inclusive values and motivated by our shared desire to be salt and light to the world God loves.

Aims and purposes
St John’s Parochial Church Council (PCC) has the responsibility of co-operating with the incumbent, the Revd Gill O’Neill, in promoting in the ecclesiastical parish the whole mission of the Church – pastoral, evangelistic, social and ecumenical. It also has maintenance responsibilities for the church, the Clergy House (11 Hinkley Road) and the Goose Green Centre (GGC).
Objectives and Activities
The PCC is committed to enabling as many people as possible to worship at our church and to become part of our parish community at St John’s. The PCC maintains an overview of worship throughout the parish and makes suggestions on how services can involve the many groups that live within our parish. Our services and worship put faith into practice through prayer and scripture, music and sacrament. When planning our activities for the year, we have considered the Charity Commission's guidance on public benefit especially the supplementary guidance on charities for the advancement of religion. In particular, we try to enable ordinary people to live out their faith as part of our parish community through:
Worship and prayer; learning about the Gospel; and developing their knowledge and trust in Jesus.
Provision of pastoral care for people living in the parish and members of the congregation. Mission and outreach work.
To facilitate this work, it is essential that we maintain the fabric of St John’s Church and the Goose Green Centre.

Worship and Prayer
The PCC offers the following services:

Sung Eucharist services took place on all major feast days in 2023.
Other regular services
Messy church – monthly all-age service on Sunday afternoons Evensong – three times during the year
Holy Week services included stations of the cross followed by Said Eucharist (Monday-Wednesday) and the Maundy Thursday service was followed by watch of prayer. Good Friday services included children’s worship, a service of music and meditation and the Good Friday liturgy. On Easter day, the Dawn Eucharist was followed by breakfast in the Goose Green Centre and a Festival Eucharist at 10am. Christmas was celebrated with a carol service followed by mulled wine, two Christingle services, Midnight Mass and a Christmas Day Festival Eucharist.
Other special services included Ash Wednesday, Palm Sunday, Harvest Festival, All Souls’ Day and the Remembrance service that included laying of wreaths in the Calvary Garden. Members of the St John’s congregation joined Dulwich Deanery for an Ascension Day service at St Faith’s, Red Post Hill.

Prayer and Discipleship
Bible study group
In September 2023, the Bible study group began meeting every Thursday in term time in the choir vestry. Using different resources, the group looked at and considered parables in the Gospels, and most recently have been studying the Gospel of Matthew through a Bible study course that Revd Gill had put together. It is a time of quiet and reflective fellowship, and all are welcome to join at any time.
‘Being With’ Course
Revd Gemma Birt and Jayne Mallett led this group which ran between January and March 2023. ‘Being With’ is an online Christian discipleship course, lasting 10 weeks, designed by the Heartedge team at St Martin’s in the Fields and written by Sam Wells and Sally Hitchener. It encourages participants, through the stories told, questions asked, and wonderings posed, to reflect on the abundance of God’s love for and in the World. It seeks to enable participants to uncover Christ’s love as it has been worked out in their lives and their experiences. In so doing, it invites critical reflection on how and when they have seen such love lived out in their lives as forms of mercy, justice, service and reconciliation.
Ten participants took part (maximum recommended ), and all spoke of it as an enriching but also challenging course. We hope to run another one of these in future.
Children and young people
In 2023 Messy Church was held monthly and each session explored a chosen scriptural passage with art and craft, physical activity, music, games and scientific experiments and we began serving a hot meal at the end of each service. Highlights of 2023 includes a session devoted to music in January and in July we celebrated 1 year of Messy Church at St John’s with a BBQ and cake.
Our young people continue to contribute to our worship life in many ways. They form part of our serving team, contribute to the readers rota and young choristers sing in our choir. Several young people helped with setting up for the Robes Project as part of their Duke of Edinburgh Award.

Pastoral and spiritual care
Members of our parish who are unable to attend church due to poor mobility, frailty or illness continued to be visited at home by the clergy team, including bringing Home Communion to some parishioners and in correspondence with the relevant chaplaincy teams, making hospital visits. The Goose Green Coffee morning and Thursday Lunch club (covered on page 7) also offer an additional layer of pastoral support.
Safeguarding
The PCC is committed to the safeguarding the welfare of all, in particular children, young people and vulnerable adults. The Safeguarding Team works to create an environment where people are confident to undertake activities where risk of abuse is minimised. This is achieved by:

Adopting the Church of England Safeguarding Policy

Ensuring all staff, officers, volunteers and PCC members have undertaken the required safeguarding training.

Practising Safer recruitment for new staff and volunteers and undertaking DBS checks commensurate with roles, in line with Church of England recommendations. Liaising with the Diocesan safeguarding team when concerns are raised.

Performing risk assessments for activities involving children, young people or vulnerable adults. Maintaining an up-to-date safeguarding page on the church website that conforms to the statutory requirements laid down by the Diocese.
The PCC has complied with its duty under section 5 of the Safeguarding and Clergy Discipline Measure 2016. No serious incidents occurred during the year that should have been reported to the Charity Commissioners.
Between Sundays
St John’s Church has been part of the East Dulwich and South Peckham landscape since 1865. The church grounds are open all year. As well as services, the church is open during coffee morning and lunch club and for the events described on pg 10-11.

Goose Green Coffee Morning
Sue O’Neill wrote, ‘Coffee Morning can help people meet others and reduce loneliness and isolation. There are around 30 regulars who come most weeks and we continue to draw new visitors. We have received warm feedback, including in our March 2023 survey: “I am new to East Dulwich and have found the coffee morning welcoming and wonderful” and “Really appreciate that this coffee morning is here”. There have been several activity sessions at coffee morning during the year. Sessions included: The Singing Geese (our fun singing group), talks on subjects such as local architecture, plus art and Chinese Calligraphy sessions. Also, we enjoyed a dazzling performance by members of Opal Flutes! New volunteers have given a boost to the coffee morning team’.
Strong and Steady Exercise Group
Strong and steady, an evidence-based exercise programme aimed at improving muscle strength and balance, continued to gain momentum in 2023. In November, a second class opened providing spaces for 24 people to participate.
Goose Green Community Lunch Club
Barbara Deller and Martin Howell wrote, ‘2023 was a successful year for the Lunch Club with attendance of 25-40 members each Thursday in term time. Members enjoy a hearty meal, good company and conversation, the cost of the meal being held at £5 per person. This was all made possible through the hard work of our chef, Sally, and our loyal band of regular volunteers. Thank you all.’
Highlights of the year included a September outing to Woodcote Green Garden Centre Wallington by Routemaster bus, supported by a generous grant from Southwark Charities, Christmas and Summer parties, and a party to celebrate the coronation of King Charles III.
The Lunch Club would love to welcome more new members. The majority of our members are pensioners but the Lunch Club but the Club is open to all.

Warden’s report
There were no major projects in the Church and Goose Green Centre in 2023. Regular maintenance activities have continued including keeping rainwater goods clear, servicing and ensuring the safety of the boilers and fan heaters and checks on the lightning conductor and PAT testing electrical equipment. At the end of 2023, the five yearly electrical inspection was undertaken, and a small number of repairs identified will be addressed in early 2024. In the churchyard, the hedges were cut back, and a team of dedicated
volunteers have continued to maintain and tidy the garden - particular thanks to Martin Howell, Chris Eldridge, Cicero Coghi and Marcos Carvhalo.
The tenants in the Hinckley Road flats stayed throughout 2023 and regular maintenance work included boiler servicing and obtaining gas safety certificates.
Music at St John’s
John Webber wrote, ‘in 2023 we returned to pre-Covid normality, and the music reflected what we were doing up to 2019. Choir membership has little changed, but there are fewer younger singers, something of which I am very aware and aim to act on in due course.
The Choir continues to sing every Sunday (outside August) at the 10am service, with a rehearsal from 9.20am. Additional services take place at specific times in the liturgical year, notably in Holy Week, but also at other times, such as All Souls, Ascension and Christmas. The Choir sang Evensong three times in 2023 and we are fortunate in having friends who enjoy coming to sing and to augment the Choir.
Members of our Choir sang at Southwark Cathedral in January, providing music for two services at the Diocesan Servers’ Festival. The Southwark Sinfonietta gives concerts at St. John’s Church and invited our Choir to join them in one item 2023. There was also a concert in the Church in November which combined the Church Choir and two other groups which I direct.

The organ is used at our regular services and is tuned four times a year. It was used for three guest players in recitals in 2023. The organ will require significant repairs in the future.
Congratulations are due to Gill Nash for passing the Royal School of Church Music’s Bronze Award (singing exam) last autumn.
We are delighted that Ellen Roxby has gone to Keble College, Oxford, where she is now a choral scholar; she also passed the Gold Award of the RSCM, a distinction which is not given easily.
My thanks to the clergy for their support, and to Neil Stevenson, Nicky Jones, Niall Baxter, Harry Bramma and Andrew Chadney, who have played for services over the last year. Thanks to the Choir, especially to Ian Clifford, as Librarian, assisted by Maya Corbin. Rachel Mills and Sue O’Neill assist in the teaching and preparation of some items of music involving solos.
St. John’s Church is very fortunate in having a choir at all, as so many other churches no longer have a group of singers leading their worship and contributing music in the way that we see every week. Long may that remain!’
The Goose Green Centre
The Goose Green Centre (GGC) hosts a mixture of hirers including private hire for parties, hire by businesses, and use by St John’s for outreach. Groups include Sing-and-Sign, dance, drama, art and Tai Chi. The Centre also provides a space for anonymous support groups to meet on three evenings of the week.
The halls have been used for one off bookings for Community Southwark meetings and other notfor-profit organisations.
We were delighted to be approached to host Holiday Hunger schemes during the school holidays, which started over Christmas 2023 with bookings for each holiday period until summer 2024.

Another novel booking in 2023 was a regular hire of the kitchen premises to prepare food for a local After School Club. St John’s activities that use the GGC include The Lunch Club, Strong and Steady and The Robes Project.
In September 2023, we made our final step in returning to business as usual following the pandemic and reinstated the hall hire rate for the small and large hall (as prior to this since reopening, all groups had used the whole hall to ensure adequate spacing).
We are appreciative of the hard work of Denise Fulgoni, who left the role of parish administrator in January 2023 and Maxine Plunkett who took on the role between March and July 2023. We are also grateful to Tina Steadman in her role as caretaker and cleaner ensuring the Centre is clean, tidy and welcoming for hirers. The planning continues in the project to refurbish the centre toilets and the front doors, and we are confident this will happen in 2024.
Events
In 2023, there were a variety of events involving both the congregation and the local community. These included:

Fundraising Quiz Night. 8 February: This event to raise funds for the Goose Green Centre toilet refurbishment was a great success. Thanks to Martin Howell and the organising team and to Harvey Edgington for designing the quiz.

Big Help Out. 8 May. Over 20 people came to give time in voluntary service, as suggested by King Charles as a way of commemorating his coronation. A skip was filled with rubbish and many bags of garden waste produced – reviving the area to the north of the Church. Christian Aid Café. 21 May: Tea, cakes and Pimm's were served and free children’s crafts provided in the churchyard. This was timed to coincide with the Dulwich Festival event on Goose Green on the same day. Funds raised went to Christian Aid.

Ceilidh. 25 November: The nave of the church was transformed, a Ceilidh band commissioned and around 100 members of the church and local community enjoyed dancing and a meal. Funds raised from ticket and drinks sales went towards the Goose Green Centre toilet refurbishment.

Carols by the Green. 10 December: The church doors were open and around 500 people from local community came into the church during the event to join us for carol singing, mince pies and mulled wine. There were also a small number of stalls selling Christmas produce and toys.

Social justice
In living out our Christian calling, the community at St John’s seeks to find ways to respond to human need by loving service, seeks to transform unjust structures of society and strives to safeguard the integrity of creation. Ways in which this has been realised in 2023 include:

Eco church. St John’s was awarded the Rocha UK Bronze Eco Church award, which required the church to have made serious commitments to eco sustainability in a range of areas including worship and teaching, buildings, land, community and global engagement and lifestyle. Foodbank. Food bank donations were encouraged in 2023 enabling regular deliveries of food to be taken to Pecan Foodbank in Peckham.

Manna Society: All donations collected at the Harvest Festival in 2023 were donated to the Manna Society, to support people experiencing homelessness.

Robes. In 2023, The Robes Project resumed the rotating night shelter model, where guests experiencing homelessness are offered a support to move into permanent accommodation while different churches provide shelter each night of the week. This was the first time the project had run since the pandemic, so there was some trepidation as to how safe this would be. St John’s hosted 15 guests every Saturday evening for 12 weeks between January and March. Things went smoothly thanks to a large group of committed volunteers, around a quarter of which made connection to St John’s through this project.

Racial justice: In the summer of 2023 a group met to study the book, "We need to talk about race" by Ben Lindsay. The group shared their experiences with the wider congregation during Black History Month in October and has continued to meet and to further explore ways to foster understanding of racial justice. A parish lunch to celebrate both Harvest and Black History Month was held in October and was very well-attended. In 2023 the group also began to make plans to keep Racial Justice Sunday in February 2024.

Living in Love and Faith (LLF). In January 2023, the College of Bishops of the Church of England published its response to the ‘Living in Love and Faith’ (LLF) discernment process which had invited participants to explore the way forward for the church on questions of identity, sexuality and marriage. The Bishops did not endorse a move to change its doctrine to permit same sex marriages at this time. For many members of St John’s this was a disappointment, having hoped for change. Nevertheless, we recognise that there is much work to be done, and we look for glimmers of hope and continue to support change through our membership of the Inclusive Church network. The Church has offered liturgical services of thanksgiving and blessing, ‘Prayers of Love and Faith’, and we look forward to offering such services here. In June 2023 we marked Pride week in London through our intercessions, and with prayer cards offered to all who came to St John’s in that week.
St John’s and St Clement’s School
The PCCs of St John’s and St Clement with St Peter churches jointly appoint the foundation governors of St John’s and St Clement’s School, and as Incumbent of St John’s, Revd Gill O'Neill is an ex-officio Foundation Governor. The St John’s Foundation Governors are Miranda Wightman (2023, Chair) and Namukale Chintu (2020). Simon Rutland (2018) is the Southwark Diocesan Board of Education governor. Fiona Robertson is governor for St Clement with St Peter. St John’s clergy visit the school to lead collective worship, teach religious education and the school holds plays, carol concerts, Harvest and end-of term services in the church.

Deanery Synod
There are seven parishes in our deanery. The mission of Synod is to assist the Bishop of Southwark in breathing new life into our Deanery as partners in the Gospel. There are three meetings a year which take place in the evening and at different churches in the Deanery.
In 2023 St John’s elected two Deanery Synod representatives: Joy Taylor and Alan Croft. 2023, also saw a new team of officers in the Synod. Joy Taylor became Lay Chair, Laura Williams, Secretary and Revd Anne Clarke was commissioned as Area Dean of Dulwich in November 2023.
Treasurer’s report
The financial statements for the St John’s The Evangelist East Dulwich for the year ending 31st December 2023, independently examined by Chaweevan Williams FCCA, includes all its income and expenditure alongside comparative figures for 2022.
As with previous years the PCC continued to be prudent in financial matters to ensure stability of the Parish. In the year ending 31 December 2023, the financial statement shows an excess income over expenditure of £89,740 (2022: £31,023).
The total income received in 2023 was £317,209 (2022: £256,051). Stewardship including general collection was the largest income category amounting to just over £88,500, followed by income received from legacies of just over £78,000 (2022: 49,000). £17,284 of Gift aid was recovered during the year. Income generated from letting out the investment property (Hinckley Road) and from hiring out the church and Goose Centre was £43,450 and £41,068 respectively.
The total expenditure for the year was £227,469 (2022: £225,028). The largest expenditure category was the Parish Pledge of just over £91,000 an increase of approximately 2% on the 2022 figure. Salaries and related costs for the year was £24,725 (2022: £38,620) which is lower than the 2022 figure as the parish administrator post was vacant for a few months. Utility and general running costs were kept to a minimum during the financial year. The Lunch Club Project generated adequate income to cover all costs incurred throughout the year.
I would like to thank all those who gave of their time and financial resources to support the mission and ministry of the parish and those who supported me in the role of treasurer throughout the last year.
Charitable giving
In 2023, the PCC raised funds for three selected charities in special collections as detailed below. In addition to the special collection in November, the PCC agreed to donate 10% of donations from the Christmas services for The Diocese of Jerusalem Appeal– a call made by Bishop Christopher in response to the situation in Gaza and Israel. The Christingle services on Christmas eve raised funds for The Children’s Society.

A call for donations of clothing in early February to support those affected by the earthquake in Turkey, resulted in an overwhelming response.

Structure, governance and management
The Parochial Church Council (PCC) is a corporate body established by the Church of England. The PCC operates under the Parochial Church Council Powers Measure and is a registered charity (No. 1134088). All PCC members are Trustees of the Church. The method of appointment of PCC
members is set out in the Church Representation Rules. At St John’s membership of the PCC consists of the Vicar, Assistant Curate, Hon. Assistant Priests, churchwardens and members elected by those members of the congregation who are on the electoral roll of the church.
All Church attendees are encouraged to register on the Electoral Roll and to stand for election to the PCC; we try to ensure a balance of skills and experience where possible.
All new PCC members receive an introduction to the PCC, and they are responsible for making decisions on all matters of general concern and importance to the parish, including deciding how the funds of the PCC are to be spent. All PCC sub-committees and working groups are responsible to the PCC and report back to it regularly. Standing Committee, the only committee required by law, meets to consider the minutes of the previous PCC meeting and set the agenda for the next. It transacts the business of the PCC between meetings, subject to any directions given by the latter. It also has financial responsibilities. Membership consists of the Vicar, Assistant Curate, Wardens, Treasurer, PCC Secretary, Stewardship Secretary and up to two members appointed from the PCC.
The Standing Committee met ten times in 2023. The full PCC met ten times during the year with an average attendance of 68%. All except for one of the PCC meetings were held in person. The Annual Meetings on 7 May were held in the Church.

The full cost of the bell repairs for refurbishment of the tower bell and smaller sanctuary bell, work on the ground floor Hinckley road flat and not to increase the rent on the first floor flat in 2023.

Revert to pre-pandemic hall hire arrangements in the Goose Green Centre.

To reduce the number of toilet cubicles to meet the accessibility requirements, and later agreed the revised design following the report from the Access Auditors (CAE) for The Goose Green Centre Refurbishment Project.

To refurbish the children’s toilets next to the stage in the large hall and the sacristy toilet. To increase the 2024 Parish Pledge to £93,120.

To start a second Strong and Steady exercise class.

To apply for a faculty for the installation of a memorial stone for Revd Charles McKenzie (application number: 2022-078567, 21 June) and to install a defibrillator in the Goose Green Centre foyer (18 October).

To fund the costs of RSCM examination fees and medals to recognise the contribution and commitment that musicians give to worship at St. John's.

A Letter of Guidance received from The Charity Commission 28 February re. Restricted funds and Financial Controls in the 2020 and 2021 Accounts. Independent examiner’s report to The PCC of St John the Evangelist, East Dulwich (Charity no 1134088).
I report to the charity trustees on my examination of the financial statements of the charity for the year ended 31 December 2023.
Responsibilities and basis of report
The charity’s trustees are responsible for the preparation of the accounts in accordance with the Charities Act 2011 (‘the Act’). The charity’s trustees consider that an audit is not required for this year under section 144 of the Act and that an independent examination is needed.
It is my responsibility to examine the accounts under section 145 of the Charities Act, follow the applicable Directions given by the Charity Commission under section 145(5)(b) of the Act, and state whether particular matters have come to my attention.
Independent examiner’s statement
Where the charity’s gross income exceeded £250,000 your examiner must be a member of a listed body. I can confirm that I am qualified to undertake the examination by being a registered member of the Chartered Association of Certified Accountants which is one of the listed bodies.
I have completed my examination. I confirm that:

(1) In connection with my examination, no material matters have come to my attention which give me cause to believe that, in any material respect:

the accounting records were not kept in accordance with section 130 of the Charities Act; or

the accounts did not accord with the accounting records; or
-
the accounts did not comply with the applicable requirements concerning the form and content of the accounts set out in the Charities (Accounts and Report) Regulation 2008 other than any requirement that the accounts give a ‘true and fair’ view which is not a matter considered as part of an independent examination.

(2) I have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in this report in order to enable a proper understanding of the accounts to be reached.
