Structure, governance and management

The method of appointment of PCC members is set out in the Church Representation Rules. All Church attendees are encouraged to register on the Electoral Roll and stand for election to the PCC.

The membership of the PCC consists of the incumbent (our vicar), associate priest, churchwardens, and members elected by those members of the congregation who are on the electoral roll of the church.

Objectives and Activities

The PCC has the responsibility of co-operating with the incumbent to welcome people to worship at our church and to share in the life of our parish community. It is important that the PCC maintain the fabric of the Church so that the building is not only a place of worship but also a venue for parish events.

Achievements and Performance

Church Attendance

There are 81 parishioners on the church electoral roll. The average attendance during 2020 for the combined 08:00 and 10:00 Sunday Services and mid-week service at a local care home (suspended from March) was approximately 40. The significant reduction in attendance from 2019 is driven by many parishioners staying at home following the government advice on controlling the pandemic in the year. However, about 50 people watch the Sunday service online on the church website.

Review of the Year

The Standing Committee of the PCC (Vicar, churchwardens, treasurer and secretary) meet when significant issues or events occur so they can inform the rest of the PCC as necessary or appropriate. Meetings of the whole Parochial Church Council took place four times in 2020.

The active social life of the church was suspended following the closure of the church due to the government restrictions to control the pandemic in the year. The Church Sunday School however continued to thrive online when the church was closed thanks to the dedicated Sunday School team supported by the vicar.

A bequest received on behalf of a faithful parishioner following his death enabled the organ platform to be extended to improve access to the organ stool, pedals and keyboards.

The appointment of a new Director of Music and his wife to develop the choral traditions and music in the church was a delight. The joy of hearing traditional organ and recital music in church again was much appreciated by the church family.

The introduction of organ pupil lessons, children singing lessons and handbell ringing with the Sunday school culminated in the Sunday school performing at the recorded Christingle service that was made available on the church website.

In 2020 there have been several important pieces of work undertaken by the PCC. These included:

Maintenance

Thankfully, the roof repairs started in 2019 were completed and only routine and regular maintenance tasks in the church were necessary in the year.

Following the arrival of the new Director of Music a detailed inspection and assessment of the organ was undertaken by the organ builders Walker and Son and a quotation for its overhaul and restoration undertaken. This work will be considered as part of the reordering of the church from 2021.

The vicar and churchwardens are grateful for the work all our volunteers do to keep the church in good order.

Financial Review

2020 was once again a challenging year. Thanks to the generosity of our parishioners our regular voluntary income was sustained following the closure of the church due to the government restrictions to control the pandemic in the year. With planned events and activities in church cancelled the income from fundraising and activities fell to 3.5% of the income generated last year. Thankfully repairs and maintenance to the church fell by 50% during the year.

We continue to explore ways of restricting our expenditure to balance our reduced income and found again that to balance our financial position we had to suspend the payment of our Parish Share obligation again in the year.

The reduction in repairs and maintenance to the church building enabled us to start work on the much anticipated reordering of the church. The reordering work anticipated will be accelerated when the sale of St Nicholas Church is completed at the end of February 2021.

We live in interesting and challenging times. The start of the re-ordering of the church in 2020 was most welcome by the PCC.

INDEPENDENT EXAMINER’S REPORT

This report on the accounts of the PCC for the year ended 31 December 2020 is in respect of an examination carried out under Regulation 3(3) and s.43 of the Charities Act 1993.

Respective responsibilities of trustees and examiner

As the members of the PCC you are responsible for the preparation of the accounts; you consider that the audit requirement of Regulation 3(3) of the Church Accounting Regulation 1997 and section 43(2) of the Charities Act 1993(the Act) do not apply. It is my responsibility to issue this report on those accounts in accordance with the terms of Regulation 25 of the Church Accounting Regulations 1997 and Regulation 7 of the Charities (accounts and Reports) Regulations 1995.

Basis of independent examiner’s report

My examination was carried out in accordance with the General Directions given by the Charity Commission under section 43(7)9b) of the Act and to be found in the guidance from the CBF. That examination includes a review of the accounting records kept by the PCC and a comparison of the accounts with those records. It also includes considering any unusual items or disclosures in the accounts and seeking explanation from you as trustees concerning any such matters. The procedures undertaken do not provide all the evidence that would be required in an audit, and consequently I do not express an audit opinion on the view given by the accounts.
