Reference and Administrative information

St John the Evangelist Church is situated on Friern Barnet Road and St James’ Church is situated on Friern Barnet Lane. The Parish is part of the Diocese of London within the Church of England. The correspondence address for both churches is St John’s Parish Centre, Friern Barnet Road, London, N11 3BS.

The Parochial Church Council (“the PCC”) is a charity registered with the Charity Commission under the registration number 1133984.

The financial statements are prepared in accordance with the policies set out in Note 1.

1. Objectives and activities

The PCC has the responsibility of co-operating with the incumbent, supporting clergy and the Churchwardens, in promoting the Church of England in the Parish of Friern Barnet and in a wider field the whole mission of the Church, pastoral, evangelic, social and ecumenical. It also has the responsibility for overseeing the maintenance of the Church buildings of St James in Friern Barnet Lane (including the Jubilee Room) - which is now leased by the Greek Orthodox Community of St Katherine, Barnet under a twenty-year license - and for carrying out maintenance at St John the Evangelist in Friern Barnet Road (including the Parish Centre) and for the proper stewardship of the financial and other resources of the Church.

2. Ministry and worship

Ministry and worship in its traditional form at St John the Evangelist was impacted by the following events during the year 2021.

Worship continued in the form of a combined online and in person Sunday service, initially broadcast with Zoom, and later streamed to YouTube. The single Sunday service was supported by a continued ministry of care and support delivered through a parish WhatsApp group, phone calls and socially distanced visits when permitted to do so.

Father Benjamin Rutt-Field and Father Guy Pope continued to offer huge support through celebration of the Sunday Eucharists, right up to early September when our new rector started in post.

While it was a challenging period it was also one of great joy. The ability to celebrate some services back at St John’s, including welcoming our new rector with a lovely induction service on 8[th] September 2021, were special moments for us for in 2021.

3. Achievements and performance

Church Attendance

The parish electoral roll was presented with a total of 184 parishioners during the APCM on 9[th] May 2021. This was slightly up from 180 the previous year.

Church attendance in 2021 continued with online services for the first few months of the year. In person services were resumed from May 2021, when easing of restrictions allowed for it, and once the technology was in place to support combined in person and live streaming.

Eucharist celebrations were held at 10am each Sunday. Additional services were introduced during the Advent and Christmas period. A family eucharist was held each month which involved children taking part in the readings and prayers.

We saw about half of the congregation return to church, and we also noticed a drop in the online attendance too, after the switch from the more interactive Zoom to the YouTube live stream. Over time, the attendance numbers did slowly increase but nowhere near the pre-pandemic volume.

The absence of a creche for the children and the delayed return of junior church in 2021 are possible factors which impacted on the return of families to church.

There was a strong drive by some members of the congregation to encourage other families and children back into church, but it became clear fairly quickly that it was to be a slow and steady journey.

Review of the year

The year 2021 began very similar to how 2020 ended, with tight restrictions in place as a result of the increased number of Covid-19 cases during the Christmas holiday and New Year celebrations.

In February we were unpleasantly surprised by flooding at the rectory caused by a burst waterpipe. Significant repairs were required, which delayed welcoming our new rector in to post.

March brought good news with it as we progressed with the interview process and offered the position of Friern Barnet Rector to Rev Dagmar Wilkinson.

By April we were making plans to support a return to singing at church but with a very limited choir.

In May we welcomed some members of the congregation back into church on a scheduled basis.

In June, we started a long-awaited project to overhaul the drainage system and reduce the impact of water damage to the church building. This was phase 1 of a 2-phase project, to carry out repairs to the church building. Christian Pinnigar, a member of parish, played a vital role in making this possible.

The summer months saw us refine technology to improve the combined in person and online experience during services. The donation of a Mevo live streaming camera saw us move completely away from Zoom to YouTube.

Sadly, some precious members of the congregation were lost along the way. They included Peter Woodhouse and Stella Watts.

During the month of August, planning and preparations were in full swing for the induction service of Rev Dagmar.

August also saw St John’s conduct the first wedding since the start of the pandemic. The wedding of Lucy and Scott was long overdue… it had been cancelled several times due to the pandemic restrictions.

In September, the parish was able to witness history, in person and online, as a beautiful evening induction service welcomed Rev Dagmar to the parish. The evening was full of dignitaries, clergy, school staff, old friends, new friends, and music delivered by a professional choir.

Rev Dagmar hit the ground running by conducting a wedding a couple of days after her induction.

Junior Church was restarted in September, but volunteer support was very limited. It did encourage a few more families back into church though. Lunch club activities also resumed in the parish centre shortly after.

September celebrations were quickly brought to a halt by the sudden death of our recently appointed Treasurer, Jonathan James. The parish mourned the loss of Jonathan and came together to support Elizabeth James (Jonathan’s mum), Tangea (Jonathan’s wife) and the family.

In October we bid Jonathan farewell with a lovely service held for him at St John’s. This was followed by several activities to raise money for church repairs in his memory.

Rev Dagmar got straight into making positive impressions by working through the electoral roll and visiting with parishioners. And to familiarise herself with the parish, she took up the challenge of running the parish boundaries to raise much needed funds for the lower roof project.

The advent season in November brought with it some excitement as we planned for the Christmas services and setting up of the crib. However, it was hard to ignore the rising cases of Covid-19 and the new variants, which did eventually see us scale back our services during the Christmas season. On the plus side, it did lead to us having our first ever carol service outdoors in the church carpark.

The first of three phases of repair work on the lower roof commenced in December 2021.

i. Music & Choir

The choir was integral in getting things back to normal at St John’s. Kelvin, our music director, worked with the wardens to find the right balance between music in church and music online. For most services the choir had two to three members on microphone.

With live singing there was no need for pre-recorded material, except for a couple of services during Christmas when we scaled back over covid concerns.

There is much work to be done to re-build the choir in 2022, after some key members moved away from the parish in 2020.

ii. Community Support & Services

While the Sunday morning tea and coffee catch up and the bi-weekly lunch club activities did resume, supporting some face-to-face interactions and rebuilding of paused friendships and support structures… limited volunteers did impact ability to engage with and support this.

This is another area of focus for 2022.

The WhatsApp group was still used to share, prayers, support and encouragement from time to time.

iii. Outreach

In 2021, the parish continued to support Food Bank collections for Muswell Hill, with physical items brought during church services and online donations by those who couldn’t attend church.

In the lead up to Christmas, Joyce Brand initiated the Operation Christmas Child campaign, where members of the congregation were able to support with made up shoeboxes filled with presents for less fortunate children and families.

The challenges of the last year took focus and commitment away from our link parish church St George’s Beira, Mozambique. This is something the PCC needs to revisit in 2022.

iv. St John’s School

The absence of a rector continued to impact the relationship with St John’s School, even more so after Ed Newman stood down as Church Warden.

St John’s church was pleased to organize the Year 6 leaving service for the school in July… but the service was delayed until September due to the impact of Covid-19.

Rev Dagmar has made it a priority to rebuild the relationship with the school.

v. Deanery Synod

The PCC continued to ensure through APCM elections that there is parish representation on the Deanery Synod.

vi. Talks, Presentations & Publications

In 2021, efforts of the leadership team continued to focus on the wellbeing of the congregation and the parish as a whole. The parish WhatsApp group continued to provide a platform for sharing and caring, but activity in 2021 was noticeably less than it was in 2020. From time-to-time individuals facing challenges shared them on the group, asking for prayers and support of others. The sermons of

Father Ben and Father Guy continued to relate to ongoing events and challenges, helping to focus and comfort hearts and minds.

vii. Parish Life & Volunteers

The return to church was a slow process. Covid was still very much with us, creating an element of uncertainty.

The parish patiently waited for the arrival of Rev Dagmar with growing enthusiasm, but it wasn’t enough to return us to the pre-pandemic attendance numbers. The reduction in numbers meant a shortage of volunteers, and therefore a limit to the parish activities we could support.

The pandemic it seems had introduced a new way of doings things… a greater reliance on technology. The tables had turned… products and services were being brought to people and not the other way around. Going to church instead of having church delivered to individual homes will take some getting used… it might even involve a re-learning exercise.

viii. Church Building & Parish Centre

The church building appeared to be more fragile in 2021, showing signs of ageing and throwing up several electrical issues.

We were able to start some of the long-awaited maintenance projects. The drainage system was overhauled, and a section of the lower roof tiles were replaced.

The unsteady income stream from the church and the parish centre hires plus the reduced attendance at church meant a smaller spending pot for maintenance projects. This triggered some fund-raising activities to support the maintenance of the church building.

General maintenance activities were carried out during the year and the radiators in the parish centre were overhauled.

We anticipate significant expenditure between both St John’s church and the parish centre in 2022 but we are also looking forward to increased use of both as a community hub for the parish of Friern Barnet.

ix. Safeguarding

The PCC reviews and updates its safeguarding statement and policy, as required, each year. The last review and update was carried out during the 2021 APCM.

The PCC confirms that it has complied with the duty under section 5 of the Safeguarding and Clergy Discipline Measure 2016 (duty to have regard to House of Bishops’ guidance on safeguarding children and vulnerable adults).

2021 saw us lose key significant safeguarding officers with little notice.

2022 will require a refocus and review by the PCC as a priority.

4. Financial Review

We continue to produce Receipts and Payments accounts (R&P)

Cash funds decreased in 2021 from £129,978 to £104,939.

The decrease is due to the following…

For the year, payments exceed income by some £25k and a transfer was made from undesignated bequest money to general funds.

We agreed to maintain our Common Fund payments at 92% of the full costs of having a priest in a parish (stipend, training, pension, housing, Diocese).

The Constance Piper Fund has continued to be used for the maintenance of the Garden of Remembrance at St James.

5. Reserves Policy

It is PCC policy to try to maintain a balance on unrestricted funds which equates to at least three months unrestricted payments. This is equivalent to £35,000. It is held to smooth out fluctuations in cash flow and to meet emergencies. The cash balance of £67,665.00 held on unrestricted (including designated) funds at the year end, together with the amounts payable to and by the PCC, meets this target.

It is the policy of the PCC to set aside funds for the future maintenance of its properties. The current fund level is deemed sufficient therefore no additional funds have been transferred to the Rectory Redecoration Fund for additional renovation and redecoration costs.

The Rector’s Discretionary Fund was used very little during the year, so no top up has been made.

Money for normal expenses is held in the CAF Bank current account (CAF Cash) and the linked deposit account (CAF Gold). Other monies are held on deposit with CCLA in the CBF Church of England Deposit Fund and CBF Income Shares.

6. Structure, Governance and Management

After St James’s Church was leased to the Greek Orthodox Church, St John the Evangelist officially became the parish church as of October 1[st] , 2011. St James’s is now a chapel of ease.

The method of appointment of PCC members is set out in the Church Representation Rules. All Church attendees are encouraged to register on the Electoral Roll and stand for election to the PCC at the APCM which is normally held each spring. The PCC normally meets once every two months, with the Standing Committee meeting in the intervening months. In addition, the PCC’s sub committees met throughout the year.

Standing Committee:

This is the only committee required by law. It has power to transact the business of the PCC between its meetings, subject to any directions given by the Council.

Fabric Committee:

Attends to matters relating to the stewardship of the plant, including all church buildings and their maintenance, St James’ churchyard, the internal decoration of the Rectory and the parish owned freehold house at 2 Hatley Close.

Due to delays with the lower roof and drainage projects and absence of volunteers in 2021, the fabric committee did not meet as it has done in previous years.

Social Committee:

Attends to matters which support and promote the social life of the parish. The main focus of this committee is to organise, cater and provide refreshment at parish social events which promote Christian fellowship including the Lunch Club, Lent Lunches, parish breakfasts, ~~and~~ coffee on Sunday mornings, celebratory lunches and refreshments after many major services.

Fund Raising Committee:

This committee did not meet in 2021.

Parish Centre Management Committee:

The Parish Centre Management Committee attends to matters relating to the day-to-day management of the parish centre; maintenance, upkeep and the use of the facilities, which incorporates use by the Parish as well as external hires.

The PCC is governed by two pieces of Church of England legislation, called Measures. These are:

The Trustees confirm that in accordance with section 17 of the Charities Act 2011, they have referred to the Charity Commission’s general guidance on public benefit when reviewing the Charity’s aims and objectives and in planning their future activities.

7. Vacancy Process in 2021

Our vacancy process concluded in March 2021, when Rev Dagmar Wilkinson was offered the post of Rector of Friern Barnet.

As part of our Passion Sunday notices, the wardens introduced Rev Dagmar to the congregation of St John’s Church.

Rev Dagmar’s induction service was delayed by several months due to the significant repairs needed at the rectory following the flooding back in February 2021.

Rev Dagmar took over as Rector of Friern Barnet on the 8[th] of September 2021.

We are truly grateful to Father Benjamin Rutt-Field and Father Guy Pope for their support right up to Rev Dagmar’s induction.

We are also very grateful to the Bishop Rob Wickham of Edmonton, Archdeacon John Hawkins of Hampstead, Area Dean Julie Gittoes of Barnet and Patron Rev’d James Milne of St Paul’s Cathedral, for their support during the recruitment process in 2021.

I report to the charity trustees on my examination of the accounts of the charity for the year ended 31 December 2021, which are set out on pages 12 to 15.

Responsibilities and basis of report

As the charity’s trustees you are responsible for the preparation of the accounts in accordance with the requirements of the Charities Act 2011 (‘the Act’).

I report in respect of my examination of the charity’s accounts carried out under section 145 of the Act and in carrying out my examination I have followed all the applicable Directions given by the Charity Commission under section 145(5)(b) of the Act.

Independent examiner’s statement

I have completed my examination. I confirm that no material matters have come to my attention in connection with the examination giving me cause to believe that in any material respect:

  1. accounting records were not kept in respect of the charity as required by section 130 of the Act; or

  2. the accounts do not accord with those records

The PCC members are considered the key management personnel of the church. No remuneration was paid directly to key management personnel, although the church contributes to the diocesan fund and the incumbent, who has overall responsibility for promoting the whole mission of the church, is remunerated directly by the Diocese. Income from donations includes £7,790 (2020 £6,900) received from PCC members.
