The Parish of St Paul’s, York is a parish within the Church of England as defined by canon law. Individual parishes within the church of England do not have a separate constitution. They work within the framework of Church of England ecclesiastical law, consisting of the Parochial Church Council Powers Measure (1956) and the Church Representation Rules. PCC Responsibilities
The Parochial Church Council (PCC) is the executive committee of a Church of England parish and consists of clergy and churchwardens of the parish, together with representatives of the laity.
Legally the PCC is responsible for the financial affairs of the church parish and the maintenance of its assets, and for promoting the mission of the church.

Rectors Report
What a year! When I was appointed as Rector at the end of January 2020 little did I expect to arrive in a pandemic. I began working in April, but we couldn’t move to the Rectory until June which presented its own problems, though at least with the joy of technology and the fact my previous parish was next door things were made much easier.
As a family though it has been hard to get to know the wider church, we are thankful for those who have popped round to say a socially distanced hello, and those who brought us gifts as we arrived too. And we are hopeful that we will be able to meet more of you in person, rather than just seeing one another on screen, in the not too distant future.
Although it has not been an ideal start to a new ministry in other ways it has been a great blessing and even though I still have many people still to meet, through the ZOOM “Meet the Vicar” sessions; through calls and through various online and In-person services, I feel like I have got to know a good number of people now.
It has been a joy getting to know the staff team, Wardens and PCC in particular and I have appreciated their support as I have tried to help lead us in these strange times. It is also so encouraging to see how proactive and willing they are to get onboard with different things that have cropped up through the year.
I believe these coming months are going to be very significant as we reacquaint ourselves with one another, but also as we seek God’s will for how he is leading us forward as a church. The PCC has started conversations about this and things are beginning to bubble up which is great - please do pray for us as this continues.
I do so look forward to when I can see St Paul’s in its fullness and vibrancy and meet you all properly, and maybe have a big party!

Churchwardens Report
Lesley and Rowena continued into October 2020 when we had our belated APCM and Rowena stood down for a wellearned break and Tony accepted the call to be church warden. I would like to thank both Rowena and Tony for all their hard work this year, a very eventful and different year.
For Rowena it was a very difficult decision only taken after a lot of prayer, with the conclusion she was being guided to the need of a break. I miss her and her enthusiasm.
Lesley and Tony have been working together now for the last 4 months and in this time we are finding our gifts complement each other’s. Our trust in God leading us to take on these challenges shows He has the power to turn our doubts and weaknesses into strengths and positivity this is very evident in how much Tony has done getting involved with the Health and Safety. I am so pleased to be doing this work alongside Tony.
Low Points
The only real low point this year is Covid 19 pandemic as this has had such a massive impact on the life of the church and of all those who are part of our family. The main effect is not being able to see each other due to being locked down and therefore not able to socialise and support each other. This includes our small groups who would usually meet in homes to help our growth in understanding of our life in Jesus.
Our young people are not having the opportunities to meet and share in their usual activities. We have not been able to share our services with school since March.
Positives
The biggest positive has been Reverend Paul Millard joining us in April. It was great that the Bishops worked out a way to go ahead with Paul’s licensing and we look forward to a celebration later this year. His gifts are helping us to manage and grow throughout this time and we are enjoying working with him.
Again, most of the positives have come with Covid 19. The pandemic has caused us to look at church differently. We now show services online with the ability to reach more people including those later in the week and some further afield.
Talking with wardens Roy and Dan it has been great to have pooled our resources with St Barnabas and our links and friendships have grown. We have regular meetings and discussions with the wardens working together to benefit both churches.
It has been great to see different and familiar faces on our screen.
We saw our leader dressed as Chris Tingle!! And Matt in the bath having fun in our services. We have had little peeks into the homes of those who have done recordings at home, some lovely décor.
Our teams have worked hard and with huge enthusiasm together to maintain as much continuity as possible throughout this extended strange time. I think in light of all that has happened this year we have learned a lot and we are looking at how all these new ways of doing church can be helpful and integrated into future church life.
None of these wonderful things can happen without all those who work hard behind and in front of the scenes too many of you to mention individually. We thank you all enormously, you do so much to help us as wardens, especially PCC, the staff team and Ian, doing a fantastic job in administration having to adapt to working from home. Ryan too, who continues to help us by putting our service parts together to go online.
We thank you all and look forward to the year ahead, its challenges and possibilities and to our continued work together in His service for the best for St Paul’s and its communities.

Sunday Service
Sunday services have been very different this year. Just before the pandemic struck and the country went into lockdown our services were being led well by our team of worship groups, speakers and leaders. Our young people were being taught and blessed by their group leaders and Fiona was encouraging them to being more involved in our services. We also managed to have a great service, as part of the Come and See weekend, with the school involved. However, all services stopped the week we would have had our Mothering Sunday service, 22[nd] March and so Matt and Lesley, socially distanced, went into church to pray. Our first online service was the 29[th] March and we have done nearly 50 online as this report is written. As and when we have felt able, 6[th] September, we opened up church for services to happen on a booking system. The feedback has been that these have been very welcome if a little strange with the regulations for wearing masks and social distancing in place. However, we have had two more lock downs since then and this has stopped ‘In person’ services.
Our adult numbers attending services were averaging 113 January 5[th] to March 15[th] and our average numbers attending the services during the restrictions, when church introduced a booking system were 38 over 19 services. It was great to have family groups in on Christmas day with a total of 50 adults and 20 young people.
The regulations lifted for a few weeks over Christmas and this allowed us to meet in church under the strict regulations. They were such uplifting services to celebrate our Lord’s birth.
We thank everyone who has been a part of any of the services we have had over this extraordinary year, no matter how small you may think your part is. All these small parts make a huge difference, to our service together, online in person and in all that is done to show God’s love for everyone. Thank you.
We are looking forward to the future as and when we can resume services in church fully and to getting to know Paul better as he leads us on. We know he is looking forward to getting to know the church family better.

Sunday Streaming Service
For those of you who have prepared videos for leading, preaching, praying, reading, family time, 2min testimony, or anything else - THANK YOU! Having recorded many myself, I know how challenging this can be, not least when you get close to the end and a member of your household wanders in to your video, or someone shouts in the background…”start again!” I also recognise that these services are not fully accessible to all people, not least to our children, but I am thankful that we have been able to offer other online worship opportunities for them - big thanks too for all those involved in the Facebook Children’s worship which has plenty of engagement across that medium.
Amidst the challenges we have also seen great blessing and opened our eyes to new levels of creativity. We have seen this particularly in how St Paul’s and St Barnabas have had the opportunity to meet each other and work together through these services. We have also experienced great blessing through enabling an open door for people to take a look through safely, to see what “church” is about. And this has led, for both Matt and I, to having engagement in conversations about faith with those who are seeking and had seen our services.
Though viewing numbers have gone up and down through the various lockdowns there has been a consistent core watching live (averaging around 62 devices), but also many more watching later including some gigantic spikes - 15 November was our peak at 725 views! The plan going forward is to continue with some form of virtual service even when we can meet in our fullness. So watch this space…

Thursday Service
The Thursday 12.15 pm service, following on from Coffee and Co has been a real blessing to those who have enjoyed being in fellowship with others. Those who have attended have spoken of the blessing the teaching, praise and worship has been to them and they felt refreshed and at peace with a real sense of community together.
We recognise and thank all those who have shared and been involved in putting these services together and for finding those who have come as guests to speak.
Unfortunately, this service was suspended due to the pandemic and as it has some of the more vulnerable members of our community attending, it has not resumed as yet. When the risk has passed, we will be looking into how we can offer a service/fellowship for our community who benefit from something mid-week.

Encounter
Amidst a pandemic meaning our usual worship has become somewhat…unusual, it has been wonderful that we have still managed to birth a new service, Encounter. Prior to my arrival I was conscious that the space on Sunday Evenings was still empty and there was a desire to have something put there. Following conversations with a variety of people early on in my time here, it became clear that Encounter was the service to fill this space.
The purpose of the service is to provide a space for people to encounter God’s presence through sung worship, a short reflection and “holy silence”. I remember vividly the first service at St Barnabas as we launched and was delighted at the beautiful atmosphere even though people weren’t able to sing.
At the end of the year when we went back into lockdown we started streaming the service live. There were some technical issues to work out, but overall we still managed to achieve a sense of purpose, and more importantly God’s presence.
There is a great team in place to whom I am really thankful, as without them, we would not be able to have the service. It is encouraging that this is a partnership team drawn together from St Paul’s and St Barnabas. I look forward to how things develop in the future as we encounter God together.

Music at St Paul’s
It has been quite a different 12 months than we were all expecting. After well-attended Christmas services, and a positive start to the new year, the music at St. Paul’s moved online, once the first lockdown began. The first online service between St. Paul’s and St. Barnabas began on 29[th] March 2020.
As the lockdown continued, it was wonderful to see leaders becoming more adventurous and encouraging family members to join them on camera. It has also been lovely to share the leading between St. Barnabas and St. Paul’s. A song list was discussed mid-year between both churches so that the online songs chosen would be mostly well-known to both congregations.
After a communion service in August, ‘live’ in-church services re-started in September; these services included songs lead by a worship leader, though sadly, the congregation were not able to sing along. The services continued through September and October, though stopped when the second lockdown began in November.
There have been positives throughout this tricky year, and one has been the new service, ‘Encounter’. This evening service continued the theme of working together with St. Barnabas alternating musical worship leading every other week between the two churches. Currently, the online services and online worship continue, with the hope that ‘live’ services will recommence in the coming weeks.

Youth & Children
The last report I gave covered the time up until April 2020 (as I had only been in post for 8 months!) so I will mostly focus on the months May-December 2020 in this report. Please do have a look at last year’s report for any additional details for the year!
It has certainly been a strange time, with all kinds of unexpected challenges. I have felt thankful for the community that has endured within the youth groups and the family worship during this time, though I am aware of the limitations on what we’ve been able to do and that there has been a sense of being ‘out of things’ to varying extents for many people (including me!)
Children’s work and family worship
From the summer term onwards, some of the children’s team and myself have been creating children’s worship to be streamed on Sunday mornings. Highlights of this have been more people getting involved and bringing lots of creative, engaging ideas and a different feel to it each week! Also, hearing from some of our families about how their children have been engaging in the videos and seeing some of their responses in art, craft or note form.
In October, we launched Faith, Family and Fun @Four- a socially distanced family service on Sunday afternoon. We only managed one service in 2020, because of the second lockdown, which was disappointing. However, highlights of the one service we had were the joy of seeing families together in church again and the enthusiasm of the children joining in with actions, games and the story.
In December, what would have been an in-person Christingle FF&F became an online livestream, accompanied by Christingle making packs being delivered to families and a zoom chat for them to see one another during the service. It was a special moment to see the Christingles lit together on Zoom, despite still being apart. It was also a joy to have some young people playing in the worship band and, of course, who could forget Paul’s role as Revd. Chris Tingle the giant orange.
In person Faith, Family and Fun is planned for 2021… and I’m really looking forward to being able to be together again. I would also like to say a huge thank you to Carole and everyone who contributed for putting together a wonderful nativity story featuring lots of families and others from church!
And on that note, I would really like to thank the volunteers for everything they have been doing over this period- the effort that goes in to making regular videos and the challenge of doing things differently, and not least their commitment to nurturing and praying for the children, and pointing them to Jesus.

Youth work
Youth work over 2020 has mostly been on Zoom! Sunday Night Youth and DMC have both been continuing with games, worship and discussion over Zoom on Sunday and Thursday nights. Highlights of this have been young people’s input in sharing games and discussion topics and the sense of community that is so evident within the groups. It is great to see the young people support and encourage one another, even whilst apart.
Sunday Night Youth was able to meet in person, socially distanced, for some of the autumn term, and it was really wonderful to be able to meet together again. We looked at some videos on big questions about life and faith, and of course have collectively been honing our skills at socially distant games! I’m looking forward to hopefully being able to start meeting in person again in the summer term 2021.
DMC was a little harder to get started again in person, given the nature of the group- normally more focussed around games and practical activities, and aiming to be a space where the young people could blow off some steam. However, we managed an afternoon outdoor session with lots of (socially distant!) games, an outdoor craft and a bit of chat time. I look forward to hopefully being able to have DMC back together in person in the summer term also. A big challenge has been involving all of the young people who previously came to DMC, especially those who don’t come to St Paul’s church. I have kept in touch via weekly emails, but Zoom can be really challenging for young people, especially of that age.
Coming into the new year, I have also started a small Bible study group for some of the oldest youth, which has been a joy. It’s been great to talk about big, challenging questions with all of the groups- we all have so many questions, especially at this time.
Another huge thank you to the youth volunteers for all their work, preparing activities within limitations, faithfully coming to sessions whether on Zoom or in person, and persevering with doing things so differently to how youth work normally looks! I am so grateful to you all and your investment in the young people is incredibly valued.
School work
Since September 2020, I have been working with St Paul’s Primary to provide weekly worship videos in place of me leading an assembly a week. This has continued through lockdown also. While it has been strange not to see the children in person, it has been good to contribute to their worship.
Thank you to Paul for also providing a harvest video for the school!
Our Christingle service was also shared with the school and they reported back that they had enjoyed the service and making their Christingles in their classrooms.
Work with YOYO is currently on hold, as they are navigating the challenges of how they work with schools during the pandemic, and I am doing the same with my work! I hope that I’ll be able to partner with them again soon.

Upper Room 20s-40s Group
What a frustrating year!
I won’t go into all the things we had to cancel. All the false dawns and disappointments. Yet despite the challenges, this year of Covid has given us the chance to really take stock about who we are, where we are and where we feel God might be leading us. We’ve planned, prayed, and layed some stronger foundations.
On a positive note, our 20s/40s community - which we call The Upper Room - has become more defined. Pete and Rhiannon Hale are now firmly established as lay co-leaders in the group. They are part of a core team of six. They will receive some ministerial training from the diocese’s Multiply team and be formally commissioned at some point when we can.
We have welcomed some new members this year despite the restrictions. One guy just walked in off the street and is now a committed part of what we do. Inevitably some folk have also drifted away this year. Our weekly pattern this year (when possible!!) has been to gather in St Barnabas on Monday nights for discussion, teaching, music, games and laughs. During the lockdowns etc we’ve met over Zoom. We’ve also held several ‘rule of six’ firepits in various gardens. Many of the group have met each other for one-to-one walks etc. Pete has begun to establish an Upper Room band which will be crucial to our work.
Our values - who we are and want to be - have been greatly influenced by this wonderful scripture from Philippians 2:12 (Message version): ‘If you've gotten anything at all out of following Christ, if his love has made any difference in your life, if being in a community of the Spirit means anything to you, if you have a heart, if you care — then do me a favor: Agree with each other, love each other, be deep-spirited friends.’ We’d love The Upper Room to be a community of ‘deep-spirited friends’ of all shapes and sizes, personalities and backgrounds.
Future plans:
We have a summer weekend away planned to Robin Hood’s Bay which we hope will go ahead.
Monday night gatherings to go deeper with Christ and each other. We plan to invite a range of special guests to speak, and tackle a range subjects to appeal to a wide range of 20s/40s. This will sometimes link in with other York Multiply groups like at Holy Redeemer.
Wednesday night socials. We’ll be organising weekly volleyball followed by an open mic night. We’re in discussion about us hosting one at a nearby pub. Monthly curry night.
Saturday drop-in. On the third Saturday of the month - in collaboration with our local councillors - we’ll be hosting a drop-in and community gathering for Leeman Road at St Bs. There will be opportunities to talk, get help etc. Live music. Stuff for kids and families. Opportunities for local charities to share what they do. We’ll finish by cooking a simple community lunch for anyone who wants it.

Exploring faith: We plan to run a 20s/40s Start Course when allowed in one of our homes. Men/Women Groups - There will be occasional just blokes and just women gatherings.

Coffee & Co
Coffee n co. has met every week since September 2004 but sadly even Coffee n co had to giveway to covid 19.
So from January -March we were open each Thursday morning and approx. 40 people would come in and enjoy coffee, tea, cake etc . but more importantly have company, a safe place and make new friends .
This is open to all and our hope is that in a small way we demonstrate the love of Jesus, as that too is open to all!!
We look forward to opening the doors and welcoming folk in as soon as restrictions allow.

Little Stars
Little Stars had a good start to 2020. Our playgroup for 0-3's with Additional Needs and their families was a joyful place for music, sensory play and exploration for the children and a supportive community for the grown ups with ever essential tea and biscuits! It was a small group which worked well with the needs of the children, but we were always ready to welcome newcomers.
Sadly with the arrival of Covid we could no longer meet. This decision was made quickly due to the vulnerable nature of the children. In the first few months of lockdown we attempted some online music sessions but found these didn't really work for the children or adults. We kept in touch with a WhatsApp group although the length of the lockdown has meant this is now rarely used. The cohort we had will be nursery age by the time we would be allowed to meet again so we will reassess and see if there is still the same need for the group to open in the same way.
I would like to thank Beryl for all her support and brilliant engagement with the children and their families. And Brian for tea support!

Toddlers
As with the rest of the world, Toddler Group, meeting in person, has been put on hold since March. The first couple of months of the year were as busy as usual, with approximately 100 people attending each week (both adults and children).
There are a great group of volunteers helping in the kitchen; preparing a much needed coffee and biscuit for the adults and snack for the children. Debbie Long, Chris Woodcock and myself (Sarah Graham) were available as support for the families within the session, which was greatly appreciated by all.
Since the end of March, Toddler Group has moved to being online. Every Monday, a short session of a story and singing, is broadcast live via our Facebook page. The number of 'live views' vary each week, as do the number of 'seen views'. In
the early days these were much higher; live views were over 15, and seen views were well over 50. In more recent times, these have decreased to approximately 2 live views and nearer to 20 seen views.
It was great to get an award on York Mumbler, during the first lockdown, for the ongoing virtual sessions - which raised awareness for the group.
The online sessions will continue until it's safe to meet back in church.

Kaleidoscope
As you may know Kaleidoscope is a service run 4 times a year for people with Special needs, however anyone is welcome. By now we should be reporting on 4 services in April, June, September and December however due to covid this couldn’t take place. Instead, we have a Facebook page and we did put some verses, links and resources on there to replace some of the services.
For the September service a message was sent, and a link posted for ‘My lighthouse’ to send the message that amidst covid, God is there to comfort and support.
In December we were able to send out several links to songs with sign language and also a complete nativity. These were excellently produced and hopefully were seen by some of our usual attendees.
As we look to the future we hope to be able to start to hold services again soon and I’m sure our first one will be a celebration of coming together again.

Safeguarding
This year has seen many regular church activities on-hold or running in news ways, which has required new skills from the leaders. For us, this started with moving our regular safeguarding meetings onto zoom, but they continue as a vital opportunity to catch-up and keep safeguarding at the heart of all we do in church.
Other areas we have tried to develop over the past year are:
● Training, ensuring everyone involved in church ac�vi�es knows the safeguarding training required for their roles and can access it.

Let’s Talk
So Let’s Talk has been a little different since March last year but it has been a source of support via WhatsApp.
Particularly at the beginning the first six weeks of unknown this group was supportive and comforting as we all missed our weekly chats and navigated the unknown. As a group we send each other messages of support, funny pictures (normally involving our children!) and generally keep in touch. It has seen the arrival of two new babies, a house move and lots of shared moments. It is the feeling of letting someone know that you are thinking of them, that this situation has not meant you are forgotten and and that ultimately you are cared for.
Chris has continued to share phrases or images of inspiration and comfort. This is an engaged group and we are looking forward to having a biscuit, cuppa and laughing ridiculously together again.

Technology
2020 started out with some training for new volunteers on the Sound rota at St Paul’s, a couple of sessions were carried out early in the year, with the plan to continue this training to the end of April. However as with everything else in 2020 things took a different turn when restrictions on ‘in person services’ were brought in due to the pandemic. St Paul’s and St Barnabas quickly decide to put out pre-recorded services on YouTube to allow us to continue to engage with both of our congregations and split the work load between the two churches. Leaders and congregation members soon adapted to a new way of working and leading worship, allowing us to continue to provide weekly Sunday services, along with some extra Easter services. This continued throughout the remainder of the year, this has allowed both churches to see and hear from the other church’s members, hopefully strengthening the partnership we had begun just before.
Alongside the regular Sunday services, we have also been running regular morning prayers on our Facebook page, allowing people to share their prayer requests and share in some worship time on a regular basis.
As has been the norm at St Paul’s over the past few years, our Christmas Carol service was a focal point of our Christmas celebrations, and we decided that it would be good to have a full band and use the skills of Ryan to produce a high quality video for it. This was a lot more work than our ‘normal’ Sunday services during the past year, but the extra effort was deemed a success.
We have started to experiment with live streaming services at both St Paul’s and St Barnabas, and these continue to improve in quality as the volunteers get to grips with the equipment and technology required. This will be an area of growth during the next year as we look at how best we can engage with a wider community, and not just the congregation inside the building as restrictions relax over the coming months.

Office Team
Well, this year has been a strange, challenging year hasn’t it? Not least that for the first time in its history (I believe), St Paul’s Church was shut to the public!! Possibly, apart from the time when I was bought some aftershave having sported a beard for at least 5 years, 2020 saw the worst birthday present possible, lockdown announced the day after. This year’s present will be of lockdown starting to end (yay!) and the inevitable lockdown weight gain (boo!).
In April 2020, the office was moved to the dining room table at 24 Windmill Rise, where it’s been ever since. Not an ideal dinner companion where it sits like a sullen, brooding teenager however, we’ve got used to the silent member of the family. I think I may miss it when it’s all over.
Was church going to be open? Will church be shut? When will it open again? Questions I’ve been asked on a weekly basis with, apart from a short spell at the end of 2020, the same answer - I have no idea! Although at time of writing my answer is yes, with restrictions (it’s a start)
Some tasks stayed the same, email reading and writing. Lots of email reading and writing!! More phone calls than ever before too. Helping to run the weekly services, mainly online but also in church for a while. Getting Banns read in short periods of time. Paying bills and continuing to be the hub in the wheel that is life at St Paul’s church.
Some tasks were new, laying out socially distanced chairs (how many people can we seat in St Paul’s, socially distanced? 76 in turns out!) Setting up socially distanced worship bands, making everything in church either socially distanced or Covid safe, gel and masks with everything! Taking bookings for the 10:30 service. Knowing where the Zoom mute button is, an essential office tool these days and possibly forever, and making sure the camera doesn’t enable everybody to see right up my nose. After years of (old man) defiance, I finally learned how to YouTube and Facebook. I drew the line at Twitter! WeTransfer and Google Docs became good friends too.
At this point I want to say thank you to Ryan for all his technical work enabling me to work from home, guiding me through some of the new software and applications. Mainly though for his skill in making sure the weekly online services, and others, happened enabling those near and far to stay in touch and join in with worship on YouTube.
The biggest change was inevitably, people, or lack of. No Toddlers, no Let’s Talk, no Coffee and Co, no callers at the door, no Reading the Bible together, no school, so no need to work from church. No Janet, Truda, Therese and Jane, the 4 people who keep me sane in the office and who I share laughs, tears and opinions with the most. No Chris, who was furloughed, and Staff Meetings by Zoom. When your job is working with and for people, it’s been different.
In amongst all the bad stuff though were two rays of light. The first one was, welcoming Rev Paul Millard and family, eventually licensed in November 2020, although he’d been with us since April. What a time to become a Rector of your first church. Inevitably, as always when there’s a change of leadership, there’s always that time of adjustment however, he’s managed it very well (ha!). Early signs are very promising and I believe he’ll be a successful leader of both St Paul’s and St Barnabas for years to come. Which leads to me to the second ray of light, our partnership with St Barnabas. I honestly believe that our working together would not have gone as well or as smoothly had Covid not been with us.
So as lockdown tentatively begins to ends and more and more are vaccinated, there is hope that by summer most things will back to some kind of normality. The church office back up and running, seeing people again, weekly events starting up again. Will it be the end of some of my newly learned skills? hopefully, because that will mean we no longer need them. Although I’m not giving up my Zoom skills just yet.

Prayer Ministry
Though we haven’t been able to have prayer ministry in our services because of restrictions in place there has still been prayer going on regularly. There is a small and committed group who using WhatsApp meet on Thursday mornings to intercede for points of need. We have relaunched the “sayoneforme@stpaulsyork.org.uk” email address so that people can send private prayer requests which feed into this small group and a small number of other trusted prayer’s.
At the start of the first lockdown I began leading Morning Prayer on Facebook. Initially this was 6 days a week though has varied through each phase of the pandemic. This has been hosted on the St Paul’s Facebook page and regularly has in excess of 30 people viewing either live or through the day. It has been a real blessing to pray together and I believe has helped many people engage with God through their day.
We also held a Dawn till Dusk prayer meeting on 23 May for Thy Kingdom Come. It was encouraging to see a variety of faces leading and praying together in different ways, and equally good to share this with St Barnabas.
I believe that praying together is really important as a church, but it takes time and effort, I hope we will keep pushing on with this particularly as we look to what God is calling us to as we begin to meet properly again.

Say One For Me
For a number of years a group has been meeting in church at 8am on Thursday morning to pray for specific prayer requests. When "normal" activities were happening prayer requests were written down and placed in the prayer box in church. Following lockdown in March we've gone "virtual", some prayer requests are still being received into the external post box at church, most come through the "sayoneforme@stpaulsyork.org.uk" email address.
We meet at eight with a group call to check we have all the requests and any updates. We then break off to pray individually, meeting up again on another group call at 8.30 to say the grace. It's an honour to pray confidentially for the different needs within our church family, and meeting virtually has kept our group together even though we are not all in York due to lockdowns etc.

Young At Heart
Young at Heart is a long standing lunch club for seniors in the Holgate Ward, held at The Ainsty pub on Boroughbridge Road, and was originally set up in 2012. Run by Debbie Long and Hannah Titmas, it aims to bring together older people, not just from St Pauls, who make up approximately 30% of attendees, but also from the wider community and to provide an opportunity to meet and socialise in an informal setting. A hot meal is provided for a nominal cost (£5) which the attendees pay themselves. There is a quiz and a free raffle. Entertainment usually in the form of a singer/s or musician/s is also provided the cost of which has in recent years been covered by a grant from York City Council. A report has to be submitted to the Council for the grant and a request made each year and so is judged on a year-on-year basis. The grant is £600 and musicians receive £40 per session plus drinks and occasionally lunch. The remaining money goes towards raffle prizes, as well as cards and sometimes a small gift for the attendees at Christmas or Easter, which is always much appreciated. Some months it isn’t necessary to pay for an entertainer – sometimes we have musical bingo for example, or at Christmas Acomb Primary School Choir sang for us and in February, we were treated to the Rev. Matt Woodcock and Pete Haile on guitar and vocals! In this case the money saved on entertainment is then kept in reserve.
The restrictions on gatherings and the closure of public houses due to the Covid pandemic has obviously meant that Young at Heart has had to sadly close and hasn’t run since last March. Setting up any kind of online meeting would have been too problematic for most of the attendees as access to and knowledge of technology is difficult. As it is a ‘drop in’ type club we do not hold contact details on everyone apart from a core group of about 15 regular attendees, these were all contacted to make sure that they had family or organisational support (either from the Council or Age UK) for essential food shopping and in case they became sick. All said that they were well cared for.

Men’s Fellowship
As a result of multiple lockdowns, 2020 was a disrupted year for St Paul’s Men’s Fellowship. Many of our planned activities were cancelled and some curtailed to accommodate lockdown rules and guidance. Nonetheless, there are plenty of positives to take from the year.
2019 ended with a very enjoyable Men’s weekend at Barmoor, our customary retreat in Hutton-le-Hole on the North York Moors. We were pleased to welcome Dave Shore, Senior Pastor of Global Church in York, who led the devotional aspects of the weekend. Dave’s topic was “Implementing the Great Commission” – with particular focus on engaging men in their ‘normal environment’ – at work, socially and so on.
We enjoyed Bible study and fellowship with each other, walked to Lastingham, visited the pub, went for early morning runs (the hardier of us!) and enjoyed great food organised and / or cooked by Mark Robinson, Nigel Sweasey, Kevin Blount and Steve Savkovic. We all brought our favourite tipple and there were even rumours of slivovitz (strong plum brandy) having been supplied to everyone from Serbia – but the organisers deny this, absholutely!
We managed a visit to the Banff Film Festival at Leeds Town Hall, one Saturday morning Men’s breakfast with the usual ‘full English’ and a couple of visits to The Sun pub on Tuesdays, before lockdown claimed us. Nonetheless, as we drifted in and out of varying levels of lockdown with ever changing rules and guidance, we kept meeting periodically. We managed a ‘meet the new Rector’ pizza to welcome Paul in April and several of us met at lunch times at Poppleton Social for coffee and a chat. Our attempts to organise other more ambitious events, such as clay pigeon shooting, were – well - shot down by lockdown.
We have maintained social contact and fellowship support during trying times. A Whatsapp group was set up to allow daily contact and many of us have been encouraged by a word of scripture or other helpful thought on a regular basis. Some of us have also kept in touch via ‘Zoom pub’ on alternate Tuesday nights, in lieu of going to The Sun. We thank the Lord for electronic communications which have made these things possible.
We really look forward to exiting lockdown and renewing face to face fellowship with the whole church during 2021.

Women In St Paul’s
Despite the restrictions since last March, WISP has continued to be active. We’ve had two Zoom breakfasts, in September and early December 2020, and are planning another one during Lent. We had booked a women’s weekend for April 2020 at the Jonas Centre, but have now postponed the event until 1[st] – 3[rd] October 2021 in the hope that this will go ahead as planned. On behalf of WISP, we sent a £100-donation to the Jonas Centre to support them in their ministry of housing some homeless people during the first lockdown. When the second lockdown hit us in November, we wanted to do a little something for the women in St Paul’s to assure them of our continued prayers and encouragement, so we sent them a letter and coaster. We were touched by the many encouraging responses we received, for example;
“Thank you for putting so much thought and time into delivering encouragement to our doors! I love the coaster and have it next to the bed for when I snuggle up with a bed time drink to remind me of the verse”.
“Thank you so much for the kind note and gift that I found in my post box at the weekend. It is lovely to know that you are being thought of at any time but now in particular.”
“I would just like to say thank you so much for the coaster, and more importantly the message. Just knowing you are there as a supportive group is enough…this made a difference”.
We hope that we can resume breakfasts and other WISP events in person soon, and ideas are welcome. Claire, Ellie, Jan and Therese (current WISP committee).

York Deanery Synod
Each church belongs to a deanery - a local group of churches working together to encourage each other and ours is York Deanery with around 20 churches in and around the immediate city of York.
Our primary task as a Synod (a meeting place) is to be involved in the creation of the Deanery’s Mission and Ministry Plan and to work for the fulfilling of the vision of deaneries being a ‘local network of churches inspiring, influencing and leading mission and ministry’. Last year the only event organised by the Deanery before COVID came along was the Come & See event in March which we mentioned in last year's Wardens Report. (pics attached)
So who is part of this? Paul and Matt are invited as clergy and we have three lay representatives who give feedback to and from the PCC and the church. There are big plans afoot this coming year and the synod is involved as well as every member of every church. We have belatedly just started a three-year cycle - but still room for one more person to join the team.

Reading the Bible together
From 14 January to 10 March, we had nine one-hour sessions, with an average attendance of 14 people, including the two of us. In those sessions, we read and explored the Gospel of John from the beginning to chapter 8 v.11. Then the lockdown.
The nature of this ministry is not compatible with taking place online or in meetings under social-distancing measures. Some of the regulars are not online, some need to use large-print bibles, and we need to be without masks and in close proximity without background noise to hear one another. We are intending to resume as soon as possible. If there is a transitional period in which people would be allowed to meet in church but advised to keep physical distance, we will consider offering two meetings each week, each to be attended by about six people.
The regular attenders have kept in touch and supported one another throughout the year, but there will be much rejoicing and thanksgiving when we can be together round our table in church again.

Financial Statement
Review of Financial Activities
2020 has been a challenging year, with unprecedented strains on not only the team, (staff and volunteers alike) but also on our finances. Usual income streams that could be relied upon were no longer guaranteed, and costs not always foreseeable. The activities of St Paul’s Church are funded almost entirely through the generosity of the congregation, and without these acts of sacrifice, we could not continue to serve Christ and our community throughout the year.
However, in a difficult year we’ve been heartened by not only those who have been able to continue giving, but those who were able to answer our call for setting up or increasing their donations, offsetting our ongoing deficit in the general fund. This was on top of donations to a restricted fund, the “Laurie Smith Helping Hands Fund” with which we are able to support those struggling during the pandemic, and is already being used for support and continues to be available.
In 2020 the accounts show us making a healthy surplus of £31,562 over the year bringing our total funds up to £534,210. However, this doesn’t show the whole picture, as this figure contains both restricted funds (which are only allowed to be spent for their originally donated purpose) and unrestricted funds (the general funds that can be spent by the PCC as required)
Our restricted funds increased by £37,569, mostly due to a £33,580 gain in the value of the investments we hold for the Reordering project: This brought our restricted fund up to a total of £435,519, of which 97% (£423,602) is held for the reordering project, and the remaining split across a variety of other funds as detailed in the table in the below accounts.
However, the flipside is our unrestricted funds decreased by £6,006, (from £104,697 to £98,691) It is worth bearing in mind that these unrestricted funds are not all available as cash we can spend.

£33,775 is held as fixed assets. This means that the value is held as physical items rather than money, and unless we wish to sell these items (such as the chairs we sit on) this value is not available for the PCC to spend.

Of our £64,916 of liquid funds:
-
£31,181 the PCC has earmarked towards our expected maintenance costs, the majority being the issues that were picked up during the Quinquennial survey. These are expected to be spent in the very near future.
-
£1,071 is held as designated for the toddlers group.
We aim to hold reserves (as per PCC policy) of £45,000, which we technically meet with £64,916 of liquid funds. However, once we are required to spend money to fix the quinquennial issues, we expect to drop below our reserves by £12,335 (down to £32,665 reserves) Therefore we need to be aiming to build up our unrestricted funds and plugging this deficit.
However, despite this, it is worth pointing out the turnaround from last year’s report is significant. In 2019, we had a deficit of over 20k in our unrestricted reserves. Through the difficult decisions that were made early in 2020 (reduction in the free will offer, removal of the part time youth & children’s role, reduction in tech contractor hours) we have reduced this down to 6k through the year (in a year with huge challenges already!)
In addition, our financial appeal in the autumn increased our standing orders by just over 5% (£550) which should make a significant difference to 2021’s totals.
The PCC are aware that careful monitoring of our financial situation in 2021, and careful balance of our income and expenditure is needed going forward.

Notes to the Financial Statement
Note1 – Accounting Policies
Scope
The accounts include all transactions, assets and liabilities for which the PCC is responsible in law. They do not include the accounts of church groups that owe their main affiliation to another body nor those that are informal gatherings of Church members.
Basis of preparation
The financial statements have been prepared in accordance with the Church Accounting Regulations 2006 together with applicable accounting standards and the Statement of Recommended Practice (FRS 102). The financial statements have been prepared under the historic cost convention, except for investment assets, which are shown at market value. The financial statements include all transactions, assets, and liabilities for which the PCC is responsible in law.
Reserves Policy

It is the PCC policy to seek to maintain a balance on unrestricted reserves which is equivalent to two months general running costs and an additional one month’s salary costs.

This currently equates to approx. £45,000 Reserves.
-
The PCC currently hold unrestricted Net current assets (reserves) of £64,916 meeting our policy.
Mission Giving Policy
-
It is the PCC policy to tithe our donated income to 10% of Regular giving & plate collections (plus associated gift aid).
-
This is distributed by the PCC to a variety of causes split between Mission Evangelism & Social Evangelism, both in local communities and abroad.
Incoming Resources
-
Collections are recognised when received by or on behalf of the PCC.
-
Income tax recoverable on gift aid donations is recognised when the donations are recognised.
-
Grants and legacies to the PCC are accounted for as soon as the PCC is notified of its legal entitlement and the amount due.

Funds raised at social and similar events are accounted for gross.
-
Rental income from the letting of church premises is recognised when the rental is due.
-
Interest and dividends are accounted for when receivable.
Resources expended

Expenditure is recognised when it is incurred and is accounted gross.

The diocesan Free Will Offer is accounted for when payable.
Fixed assets

Fixtures and fittings are depreciated on a straight-line basis over the expected useful life of the asset.

Items costing less than £1,000 are not capitalised but are fully written off in the year of acquisition.

All expenditure incurred during the year on the church building, whether maintenance or improvement, is written off as expenditure in the SOFA.

Independent Examiners Report
INDEPENDENT EXAMINERS REPORT TO
THE PAROCHIAL CHURCH COUNCIL OF THE ECCLESIASTICAL PARISH OF ST PAULS YORK
YEAR ENDED 31 DECEMBER 2020
I report to the trustees on my examination of the accounts of Parochial Church Council (“PCC”) for the year ended 31 December 2020.
Responsibilities and basis of report
As members of the PCC you are responsible for the preparation of the accounts in accordance with the requirements of the Charities Act 2011 (the 2011 Act).
I report in respect of my examination of the PCC’s accounts carried out un der section 145 of the 2011 Act. In carrying out my examination I have followed all the applicable Directions given by the Charity Commission under section 145(5)(b) of the 2011 Act.
Independent examiner's statement
Your attention is drawn to the fact that the PCC has prepared accounts in accordance with Accounting and Reporting by
Charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic
of Ireland (FRS 102) in preference to the Accounting and Reporting by Charities: Statement of Recommended Practice issued on 1 April 2005 which is referred to in the extant regulations but has now been withdrawn.
I understand that this has been done in order for accounts to provide a true and fair view in accordance with Generally Accepted Accounting Practice effective for reporting periods beginning on or after 1 January 2015.
I have completed my examination. I confirm that no matters have come to my attention in connection with the examination giving me cause to believe that in any material respect:

accounting records were not kept in respect of the PCC as required by section 130 of the 2011 Act; or
-
The accounts do not accord with those records; or
-
The accounts do not comply with the applicable requirements concerning the form and content of accounts set out in the Charities (Accounts and Reports) Regulations 2008 other than any requirement that the accounts give a true and fair view which is not a matter considered as part of an independent examination.

I have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in this report in order to enable a proper understanding of the accounts to be reached.
