It also has maintenance responsibilities for the church of St Michael and All Angels, Cosby and for the Bunning Memorial Hall, Main Street, Cosby. ## **MEMBERSHIP** Members of the P.C.C. are either ex-officio or elected at the Annual Parochial Church Meeting in accordance with the Church Representation Rules. Treasurer Mrs Joy Franklin Mrs Winifred Furborough Mrs Jean Graham** *** In accordance with the Resolution passed at the Annual Parochial Church Meeting 2008 Parochial Church Members are elected on a three year cycle.** *** Lay Reader, Mr Eric Leese, did not wish to serve on the P.C.C.** ## **COMMITTEES** The P.C.C. operates through a number of committees and teams which meet as required between full meetings of the P.C.C. All recommendations from such committees are decided by the P.C.C. **Standing Committee** : This is the only committee required by law. It has power to transact the business of the P.C.C. between its meetings, subject to any directions given by the Council. **Finance and Property Committee:** This committee oversee the general financial dimension of the work of St. Michael and All Angels by monitoring income and expenditure, budgeting and regularly reviewing all matters relating to finance. It also oversees matters relating to the stewardship of plant, such as the Church and the Bunning Memorial Hall, and the fabric of both buildings, although much of this work is undertaken under the direction of the Churchwardens. **Pastoral Concerns:** As evident from the report, many members of the congregation did a wonderful job pastorally to ensure those in need were contacted during the pandemic by phone calls and the taking round of gifts from the church when it was appropriate to do so. **Baptism, Wedding and Funeral Policies** were reviewed and adopted by P.C.C.. Changes were made to the Marriage and Funeral policies to cover streaming and recording of the services. Wedding and Funeral fees were reviewed and non-statutory charges revised. Marriage registration requirements changed in May 2021 with Register offices now responsible for the registration of marriages and issuing of certificates. Our registers and certificate books were deposited – the registers have been closed and we were able to keep one copy for research purposes. **Health and Safety Policy** was updated in November to amend or include safeguarding, manual handling and location of defibrillators. **Safeguarding Policy** is covered at every PCC meeting and reviewed and updated annually in line with guidance from Leicester Diocese. See separate report. **Data Protection** is covered at every PCC meeting and continually reviewed. See separate report. **Mission Team:** this team attends to matters relating to ministry of the church, to the community and to the world, such as ecumenical links, evangelism and the support of mission and relief agencies. These issues, which should be a central priority for all our church, are owned by the whole membership and are regularly considered by the full P.C.C. **Social and Fundraising Committee:** Members of this committee arrange fundraising and social events, such as coffee mornings and supper group. Their hard work catering and organising these events is much appreciated. Money raised is vital towards the costs of running the church. They also organise coffee mornings for charity. ## **CHURCH ATTENDANCE** There were 67 names on the Church Electoral Roll in January 2021. During the year four members on the Roll died – Sylvia Boulter, Elaine Hutton, Brian Symonds and Eileen Winfield. There were no additions and the year ended with 63 names on the Roll. 11 of these persons were not resident within the parish. 2021 was easier church-wise than the previous year. After the third lockdown, the church re-opened on 28[th] March. Attendance Easter - 32, Harvest – 26, Remembrance – 56, Nine Lessons & Carol – 40, Crib Service – 50, Christmas Eve – 38. Of the regular services during the rest of the year, average Sunday attendance was 23 attendees. Wednesday morning **.** Holy Communions attracted an average of 10 attendees Towards the end of the year Memorial Services were held for Eileen Winfield and Mary Hood. A funeral service was held for Revd. Peter Brown. ## **P.C.C. SECRETARY’S REPORT** 2021 started in the same vein as much of 2020, dominated by the Coronavirus and this was the case for much of the year, although the vaccine programme has had a huge impact averting deaths and allowing life to gradual return to normal. The church remained closed until Palm Sunday and was open for the rest of the year for services. Thanks to those who so diligently adhered to all the government and Church of England guidelines to ensure that our church was as safe as possible. It was a great joy that Reverend Stewart Betts was again seconded to us in June (for an indeterminate length of time), travelling from Ashby de la Zouch many times a week to take services, attend meetings and fundraising events at Cosby and Whetstone. He has produced new service booklets for each season of the year. His kindness, care and good humour has helped lift our spirits. Shaped by God Together dominated our thoughts and prayers as we were asked to look at various framework options for the Diocese which would impact us all. We talked about it at the 2021 APCM and fed the results of our discussions and questions back to the Diocese. The outcome will become evident in the years to come. It has been pleasing that services and fundraising events during the second half of the year went well and, although the new Covid variant brought concerns, Christmas services went ahead as planned. We are thankful that the churchwardens do such a great job maintaining so many aspects of church life. We are grateful that a member of the congregation keeps the church and Bunning Hall very clean and the flower arrangers produce beautiful displays. We are pleased to have a Church Magazine (jointly with Whetstone) produced monthly and weekly pew sheets. Parochial Church Council met in March, June, September and November 2021 and Standing Committees preceded all but the March PCC. The Annual Parochial Church Meeting took place in May 2021. **Financial** - New charges for hire of the Bunning Hall were agreed upon. We paid £20,000 to the Diocese for our Parish Contribution which, considering the pandemic, was a good achievement. A detailed breakdown of the church financial situation can be seen on the accompanying financial statement and accounts. ## **FINANCE AND PROPERTY COMMITTEE REPORT FOR 2021** Members of the Committee met on 15[th] November when the Fees, end-of-year Donations and Budget for 2022 were discussed. Their recommendations were considered by the P.C.C. members on 29[th] November and approved. The total fee for a **Wedding in Church** would be £838 but there could be various reductions if certain services were not required. The total fee for a **Funeral Service in Church** would be £354 with deductions if the heating and organ were not required. It should be noted that although there were some annual increases in the figures for weddings and funerals we had been notified that it was not in order to charge £100 for the USE of the organ (for electricity – which must be on at all times – wear and tear and servicing) only the organist, which has resulted in lower total fees for both weddings and funerals in 2022. **Burial in a cemetery or cremation immediately preceding or following on from a service in church** would be £30 (an increase of £1 from 2021). **Burial of Ashes** in the churchyard at another time would attract a fee of £172 (an increase of £6 from 2021). For a **Service only at the crematorium** the fees totalled £206 (an increase of £7 but if a crematorium had fixed different charges those would apply. **Burial Certificate issued at time of burial** £16 (an increase of £1 from 2021). **Funeral Service in Premises belonging to Funeral Director** £206 (an increase of £7 from 2021). **Cremation preceding or following Funeral Service in Premises of Funeral Director** £30 (an increase of £1 from 2021). A new introduction is the fee for a **Memorial Service** and this would be £246 – largely as laid down by the Archbishop’s Council – plus any optional fees. **Donations** have been made to:- Church Missionary Society, Winston’s Wish, Royal British Legion, Kimbilio, Children’s Society, Historic Churches and Rainbows. The **Budget** for 2022 was prepared by Brian Woodcock. We paid £20,000 to the Diocese for our Parish Contribution (formerly Parish Share) which, considering the pandemic, we felt was well achieved. The legacy received from Elaine Hutton was put into the **Garden of Remembrance** fund which we felt was appropriate in view of Elaine’s love of flowers and gardens. We are grateful to Alan Green for his care of the Church Garden and the Garden of Remembrance. Joy Franklin - Chairman ## **CHURCHWARDEN’S REPORT FOR THE YEAR 2021** The Church was in lockdown from January 2021 and remained so until Easter time. However, it didn’t stop the usual Safety Checks being carried out and bills being paid! Everything in both the Bunning Hall and the Church were given the various certificates of safety. The roof alarm was tested and was in good order. The church clock developed a problem early on in the year and Time Assured repaired a “broken hammer”. Meanwhile, in the Bunning Hall the dishwasher had a “flooding problem” and the fridge died! The problems have been fixed and a new fridge installed. This was purchased by donations from Hall users. Classes and Groups gradually returned but some participants remained wary of group meetings. In both Church and Hall large sanitising units were installed and mask wearing / social spacing signage placed in noticeable areas. A register has also been maintained. Risk assessments have been kept in order. Towards the end of the year bookings for children’s parties in the Hall increased. Church Services were carried out on-line and Booklets for the period of Lent were distributed in both Whetstone and Cosby. Grateful thanks must go to Eric Leese for instigating this. The booklets were very well received. Mothering Sunday was celebrated with four members of the congregation walking around Cosby and distributing over 60 bunches of daffodils to the various church members and local people. In June we received notification that the Rev. Stewart Betts would be returning to the Cosby and Whetstone churches for the foreseeable future. We were all very pleased about this and on June 21 various restrictions were lifted and Church reopened. Singing was not allowed in the services. St. Michael’s Church took part in the Cosby Yarn Bomb and retold the story of Jacobs Ladder. Over 140 story and activity sheets were printed out and removed from the front of church by families and visitors. Ride and Stride took place with our very fit and enthusiastic walkers participating in raising funds for the church and Fun Day was enjoyed by all. Many compliments were received and appreciation that it was a “free” event. Donations were eagerly given! Christmas service of Lessons and Carols was held in darkness with candle-light in the aisles and the choir singing. Christmas Eve Communion was celebrated at the earlier time of 7.30pm. It was felt that a degree of normality was returning. On behalf of the churchwardens, I would like to thank the Rev. Stewart Betts for his enthusiasm and diligence in participating in the life of our Church. Thanks also must go to everyone who has supported St. Michaels during the interregnum and to those who enable the church run as smoothly as it does. Sue Lee, Linda Stevenson, Chris Newton ## **DEANERY SYNOD REPORT 2021.** These have continued to take place online, although the last one was in October 2021. The two main subjects given by the speakers were an introduction to ‘Shaped by God’ last March and a talk about ‘The Tree of Life’ in October. The meetings have been short but informative, although the use of online facilities did not deliver in quite the usual way, sometimes due to technical hitches but face-to-face interaction would have been preferable. No date has yet been set for the first meeting of 2022. J Janice Wyllie ## **SAFEGUARDING REPORT 2021** The policies were updated in November and a short action plan has been drawn up. The main points on this are to: • Renew any DBS as necessary, the new rules stating that this should be done every three years. • Distribute the updated policies to hirers of the church premises if necessary • Display the policy statement in the church and have a hard copy of the latest Safeguarding Policy available (in the green folder) The Safeguarding Co-ordinator attended an on-line conference last year, the main item on the agenda being an introduction to predatory marriage, with reference to Vulnerable Adults. None of the DBS checks can be done until the parish has a new Lead Recruiter. This may not be possible until the interregnum ends. Jan Wyllie ## **DATA PROTECTION REPORT 2021** The General Data Protection Regulation (GDPR) has now replaced the previous law on data protection and gives individuals more rights and protection in how their personal data is used.. Churches must comply with its requirements. Cosby Church has a Data Privacy Notice and a Data Collection Form. As new contacts come our way, they are given a copy of the documents and are able indicate whether they wish to grant consent to their personal data being held, and if they are willing for us to hold their details and how they would like to be contacted. ## **MISSION AND EVANGELISM REPORT 2021** After a break because of the Covid situation, we were pleased to be able to run the Family Funday once more in September and yet again it was another successful afternoon. The sunshine helped. We again were very fortunate to have Richard the Juggler and he encouraged both children and adults to learn his skills which were enjoyed by all. The craft tables were kept busy all afternoon with jewellery making, making lighthouses that when lit up showed Jesus as Light of the World, the ever-popular decorating biscuits, Eric brought some moths so that they could be seen close up and also learn more about them. Of course, a Funday could not be held without the printing of the teeshirts of which 60 were printed. It was interesting to hear some of the teenagers who came, can remember doing them when they were a lot younger. During the afternoon leaflets were handed out telling the parents about the upcoming important services in Church and also a card was handed out giving the dates when Messy Church would be held. The afternoon was also enjoyed with some refreshments, but, of course in the field the ever popular bouncy castle which was enjoyed by all ages. This event is always a happy time when we meet not only the regular people but also new families some only just having moved into the village. This event helps to connect new families just like we have made new connections with families who come to Messy Church. ## **MOTHERS’ UNION REPORT 2021** Cosby Mothers' Union started again in September 2021 and our first speaker was Shirley Kendall who spoke about friendship. October Martin Stevenson gave us a look back at holidays in the past. We had a musical afternoon in November a variety of music was heard from Andrea Bocelli to Bob Dylan. We decided to hold our Christmas Carol Service in The Bunning Hall rather than in church, Martin led the service and visitors from Countesthorpe came and our Diocese leader Beth Rogers attended. £25 was raised and it was agreed to donate the money to Mothers' Union Away from It All Holidays, a Mothers' Union project that allows families to have a holiday who otherwise would not be able to have one. Our AGM in February was followed by Shirley Kendall giving us another one of her many interesting talks. Bearing in mind that Covid restrictions may be re-instated at any time we are not booking speakers more than a month at a time. Sadly, during the last two years we have lost some lovely members and there are not as many members that are able to attend the meetings, but we continue to get together and give support to one another. ## **PASTORAL REPORT 2021** During 2021 we sent out our usual Easter and Christmas cards and at Harvest time we gave gifts to people who are housebound, ill or who have been bereaved. The packets and tins we received went to the Lutterworth Food Bank. At Christmas we continued to collect toys for children and gift sets for teenagers, for the Salvation Army toy collection with the help of the Dixie Grammar School. This enables children in Leicester to have a toy or gift set who would not get a gift without our help. Apparently, the Salvation Army are helping over 200 families. We had our first Baptisms since lockdown and it was nice to welcome families back into church to have their children baptised. We continued to give out a Bible to all children who get baptised. We would like to hear about people or families who need help in any way, so we can possibly make a visit or send a card. If you do hear of anyone please let someone know. We were able to offer a lift to people who needed a lift to church or appointments and we also were able to offer people meals who needed a bit of extra help. Thank you to all people who through 2021 went on one or more of the many rotas. ## **MESSY CHURCH REPORT 2021** Messy Church resumed in October 2021 after a gap of 18 months and, of course, two school years had elapsed so there were new children and their parents to meet. This session we told the story of Jacob’s Ladder. The children had seen the brilliant, knitted scenes outside the churches at the Yarn Bomb and the Jacob’s Ladder displayed outside Cosby Church was there. In November, Hazel Tingle told the Parable of the Lost Coin. There were crafts and cookery at each session with a hot meal for all to share. We hope that the children and their parents find the sessions relaxing and enjoyable and know that God loves us all. Sharon Dilley from Cosby Methodist Church joined us as a helper and we are very pleased to have so many willing volunteers representing Cosby Churches Together. As well as advertising Messy Church in Cosby News and on Spotted Cosby, we have improved our communication with parents by emailing them details of each session. Hilary Cooper ## **SOCIAL COMMITTEE REPORT 2021** It was with much caution before we did any fundraising in 2021. But what we did do we were very pleased with the support we had. In May, we had two Saturday mornings with stalls outside the Church. We had plants, cakes and a raffle at the first one. Then we had books, puzzles and Jean’s treasures and a raffle at the second one. We were blessed that the sun shone both weeks. We had a covid-safe one-way system which worked fairly well. Then, in August, we joined in with the Yarn Bomb with each church fundraising one week-end each and then a joint week-end where we did Ploughman’s lunches. For our week-end we did a BBQ outside the Bunning Hall over lunch time, with tea and coffee. Then in the afternoon at church we did tea/coffee, a cake stall, Jean’s treasures and a raffle. In November, we had our Christmas Fayre with stalls, games and a raffle. We served refreshments and bacon cobs. There was also a craft table for children. It was the Saturday when it snowed and we were surprised that so many people popped in. We may not have done as much as usual but we raised about £1,700 which we were “over the moon” with. There are plans afoot for 2022. Alison would like to thank all the committee for their support and help. Also, a mention to Norma Corby and Angie Davis who help in the kitchen. Of course, we would not raise any money if the people in church and in the village didn’t come along and support us, so, many thanks to them too. Alison Norman ## **BELLRINGERS’ REPORT 2021** There is very little to report, unfortunately. Since the first Covid lockdown in 2020 we have not been having practice nights, obviously to start with because of lockdown and now we do not have enough ringers. Several of our ringers circumstances have changed over the last couple of years leaving us short of ringers and at the moment we are not in a position to welcome new recruits. We have managed to ring for a couple of weddings and will continue to do so, and also for special services where possible. Hopefully, as things start returning to normal we will be able to resume ringing again before too long, if we can encourage some more old or new ringers to return.
