REPORT OF THE TRUSTEES FOR THE YEAR ENDED 31 DECEMBER 2025
Aims and purpose
St Chad's Parochial Church Council (PCC) has responsibility of working with the clergy of the Saddleworth Team Ministry in promoting the ecclesiastical parish, the whole mission of the Church, pastoral, evangelistic, social and ecumenical.
The PCC is also specifically responsible for the maintenance of the Church, the Kilngreen Mission and the Parish Centre.
Objectives and Activities
The PCC is committed to enabling as many people as possible to worship within our parish in different settings, with the provision of different types of services, and at different times of the week.

We try to enable people of the parish to live out their faith as part of our community through:

Worship and prayer; learning about the Gospel; and developing their knowledge and trust in Jesus.

Provision of pastoral care for people living in the parish.

Missionary and outreach work.
Achievements and Performance
We have been without a Team Rector for all of 2025, and a recruitment exercise was unsuccessful in finding a replacement.
Revd. Sachin Awale, the Team Vicar, has been active in the parish and across the Team all year, but particularly since Revd. Canon Sharon's departure, and our thanks go to him for his leadership.
We would also wish to record our thanks to all the Team clergy who have helped us to maintain our patterns of worship, particularly Revd. Hilary Edgerton at Kilngreen.
1 People

The PCC met regularly through 2025, along with the Standing Committee and other sub-committees. The use of technology to enable some members of the PCC or committees to attend remotely whilst others attended in person has enabled a more active participation in meetings by many.

Tim Edge and Ruth Broadhurst were appointed Churchwardens at the Meeting of Parishioners in May 2025. Our thanks go to Peter Greenhalgh the outgoing Churchwarden.

Debbie McCabe was re-appointed Assistant Warden at St Chad's. There remain vacancies for Assistant Wardens at Kilngreen and the Parish Centre.

Maggie Dobb did not seek re-election to the PCC at the APCM. Lindsay Greenhalgh resigned as a Deanery Synod Rep in July 2025 leaving a Casual Vacancy which was not filled. Our thanks go to them for their valued work.

Cathie Legg was elected to the PCC at the APCM. Nina Brannan and Debbie McCabe resigned and were re-elected to balance the numbers retiring at the end of each year.

Debbie Wright resigned as Safeguarding Officer in May 2025, and Rebecca Wood was elected to that post.

Dr Eileen Bentley retired as organist at St Chad's in July 2025; our thanks go to her for her expertise and years of service. Hilary Henderson and Mike Hindson have taken on her role.

Our sincere thanks go to all those who have been involved, as volunteers, in the maintenance of our buildings and churchyards, in the preparation for acts of worship and during services. Your time, freely given, is invaluable and greatly appreciated.
2 Our Worship and Faith Journeys
Our established patterns of worship have continued throughout the year, with regular services at all three centres. There have been regular joint services with Uppermill Methodists throughout the year.
The Congregation at Kilngreen have held several services in the community with a focus on New Year and Harvest. The Café Church meets monthly in the Parish Centre.
The Vision and Worship Group meet regularly to plan worship and the way ahead.
Churches Together in Saddleworth have organised several community events and courses open to all in the area.

3 Mission and Communities in a church for a different world
During 2025 the Deanery Synod Lay Representatives from Saddleworth Parish were: Alison Coates, Pam Byrne, Tim Edge and Lindsay Greenhalgh (January to July).
Oldham and Ashton Deanery Synod met 3 times in 2025, February, July and October.
Topics discussed included the 'Transformation Agenda' to create Mission Communities. The need to 'grow younger' and renewing parishes and young Missional leaders both lay and ordained. Regular updates on finance, Eco Church and Safeguarding.
Many thanks to our Deanery Synod members, who faithfully attend meetings and events throughout the year.
4 Children and Young People
Our work with children and young people continues to thrive, mainly through the Worship on Wednesday (WoW) group.
The group meets on a Wednesday evening during term time with about 90 children and adults attending. The sense of community within the group continues to grow with parents and children getting involved with all facets of worship, including participating in the annual Whit Walks.
5 Safeguarding and Data Protection
Safeguarding has been an item on the PCC agenda at each meeting this year and no issues have been raised. In May 2025 Debbie Wright resigned as Safeguarding Officer, Rebecca Wood was elected to the post at the PCC meeting on 20 May 2025.
Since her appointment Rebecca has been working to ensure that all members of the PCC are fully trained and have DBS checks at the required level and is now looking at other roles within the church that should receive training and undertake DBS checks in accordance with the Diocesan requirements.
Further work has been identified to ensure Safeguarding and Data Protection policies and procedures are up to date.
6 Finances and Charity Support
Finances in 2025 remained stable overall. Our assets have increased year on year, primarily through the interest on the three CCLA accounts. The amount in the general fund is virtually unchanged. However, given that more than half of the amount we have in our bank account is in designated or restricted funds, our ability to meet any significant and unexpected demands on our expenditure could be affected.
Giving through donations remains virtually unchanged from 2024, however income from grants, one-off donations, legacies and lettings have all increased. This has enabled us to meet the costs of repairs and the increase in utility bills. The impact of the change in gas and electricity suppliers should reduce costs in 2026, however various under and over charges with the previous and new suppliers remained unresolved at the end of 2025. We were able to pay our Parish Share in full again in 2025.
The outcome of the Quinquennial Inspection is a significant unknown and makes financial planning for 2026 difficult beyond ensuring that we cover our running and routine maintenance costs.
In 2025 we raised £4,167 for the 12 charities that we supported throughout the year, and thanks go to all who organised these, baked, served, cleared up and attended the coffee mornings.
7 Fabric and Churchyards
The Quinquennial Inspection for St Chads was undertaken in the Autumn. We are still awaiting the report. Issues that we were already aware of include ongoing boiler works, electrical works and repairs to the lead on the tower roof. These have all been addressed in early 2026. A major repair to a mullion in one of the gallery windows is required but given the estimated costs (£13,000) we are awaiting the QI report rather than address this in isolation.
All the churchyards are in good condition, however at £11,000 per year to maintain this is becoming unsustainable so a different strategy will be needed next year. We will be erecting signage warning of the dangers of slippery and uneven paths during 2026.
The Arboricultural Survey results were received by the PCC in January 2025 and identified several trees that needed felling as well as others that needed attention to ensure they remained safe. Some work required approval from Oldham MBC, which is being sought.

The Parish Centre has had a new downstairs boiler which is working effectively. The break-in in January 2025 caused minimal damage but involved some cost in window repairs and a new safe. Exterior works are needed on the window frames and removing the ivy on the rear of the building. These issues are becoming more pressing. Bad weather has meant postponement of the ivy work on several occasions.
The fabric of Kilngreen building appears to be sound. The significant work to the cellar is complete and the dry rot and woodworm removed. Thanks to Kilngreen Supporters Club for a donation towards costs. Kilngreen congregation are working towards the garden area becoming a fully accessible community garden this year.
The Hearse House also appears sound. There were issues with the water supply during the dry summer, and thought is being given as to how failures to the supply could be mitigated.

Independent examiner's report to the trustees of The Parochial Church Council of the Ecclesiastical Parish of St Chad Saddleworth
I report to the charity trustees on my examination of the accounts of The Parochial Church Council of the Ecclesiastical Parish of St Chad Saddleworth (the Trust) for the year ended 31 December 2025.
Responsibilities and basis of report
As the charity trustees of the Trust you are responsible for the preparation of the accounts in accordance with the requirements of the Charities Act 2011 ('the Act').
I report in respect of my examination of the Trust's accounts carried out under Section 145 of the Act and in carrying out my examination I have followed all applicable Directions given by the Charity Commission under Section 145(5)(b) of the Act.
Independent examiner's statement
I have completed my examination. I confirm that no material matters have come to my attention in connection with the examination giving me cause to believe that in any material respect:

accounting records were not kept in respect of the Trust as required by Section 130 of the Act; or
-
the accounts do not accord with those records; or
-
the accounts do not comply with the applicable requirements concerning the form and content of accounts set out in the Charities (Accounts and Reports) Regulations 2008 other than any requirement that the accounts give a true and fair view which is not a matter considered as part of an independent examination.
I have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in this report in order to enable a proper understanding of the accounts to be reached.

1. ACCOUNTING POLICIES
Basis of preparing the financial statements
The financial statements of the charity, which is a public benefit entity under FRS 102, have been prepared in accordance with the Charities SORP (FRS 102) 'Accounting and Reporting by Charities: Statement of Recommended Practice applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) (effective 1 January 2019)', Financial Reporting Standard 102 'The Financial Reporting Standard applicable in the UK and Republic of Ireland' and the Charities Act 2011. The financial statements have been prepared under the historical cost convention.
Income
All income is recognised in the Statement of Financial Activities once the charity has entitlement to the funds, it is probable that the income will be received and the amount can be measured reliably.
Expenditure
Liabilities are recognised as expenditure as soon as there is a legal or constructive obligation committing the charity to that expenditure, it is probable that a transfer of economic benefits will be required in settlement and the amount of the obligation can be measured reliably. Expenditure is accounted for on an accruals basis and has been classified under headings that aggregate all cost related to the category. Where costs cannot be directly attributed to particular headings they have been allocated to activities on a basis consistent with the use of resources.
Tangible fixed assets
Depreciation is provided at the following annual rates in order to write off each asset over its estimated useful life.

Taxation
The charity is exempt from tax on its charitable activities.
Fund accounting
Unrestricted funds can be used in accordance with the charitable objectives at the discretion of the trustees.
Restricted funds can only be used for particular restricted purposes within the objects of the charity. Restrictions arise when specified by the donor or when funds are raised for particular restricted purposes.
