1. Objoctfves and actlvltS0s
The Parochial Church CouncAI (PCCI is the bojy which. with the incJJmbent, sieeis the Ilfe of
the church and its mission. wlness and seThi￿ in the Parish. It supports the incumbent, and
the Churchwardens in piomoling Ihe Churth of England in the Parish of Friem Bamel and in
a wider field the whole missM)n of the Church. pastoral, evang81ic, social and ecumenical. It
is a charitable trust and PCC members are charitable tfustees. All provi%i(ms of charity law
apply to their corporate responsibililies. financial management and decision making.
11 also has the responsibility for overseeiry the maintenance of the Church buildings of St
James in Friern Bamet Lane- which has been licenced for occupation by Ihe Greek Orthodox
Communrtyofst Katherine, Bamet since 2009-and for the proper stewardship of the financial
and other resources of the Church.
The Annual Report, in addits.on to presenting the annual aCr￿u￿15 to the wider Parish prcsvides
the means by which the PCC and Wardens can report on the way they have discharged their
responsibilities lo the Charity Commission, the Churth of England and to the parishioners.
Mindful of their responsibilities and obligations members of the PCC and War(lens completed
Safeguardi￿￿ training and are in the prO￿sS of dra￿ng up several policy documents.
2. Mlnl¥try and Worship
During the ￿Urse of 2023 a total of 73 seNices of various sorts were held in St Johr)'s - 59
Eucharist seNices (sung. solemn and all age). 5 seNices for our local church school and 12
special swwicesloccasional offices.
Rev. Dagmar once again continued to invest time in establishing connections with
parishioners, vthile exploring ways in which St John's Churth con become rT￿re indusive and
embracing of the wider Friem Bamet Cofflmunity. Having adopted an Indusive Church
Slalement in 2022, St John's signed up to the Indusive Church Network in 2023.
Live streaming of Ihe 1 Oam Sunday service has cx)ntinued.
Over the year, Elvin, our Sacristan. has grown a young and enthusk8sti¢ team of servers lo
regularfy a5515t al our SurKlay bwrship.
At the teginning of July St John's welcomed the retired BIs￿P of Tewkesbury lo offiaate at a
confirmation service for 7 young people and tw) adults, and in Octob8r V￿re privileged to
welcome Bishop Dame Sarah to lead our Dedicatson Festival.
3. The Yoar In Briof
The parish electoral f￿1 was presented with a total of 184 parishionefs during the APCM on
2111 May 2023.
Attendance at the weekly Sunday services gradually in¢￿ased thjring 2023 - the average
number of people atterKling church in person on a usual Sunday rose to 73 {62 over 16yTS
and 11 under 16yTS). Junior Church was held regularly tsyice eath month and a monthly All
Age Eucharist was held. usually on the last Sunday of the month.
A Communion Survey was Conducted in the Spn'ro to gauge how the congregation felt about
the communion arrangements. Of the 55 responses a majority of 31 indicated that they

wanted to continue lo receive the intincted, consecrated bread from the Rector. 10 people
indicated a preference lo retum lo the way things had been done prior to the Covid Pandamic,
whilst 12 indicated that they did rK)I f881 strongly either way.
The PCC discussed introduang lo children and it was agreed that occasional All
A98 Parish Worship would be held as an indusr¥e family service with communion for all ages
following ColE guiddines and an earli8r BCP Eucharist.
The Lent discussion course was based upon chapters from the Book of Lamentatk)n.
In May St John's hosled the Diocesan Common Fund Meeting after thich the PCC approved
a 4.5% increase in the Parish Common Fund contributi1￿.
The lQng's Coronation was celebrat8d al the beginning of May %wlh fun and games at the
Scout Hul, and th8 Parish ran a stsll at the Sl John's School Summer Fayre splitting th6
mC￿leSt amount raised between the s¢lMJ)l and Sl John's. The Rector also held a late summer
Garden Party al Ihe R￿tOry.
In the Autumn the Parish hosted a FKesentation by our own 8ary Hall folbwng th8 publication
of his book The Palace of Westminsler: Faf(h. Art and Architecture. We also launched a
monthly Drop in Café in St John's on sa￿rdaY momings. after the first of the Month Church
cleaning session. It has been a bit of a slow start, but we are FK)peful that interest will improve
in the summer months when we can move lables outside and we can be a more wsible
presence outsid8 the Church building.
Not all initiatives were successful and the plans for a wee￿Y aftei sthool dub did r￿t convert
into praclice due to lack of volunteers.
Individuals were encouraged to hold their own fund-fdising events to support Christian
week and over £1000 vms raised. Also at various wnts during the year collections were held
for items for the St Paul's New Southgate Food bank.
Christmas saw the return of a Chrislingle SeNce after many years, as well as a mu
increased attendance al the Crib Service and m￿￿nIght Mas5 on Christmas Eve. paruy due to
Su￿sSfUl advertising of the Christmas Service5 in the roads and stree15 adjacent to the
church.
Music and Ck)ir
Music rwnains an importarnt part of the worship at St John'5 and the choir continues to play a
crucial role in supwting the servilxs. Viv Belos joined the team as Assistsnl Director of
Music in the Autumn to rehearse the choir in the run up to the busy Chrislrnas season. and a
Youth Band was formed which has grovm in confidence aTrJ r￿W regularly swells the music in
the monthlyAII Age Eutharist.
Communit
and Out￿a¢h
Tea and Coffee after the Sunday momiThJ servw c4)ntinue to provide members of Ihe
congregation with an opportunity to Catch up and chat wth each other and to welcome new
members and guests.
The Mice monthly Lunch Club. vthith provKJes us ￿ryth an opportunity to engage wth Ihe wider
community of Friem 8ameL goe5 from strength to st￿ngth and the opening of a Drop in Café

in the church on the fitst Salurday of the m(￿th will hopofvlly enable us to welcome ev8n more
pe0F￿e into St John's.
During temi time a lively Pansh Plajgroup meets in th8 Parish Centre once a week as well as
a local Youlh Group on a Friday evening. Indeed. the Parish Centre Halls are used by variou5
community groups and the church building its8lf provides a popular venue for local choral
groups and orchestras.
We value our dose relationship wth St John's pn'mary sthod and hope that this will continue
to flourish and grow strower in the years ahead. Rev. Dagmar leads weekly assemblies in
school and occasional services in churth eath term. Grydham Gunn ro16red al the end of 2023
and. when she carne lo St John's in Octoter. Bishop Dame Sarah present8d him wlh Ihe St
Mellilus Medal in recognition of his 44 years of teaching and 21 years as Head of St John's.
Children from Years 3 arKI 6 regularfy help out at both the Parish Playgroup and the Lunch
Club and we look fO￿ard lo working wlh the new Head lo strengthen the links between the
two organisations and encourage greater wticipation in church life.
Church Buildin
& Parish Centr
The ongoing maintenance work on the lower roof of St John's continued lo lake up much time
and money. Attention moved from the North and East side to the Southside roof whe￿, in
addition lo the replacement of rollen timber5 and ti￿s, the buttresses were repointed.
Fortunately. the damage lo the Sou1h￿de roof was not as extensive as ih81 on the Northside.
Additional roof maintenance work was carried out on the Parish Centre which celebrated ils
30th birthday in the Aulumn.
The urgent electrical and lighting ¥epairs Identifi￿ in the 2022 electrical survey were
¢ompleled. along with ￿placement lights in the Parish Centre.
Unfortunately, Ihe
comprehensive maintenance plan for both St John's and the Parish cent￿ scheduled for 2023
had to be deferred to 2024 as we strwgle to find volunteers for the Fabric Committee. The
Wardens and Rector took the kad in overseeing the ne￿SSary comprehensive ￿furbIShMent
of 2 Hatley Close On￿ the property became vacant in ts Autumn.
The maintenance and upkeep of the fabric of the Church and th8 Parish Centre are essent￿al
not only as they are the hub of parish actNities. but with Halley CkJse, Ihey are vital revenue
generating Sources of income for the Parish. The r&generalion of the Fabric Committee will
Iherefwe be an essential task for 2024.
4. Flnancl•l R8vl8w
As in previous yews the Parish Accounts and Financial Statements have been produced on
Receipts and PayTnents basis (R&P).
We remain indebted to Andy Beal wtho, desplte having moved to Kent in December 2020.
remains Treasurer. Hi8 work pulling tCQ8ther the Parish Acojunts is much appreciated.
Despite the increased costs associaled V•ith wnnirvJ the Church and Parish Centre - th8 Cost
of lighb'ng arKI heating both buiithngs rose cOns￿arablY in 2023. and there was a SI￿ht fall in

income from planne(I giving and cash receipts from the weekly collection- we ended the y8ar
wb(h a slight surplus.
The most signrficant event as far as the Parish Finances were CA)ncemed vrds lh8 successful
awication to the London Dhxesan Fund {LOF) for a grantlloan to assist with the South side
roof works and electrical repairs. The LDF reimbursed the Parish for the rcof ￿t)rkS wth a
grant of £12,129.50 and a matc*ing loan of £12.129.5. The loan is non-interesl bearing but,
as from August 2024. must be repaid at the rale of £800 per month. A further tranche of
£15,741 ￿MaInS available (again in the forn of a grant arxl maiching loan) to cover the
electrical works, but this must be drawn down before the end of July 2024. The Parish Is
gralefijl to the LDF for the generous assistsnce they have given us.
Due to the increased (x)st of lighting and I￿alIng. the h1￿ fees for both St John's and the
Parfsh Centre were reviewed and increased during the year. The objecl was to try to strike a
balance between ensuring that we don't operate al a loss, but at the same time don't alienate
our regular hirers.
Whilst inixjme receipts were slighuy doym on Budget expectati(x)s de5PIt8 the increase in St
John's running costs, the expenditure against the Budget was also generally down. We failed
to recruit a Parish Administrator or spend as much as we anticipated on Parish Actsvities.
Whilst this may mean we have avoided a deficit, It also m8ant that the Rector and Wardens
probably spent too much time dealing with administration and nol enough time on outreach
activities.
5. R•s•rv?s Pollcy
The PCC continued Its polK4 of mainlaining a balance of around £35.000 of unrestricted funds
- the equivalenl of around three months operating costs. This is held to smooth out fluciualions
cash flow arKI as a contingency against emergenaes.
11 has also maintained its polw to sel a&de fvnds for Ihe future maintenance of its prop8rties.
However, whilst it has nol been deemed necessary to assrgn addilional monies lo the Rectory
Redecoration Fund, it was realised during the Autumn of 2023 that $ignffi¢anl renovation and
redecoration costs needed to be exFeThJed on Hauey Cbse. 11 is anticipa18d that these wll
b8 dawed back from the increased rent which will be ac*ieved once the works are completed.
Once again, the Rectorfs DiscretK)nary Fund vras used litle in the year, so no top up was
required.
Parish funds are held by CAF Bank in a ujrrent accounl (CAF Cash) and in a linked deposit
account (CAF Gold). Other monies a￿ held on deposit wth CCLA in th8 C8F Church of
England D8POSit Fund and CBF Income Shares.
6. Strucluro. Governancg and Management
The method of appThntment of PCC members ig set out in the Church Represenlalion Rules.
Al Church attendees are encouraged to register on the Electoral Rdl and where appropriate
lo stand for election lo the PCC at the APCM. The PCC normafiy meets once every two
months with the Standing Committee meeting in be1v￿n to (bnduct essential business as
and when necessary.

In previous years, in addition to the Stsnding Committee. the Parish had a Fabric Committee
attending lo the stewardship of all thurch buiklings and Iheir mainlenance. a Social Committee
which attended to matters which support and pr￿QleS the social lrfe of the Parish. a Fund
Raising Committee to assist with raising money to support ￿th Charity and Parish projects
and th8 Parish Centre Management Committee looking aft8r thé day-t￿aY managèment of
the Parish Centre, ils maintenan￿. upkeep and the management of its 8Xt8rnal hires. Whilst
the committees themselves have all but vanished the work Ihey carried out has been left in
the hands of one ￿ two people, to whom we are very grateful.
Govemance
The PCC is govemed by Fmeces of Churth of England legislation".
The Parochial Church Councils (Powers) Measure 1956 as amended 1.the 1956

The Parish Govemance fvlxlel Rules (Part 9) contained in the Church
Represenlalion and Minisiers Measure 2019, Church Represenlation Rules 2022.
Safeguarding
The PCC confirrns that il has complied the duty under section 5 of the Safeguarding and
Clergy Disupline Measure 2016 {duty lo have regard to Pkjuse of Bishops. guidance on
safeguarding thildren and vulnerable adults).
Public Ben8fit
The Trustees IPCC members) confirm Ihal in accordance with secti￿ 17 of the Charities Act
2011. they have referred lo the Charity Comrnission's general guidance on public benefit when
reviewing the Charity's aims and objectwes and in pkqnning their future activities.
