Structure & Governance
The Parish of St Paul’s, York is a parish within the Church of England as defined by canon law. Individual parishes within the church of England do not have a separate constitution. They work within the framework of Church of England ecclesiastical law, consisting of the Parochial Church Council Powers Measure (1956) and the Church Representation Rules. Charitable Status was achieved in 2010

The Parochial Church Council (PCC) is the executive committee of a Church of England parish and consists of clergy and churchwardens of the parish, together with representatives of the laity.
Legally the PCC is responsible for the financial affairs of the church parish and the maintenance of its assets, and for promoting the mission of the church.

Rector’s Report
As I look back at my report from last year, it seems quite strange and frustrating that in so many ways we have had another year like the last. COVID has kept its grasp on us with phases of restrictions. At our last Annual meeting I suggested that over the coming 12months we focus on: Reacquainting ourselves as a congregation; Re-establishing connections with our wider networks; and ReVisioning for the future. And though the pandemic being prolonged has not helped, in many ways we have seen these things happen.
Reacquainting
As we held our ‘Welcome Back Weekend’ in September and had a preaching series from Nehemiah on Rebuilding the Walls, all seemed to be heading in the right direction for reacquainting. We also held some church picnics to help reconnect with one another. September, in this regard, was a launchpad and it did encourage a return to our ‘in person’ services. As Tony’s report informs us, we have had reasonable numbers returning all things considered, though we hope to see more as we begin to learn what living with COVID really means for us a worshipping community. Alongside this, we have also maintained a strong online presence, even as I write this getting over 70 views of our services each week. And we have seen people begin to engage through these which is really encouraging.
Even with the challenges we faced as Fiona had to stop work through ill health, our fabulous team of volunteers helped to rebuild the work with our Youth and Children which has been such a blessing - big thank you to Debbie; Rose; Dave; and Andy Hagon in particular for this. Though Christmas was slightly lessened with the increase in Omicron cases it was still wonderful to see more people worshipping and celebrating the birth of Jesus together.
Through this time, it has certainly allowed me to get to know more people and deepen relationships already established.
Re-establishing
It was lovely when we were able to begin re-establishing with the Coffee and Co community. Recognizing that some of this community are medically more vulnerable meant a sensible timing of this decision needed to take place. It is so lovely to see the cafe thriving again and a good number coming to the 12:15pm service too. We have also been able to restart our special seasonal 12:15 services with one for Harvest, Christmas 2021 and Easter 2022. These are particularly popular maybe because they are followed by a tasty lunch.
Through the harsher lockdown of 2020 Fiona was doing a great job of sending in weekly assemblies to the school which were greatly appreciated. Sadly, once she went off ill this stopped, however, since September we have been able to have the school in to church again, and have recently provided some videoed assemblies too. On Pancake Day (Shrove Tuesday!) We had a Flip on the Dock event, where we had between 40-50 children and parents come for pancakes, drinks and pancake flipping races. Chris Woodcock, in a moment of divine inspiration, setup a place in church for those wanting to pray for Ukraine which was well used and appreciated by children and parents alike.
Though Christmas was struck with the onslaught of Omicron we were still able to run many of our usual activities albeit with noticeably lower numbers: The Carol Service; Carol Singing round the pubs; Midnight Communion; and the newly established Carols from the church steps - hopefully blessing and connecting with the wider community.
We were also able to hold our first Eco Fayre before Christmas, as we journey together as an EcoChurch. It was very well organised with external speakers and plenty to do, see and learn.
Re-visioning
We haven’t got quite as far as we might have liked with this as COVID lasted a bit longer than I had hoped! However, we did send surveys out to both St Paul’s and St Barnabas with the help of Sammie Tooze from the Diocese and Andy Hagon

1133875 Annual Report & Financial Statement 2021 St Paul’s, Holgate York who has been volunteering for us since September 2021. We got some helpful feedback and this fed into a meeting on 19 Feb. Here both PCCs met together to discuss how we develop a vision that harnesses both churches in partnership, yet also keeps them unique to their own settings. By the time we have our annual meetings we should have had a congregational meeting to further develop our thinking on vision with the hope that by the early Autumn we will have something more definitive to launch to both churches. Please do continue to pray for God’s wisdom and guidance through this process.
Thank you to all those who have been involved in any way through this last 12 months, but in particular the staff team and PCC. It has been challenging, yet God has been faithful and will continue to be as we seek to be His Church in Holgate.

Churchwardens Report and Sunday Service
As coronavirus restrictions have been lifted across the country, there has been a gradual sense of a returning normality to our Sunday morning services. To demonstrate a ‘duty of care’ to each other, we have retained some of the precautions necessary to avoid the spread of this dreadful virus, including mask wearing, hand sanitiser and rows of seats that require social distancing to be observed.
Nevertheless, we are opening up, meeting together in greater numbers, singing the praises of our Lord, praying together in person rather than on Zoom and more generally supporting each other in our faith through more personal contact. Praise the Lord!
The preaching team, led by Paul, has worked hard to provide a programme of teaching that has been both challenging and enriching. In particular, ‘The Church is……’ series, focussing on the role of the church in the eyes of God and the ‘Rebuilding the Walls’ series, based on the book of Nehemiah, have engaged us to think about who we are and how we move forward after the shock of the pandemic. Well done to all our preachers and teachers who have given us so much to think and pray about over the year.
Our musicians and worship leaders continue to provide skillfully arranged music that has really enabled the congregation to worship God. We are so blessed to have so many gifted people who can invite the Holy Spirit, provide a focal point for communing with Jesus and be in the vanguard of our worship.
Our Youth Worker, Fiona, took seriously ill this year and has been unable to lead our young people as she would have liked during the Sunday morning services. We pray that Fiona makes a full recovery. Over the last six months a Youth Steering Group has been established and the young people’s work on Sunday morning has been maintained and strengthened by the effort of volunteers from within the congregation and the addition of Alex Wilkinson as a paid worker. The young people’s groups currently being run on Sunday morning include Creche (0 to 2yrs), Scramblers (3 to 5yrs), Jump (school years 1 to 5) and St Paul’s Youth Church (SYPC) (school years 6 to 9).
Our adult numbers attending services were between approximately 100 to 140 from October 2021 to March 2022, which is greatly up on the average number of attendees seen during the height of the restrictions last year (38 over 19 services). Children attending services were from 15 to 30 over the same period. It has been fantastic to see people return to church, meet each other, offer support and prayer and worship Our Lord together. We hope, as the restrictions are lifted completely, that we can continue to build our suite of opportunities to meet and hopefully, sing out our love for our Lord Jesus Christ with unrestrained gusto!
Christmas was a real highlight with Services throughout the Advent period that built up beautifully to the big day. We were able to reflect on our Lord’s birth and the events that led up to it through the teaching of Paul, Matt and others. Christmas itself was particularly busy with more services than usual with St Stephen’s Day (Boxing Day) falling on a Sunday, but everyone who helped organise and take part in the Christmas services threw themselves into it, which made for such a lovely blessed time.
One of the positive outcomes of the pandemic – no joke, I think there is one – is that the staff team have worked hard to increase our on-line presence, particularly through our live streamed services. This is where services are ‘broadcast’ live via our YouTube channel. We are aware that most of those participating in the Sunday morning services in this way are members of St. Paul’s, but I believe we have been able to reach out beyond our congregation, which is such a positive thing.
Thank you to everyone who has contributed to the services over the year. We have had very particular challenges to deal with, but the staff team, PCC and our fabulous volunteers have worked so hard and done so well in providing a space to meet with God and a place to belong. [Tony Wilson]

Encounter
Encounter was birthed during the pandemic with the purpose of the service being to provide a space for people to encounter God’s presence through sung worship, a short reflection and a “holy silence”. I remember vividly the first service at St Barnabas as we launched and was delighted at the beautiful atmosphere even though people weren’t able to sing. We are now able to sing which is a great blessing and though numbers have ebbed a flowed a little, we seem to have settled around the mid-twenties most weeks. It is lovely worshipping together and feeling God’s presence very tangibly as we do so.
There is a great team in place to whom I am really thankful, as without them, we would not be able to have the service. It is encouraging that this is a partnership team drawn together from St Paul’s and St Barnabas.

Youth and Children’s
This report covers the time from January to December 2021, which has been a time of huge challenge for us all both as a Church and community as it includes the third national lockdown period from January to March, followed by a phased return to ‘normality’ from March – July 2021. It has also been a difficult time for our Youth and Children’s Worker Fiona who after struggling with her health had to take an extended period of sick leave from June to November, and then sadly was only able to manage a return to work for a few hours for a few weeks before needing to take leave again. A Youth and Children’s Steering Committee was established in September led by Paul Millard to support Fiona in her absence and to ensure continuity in our ministry to our children and young people. The committee members are Debbie Long, Rose Batey, Dave Wooldridge and Andy Hagon. It has proved to be a successful group and an effective way of prayerfully evaluating ministry and actioning any changes felt necessary in a supportive environment. The year has certainly been extremely challenging but we have endeavoured throughout to provide a rich and varied ministry to our children and young people, which has only been possible by the commitment and resourcefulness of our leaders and volunteers who have worked very hard to make this happen.
Children’s work and family worship
During the lockdown period a small but dedicated team – Fiona Peck, Rose Batey, Deborah Blue and Di Savkovic alternated to deliver fabulous Family Worship which was streamed on Facebook on Sunday mornings. These creative, lively sessions were really well received and a wonderful way to maintain connection with our younger children and their families. Following lockdown the popular (socially distanced) Family Faith and Fun Sunday afternoon service lead by Fiona and Rose, was relaunched with an interactive Palm Sunday service (complete with palm branches!) and this monthly service ran for several more sessions until the introduction of a hybrid Sunday morning service in July. This hybrid service ran across the summer months and included a first half family friendly session, with picnic blankets at the front of the church, followed by a break for coffee and a more ‘formal’ style service following coffee. Once restrictions were eased we were able to enjoy some really memorable all age services – in particular at Christmas with the ‘everyone takes part’ Nativity, and the lovely Christingle with music provided by our Youth band. Another memorable event was the well attended ‘Light Party’ jointly hosted with St Barnabas and held there.
Children’s Sunday groups for all ages including SYPC were brought back during the Sunday service once the schools restarted in September.
Sunday Groups
Creche:
A parent led creche for all pre-school children operates in the café area each Sunday. Detailed planning is written out in a book for parents to follow based on the Roots material for very young children, with crafts, activities, games and prayers. A large craft box with craft materials – paper, card, paint, pens, playdough and decorating items is provided. It is a happy surprise to see what the children create each week! – they always seem very excited and engaged which is wonderful. Although this does work well a planned improvement for the future would be for a volunteer/s to lead this session (similar to our Scramblers group in the past) which would mean parents would have the option to stay in the service more often (not including parents with babies!).

Jump
Our new style Jump group takes place in the freshly renovated crypt, which is now a lovely environment to be in. Historically Jump has been for the full range of primary school children (5-11) which meant that the group was very large (up to 20) and was often difficult for the leader and helper to manage a session. The steering committee decided it was in the children’s best interest to divide the group into two and create a new Jump for ages Reception up to year 3, and a brand new Junior Youth group for years 4, 5 and 6.
As with all the groups it is run by one leader who does the planning based on the Roots material and one helper. The Roots material usually (but not always) links in with the focus in the main service. An age appropriate input/teaching is followed by lots of games and craft activities (and prayers!) in response to the passage of the week, and again a large box of craft resources is provided for leaders and children to use. The smaller numbers (it varies from week to week but averages at about 7) means that all children have the opportunity to express their feelings and views and benefits particularly the quieter members who may have struggled in a larger, noisier group.
Junior Youth
Junior Youth (years 4, 5 and 6) meets upstairs in the middle room, next to SPYC in the inner room. The establishing of this group has proved to be a great success. Numbers are always high around 9 with a core of 5 who come every week. This means that the children are able to build excellent relationships with the leaders and also with each other and has led to friendships also being developed outside church.
Themes are usually in line with the Roots material although there is lots of scope for leaders to follow the discussions, ideas and interests of the children. There is usually some form of craft or games but the main focus of the group is around discussion and encouraging respectful listening, which is a good preparation for the transition into SPYC in year 7. The young people really appreciate having their own space and time to express themselves and we have had some very thought provoking discussions. A prayer session is always included with them making their own contributions as we are really encouraging group prayer in the older age groups. Sometimes this is done with a ball of string where a ‘prayer web’ is created, or in the form of notes where prayer requests are made and then prayed for by each other. I often lead this group and it has been an absolute pleasure and privilege to be part of it.
SPYC
We are blessed at St Paul’s to have the numbers of young people and teenagers who are still committed to attending church when there are so many other distractions in their lives and demands on their time. Numbers can fluctuate with an average of probably 9 but we have had numbers of up to 12 or 13 on some weeks, there have been some recent new additions to the group and it has been really encouraging to see how well they have been welcomed and integrated into the group. A session consists of lots of (lively) discussion, some games, and a detailed response to the weekly bible passage. The group know each other well and are very supportive of each other and their individual views. They have also benefitted enormously from the enthusiastic input from Alex Wilkinson, a young student who was employed on a short term contract to help specifically with our Youth. A highlight of the year has been the youth band playing so brilliantly for the packed Christingle service in December, it would be wonderful to provide them with more opportunities and to see them up at the front more often – it is such a blessing for the whole Church family.

St Paul’s Primary
We are committed to developing good relationships with the school and the pupils and to making connections with families through various church linked events. Regular worship videos have been made initially by Fiona and then later by Paul and myself for the school to use in their collective worship sessions. The intention is to return to delivering weekly assemblies in school once they are happy to have these running again. The church office communicates with the school to invite families to events such as our Welcome back weekend and Eco weekend. Other events held this year include the annual Scarecrow Trail with refreshments being provided in Church, and a well attended Pancake/Shrove Tuesday event with free pancakes and races on the dock. This also led to the church being opened for prayer in response to a request from one of the attending parents. Huge thanks to Chris Woodcock for the immediate and beautiful way she made this happen with candles and printed prayers – all within about ten minutes! Now that all restrictions are lifted we hope to also return to our regular ‘School goes to Church’ services.
DMC
DMC is a group of young people in Years 6, 7 and 8, some of whom come to Church – although most don’t, so it has historically been a real provision for the community as well as an outreach opportunity.
During lockdown and beyond Fiona managed to keep a small group of our DMC members connected via Zoom and had regular meetings with them for virtual games and chats. Once lockdown was eased a few sessions were held outside on the dock and in the garden at St Barnabas. To date we have not been able (due to staffing) to meet with DMC in person although there are plans for it to restart in May 2022. Dave Wooldridge has been a long serving leader of this group and is keen for it to relaunch and to give the children who attend the opportunity to attend the Criccieth festival which is beginning in 2022 after several years of (covid) postponement.
Sunday Night Live
Sunday Night Live is a group aimed at our older youth in years 9 through to 13. Topics and themes are very much centred around ideas gained from the young people themselves, and follow their interests. These have included: mental health, faith, how to explain God to your non-Christian friends, power and social media. A session would usually involve some games, (including the ever-popular tray game!) snacks, chat, worship and prayer. During lockdown the group met regularly on Zoom and were able to begin to meet again in a socially distanced way from April until June. The group paused whilst Fiona was absent and relaunched in November as a new midweek Youth group (midweek having been requested by the young people) led initially by Fiona and then subsequently by Andy Hagon and Alex Wilkinson. It has been a tremendously difficult year especially for young people and we are very conscious of the need to continue to offer them the space and time to come together and benefit from connection and fellowship.

Our Church community is brilliant. We are so blessed by all our willing helpers and leaders and I am so grateful to everyone who does volunteer to help in any way with our fabulous children and young people. Their willingness to invest their time and effort into this ministry is fantastic and gratefully received. A request for new helpers in October resulted in 6 new volunteers and two others who returned to volunteering or offered to help out more. (Anne Horner is a superstar!) The support we have had from Andy Hagon and Alex Wilkinson has been invaluable.
Particular thanks though need to go to the absolute backbone of all that we do – Rosie Batey, Dave Wooldridge, Natalie Bell, are all amazing and we are blessed by their energy, gifts and commitment.

Music at St Paul’s
After services returned to the church building in the final months of 2020, services also continued online. The new year brought a new third lockdown, and leaders were added to two rotas: one in church and one online. This was a tricky time for leaders, balancing recording videos midweek and organising live music on Sundays.
As we moved into spring, efforts were made to restore a full band rota to include previous band members and to encourage other musicians to join. The response to this was good and it was lovely to see people’s willingness to volunteer.
During this time, leading the music in church was a little strange as there was, understandably, limited interaction between the congregation and musicians. The congregation were not allowed to sing along with the music, though I know a few people illegally hummed!
Summer saw a move away from separate online services to church services which were streamed live on St. Paul’s YouTube channel. This continued for the rest of the year and into 2022, to enable more opportunities for to reach those unable to attend.
The summer services were divided into two sections and the band leaders were asked to organise two times of music for each service. These times included more child-friendly song choices and were well received, even though the band members did have to brush up on their ‘Great Big God’ actions!
The positive partnership between St. Barnabas and St. Paul’s continued through 2021. Encounter evening services alternated between the two church buildings and musicians from each church worshiped together.
Once autumn arrived, services took on a more normal feel with the congregation allowed to sing, although still wearing masks. Unfortunately, these months saw band members become ill and therefore were unable to play. Thank you to the number of other musicians and leaders who were able to fill in at late notice.
A huge thanks to the technical team, who have made the online services and in church worship possible. This was especially evident as Christmas services ran smoothly. And a huge thank you to the congregations of both churches for continuing to sing loudly even when masked and encouraging us through these complicated times.

Upper Room 20s-40s Group
Despite all the challenges of Covid, it has been a fairly fruitful year for Upper Room York. Our rhythm of worship and community life has become more firmly established and it’s starting to look and feel like we might actually know what we’re doing and where we’re going a bit more! We’ve developed a mission action plan that builds on our original vision to be ‘deep-spirited friends’. We like to think of our community as encompassing four ‘Fs’ - Faith, Fun, Friendship and Fullness. We have adopted a ‘stepping stones’ model to our approach. This means at whatever stage of faith someone joins us or dips their toe in, we should have made it easy for them to get forward momentum in their faith journey. We seek to be a fully inclusive community, open and accessible to all. Monday nights are the real foundation stone of Upper Room. I’m thrilled to say that numbers have grown at these sessions and we nearly always fill the room. The frustrating part is not knowing when and if people will show up! We are up to about 25-30 Monday ‘regulars’ - but rarely does everyone come all at once. The sessions include laughs, Bible, prayer, fellowship and discussion.
At other times in the week we offer exploring faith sessions (usually Tuesdays); social nights (usually Wednesdays) Wednesdays (whenever possible). Weekends are taken up with Sunday church services, family-friendly gatherings, serving/outreach
Key 2022 Highlights:
A charity football match and a partnership formed with a 20s-40s community in Salford. Large summer weekend family-friendly gatherings on Acomb Green; pizza nights, volleyball, ten-pin bowling, walks, a men’s health evening and a Christmas social. A winter retreat weekend; St Barnabas school-run cafe; Two Start Courses; Core team training at Wydale; A curry night and Q and A with the Archbishop of York.
Challenges:
It has been a difficult year personally for some key Upper Room people. This has been hard but also shown the strength of the relationships we’ve formed and the joy of having a strong and prayerful community.

Toddlers
Toddler Group had to close in March 2020, due to Covid restrictions, for what seemed like an eternity! We were finally able to start back up in May 2021. However, this was with very limited numbers; maximum 15 adult attendees (children were not included in the numbers). We used Eventbrite as a way for people to book a slot, but the take up wasn't as well received as we’d have liked it to be.
We had a break for the summer holiday, then we were finally able to get back to ‘normal’ in September - No booking needed or limitations of numbers!
The numbers were fairly low to begin with - most of which were returning families.
Numbers gradually increased, and we were able to have our annual Christmas party, which was very well received, by 67 children and 51 adults.
Fast forward to January - word has spread and the group is booming again. Each week there is someone new; we’ve had over 50 new families since September, coming and trying out the group - about 30 of those I’d class as regular attenders now.

Safeguarding
At St Paul’s we put safeguarding at the heart of our church life, a way to show we care. To support this many people have undertaken online modules in safeguarding training. The pathway for training was updated this year to streamline where needed, and new modules in domestic abuse added. In the Autumn we brought safeguarding into our Sunday service, considering how we want to be a church where you can bring your whole-self and be welcomed. This was part of a diocese-wide safeguarding week which provided many Zoom sessions covering topics such as online safety, supporting people who have suffered abuse and mental well-being. Technology
At the beginning of 2021 we were still pre-recording services to stream on YouTube while services were held in person from St Paul's, this changed just after Easter. Services from St Paul's (and St Barnabas) began streaming live from the building, enabling everyone to join together in the same service, whether remotely or in person. The investment in a permanent camera/streaming system has also enabled us to stream other services and events, including funerals and school events.
Viewership online has dropped off since services began back in the building, but this was to be expected as more and more people felt comfortable rejoining the live congregations, but we still get between 50 and 100 views on streamed services.
Towards the end of 2021 we started to look into revamping how we as a church organise the various rotas that are needed to ensure each Sunday is well supported. Many online systems were investigated, and ChurchSuite was chosen.
New volunteers came forward to learn how to operate the PA system at St Paul's and have been learning the ropes, both for in person services, and services that are streamed. Having to balance the audio for both services, each requiring a different mix, is not an easy task, and we are grateful for the effort and time all the volunteers have put into learning this.

PBsCC (St Paul’s and Barnabas Cycling Club)
We formed this club in Spring 2021 and though it consists mainly of St Paul’s members, we do have a regular from St Barnabas too and others who may join at another point. We managed to get out for several rides in 2021 and these were generally in a Saturday morning. The most we had was 6 people at any one ride and would ride up to 45miles with the odd coffee/or pub stop! We average between 13-14mph so a steady pace. Fabric and Furnishings Report
St Paul’s is a well-maintained church that undertakes regular Quinquennial Inspections (QI) and acts on the recommendations. The last QI was undertaken by Graham Saxton in April 2017. As QIs are carried out every five years, we are, therefore, due one this year and the Architect, Chris Cotton has been approached to carry it out. Works carried out since the last Quinquennial Inspection

This is understandable given the impact of the COVID-19 pandemic; however, these works have now become more urgent and it is unlikely that this will go unnoticed during our next QI. Grounds, Fittings and Furnishings
The Church grounds have been well maintained by Robin and occasional gangs of volunteers from the congregation. There has been no material change, apart from those stated above, to the general furnishings and fittings over the last year, although some of the décor is beginning to look a little tired.
A big thank you to Ian for keeping an accurate record of repairs with a Maintenance Logbook and for arranging, supervising and carrying out many of the works.

Prayer Ministry and Say One For Me
Chris Woodcock and her team have been able to restart Prayer Ministry for our monthly Holy Communions services which has been really encouraging and I hope might continue to grow to be something we do more than once a month over time.
The Thursday morning prayer team continued to meet at 8.00am for 30min via WhatsApp call. Prayer requests can be submitted via the sayoneforme@stpaulsyork.org email address, we also pick up prayer topics in church. It's a continuing privilege to pray for our community and beyond, and it's especially good to get feedback on situations we have prayed for. We don't have any plans to go back to meeting in church, partly because one of our members splits her time between York and Sussex! Newcomers welcome.
We also have a longstanding and committed group of prayer warriors also meet to pray on Fridays. Thanks to all those who pray in these groups and who pray outside them too.

Holgate Community Gospel Choir
Holgate Community Gospel Choir continued to meet via zoom during the pandemic, and even gained some brave new members! The online meetings and the WhatsApp group provided a great connection for many of us during the various lockdowns, however we have loved being able to get back to singing together in real life, first in gardens, and now regularly meeting in St. Paul's. We were delighted to finally be able to perform our "welcome" song for Rev Paul, a mere 18 months after he arrived! We currently have nearly 30 singers on our books, a mix of church members and those from the wider community, and we are enjoying learning some new material as well as refreshing our knowledge of favourite arrangements from previous years. For our next performance, we are looking forward to performing at the wedding of one of our choir members in the summer. New members are always welcome!

Coffee & Co
Coffee n Co is still thriving and seems to meet a need. We closed for approximately 6 weeks from mid-December to the beginning of February due to Covid. Our numbers are slightly down averaging 35-40 weekly as there are many folks struggling with illness, old age problems and don't make it as often as they would like to. In amongst this we are still aiming to have 3 services + lunch in the year. I wish to thank the team for their dedication and commitment, unsung heroes serving their Lord who sustains us in it all.

Men’s Fellowship
2021 was, again, a disrupted year for St Paul’s Men’s fellowship, albeit less so than 2020. Some activities were cancelled but we managed a good selection of social and worship or study-based events.
As in previous years, we managed a weekend away at our usual haunt of Barmoor, an old shooting lodge in Hutton-leHole. We were pleased to welcome Allen Dixon, a long-standing member of St Michael-le-Belfrey church, who led our study sessions on ‘When God seems far away.’ We even had the Rector leading worship on his guitar for the first time! The weather was unkind and sent an Atlantic storm. Nonetheless, we still undertook our customary walk to Lastingham, with some retiring to the pub in Hutton. The walk back to Barmoor, about a mile, was uphill, in hurricane force winds, a vertical blast of ice in our faces and torrents of water coursing down the hill. The SAS are now contemplating adding the weekend into their training!
During the rest of the year we organised a number of men’s evenings, usually involving food. We visited Poppleton Social for pizza and beer and The Indian Ocean at Acomb Green for a well-attended curry night. Whenever restrictions permitted, we gathered on a Tuesday night at The Sun Inn, also at Acomb Green, for our habitual Tuesday night pint and chin wag.
We managed a visit to the Banff Film Festival at The Barbican, which entertained us with films about extreme type sports, something we aspire to, but probably wouldn’t dare attempt. However, some of the more active of us have taken part in regular cycling, the occasional run up hills and dales, and even the odd yachting trip in The Lakes.

St Paul’s Walking Group
The group have been meeting once a month between February and November to enjoy a 5-6 mile walk in Yorkshire. The walks are always on a Saturday and generally within 25 miles of York – sharing lifts is encouraged. The group has explored areas around York including the Yorkshire Moors and the Wolds. Recent walks have been around Huggate, Terrington, Welburn/Castle Howard, Ampleforth and Settrington. The walks finish in time for us to visit a local café and enjoy refreshments together.
The walks are a great opportunity to meet with others, chat to new people and all in spectacular countryside. We typically get between 15 and 26 people on the walk. Last November, after a 2 year break, we managed to get everyone together for a short walk followed by a pub lunch.

Women In St Paul’s Ministry
We are pleased to report that women’s breakfasts resumed last July with a breakfast in the lawn of St Barnabas on a hot Saturday morning. It was attended by around 20 people from both churches and was a great opportunity to meet people whom we’d only seen via Zoom during lockdown. Since then, we’ve met at St Paul’s in the autumn and had a reflection led by Chris Woodcock, and again in January with a talk on the global refugee crisis by a retired World Vision aid worker, Peggy Tai. Both events were well attended (by 20-25 people), and the next women’s breakfast will be at St Barnabas on Saturday 12th March at 9.30 am, with a reflection led by Phyllis Smith. After that, we hope to continue to hold them bi-monthly, alternating between the two churches.
As well as women’s breakfasts, we organised a women’s day at Thicket Priory in September, in lieu of a weekend which had to be postponed due to Covid restrictions. It was attended by 35 people from both churches and Hannah Madin, our ex-curate, led the teaching sessions. It was also a time for reconnecting with each other, as well as for worship, reflection and prayer.
The next women’s weekend will take place at the Jonas Centre in Leyburn, Wensleydale from Friday 30th SeptemberSunday 1st October. Our speaker will be the Rev’d Lucy Brencher, formerly a member of St Paul’s. You can reserve a place by completing a booking form via the church office or at the next women’s breakfast.

York Deanery Synod
The new Synod was elected for 3 years in May, with David Nunns & Carole Meikle filling 2 of our 3 lay representative posts, with no one else willing to stand for our third post.
Most of the discussion at our 4 meetings (3 of which were on Zoom) has been to consider our new Archbishop's strategy document for his York Diocese based on the national 5 marks of Mission, which he is calling 'Living Christ's Story'. Having received feedback from Parishes the Deanery hope to start looking into detailed planning in the latter half of 2022.
At our only live meeting there was a discussion considering the Climate Emergency, ways to move towards net-zero carbon and Eco Churches. It was envisaged there would be a Green Champion in each Deanery. It was interesting to hear the views of other churches, as we have started out on our Eco Church initiatives.

Reading the Bible Together
Back in 2020 we were joyously working our way through John's gospel - until March, when the pandemic lockdown interrupted us at chapter 8 verse 11. We resumed at the next verse (after Vladimir's summary of all of the preceding text) on 20th July 2021. It was good to be back round that table, without masks or social distancing, enjoying the refreshment that only a close attention to the Scriptures can bring. We carried on meeting pretty much every week until 16th November 2021, when our exploration of John's gospel was concluded. The average attendance at our meetings was similar to the previous seasons - about 12-14.
The programme for 2022 is Luke's gospel. As always, everyone is invited to join us, whether or not a member of St Paul's or St Barnabas, and regardless of how much previous experience you have in exploration of the Bible.

The Office
My last report from the office seemed to be one of beginnings. Beginning of Covid, beginning of lockdown, beginning of working from home and the beginning of Paul’s Rectorship.
This report seems to be one of endings. Ending of Covid restrictions, ending of working from home, ending of booking your seat in church. Thankfully it hasn’t signalled the end of Paul’s Rectorship.
The consequence of all these endings was that church was open again and all the various groups were able to start up again.
The office continues to be the hub of St Paul’s Church, emails, phone calls, meetings, compiling rotas, the mundane but vital tasks that helps St Paul’s function. The new Church Suite software I’m sure in time will be a big help in the organisation of some office functions.
Sadly, for me, it was also the end of Truda and Jane’s time in the office and I want to thank them both for all the help they gave me, and the hard work they put into working with me, over the years. However, you never really leave working in the office and they both are still on the end of a phone for me for any help needed. To quote The Eagles from Hotel California “You can check-out any time you like, but you can never leave!”
My thanks also go to Therese and Janet who haven’t left (yet?) and big thanks to Jenny Wan who has joined the office team to take over from Jane.
Whilst I’m in thanking mode I want to thank Ryan for his tech and other support. Toby, who joined when Chris cut his hours, for his cleaning and Verging duties. Chris for his continued faithfulness to the cleaning of St Paul’s and to Will Blue for his unswerving commitment to the stewardship of St Paul’s finances. Perhaps my biggest thanks got to all those volunteers who took up where they left off once we opened again, to make the Sunday Services work.
Further to the theme of endings, this will be my last report from the office as I am retiring in the Autumn after nine and a half years as Administrator. I’ve thoroughly enjoyed my time in post and have seen a lot of people pass through the Staff Team in that time. It’s been a privilege to work with them all, however the biggest privilege has been serving the congregation of St Paul’s Church. Thank you for allowing me to.

Environmental Group
St Paul’s PCC committed to becoming an Eco Church in March 2021. Since then, a number of environmental improvements have taken place in each of the five key areas, as follows:
Worship & teaching (Paul Millard)
A special service with Bishop John during September, preaching during August, prayers for the environment in October and the 2022 lent course.
Management of church land (Jude Patrick)
Restoration of the fenced garden including installation of bird box, bird feeders, bug hotel, pond, pollinating plants and composting.
Community & global engagement (Natalie Bell)
A Green Fair with craft corner and cafe which attracted more than 100 visitors, showcased local green enterprises and included a Q & A session with local councillors
Lifestyle (Jan Grey)
An Environmental working group (EWG) was formed to champion the cause of our church and a proportion of our funds were ethically invested.
Management of buildings (Nigel Sweasey)
Ongoing analysis of data to enable measurement of our carbon footprint, continued use of renewable energy following a change of suppliers, and replacement of some lighting with LED.

Financial Statement
Review of Financial Activities
2021 has been another strange year, with reopening and learning to live with new patterns and ways of doing things in St Paul’s Church. Reopening and choices around services, gatherings, masks, and community naturally have changed the status quo in more than just our interactions, but also have affected the finances in many ways.
In a year of uncertainty, we’ve been encouraged by the generosity of everyone who has continued to donate to St Paul’s. Some people moving from occasional donations to committing to a standing order, others that despite the huge financial pressures at home have continued to donate what they can. However, as you can see from the accounts, we’ve seen a huge reduction of plate giving (£5,500:2019 to £2,000:2021) in and unplanned donations (£31,000:2019 to £6,000:2021) in the last 2 years. However, this has reduced our overall donations in the region of £35,000 lower than pre-pandemic levels (£170,000:2019 to £135,000:2021)
In 2021 the accounts show us making a healthy surplus of £32,420 over the year bringing our total funds up to £566,631. However, this doesn’t show the whole picture, as this figure contains both restricted funds (which are only allowed to be spent for their originally donated purpose) and unrestricted funds (the general funds that can be spent by the PCC as required)
Our restricted funds increased by nearly £44,000, mostly due to a £35,000 gain in the value of the investments we hold for the Reordering project: This brought our restricted fund up to a total of nearly £480,000, of which 97% is held for the reordering project, and the remaining split across a variety of other funds as detailed in the table in the below accounts.
However, the flipside is our unrestricted funds decreased by over £11,006, (from £99k to £87k)
In addition, it is worth bearing in mind that these unrestricted funds are not all available as cash we can spend.

£29k is held as fixed assets. This means that the value is held as physical items rather than money, and unless we wish to sell these items (such as the chairs we sit on) this value is not available for the PCC to spend.
-
Of our £58k of liquid funds:
-
£29k the PCC has earmarked towards our expected maintenance costs, the majority being the issues that were picked up during the Quinquennial survey. These are expected to be spent in the very near future.
We aim to hold reserves (as per PCC policy) of £45,000, which we technically meet with £58k of liquid funds. However, once we are required to spend money to fix the quinquennial issues, we expect to drop below our reserves to around £28,000 Therefore we need to be aiming to build up our unrestricted funds and plug this deficit.
Unfortunately, our budget for 2022, shows that if we take no corrective action, we’ll be on track for a further £15k deficit in 2022. Therefore, the PCC have difficult choices to make to improve our financial situation: which sadly boil down to:

1) Increase Income

2) Reduce Expenditure.
The PCC are reviewing how we as a Church can do this, by engaging with the congregation and Diocese “generous giving team”, as well as reviewing our Vision as a congregation and a community for where God wants us and our focus to be in the future. Please pray for guidance for the PCC through these hard choices and decisions.

Notes to the Financial Statement
Note1 – Accounting Policies
Scope
The accounts include all transactions, assets and liabilities for which the PCC is responsible in law. They do not include the accounts of church groups that owe their main affiliation to another body nor those that are informal gatherings of Church members.
Basis of preparation
The financial statements have been prepared in accordance with the Church Accounting Regulations 2006 together with applicable accounting standards and the Statement of Recommended Practice (FRS 102). The financial statements have been prepared under the historic cost convention, except for investment assets, which are shown at market value. The financial statements include all transactions, assets, and liabilities for which the PCC is responsible in law.
Reserves Policy

It is the PCC policy to seek to maintain a balance on unrestricted reserves which is equivalent to two months general running costs and an additional one month’s salary costs.
-
This currently equates to approx. £45,000 Reserves.
-
The PCC currently hold unrestricted Net current assets (reserves) of £64,916 meeting our policy.
Mission Giving Policy
-
It is the PCC policy to tithe our donated income to 10% of Regular giving & plate collections (plus associated gift aid).
-
This is distributed by the PCC to a variety of causes split between Mission Evangelism & Social Evangelism, both in local communities and abroad.

Fixed assets

Fixtures and fittings are depreciated on a straight-line basis over the expected useful life of the asset.

Items costing less than £1,000 are not capitalised but are fully written off in the year of acquisition.

All expenditure incurred during the year on the church building, whether maintenance or improvement, is written off as expenditure in the SOFA.

INDEPENDENT EXAMINERS REPORT TO
THE PAROCHIAL CHURCH COUNCIL OF THE ECCLESIASTICAL PARISH OF ST PAULS YORK
YEAR ENDED 31 DECEMBER 2021
I report to the trustees on my examination of the accounts of Parochial Church Council (“PCC”) for the year ended 31 December 2021.
Responsibilities and basis of report
As members of the PCC you are responsible for the preparation of the accounts in accordance with the requirements of the Charities Act 2011 (the 2011 Act).
I report in respect of my examination of the PCC’s accounts carried out under section 145 of the 2011 Act. In carrying
out my examination I have followed all the applicable Directions given by the Charity Commission under section 145(5)(b) of the 2011 Act.
Independent examiner's statement
Your attention is drawn to the fact that the PCC has prepared accounts in accordance with Accounting and Reporting by
Charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) in preference to the Accounting and Reporting by Charities: Statement of Recommended Practice issued on 1 April 2005 which is referred to in the extant regulations but has now been withdrawn. I understand that this has been done in order for accounts to provide a true and fair view in accordance with Generally Accepted Accounting Practice effective for reporting periods beginning on or after 1 January 2015.
I have completed my examination. I confirm that no matters have come to my attention in connection with the
examination giving me cause to believe that in any material respect:

accounting records were not kept in respect of the PCC as required by section 130 of the 2011 Act; or 2. The accounts do not accord with those records; or
-
The accounts do not comply with the applicable requirements concerning the form and content of accounts set out in the Charities (Accounts and Reports) Regulations 2008 other than any requirement that the accounts give a true and fair view which is not a matter considered as part of an independent examination.

I have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in this report in order to enable a proper understanding of the accounts to be
reached.
