The PCC have adopted the provisions of Accounting and Reporting by Charities: Statement of Recommended Accounting Practice applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable to the UK and Republic of Ireland (FRS 102) (effective 1 January 2015). The Church of England Parish of St Luke’s Church, Prestonville, within the Diocese of Chichester. ## 2. **OBJECTIVES AND ACTIVITIES** St Luke’s PCC have the responsibility for promoting in the parish the mission of the church, namely the promotion of the Gospel of our Lord Jesus Christ, pastoral, evangelistic, social and ecumenical, according to the doctrine and practices of the Church of England. Rev Martin Poole is the Priest leading this mission. ## 3. **PUBLIC BENEFIT** Our main activities are described below and are undertaken to further our charitable purposes for the public benefit. When planning the activities for the year, the PCC have considered the Commission’s guidance on public benefit. ## 4. **ELECTORAL ROLL** There were 104 members on the church electoral roll during 2021. ## 5. **ACHIEVEMENT & PERFORMANCE** The overriding event of 2021 was the continuation of the Covid-19 pandemic and the restriction of activities for the whole country due to various lockdown instructions and Government regulations along with Church of England recommendations about closure. A new Government imposed lockdown began on 4[th] January 2021 and the church closed for public worship so all services were conducted online once more. This included the main Sunday service at 10.30 but also included daily Morning Prayer streamed live every day. All other activities ceased except the Real Junk Food lunches continued to be prepared in church and served as a takeaway service at the church door. Rules were relaxed again in March and in-person worship began again on Palm Sunday (28[th] March) with limited numbers appropriate for the building (no more than 45) all chairs were socially distanced and facemasks required at all times. Midweek recovery group activities began again with similar restrictions. The week of 17[th] May began the introduction of sit down lunches alongside takeaway on Tuesdays and Wednesdays and the Oasis parent/toddler group re-opened. Some occasional services such as funerals and weddings took place with numbers restricted to 30. Most remaining Government restrictions were eased on 19[th] July although facemask wearing was still recommended in church. 2 ## St. Luke’s Prestonville 64 Old Shoreham Road, Brighton, BN1 5DD 01273 557772 info@stlukesonline.co.uk Numbers in attendance at the main Sunday service slowly increased but by the end of the year were still only 60% pf pre-pandemic levels. Notable absences are families with small children and some key musicians necessitating the use of prerecorded music at services. The church continued to employ a part-time childrens worker until the end of August although we took advantage of the Government furlough scheme and the employee was fully furloughed from January – April and part-furloughed from May – August when the post was ended by mutual agreement and due to lack of funds. Notable events during the year included weddings of the Vicars daughter during semi-lockdown, the wedding of Anna White once restrictions had been relaxed, the ordination of Anna Bouch as Deacon to serve as curate at Holy Cross Woodingdean, a baptism in the sea on 4[th] July and the introduction of a number of ‘Celebration Sundays’ to highlight the work of organisations associated with St. Luke’s including the Real Junk Food Project, the Community Garden, the Newnote Orchestra and St. Luke’s Advice Service. Throughout the year Carpenter’s Arms continued on the fourth Sunday of every month either as a takeaway at the church door or a sit-down meal, we were the only church to continue this important service which we run in collaboration with The Vineyard church. The year ended with a series of end of term concerts in the church by Stanford Junior school, a community carols event outside the Chimney House pub on 12[th] December with over 200 in attendance and a celebratory Carol Service on 19[th] December. The pandemic continues to affect the way we operate and reassess how we do things. Online worship continues alongside in-person services and there is still a significant community accessing remotely. Our practice around the Eucharist is altered so as to be safe and it is unlikely we will return to a shared chalice in the near future. As of writing in April 2022 the church is open for public worship and services are livestreamed for those unable to attend and we are planning a church-wide discussion on Sunday 15[th] May alongside the APCM to examine the last two years and make some plans for the future. The effect on our finances is noted in the financial review ## 6. **FINANCIAL REVIEW** After almost two years of lockdown the accounts to 31/12/2021 show that the church has survived and has manged to operate throughout this difficult period. The Balance Sheet shows total net funds of £5,583 compared with an amount of £6,700 in the previous year. There is £8,000 still to be paid to the Archdeacon following the loan taken out in connection with the refurbishment of the church in 2017. 3 ## St. Luke’s Prestonville 64 Old Shoreham Road, Brighton, BN1 5DD 01273 557772 info@stlukesonline.co.uk The Income and Expenditure Account shows a small excess expenditure over income of £1,117 and levels of income have improved from £81,464 in 2020 to £103,523 in 2021. Expenditure amounts to £104,640, leaving a deficit expenditure over income of £1,117. We do give our Lord thanks for the generosity and hard work of all leaders and parishioners for this encouraging result in these difficult days. ## **Reserves Policy** The PCC is expected to establish and disclose its policy on reserves. Reserves are defined as that part of the PCC’s income that is freely available. This, therefore, excludes permanent or expendable endowment funds, restricted income funds and any part of unrestricted funds which are not currently available for spending. St Luke’s aims to hold reserves sufficient to maintain cashflows needed to meet all dayto-day operating costs and expenses. The PCC reviews the cashflow and financial situation of the church at each of its regular meetings. ## 7. **STRUCTURE, GOVERNANCE AND MANAGEMENT** There is a Parochial Church Council to govern the parish. The method of appointment of PCC members is set out in the Church Rules. ACCOUNTING POLICIES** ## **Basis of preparing the financial statements** The financial statements of the charity, which is a public benefit entity under FRS 102, have been prepared in accordance with the Charities SORP (FRS 102) 'Accounting and Reporting by Charities: Statement of Recommended Practice applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) (effective 1 January 2019)', Financial Reporting Standard 102 'The Financial Reporting Standard applicable in the UK and Republic of Ireland' and the Charities Act 2011. The financial statements have been prepared under the historical cost convention. ## **Income** All income is recognised in the Statement of Financial Activities once the charity has entitlement to the funds, it is probable that the income will be received and the amount can be measured reliably. ## **Expenditure** Liabilities are recognised as expenditure as soon as there is a legal or constructive obligation committing the charity to that expenditure, it is probable that a transfer of economic benefits will be required in settlement and the amount of the obligation can be measured reliably. Expenditure is accounted for on an accruals basis and has been classified under headings that aggregate all cost related to the category. Where costs cannot be directly attributed to particular headings they have been allocated to activities on a basis consistent with the use of resources. ## **Tangible fixed assets** Depreciation is provided at the following annual rates in order to write off each asset over its estimated useful life. ## **Taxation** The charity is exempt from tax on its charitable activities. ## **Fund accounting** Unrestricted funds can be used in accordance with the charitable objectives at the discretion of the trustees. Restricted funds can only be used for particular restricted purposes within the objects of the charity. Restrictions arise when specified by the donor or when funds are raised for particular restricted purposes. Further explanation of the nature and purpose of each fund is included in the notes to the financial statements. ## **2.
