COVID19 PANDEMIC 2021
Our church life and the work of the PCC continued to be hugely affected by Covid19 pandemic during 2021, just as it had been in 2020. We were grateful to the Manchester Diocese and Deanery Lay Chair for their regular advice that ensured PCC followed Government and Church legislation throughout the pandemic.
St Chad's Parochial Church Council (PCC) met on 8 occasions during 2021, (2 in person and 6 on Zoom, with thanks to host, Dr Brett), with an average attendance of 15. Standing Committee met 8 times and other sub-committees met occasionally.The APCM was held at St Chad's Church in May following the Sunday Service.
1. PEOPLE
During the continuing pandemic, the clergy and lay members with responsibilities for our parish have worked indefatigably on our behalf, especially our Church Wardens, Mrs Alison Coates & Dr Ian Brett.
Revd Canon Sharon Jones has led the Saddleworth Team with inspiring vision and faith and we are very grateful to her for the care and love she has devoted to the souls at St Chad's. Revd Godfrey Adams, our "retired" OLM, has again been very very active in the church and community supporting many throughout the year.
During 2021 we have seen many comings and goings and we thank everyone for their contributions in showing the love of Christ in our community. Miss Denise Elvery resigned from PCC due to ill health, having raised our online profile on Facebook, Revd Aaron Jackman & family left in October for a new parish in Scotland, Mr Stanley Cowburn retired as Sexton & Archivist, after many, many years of service, Ms Sarah Bumpas resigned as Lettings Officer having sorted all our Lettings policies and paperwork post Covid, and Mr Chris Chard did not seek re-election to PCC at the APCM, but was co-opted for another year as our Treasurer. To ALL those mentioned and those I have missed - A HUGE THANKYOU.
2. OUR WORSHIP and FAITH JOURNEYS
It has been wonderful to be a member of the Saddleworth Team during 2021 and to have been able to participate in worship online at www.cofeinsaddleworth.co.uk thanks to the management of the site by Mr and Mrs Paul Wooding from Holy Trinity Dobcross. Every day it has been possible to access worship and special festivals have been celebrated too. Thanks to all the clergy for developing their skills and working in new ways for all to access. The Whats App groups have continued to flourish aiding our communications and our thanks go to Mrs Rebecca Wood, one of our new PCC members for developing Pew News.
Public worship was suspended for many weeks during 2021, but when allowed, PCC ensured that all relevant Risk Assessments were undertaken and all restrictions strictly adhered to. Due to the space at The Parish Centre, Sunday worship has not resumed, only midweek communion. The congregation has joined with St Chad's, who have found great joy in the presence of the younger families with children.
Special thanks to the cleaning teams at Kilngreen & St Chad's and to Mrs Debbie McCabe, our Covid cleaner extraordinaire for all her work at Kilngreen and the Parish Centre to make them safe environments for all our users. Sadly we have attended several funerals of beloved friends in 2021, staunch members and workers in our church family over many years. We are grateful to our new Sexton, Mr Andy Ward and his wife Fiona, who is developing a digital plan of our graveyards.
3. MISSION COMMUNITIES IN A CHURCH FOR A DIFFERENT WORLD
During 2021 Manchester Diocese reduced the number of Deaneries and we are now part of the Oldham & Ashton Deanery under the care of a newly appointed fulltime Area Dean, Revd Daniel Ramble. The Archdeacon of Rochdale, The Ven David Sharples, attended the September PCC to discuss the new Mission Communities, to be developed across the Diocese during 2022.
4. CHILDREN AND YOUNG PEOPLE
Our work with Children and Young People was again severely curtailed in 2021due to the pandemic. Canon Sharon has continued to do Assemblies online, and in person, when permitted, with St Chad's School.All the Year 6 leavers were presented with Bibles in the summer and in October Church hosted a special service for the Reception children and their families and all the Reception children received a book. Children have visited church as part of their curriculum studies and for services when restrictions and weather have allowed.
5. SAFEGUARDING AND DATA PROTECTION
Safeguarding has been an item on the PCC agenda at each meeting this year but no issues have been raised. Our Safeguarding Officers having been working to keep up to date regarding our Safeguarding Policy and to ensure that it is amended with up-to-date details. All PCC members have undertaken the relevant online Diocesan Safeguarding training. PCC has worked to ensure that practices are compliant with the General Data Protection Regulations 2018.

6. FABRIC
All the usual servicing has been completed at all three centres. At St Chad's, The Wombel (Bell Simulator) faculty was approved and the Wombel has now been installed in the Baptistery.
Thanks to the Tower Captain, Jeff Brennan for overseeing this project.
The faculty for the removal of the pews in the coffee corner was approved.
The architect presented his feasibility study to PCC on the removal of all the church pews, explaining the challenges to be faced. An expensive project which is unlikely to happen without grants.
PCC gave approval for the installation of internal glass doors and they should be fitted during 2022. Investigations are also going forward for disabled access in some form of a ramp at the main door.
The HFL bid to Save Saddleworth Church (SSC)was held up in 2021 due to all grants being put on hold nationally. Also the Diocese was not considering any support for their churches until they had considered their own rearrangements. However, in September the Diocese did give permission for us to apply to HLF. Mr P Greenhalgh & Mrs F Ward presented their updated thinking at The Parish Centre in October and are processing an expression of interest to HLF. Mr A Kepczyk was successful in his bid for £3,000 on our behalf to Historic England for emergency repairs to the Hearse House to make it watertight. Work was eventually completed in September 2001 at a total cost of £25,000.
At the Parish Centre, alongside general maintenance and repairs, new windows were fitted in the kitchen & toilet and plastering & redecoration work began in the vestry following leakage from an outside drainpipe.
At Kilngreen various minor repairs have been done and a new clarinova installed. PCC is extremely grateful to The Friends of Saddleworth Church and Kilngreen Supporter Club for the financial help given to repair and maintenance during 2021 and to all those who so freely give of their time and help in kind.
7. ECO CHURCH
St Chad's Church was awarded the Silver Eco Award in December 2021. Thanks to everyone for all their work in attaining this award especially to Mrs S Adams and Mr T Edge for their leadership and expertise. In 2021, there were several working parties in the graveyards and a Community garden was developed at the Parish Centre with Incredible Edibles, the Scouts, the WI and the church. During Big Green Week in September, St Chad's joined the Methodists for a Harvest Supper and they joined St Chad's for the Harvest Service on Sunday.
PCC acknowledged the importance of the Eco group with a budget of £2000 to buy equipment and resources. Kilngreen have enrolled as an Eco Church and are rapidly moving towards attaining their Bronze Award.
8. FINANCE 2021
Our Treasurer, Mr C Chard has diligently provided information for discussion for all Standing Committee and PCC Meetings throughout the year despite the problems with Covid. We are indebted to him and Mrs I Hughes, our financial assistant for their continued dedication & hard work.
As in 2020, there have been significant changes to our Income - particularly drops in income from Plate Collections and Lettings. Although Lettings and Services recommenced during the latter months of 2021.We have been heartened by those in the congregation who have maintained their support through regular Standing Orders. We been able to apply for Gift Aid on all relevant contributions. PCC truly appreciates everyone who pays tax and Gift Aids their monies to us, as HMRC are one of our biggest givers!
Due to the drop in Income and the repairs and maintenance needed within the parish, PCC were only able to contribute £35,000 to the Diocese for Parish Share in 2021. We wrote to the Diocese explaining our situation and asking for information about Parish Shares and Mission Communities. We have received no reply. We have received a new figure for the Parish Share for 2022, including a rise for inflation.
SSC monies are held in a separate account but all funds are paid into our current account and then transferred. We were grateful for legacies from Mr & Mrs Brian Gregory and Mrs Sheila Strutt and for monies collected at the funerals of Mrs Margaret Hardy, Mrs Kath Airey, Mr John Butterworth and Mr Bob Illingworth.
With the pandemic lots of our usual events and fundraisers had to be cancelled including most of our monthly Away giving coffee mornings. But appeals for donations through What's App etc for the monthly charities proved very successful.
It was decided by PCC in November to retain all the same charities for Away Giving in 2022 as in 2021, with the exception of the NW Downs group which unfortunately had been disbanded during 2021.
Our Team Rector undertook to STEP OUT in June, 10,000 steps a day for SSC and sponsors donated over £6.000 including Gift Aid.

9 FUTURE
Throughout 2021, we have been looking to appoint a new Treasurer, new Finance Assistant, new Gift Aid Officer and new Chair of Finance Group and are still looking! Although we have been successful in finding some new tellers. Anyone interested and with skills in Finance are asked to contact the Team Rector.
At the APCM in 2022, our faithful warden Mrs Alison Coates is standing down.
Last year PCC approved the Team Rector's Proposal that Mrs Coates be able to stand for another year as no nominations had come forward, but that cannot happen again.
Also, at the APCM in 2021, the PCC Secretary explained that she too would be standing down.
PCC is praying for new folk to take on these responsibilities.

Independent examiner's report to the trustees of The Parochial Church Council of the Ecclesiastical Parish of St Chad, Saddleworth
I report to the charity trustees on my examination of the accounts of The Parochial Church Council of the Ecclesiastical Parish of St Chad, Saddleworth (the Trust) for the year ended 31 December 2021.
Responsibilities and basis of report
As the charity trustees of the Trust you are responsible for the preparation of the accounts in accordance with the requirements of the Charities Act 2011 ('the Act').
I report in respect of my examination of the Trust's accounts carried out under section 145 of the Act and in carrying out my examination I have followed all applicable Directions given by the Charity Commission under section 145(5)(b) of the Act.
Independent examiner's statement
I have completed my examination. I confirm that no material matters have come to my attention in connection with the examination giving me cause to believe that in any material respect:

accounting records were not kept in respect of the Trust as required by section 130 of the Act; or
-
the accounts do not accord with those records; or
-
the accounts do not comply with the applicable requirements concerning the form and content of accounts set out in the Charities (Accounts and Reports) Regulations 2008 other than any requirement that the accounts give a true and fair view which is not a matter considered as part of an independent examination.
I have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in this report in order to enable a proper understanding of the accounts to be reached.

1. ACCOUNTING POLICIES
Basis of preparing the financial statements
The financial statements of the charity, which is a public benefit entity under FRS 102, have been prepared in accordance with the Charities SORP (FRS 102) 'Accounting and Reporting by Charities: Statement of Recommended Practice applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) (effective 1 January 2019)', Financial Reporting Standard 102 'The Financial Reporting Standard applicable in the UK and Republic of Ireland' and the Charities Act 2011. The financial statements have been prepared under the historical cost convention.
Income
All income is recognised in the Statement of Financial Activities once the charity has entitlement to the funds, it is probable that the income will be received and the amount can be measured reliably.
Expenditure
Liabilities are recognised as expenditure as soon as there is a legal or constructive obligation committing the charity to that expenditure, it is probable that a transfer of economic benefits will be required in settlement and the amount of the obligation can be measured reliably. Expenditure is accounted for on an accruals basis and has been classified under headings that aggregate all cost related to the category. Where costs cannot be directly attributed to particular headings they have been allocated to activities on a basis consistent with the use of resources.
Tangible fixed assets
Depreciation is provided at the following annual rates in order to write off each asset over its estimated useful life.

Taxation
The charity is exempt from tax on its charitable activities.
Fund accounting
Unrestricted funds can be used in accordance with the charitable objectives at the discretion of the trustees.
Restricted funds can only be used for particular restricted purposes within the objects of the charity. Restrictions arise when specified by the donor or when funds are raised for particular restricted purposes.
