REPORT OF THE TRUSTEES FOR THE YEAR ENDED 31 DECEMBER 2023

Revd. Canon Sharon Jones continues to lead the Saddleworth Team with her energy and inspiring vision, faith and hope for the future. We are forever grateful for her devotion to the souls across the Parish.

1. People

We welcomed Fiona Armstrong, Jo Barton, Sheila Bowes, Sophie Nelson and Andy Ward as new members of PCC. Mr Chris Longhurst was appointed as St Chad's Treasurer.

Our thanks to ALL mentioned and those we may have missed. We appreciate and THANK YOU for assisting with the efficient running of the Parish.

2. Our Worship and Faith Journeys

The problems with heating and the fabric of the building at St Chad's has meant that services continued to be curtailed at the beginning of the year, however a temporary solution has now been found and services have continued as usual throughout the rest of the year. Worship at Kilngreen and the Parish Centre has continued, the latter of which has hosted our vibrant WOW group for children and young people.

3. Mission and Communities in a church for a different world

Oldham and Ashton Deanery met on a few occasions throughout 2023 and discussed the effective use of communication to grow our Churches with information sent out on a regular basis.

4. Children and Young People

Work with Children and Young people is thriving at St Chad's. "Worship on Wednesday" (WOW) was created to accommodate children and families in order for them to be able to continue their faith journeys, as so many children's sporting and recreational activities prevented them from attending church on a Sunday.

WoW, has gone from strength to strength throughout 2023/24. There are now over 90 people regularly attending each weekly service.

Baptisms have become very popular on a Wednesday, with children actively encouraging each other to be Baptised. There is now a strong sense of community within the group, with children taking on roles within the service, such as lighting the candle, ringing the bell, running the laptop, reading the prayer and bible story & taking round the collection plates. The children do this with pride and responsibility. The services are calm, respectful and a pleasurable experience for all involved.

Many of the parents and carers are becoming more involved in church life, with a few WOW members now on PCC and other's offering to help out at WOW, special services and with organisation. The families helped to sell a lot of raffle tickets for the Rush Cart Festival and have been keen to donate to the Oldham Foodbank when requested for help. Some parents also volunteered for the Heritage Weekend up at 'big church'.

Bishop Mark, Rev. Sachin and Rev Ken have all led WOW in Sharon's absence and all have commented on how wonderful it was to be part of.

There was a large WOW presence on Whit Friday last year and we discussed, that we need a WOW banner to represent the new congregation. This is now in progress, with lots of the children helping make the banner. We look forward to it's unveiling this Whit Friday!

5. Safeguarding and Data Protection

Safeguarding has been an item on the PCC agenda at each meeting this year and no issues have been raised. Our Safeguarding team have been working to keep up to date regarding our online Diocesan Safeguarding training and we have ensured practices are compliant with GDPR. We continued to review training and certification during 2023.

6. Finances and Charity support

2023 closed with a significant deficit in income against expenditure as indicated in the annual accounts. Although we do have money much of it is tied up in restricted or designated account because it has been bequeathed or raised for specific purposes.

During the year our donations from regular giving reduced, balanced by an increase in donations and fund raising for specific purposes. Overall, our income reduced by approximately £2,000.

Our outgoings increased by some £13,000, much of this was due to a £6,000 increase in our Parish Share and the increase in utility costs especially gas and electricity, which rose by just over £10,000. These changes have increased our deficit from just under £3,000 in 2022 to just under £18,000 in 2023.

Our future challenges appear significant given the work required on St Chad's church and we will need to focus on creating a sustainable financial future for the Parish.

On a positive note the Parish has continued to support our Away Giving charities and raised a total of £4,687 divided between the 12 monthly charities and special collections for the Children's Society and Oldham Food bank. New charities for this year included Pulmonary Fibrosis and the Red Cross. Thanks to all who donated, came to coffee mornings, baked, served and washed up! (Nina Brannan)

7. Fabric Report

The fabric committee has met regularly throughout 2023 and, as a group, we ensure that all our estate remains a safe and pleasant environment for all users. Kilngreen remains in regular use as a place of worship and as a base for the 'Allstars'. In general terms though, the facilities here are underused and we seek other ways of appropriately utilizing this building.

The heating system at St Chads was an issue throughout 2023, though we have now found an equilibrium. This situation remains problematic though and the ultimate resolution of this issue will likely require significant investment, as noted last year. Late on in the year significant water ingress occurred in the tower (due to storms etc). In fixing some of these problems another has been identified and there needs to be repairs carried out to the outer face of the tower. This again will require significant funds. In better news though, further efforts were made in clearing the graveyards in 2023 by a dedicated band, and these efforts continue this spring. This continues to encourage renewed interest in these parts of our estate and continues to develop as an archeological and genealogical resource.

The Parish Centre (Lee Street / Station Road) has seen a significant growth in overall usage. Whilst Forward as One Academy Trust have now left the building, 'Act One' is going from strength to strength. The building is also used weekly for the highly popular WoW (Worship on Wednesday) and other church services. (Peter Greenhalgh)

8. Eco Church

Since we were awarded our Silver award very little has happened for us to progress towards the Gold award. We gave towards Twining our Hearse House and Parish Center toilets instead of send each other Christmas cards. The response was excellent and we made enough to twin 3 toilets. However, that was December 2019 and the money has only recently been received by the Charity and we are awaiting for our Certificates to arrive. Toilet Twining will help towards applying for the Gold Award.

The fantastic amount of clearing and tidying our Church yards and making them safe and accessible to the Community as well as encouraging more wildlife into the area will also count towards the award

Thanks to our partnership with the Saddleworth Incredible Edible's and Saddleworth WI the Community Garden is cared for and is visited by many passers-by For the seconded year running it was Highly Commended in the small garden category of the Saddleworth in Bloom awards. Various groups and individuals have helped in many different ways to keep the garden and it is definitely seen as a community asset.

We also need to consider our eco footprint and how to make our Church even more environmentally conscious. The small group of people involved in apply for these awards now need more enthusiastic friends to help them if we are to be able to go forward.

Independent examiner's report to the trustees of The Parochial Church Council of the Ecclesiastical Parish of St Chad Saddleworth

I report to the charity trustees on my examination of the accounts of The Parochial Church Council of the Ecclesiastical Parish of St Chad Saddleworth (the Trust) for the year ended 31 December 2023.

Responsibilities and basis of report

As the charity trustees of the Trust you are responsible for the preparation of the accounts in accordance with the requirements of the Charities Act 2011 ('the Act').

I report in respect of my examination of the Trust's accounts carried out under Section 145 of the Act and in carrying out my examination I have followed all applicable Directions given by the Charity Commission under Section 145(5)(b) of the Act.

Independent examiner's statement

I have completed my examination. I confirm that no material matters have come to my attention in connection with the examination giving me cause to believe that in any material respect:

  1. accounting records were not kept in respect of the Trust as required by Section 130 of the Act; or

  2. the accounts do not accord with those records; or

  3. the accounts do not comply with the applicable requirements concerning the form and content of accounts set out in the Charities (Accounts and Reports) Regulations 2008 other than any requirement that the accounts give a true and fair view which is not a matter considered as part of an independent examination.

I have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in this report in order to enable a proper understanding of the accounts to be reached.

1. ACCOUNTING POLICIES

Basis of preparing the financial statements

The financial statements of the charity, which is a public benefit entity under FRS 102, have been prepared in accordance with the Charities SORP (FRS 102) 'Accounting and Reporting by Charities: Statement of Recommended Practice applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) (effective 1 January 2019)', Financial Reporting Standard 102 'The Financial Reporting Standard applicable in the UK and Republic of Ireland' and the Charities Act 2011. The financial statements have been prepared under the historical cost convention.

Income

All income is recognised in the Statement of Financial Activities once the charity has entitlement to the funds, it is probable that the income will be received and the amount can be measured reliably.

Expenditure

Liabilities are recognised as expenditure as soon as there is a legal or constructive obligation committing the charity to that expenditure, it is probable that a transfer of economic benefits will be required in settlement and the amount of the obligation can be measured reliably. Expenditure is accounted for on an accruals basis and has been classified under headings that aggregate all cost related to the category. Where costs cannot be directly attributed to particular headings they have been allocated to activities on a basis consistent with the use of resources.

Tangible fixed assets

Depreciation is provided at the following annual rates in order to write off each asset over its estimated useful life.

Taxation

The charity is exempt from tax on its charitable activities.

Fund accounting

Unrestricted funds can be used in accordance with the charitable objectives at the discretion of the trustees.

Restricted funds can only be used for particular restricted purposes within the objects of the charity. Restrictions arise when specified by the donor or when funds are raised for particular restricted purposes.
