The PCC Annual Report

This report covers the period ending December 2020 during which three meetings were held with an average attendance of 80%. The reason for this was that Churches were closed from mid March 2020 as part of the lockdown to try to control the spread of Coronavirus. PCC Zoom meetings were held from September 2020.

The Role of the PCC is to promote the Gospel of our Lord Jesus Christ according to the practices of the Church of England and to support and co-operate with the incumbent in promoting in the parish the whole mission of the church, pastoral, evangelistic, social and ecumenical.

Worship

We are indeed living in unprecedented times! It was a huge shock when in mid March 2020 a national lockdown was imposed to try to stem the increase in the number of cases of Covid- 19 and churches were closed. Despite suffering from Covid himself Canon Tony took up the challenge and for the next hundred days plus we received a ‘Thought for the Day’ along with two hundred and seventy others, and these continue thrice weekly. There is a reading, a reflection, a prayer and details of other church and community events. He immediately started to livestream a half hour reflection and prayers at 0945 each Sunday. This was a great comfort to all who suddenly found themselves bereft of all church contact. It is shared live by an average of twenty-five people and a further seventy-five during the week. On Palm Sunday he delivered his first pre-recorded service and the first service of Easter was livestreamed from the Vicarage garden in a glorious sunrise as the birdsong too reflected the joy of Easter. Rev Brenda holds a ‘Phone Church each Thursday morning.

When church was finally allowed to open for services as opposed to private prayer (two days per week) the Sunday Eucharist alternated between our church and Holy Trinity in Ashford. Names had to be taken for track and trace purposes and in some cases for particularly popular services, seats had to be booked!

Despite a November lockdown with church buildings again closed we did have a Christmas Tree Festival albeit much smaller than usual - but how the visitors appreciated it! They were so grateful that it took place and they were able to enjoy their now familiar ‘start to Christmas’! There were no concerts and we were unable to serve refreshments but nevertheless it fulfilled Canon Tony’s desire to raise the spirits of those who visited. We had a crib service, Midnight Mass and a Christmas morning Eucharist.

After Christmas came the third lockdown and PCCs were given the option to close or keep open their church. Bakewell opted to remain open. The Sunday Eucharist is now live streamed to an average of thirty-five people at the time and a further eighty during the week as well as the weekly reflection - and both are available on the church website. The midweek Eucharist has been temporarily suspended but will resume when we come out of lockdown.

Mission and Outreach

Canon Tony has amazingly continued his close contact with local schools throughout these strange times. Pre lockdown he led weekly collective worship at our Infant School and at Rowsley and alternate weeks at St. Anselm’s as well as twice a term at Lady Manners. When schools were ‘back’ he did weekly assemblies with the whole school in their separate bubbles at the Infant School and Rowsley and since November has provided them with weekly recorded collective worship. There was a commemoration service for Lady Manners in church for Years 7 and 12 in October and he worked collaboratively with the school to produce an on line Nine lessons and Carols,

The Churches Together Street Nativity was modified almost beyond recognition! No walking round the streets followed by a crowd of visitors but a ‘stable’ on a trailer towed around a residential area of the town where people

had been alerted to its arrival. The Christmas story was told and carols were sung and the weather was foul! The residents who came out to join in the carols loved it! This was another brainchild of Canon Tony!

Much of what we pride ourselves on in terms of mission and outreach has not happened during 2020. At the beginning of the year we held an ‘Events’ meeting which resulted in a full and interesting programme of activities for the year ahead. This included a programme of lunchtime talks, coffee concerts, social events and Fun Day at the Medway, launch of the Organ Appeal and concerts.

We enjoyed only our Shrove Tuesday social and Judith’s ‘Leap event’ and the first two Lent lunchtime reflections before lockdown.

The Church website has come into its own and is well used, thank you, Emma, for keeping it up to date. Bakewell Churches Together’s Good News continues to be published – on line now. The Lunch Club is on hold – a great sadness to its members who so appreciate the fellowship and friendship it offers. We hope that the programme of Coffee Concerts and Lunchtime Talks can be revived – both attract people from the community

Rev Brenda has co-ordinated the pastoral work and has called on her team to pray for people rather than to visit them at home. This has made her extremely busy too and her commitment is greatly appreciated. Rosie Glass leads prayers in church on Wednesday mornings.

Fabric

So much of what was planned is on hold because of the restrictions placed on us by the pandemic.

The approach path to St Anne’s has been repaired and the area at the entrance to the church has been resurfaced. A new sign directing people to the church entrances is awaited. The Quinquennial report recommended work that needed doing on the church roof and the guttering. The heating system is not really fit for purpose any more.

The congregation approved the idea of re-ordering the entrance to church and the installation of a coffee point for visitors – all on hold. We are grateful to Roger for all he does to maintain the church fabric at our sister church.

The actual work on the roof at All Saints is completed; the new double boarded parapet access door still requires attention.

The faculty for the refurbishment of the organ is complete in every detail and awaiting DAC approval. Any progress here has been on hold partly because of isolation issues with the Slovenian workforce. All the planned fund raising events had to be postponed.

The replacement organ also awaits repair, similarly held up by the pandemic. The person who can do the job lives in London so has been unable to travel.

The livestreamed services have revived the discussion about the installation of WiFi in church – not only for regular services but also for weddings and to provide information to visitors about our church’s history and treasures.

The re-siting of the RBL standards is in hand. The responsibility for the steps opposite the Newark and the path behind church is an ongoing issue. We have to prove that they are used as rights of way.

Another victim of the current situation is the work on our red altar frontal and super frontal which has been suspended.

We have had another ‘blip’ with the heating and the sound. These are both very old systems and are becoming increasingly costly. The PCC needs to address these problems as a matter of some urgency and with an eye on the long term. As a church we are obliged to look to a greener future with regard to our energy consumption.

Charitable Giving

We continue to send £1000 to support the education of two children from St Matthew’s Church in Zababdeh. We jointly with the Methodist Church support Christian Aid and All Saints donated £125. All our usual fund raising events last year were cancelled. We sent £125 to Ashgate Hospicecare and also to the Bishop’s Harvest Appeal. Our church was unable to collect for Children in Need as we have done for many years. People were encouraged to send monetary donations to the Foodbank when church was closed or to leave their food donations in the Co-op for David Downes to collect. All Saints sent £125. We also donated £50 to the Diocesan Bell Restoration Appeal.

Finance

The Budget for the following year normally approved by the PCC in November has not been prepared this year because of the unpredictability of the current situation. Obviously our income is down this year because of the church closure but has been cushioned somewhat because many of our congregation have signed up to the

Parish Giving Scheme. Thanks to the team, Joyce for her continuing work as Treasurer over the years, Rick for overseeing the Parish Giving Scheme and with Kath for banking the church collections.

Safeguarding

Joanna is our Parish Safeguarding Officer and as such is responsible for ensuring that our procedures are up to date and clearly displayed and that the PCC members and other church officers are up to date with their training. We are grateful to her for carrying out this very important role.

The PCC is hugely appreciative of the ministry, teaching and pastoral care offered by members of the ministry team under the inspirational leadership of Canon Tony. We are also greatly appreciative of the time and commitment given by many church members to the life and mission of All Saints with St Anne’s.

Independent Examiner's Report to the members of Bakewell Parochial Church Council

I report on the financial statements for the year ended 31st December 2020.

Respective responsibilities of trustees and examiner

The charity's trustees consider that an audit is not required for this year (under section 144(2) of the Charities Act 2011 (the Act)) and that an independent examination is needed. It is my responsibility to:

examine the financial statements (under section 145 of the 2011 Act),

to follow the procedures laid down in the General Directions given by the Charity Commission (under section 145(5)(b) of the 2011 Act), and

to state whether particular matters have come to my attention.

Basis of independent examiner's report

My examination was carried out in accordance with General Directions given by the Charity Commission. An examination includes a review of the accounting records kept by the charity and a comparison of the financial statements presented with those records. It also includes consideration of any unusual items or disclosures in the financial statements, and seeking explanations from you as trustees concerning any such matters. The procedures undertaken do not provide all the evidence that would be required in an audit, and consequently no opinion is given as to whether the financial statements present a 'true and fair' view and the report is limited to those matters set out in the statement below.

Independent examiner's statement

In the course of my examination, no matter has come to my attention:

which gives me reasonable cause to believe that in, any material respect, the requirements: to keep accounting records in accordance with section 130 of the 2011 Act; and to prepare financial statements which accord with the accounting records and comply with the accounting requirements of the 2011 Act; have not been met; or
to which, in my opinion, attention should be drawn in order to enable a proper understanding of the financial statements to be reached.
