TRUSTEES’ REPORT 

## AIM AND PURPOSES 

St Peter’s Parochial Church Council (PCC) has the responsibility of co-operating with the incumbent, in promoting in the parish of Pedmore, the whole mission of the Church, pastoral, evangelistic, social and ecumenical. The PCC is also specifically responsible for the maintenance of the St Peter’s Centre. As part of recent legislation, the PCC must report on “Public Benefit.” This Public Benefit is reflected in the statements of Objectives and Activities below. 

## OBJECTIVES AND ACTIVITIES 

The PCC is committed to enabling people to worship at St Peter’s and to become Christians. Our Benefice vision is to be a growing all age church, experiencing and sharing the love of God with the people of Pedmore & Wollescote. So, we: 

- Support each other as individuals, groups and as a whole church. 

- Seek to put St Peter’s at the heart of the wider community in Pedmore. 

- Work together to reach out 

The PCC maintains an overview of worship, and endeavours to enable worship and other church activities to put faith into practice. The PCC’s remit includes: 

- Worship and prayer 

- Learning about the Gospel 

- Developing knowledge and trust in Jesus 

- Pastoral care 

- Outreach. 

To facilitate this work, it is important that we maintain the fabric of the Church and the St Peter’s Centre. 

## STRUCTURE, GOVERNANCE AND MANAGEMENT 

The Parochial Church Council is a corporate body established by the Church of England. The PCC operates under the Parochial Church Powers Measure. The PCC is a Registered Charity (Registration number 1133783). St Peter’s Church is part of the Diocese of Worcester within the Church of England and is situated in Pedmore Lane, Pedmore, Stourbridge DY9 0SW. The method of the appointment of PCC members is governed by and set out in the Church Representation Rules. The membership of the PCC consists of the Rector, churchwardens, readers who wish, and members elected by those members of the congregation who are on the Electoral Roll. The trustees of the PCC are also trustees of the St Peter’s Centre Pedmore Charity which has provided loans to the PCC in connection with the building of the St Peter’s Centre. 

During 2025 the PCC has continued to comply with the duty under section 5 of the Safeguarding and Clergy Discipline Measure 2016 (duty to have due regard to House of Bishops' guidance on safeguarding children and vulnerable adults). In particular, the PCC has continued to use the safeguarding toolkit provided by the Diocese as a way of self-assessment to ensure that it fulfils its duties and responsibilities. 

Our parish of Pedmore is committed to safeguarding children, young people and adults from harm. We follow the House of Bishops guidance and policies and have our own Parish Safeguarding Officer (PSO). Our Diocese of Worcester’s safeguarding pages contain vital links and information including contacts for the Diocesan Safeguarding Advisor who advises our PSO. ## COMMITTEES 

The PCC operates two committees which can meet between full meetings of the PCC: **Standing Committee** . This is the only committee required by law. It has the power to transact the business of the PCC between its meetings subject to any directions given by the council. **St Peter's Centre Committee** . To represent the council in the operation of St Peter's Centre under Terms of Reference agreed by the council.

## **PCC CHAIR REPORT by Revd Claire Cox** clairecoxcofe@gmail.com 

I’m writing this report having been your Rector for only 2 months, I recall with such joy my licensing on the 8th of March, a very special day; may I thank everyone who was involved in making it so wonderful. ‘ **People** ’ has been my focus since starting, visiting people in their homes, listening, and learning about our benefice. Already I have visited our safeguarding officer, our 3 church wardens, our ministry team, very nearly all PCC members, and a few additional requested home visits. Alongside this it has been good to take home communion to a few parishioners in their own home, to Wychbury care home, 2 visits to the Cedars care home, and I will visit Woodlands Gate Rest home this week. Funeral ministry is always a privilege, this has been busy for our benefice with 6 funerals and 4 interments of ashes to date, and all these involve home visits to bereaved friends and family.

A real highlight for me has been visiting Pedmore CofE Primary school every week, joining them in their lively worship, getting to know pupils, staff, and exploring my role as school governor. We welcomed the whole school over to St Peter’s for an Easter service, and the reception class for a special morning just last week. 

After just 20 days in role we lunged into Holy week, always one of the busiest times for us. I was so grateful for the wonderful joint service we had on Palm Sunday sharing the story of the Passion. Maundy Thursday is always a very special service, and it is an honour for me to be able to wash your feet, and Easter Sunday was just so joyous! 

Working with the wardens and ministry team I am creating orders of service for all special days and seasons, having created 14 booklets already for services such as Easter, Mothering Sunday, Good Friday and more. 

I am overwhelmed with the welcome you have given me and all my family, thank you. In my role I have good support from my colleagues in the deanery and across the diocese, I have an assigned mentor, a spiritual director, and since being here I have welcomed to the Rectory a few diocesan officers, Archdeacon Nikki, Bishop Martin and I will welcome Bishop Hugh this coming week. I know that being in vacancy has been tough, and I would like to extend thanks from myself and all at the diocese for all that you have done to ‘keep the show on the road’… Thank you. 

I’m really looking forward to visiting more people and hearing your stories. I am excited to get to know Hob Green primary school, and to work more with the uniformed groups, especially after the fabulous St George’s celebration at St Andrew’s. Some of you will know that I have spent time on enhancing our social media presence with a benefice page on Facebook ensuring people know how to contact us, to see what’s happening when, and especially for Baptism, Wedding and funeral enquiries. Working together as a benefice is vital for us, whilst we must ensure we retain and celebrate each church’s uniqueness in our community. Change is inevitable if we are to truly bring to life our vision of being ‘ **a growing all age church, experiencing and sharing the love of God with the people of Pedmore & Wollescote** ’ and we can only do this if we work together. Let us remember the reason we all do what we do and listen to that still small voice, what is God calling us to do, as individuals and together. Please know that God’s nature does not change but the activity of God in our world does. There is a saying that goes – what you focus on is what you get, we have so many good things written in this report, let us focus in on the good works of God. In Philippians, chapter 4 it says - _whatever is true, whatever is honourable, whatever is just, whatever is pure, whatever is pleasing, whatever is commendable, if there is any excellence and if there is anything worthy of praise, think about these things. Keep on doing the things that you have learned and received and heard and seen in me, and the God of peace will be with you._ 

## **MINISTRY REPORT BY Richard Sarjeant** 

It has continued to be a privilege to lead services and to preach mostly at Str Peter’s but occasionally at St Andrews. It is now just over 25 years since I was licensed as a Reader at Pershore Abbey. 

Other than the frequent encouragement from members of our congregation, which is so helpful, two events stand out for me. The first was our service of Thanksgiving and Remembrance on 30th November which seemed to have been appreciated by those who had lost a loved one in the previous twelve months, many of whom had received a personal invitation. The second was on 21 December when some 200 adults and children joined us for Candlelight Carols and Readings.

It should not go unsaid that none of the services would have been possible without our dedicated musicians, those who have read for us from God’s word and those who have led us in intersessions as well as those who have been less visible. These include those who have regularly cleaned the church, ensured that it is well lit and heated provided flowers and other decorations and the small team who have ensured the audio systems have been in place to provide the best possible sound. To those and others who I haven’t mentioned - Many thanks! 

## **CHURCHWARDEN ANNUAL REPORT by Joy Evans and Jim Ford** 

Last year was a very busy time for the churchwardens. David decided to retire in the spring with a view to leave on the first of June. This decision set in motion a lot of planning and organisation. The priorities were the preparation of the Parish profile and arranging the service leaders and any cover that was necessary. 

A group of volunteers was selected to make a start on the Profile. This was made up of members from both St Andrew’s and St Peter’s. The group produced several drafts which were examined by Archdeacon Nikki and Kim Topham. After a few meetings it was decided to reduce the group to four, Jim being one of the two members from St Peter’s along with two from St Andrew’s. The group met regularly and produced a profile which was satisfactory to those concerned and a timetable was confirmed for advertising the post and the interview schedule. David left, as planned on the first of June and he kindly left a list of clergy who, were available to cover for services. For the rest of the year, the wardens arranged cover for services when the Readers were unavailable. Joy concentrated on arranging cover for the 9am service and Jim looked after the 10.30 service. It was agreed to suspend the evening service. There were very few cancellations of services, but some were inevitable. When David vacated the role as PCC chairman, there were a few problems filling the position of Lay chair, so Jim chaired some meetings until Richard agreed to fill the position. Also, Sally-Anne left her role as church administrator which meant a vacancy for PCC secretary. No one volunteered so Jim stepped in and has continued in the role and has taken minutes etc. 

As Churchwardens we were asked to upgrade our Safeguarding training to the advanced level. This meant there was coursework to be done and tutorials to be attended. We succeeded to pass the course. 

All the above has been in addition to the routine Warden’s responsibilities. We opened and closed the church for normal services and school services. We have had checks of electrical appliances and equipment, the boiler was serviced, we had problems with the electric meters, the church electrics were checked. Joy has looked after the empty Rectory and maintained the churchyard in good order. 

## **CHURCH BUILDINGS AND CHURCHYARD by Joy Evans and Jim Ford** 

Last year the Probation Service “Pay back team” came several times to clear the paths, do some general 

The church clock was serviced in July by the Cumbria Clock Company. The fire extinguishers were checked in April. The entrance porch roof sprang a leak with water dripping onto the Tympanum. 

The churchyard wall adjoining the cricket field in need of repair. Joy has put up a notice on an overhanging tree asking children not to climb on the wall. She has also spoken to the chairman of the cricket club who is now aware of the situation.

## **THE FLOWER GUILD By Linda Kitto with Anne, Kyrle, & Sandra** 

We are a small group responsible for flowers in St Peter’s. We work well together taking turns to provide flowers each week. We get together for discussion (and cake,) and occasionally have an inhouse workshop. We have faced two challenges this year. Firstly, we do not receive any funding. At Easter and Christmas, we ask for contributions. But otherwise, we are quite inventive at making ends meet. For example, at Christmas our window decorations were all paper sculptures. Our second challenge is to learn to live without Oasis foam. As requested by the Diocese. We would love to welcome new members to our group. Full training would be given. 

## **ECO CHURCH by Pauline Rollason** 

St Peter’s is a silver eco church. No further work has been done towards Gold but I have tried to embed all we have done so far to get to silver into our everyday life as a church and community with lifestyle changes. 

Looking forward perhaps we should look at more eco suggestions at coffee mornings and social events. Dudley Metropolitan Borough has made a move forward and more is recycled now. Soft plastics collected in church are taken to recycling points without making a special journey to do this. Pill packets I have had to stop collecting as it just became too much to cope with. 

Eco awareness is difficult when log burners are popular, it’s fast approaching the bbq season but I continue to promote ie the Summer Fayre at Pedmore CofE Primary School last July. Café Tuesday @the Foley have had two fun sessions on which bin/bag for rubbish. It’s a lonely journey and any help would be appreciated. 

## **CHILDREN AND FAMILIES WORK by Pauline Rollason (on behalf of the Children & Young Families Team)** 

## Saplings@St Peters 

Saplings, our Toddler’s Club, continues every Monday morning. A very successful service we offer to our community and beyond. The theme each week is taken from Little Seeds a resource available from the diocese. Christmas and Easter books are given to all the children. 

Love Your Churchyard 1st – 15th June 2025 

This now has taken place for a few years and ties in with our being a silver eco church. Activity sheets were available, children and parents were encouraged to plant seeds to grow sunflowers and wild flowers, write prayers to hang on the Millennium Yew, bug hunting and recording wildlife, bark rubbing etc. Thirty plus children took part with also 20 Beavers and 18 Scouts.. This event was advertised in the diocese section of Parish News. 

## Family Worship – 29th June 2025 

This was a joint service with St Andrews. The theme was David and Goliath and included lively songs, a drama and a wonderful talk by Canon Kath Davis. Children and adults were shown how to make a safe catapult representing David and his sling and stone. Refreshments were large and small. 

St Peter’s CofE Primary School Summer Fayre – 5th July 2025 

We were invited to this event. We did a craft activity using recyclable materials, a beanbag game and Tony performed magic. Leaflets will be given out advertising our Sapling Toddlers Group and the Café Church on 31st August.

Creation – September 2025 

The creation trail continues through creation tide and afterwards with activity sheets in the Lychgate. 

Forest Church 19th October 2025 

This was to be at the school but was called of due to very heavy rain 

Remembrance Service – 9th November 2025 

Our uniformed associations again took part and paraded to the churchyard. A really good service with the church quite full. A special thank you to Sadie Adams, Beavers and Scouts leader for again displaying the poppies they have made on the railings outside the Centre and Scout Hut. They are lit up at night and loved by our community 

Christmas Fayre 6th December 2025 

Certain activities are being organised to encourage families to come to our Fayre. 

Christingle Service – 14th December 2025 

18 children with their families came to this service. Christingle’s were made with all the parts provided in bags by the Children’s team. 

Nativity Trail – Christmas period 2025 

A nativity trail took place again in the churchyard and nativity figures were again erected in the Millenium Yew area. 

Crib Service – Christmas Eve 

A packed church with children finding the figures hidden in church, a modern nativity drama with popular carols. A book was given to all ages of children with lots of chocolate for everyone. 

Mothering Sunday – 15th March 2026 

Young families were invited to this service and bags containing the items to make paper flowers were given to all. These were made during the service and daffodils were also handed out to all. 

Easter Trail 31st March – 11th April 2026 

An Easter Trail tool place in around the churchyard. Once completed using an activity sheet they could collect chocolate from the church porch with free activity sheets. 

St Peter’s has endeavoured to provide excellent spiritual, emotional and social support to children and families in the past and will continue to do so 

## **ST ANDREW’S SAPLINGS by Glenys Finn** 

As a team at Saplings week by week, we have learned to recognise the overflowing generosity of our Faithful, Gracious God- our Jehovah-Jireh - The One Who Provides. ‘ _Because the Lord is our Shepherd, we have everything we need’_ . His loving kindness is evident in the friendships formed and the love that is shared. We are dependent upon Him.

## Our Resources: 

1. The Scriptures: Our God yearns for His Spirit - (Whom He has caused to dwell in us) to be made welcome in our hearts. And for that, He gives even more grace, so that by the power of His Holy Spirit, we may defy sin and live obediently; reflecting our faith and our gratitude for our salvation. James 4: 5,6 

2. Prayer: Our aim is to seek God and His righteousness in all of the details that He highlights within our Saplings group and to do everything as unto Him. We are grateful for the fun and the joy, the reassurance and the security, that He brings each Tuesday morning and we pray that we may absorb and reflect these resources faithfully. 

3. Our response: Following each session, together we are able to marvel afresh at what our Sovereign Lord has accomplished and give to Him all the glory for the collaboration He encourages both with Him and each other.

## **PICNIC SUNDAY by Canon Kath Davis** kath.davis@btinternet.com 

Usually, the 3rd Sunday of each month, originally a group of about 8 people, although open to all, who gathered together very informally in St Andrews following the 10am service and after tea/coffee, to share food and fellowship, each bringing their own picnic lunch. 

By popular request, this subsequently morphed into lunch at a nearby establishment, usually The Hadcroft, sometimes The Foley Arms with a core group of 5/6 regulars. Transport is shared and we each pay separately for our food and drinks; there is no pot shared funds. Anyone is welcome to come along, however there is a need to book in advance so, if you would like to come, please do contact me at least by the previous Sunday.

## **WALKING GROUP by David Reeson** direeson@blueyonder.co.uk 

The old walking group (Walking At St Peter’s or WASPS) lapsed after the Covid pandemic. We are now considering how we might resurrect it, but as a Benefice. As a first step we are putting together a Benefice Beating the Bounds walk, an ancient custom of walking the boundaries of parishes to lay claim to land and pray for its protection. It will be challenging, around 12 miles, so may be broken down into sections. We hope there will be interested walkers across our two parishes who are interested in “going a-ganging”, enjoy socialising, and above all appreciate the God-given delightful countryside on our doorstep. Further walks may follow, depending on interest. If you have ideas we want to hear them. We will cater for all tastes. 

## **MUSIC GROUP by Anne Vincent** 

We are very fortunate to have a group of talented musicians who work well together leading our Morning Worship each week. The first Sunday of the month we are very grateful to Mark joining us as he plays at St Andrews for the rest of the month. Every week one of our members organises the songs for the service and collaborates with the Service Leader if necessary. We are always happy to welcome new members. 

## **CHRISTIAN AID by Anne Vincent and Pauline Rollason** 

As volunteer numbers have decreased over the past few years it has become more difficult to raise money for the good work achieved by Christian Aid in the poorer parts of Africa. At St Peter's in 2025 we held Coffee Morning with various stalls and a Quiz Evening. Together with our congregation donating through the envelopes, we raised £1364.50. This total does not include the Gift Aid. For 2026 we are only able to host a quiz at the end of the month for several reasons, so will be looking to have a full house please, as well as donations via the envelopes. 

## **CHRISTIAN AID by Denise MacDonald & Mick Bishop** 

This Sunday marks the beginning of Christian Aid Week, and we already have posters and leaflets in church to advertise this.  At St Andrew’s we are unable to do street collections we give the proceeds from our Harvest Lunch to this charity.  Anne Vincent from St. Peter's liaises with me each year before ordering advertising material. Mick says: Traditionally we have a Harvest raffle and the proceeds together with any “profit” on the Harvest Lunch is sent to Christian Aid towards their Harvest Appeal.  In 2025 we sent £72. As for Christian Aid week we sent £65. 

## **CHILDREN’S SOCIETY by Mick Bishop** 

St Andrew’s has long supported the Children’s Society, dating back to at least the 1960s.  The coordinators for many years being Ida Bicknell and then Betty Gardener, both longstanding members of the congregation at St Andrew’s.  Latterly Jean Clewes took on the role, and from last year I took it on. People have collection boxes in their homes.  As the collections are paid into the Church Account, it is then possible to claim Gift Aid (GA) and Gift Aid Small Donations (GASDS) on the donations, thus increasing the amount by 25% which is passed on to the Children’s Society (as it is Restricted Funds). Last year a total of £280 was collected and with the additional GA/GASDS we were able to send the Children’s Society £350. 

## **CHURCH OFFICE VOLUNTEERS by Joan Coleman** 

Since our Administrator left in June 2024 the office has been run by volunteers. We currently open from 10am till 12pm most weekdays.

Jobs carried out in the Church Office are to check emails, phone messages and calls ; Hall bookings and invoicing, printing New sheets, records for Copyright; Electrical and Fire Alarms checking every week, mobile phone charged which is connected to the computer, Roof Cameras checked; Ordering of supplies for the Centre/Church and, maintaining the building. 

Church tasks are also covered including Laison with Funeral Directors to arrange Funeral Services and interments of Ashes in the Churchyard and placing of Memorial Stones. Also, the Burial Register is maintained. 

## **PASTORAL CARE TEAM by Revd Claire Cox** 

After a benefice wide invitation, 9 people gathered and shared their interest in being part of a pastoral care team, a meeting was held at the rectory on 16[th] April 2026. We shared ideas on how we could work such as the team owning a sick/departed list, visiting care homes, taking home communions in twos, anointing the sick, and supporting occasional offices (Baptism, Wedding & Funeral visits – hatch, match, dispatch)! During the meeting we covered: 

## **WHAT** pastoral care is, looking at different theologian’s definitions 

**WHERE** pastoral care happens - Anywhere! At church, during services, in care homes, visiting people at home in twos, whilst out walking, at church events, in organised groups, such as Saplings, out & about – being you! 

**WHEN** it happens - Face to face and over telephone, at occasional offices **WHO** we care pastorally for - All people, all ages, all circumstances. 

## **At our next meeting we will cover:** 

**WHY** Pastoral Care? Us together and us as individuals **HOW** would we like to begin as a team, sharing our ideas 

## **Safeguarding** 

With the creation of a new pastoral team, we reviewed the process of creating CDs of the 10.30am service at St Peter’s. There have been 6 CDs created every week by Richard Sarjeant and Peter Coleman for 3 care homes and 3 individuals that were distributed by Jen Hellawell.  The CDs would take Jen’s time to deliver, one and a half days a week to edit and create, plus the time and focus to control the sound during the service. When Revd Claire made visits and phone calls to consider the way forward, all the care homes and one individual gave a clear preference to face-to-face contact that could include live singing and home communion instead of a CD. On receiving this feedback, Revd Claire made the difficult decision for us stop creating the CDs. A huge thank you to Jen, Richard and Peter for their faithful work in creating CDs for so many years. By stopping the CDs, it gives St Peter’s more freedom on how we worship at our 10.30am service without worrying about the impact on creating CDs, less printing, and the opportunity to pastorally care for people directly. ## **MOTHERS' UNION by Wendy Homer** 

There are four members who meet at St Andrew’s on the second Tuesday of each month at 2pm.  We have a short service followed by any other items to be dealt with.  Tea and cakes are served, along with a small craft project, which we take home.

## **THURSDAY EVENING HOME GROUP by Mary Medcraft** marymedcraft@blueyonder.co.uk 

We meet fortnightly for prayers, bible readings, discussions and social. We have studied a number of the Life Builder Study books including the topics of "The Lord's Prayer", "Hope", "Heroes of Faith" and "James, Faith that Works". We meet at 7pm at 33 Lychgate Avenue. New members from our Benefice are always welcome. 

## **LADIES BIBLE STUDY & PRAYER GROUP by Val & Fran** 

On the 2[nd] and 4[th] Tuesdays in the month we have a varied study programme during which group members, hopefully, will discover for themselves what the Bible has to say to them. We share our love for our Lord and Saviour Jesus Christ, and our love for each other. 

## **QUEST BIBLE GROUP by Corrinne Sarjeant** 

There are 7 members who try to come as often as they can. In the last year we have studied: Job, John, Acts and Esther. We are approaching the end of Esther which we have enjoyed very much. We are happy to welcome new members all the time. Come and see us pooling our thoughts on the books we are looking at and are challenged by God’s word.

Every Tuesday this group meet in the Foley Arms at 11am, some staying until the middle of the afternoon after having lunch. Only if Christmas Day was on a Tuesday would be the only time the group did not meet. We support each other in many ways that living on our own throws at us. 

The meeting is never sad but positive, looking at everyday issues, we now have to decide ourselves. 

The focus is on practical things, but I give out our Parish News so the group feel they are a part of the church and if there is a service sheet surplus I will give these out to. Usually about 20 in number attend the group. 

Some of the group will knit hats for new babies born at Birmingham Maternity or comfort blankets and hats for Ladies Fighting Breast Cancer. I have not yet managed to get going collecting for Foodbank, which I seem to get challenged on. 

## **PARTNERS IN MISSION by Joan Coleman** 

We feel it is important to find ways to help the congregation at St Peter’s to feel engaged with the mission organisations we support and to see themselves as involved in mission through prayer and action as well as financial giving. You will remember that we will be focusing our support on International and local organisations 

The Mission Partners which St Peter’s support are: Tearfund, Committee for Mission (Anna Sims), Church Army, The Leprosy Mission, The Children’s Society, Black Country Food Bank, Life Debt and Christian Aid. 

Our Mission Partner from Leprosy Mission came to St Peter’s during the year and we have regular reports from our Mission Partner Anna Sims, Peru, who works alongside the local church to build community and share Jesus in creative ways in urban Lima. 

## **BOOK CLUB by Sue Hyne 07941 438220** 

Do you love reading? Would you like to discover new genres, new authors and be challenged to try something different? If so, the book club is for you! We are a small group who meet monthly, glass or

cup in hand, to discuss a book which we've all read in the preceding month. We have enjoyed reading a range of books from recent releases to classics, suspense to historical novels and some non-fiction books, and a good range in between. We choose books a few months in advance, so members have plenty of notice to obtain the book from the library, kindle or bookshop. 

Our discussions welcome contribution from all members and are thought-provoking and interesting. We come away from the meetings with a much better understanding of the book. Some of the books we have read recently have included:

## **CHURCHES TOGETHER IN STOURBRIDGE (CTiS) By Sylvia Maidment** 

CTIS meets 4 times annually to plan events for 14 Stourbridge churches. These include Christmas events, Lent groups and Good Friday walk of witness plus service, and week of Christian unity. Planning for future events for 2027 will include discussion groups, remembrance Sunday, Love Stourbridge and Stourbridge carnival. At CTIS AGM, reports are received from the reps of Finance, Fair Trade, Christian Aid, Street Pastors, Life Centre, Debt Advice and Food Bank. These events have proved to be times of great blessings and fellowship and are to be recommended to our benefice. 

## **SAFEGUARDING CHILDREN, YOUNG PEOPLE AND VULNERABLE ADULTS** 

## **By Elaine Hurry, Parish Safeguarding Officer** 

The Diocese of Worcester is committed to safeguarding children, young people and vulnerable adults so they can worship and grow in Christ safely. Every year the PCC is required to approve and adopt all safeguarding policies from the Diocese. There is a legal duty on the clergy, readers and lay workers, churchwardens and PCCs to do this. This was completed in April 2025 and will be reviewed at the first PCC meeting after the ACPM. 

Parish Dashboard: this is an online monitoring system used in the Diocese to ensure safeguarding policies and procedures are being followed in the parish. It is completed and updated by the Parish Safeguarding Officer. An action plan is produced for any outstanding requirements. The Diocese requires at least 75% compliance. St Peter’s is currently at 88% with action plans monitored by the PCC. 

Disclosure and Barring Service: One new DBS check was carried out this year for a member of the interviewing panel for the new Minister.  DBS checks need to be reviewed every 3 years. All staff who require a DBS check for their role in church are currently up to date. This requirement covers Clergy, Readers, Churchwardens and group leaders for children and adult activities. There was a serious data breach by the company that was used by the Diocese to process these checks last year. Fortunately, this did not affect anyone at St Peter’s but as a result the Diocese are now using a new service provider.

Training: A training programme is in place for PCC members and all those whose roles require a DBS check. All training must be renewed three yearly. A plan is in place to review everyone’s Basic Awareness training in the next three months. All those required to attend the Leadership Course (Clergy, licensed Lay Ministers, Parish Safeguarding Officer, Churchwardens) are up to date. 

There is a Parish Safeguarding Officer meeting quarterly. This offers support to those carrying out this role and is useful to provide updates and to share changes to policies and procedures. 

Referrals: No concerns have been raised over the past year that warranted advice to be sought or a referral to the Diocese Safeguarding Team or statutory agencies. Children’s and Adult activities: Currently these are Saplings, Messy Church, Forest Church, St Peter’s Singles and Café Tuesday. 

Role descriptions are available for all leaders and risk assessments are in place. The PCC need to review and approve these annually. Safer Recruitment policies are in place and would be implemented for new roles or leaders. The Parish Safeguarding Officer has undertaken the necessary training. St Peter’s Centre: All groups who have a regular booking at the St Peter’s Centre are now required to evidence that they comply with safeguarding requirement, as a condition of their booking. That evidence is currently being collated and will be reviewed by the PCC. 

I would like to thank everyone for taking our safeguarding responsibilities seriously and undertaking the required training. This enables St Peter’s Church to demonstrate its commitment to the care of children, young people and vulnerable adults.

The following are the final accounts of 2025 for St Peter’s Church Pedmore and the St Peter’s Centre Pedmore Charity. 

## **The St Peter’s Centre Charity Account** 

This account is essentially a long term loan account which receives an annual contribution of £270 plus interest. 

## **St Peter’s Church Pedmore** 

This account consists of a consolidation of St Peter’s Church and the St Peter’s Centre.

The statement of financial activities shows resources received and used for 2025 compared to 2024. The deficit of £10,180 includes a surplus of £1,806 made by the St Peter’s Centre

The net assets on the balance sheet of £221,327 shows the decrease of £10,180 from 2024 to 2025. Further explanation of the figures in the statement of financial activities and the balance sheet are contained on pages 8-15.

In 2025 regular voluntary income showed a decrease of approx. £6,000. This was caused by a reduction of standing order income due to people leaving and a reduction of income from fewer Church Services due to a 7 month period of ‘in vacancy’. The lower level of this income plus the reduction of General Donations resulted in the Gift Aid recovery being approx. £1,800 lower. 

Occasional voluntary income included legacies from Margaret Bradshaw, David Rogers and Pauline Randle totalled £11,000 

Events for ‘Love your Church’ (£175) and a Christmas Fayre (£810) raised total of £985.

The commitment to Mission Giving was £6,000, distributed to CMS/Anna Simms, Children’s Society, Church Army, Life Debt Centre. Black Country Foodbank, Tearfund, and the Leprosy Mission. The Parish (Ministry) Share commitment for St Peter’s for 2025 was £57,000. This was met in full. In addition there was a 50% payment of the shortfall in 2024 of £4,250 resulting in a total payment of £61,250. This additional payment is noted at the bottom of page 9. 

There were no major items of repairs other than routine maintenance to the boiler, the clock, replacement lights and the hands free machine. (2024 included the repair to the Church wall costing £10,000).

## Mission Giving 

The relevant income in 2025 results in our commitment to Mission Giving for 2026 will be £5,500 

Ministry Share. 

The allocation of the Ministry share for this benefice is based on the income survey done in 2015 and 2018. These surveys resulted in an allocation of 80% to St Peter’s and 20% to St Andrew’s. Therefore the Ministry share required from St Peter’s for 2026 would be 80% of £72,267 being £57,814. It is important that we meet our commitment to Ministry share 

If we are to avoid a further deficit in 2026 thereby reducing our reserves we need to work on increasing our income and maintaining our low level of expenditure.

## **ACCOUNTING POLICIES** 

The financial statements have been prepared in accordance with the Church Accounting Regulations 2006 together with applicable accounting standards and the current Statement of Recommended Practice, Accounting and Reporting by Charities and applicable accounting standard FRS102.SORP 

The financial statements have been prepared under the historical cost convention except for the valuation of investment assets, which are shown at market value. 

## **FUNDS** 

Endowment Funds are funds, the capital of which must be retained permanently by the PCC; the derived income is available for the general purposes of the PCC. However the Charities Act 2022 enable endowment funds of £25,000 or less to be wound up. 

Restricted Funds comprise revenue donations or grants for a specific PCC activity intended by the donor. 

The accounts include all transactions, assets and liabilities for which the PCC is responsible in law. They exclude the accounts of church groups that owe their main affiliation to another body and those that are informal gatherings of Church members. 

## **INCOMING RESOURCES** 

## **Voluntary income and capital sources** 

Collections are recognised when received by or on behalf of the PCC. Planned giving receivable under Gift Aid is recognised only when received. 

Income Tax recoverable on Gift Aid donations is recognised when the income is recognised. 

Grants and legacies to the PCC are accounted for as soon as the PCC is notified of its legal entitlement, the amount due is quantifiable and its ultimate receipt by the PCC is reasonably certain. 

Incoming Resources with related expenditure are accounted for gross. 

## **Other ordinary income** 

Rental Income from the letting of Church Premises is recognised when the rent is due. Other ordinary income is recognised when due if material in value, or otherwise when received. 

## **Income from investments** 

Dividends are accounted for when due and payable. Interest entitlements are accounted for as they accrue. Tax recoverable on such income is recognised in the same accounting year. 

## **Gains and losses on investments** 

Realised gains or losses are recognised when investments are sold. Unrealised gains or losses are accounted for on revaluation of investments at 31 December.

## **Grants** 

Grants and donations are accounted for when paid, or when awarded if that award creates a binding obligation on the PCC. 

## **Charitable Activities – Parish Share** 

The Parish Share is accounted for when paid. Any share (which is not a legal liability) unpaid at 31[st] December for a year is noted in these accounts. 

## **Fixed Assets** 

Consecrated and beneficed property is not included in the accounts in accordance with s.10(2)(a) and (c) of the Charities Act 2011. Movable church furnishings held by the Vicar and Churchwardens on special trust for the PCC and which require a faculty for disposal, are accounted for as inalienable property unless consecrated. They are listed in the church's inventory which can be inspected at any reasonable time. For inalienable property acquired prior to 2000 there is insufficient cost information available and therefore such assets are not valued in the accounts. Items acquired since 1 January 2000 have been capitalised and depreciated in the accounts over their currently anticipated useful economic life on a straight line basis. All expenditure incurred during the year on consecrated or beneficed buildings, individual items under £1,000 or on the repair of movable church furnishings acquired is written off. 

## _Buildings (St Peter's Centre)_ 

The building is depreciated on a straight line basis over 60 years. 

## _Fixtures, fittings and office equipment_ 

Equipment used within the church premises is depreciated on a straight line basis as follows: 

Furniture and other fixtures 10% per year Carpets, Curtains and Blinds 20% per year Embedded Assets without independent life 100% first year Computers 33.33% per year **OTHER ASSETS AND LIABILITIES** 

## _Investments_ 

Investments are valued at market value at 31 December. 

## _Current Assets_ 

Amounts owing to the PCC at 31 December are shown as debtors less provision for doubtful amounts. 

Short-term deposits include cash held on deposit with the CBF Church of England Funds, or at the bank. 

## _Liabilities_ 

Liabilities for amounts owed by the PCC are shown as creditors. Prudent estimates are included for items which are not certainly known at 31 December.

Parochial Church Council of St. Peter’s, Pedmore **CHAIRMAN’S REPORT** 

The Charity was formed on 1st June 2000 and under a scheme of 13th September 2000 approved by the Charity Commissioners for England and Wales became responsible for administering assets to be made available to the Parochial Church Council of St Peter's, Pedmore (the Council). 

The Charity capital of £50,000 is lent to the Council as to £5,000 interest free in perpetuity for the purchase of the land for the new St Peter's Centre and £45,000 under the terms of a Recoupment Order dated 6th October 2000 (issued by the Charity Commissioners for England and Wales) for the construction of the new St Peter's Centre. The accrued interest on the Charity capital to date and in future is payable to the Council absolutely. All of the loan funds and interest had been passed to the Council for the approved purposes by the Balance Sheet date.  The Trustees are pleased to see the St Peter's Centre so fully used for its Church and Community purposes. 

The Trustees of the Charity are the members for the time being of the Council. During the period from 1 January 2025 to the date of this report the following served as members of the Council and so served as Trustees of this Charity:

## **CHAIRMAN’S REPORT** 

## **AIM AND PURPOSES** 

St. Peter’s  Parochial Church  Council (PCC) has the  responsibility  of co-operating with  the incumbent, in promoting  in  the  parish  of  Pedmore,  the  whole  mission  of  the  Church,  pastoral,  evangelistic,  social  and ecumenical. The PCC is also specifically responsible for the maintenance of the St. Peter’s Centre. As part of recent legislation, the PCC must report on “Public Benefit.” This Public Benefit is reflected in the statements of Objectives and Activities below. 

## **OBJECTIVES AND ACTIVITIES** 

The PCC is committed to enabling people to worship at St. Peter’s and to become Christians. 

Our vision is to be a growing all age church, experiencing and sharing the love of God with the people of Pedmore. So, we: 

- Support each other as individuals, groups and as a whole church. 

- Seek to put St Peter’s at the heart of the wider community in Pedmore. 

- Work together to reach out 

The PCC maintains an overview of worship, and endeavours to enable worship and other church activities to put faith into practice. The PCC’s remit includes: 

- Worship and prayer 

- Learning about the Gospel 

- Developing knowledge and trust in Jesus 

- Pastoral care 

- Outreach. 

- 

To facilitate this work it is important that we maintain the fabric of the Church and the St. Peter’s Centre. 

## **STRUCTURE, GOVERNANCE AND MANAGEMENT** 

The Parochial Church Council is a corporate body established by the Church of England. The PCC operates under the Parochial Church Powers Measure. The PCC is a Registered Charity (Registration number 1133783). St Peter’s Church is part of the Diocese of Worcester within the Church of England and is situated in Pedmore Lane, Pedmore, Stourbridge DY9 0SW. The method of the appointment of PCC members is governed by and set out in the Church Representation Rules. The membership of the PCC consists of the priest in charge, churchwardens, readers who wish, and members elected by those members of the congregation who are on the Electoral Roll. The trustees of the PCC are also trustees of the St Peter’s Centre Pedmore Charity which has provided loans to the PCC in connection with the building of the St Peter’s Centre. 

During 2025 the PCC has continued to comply with the duty under section 5 of the Safeguarding and Clergy Discipline Measure 2016 (duty to have due regard to House of Bishops' guidance on safeguarding children and vulnerable adults). In particular, the PCC has continued to use the safeguarding toolkit provided by the Diocese as a way of self-assessment to ensure that it fulfils its duties and responsibilities.

## **COMMITTEES** 

The PCC operates though a number of committees which meet between full meetings of the PCC 

## _**Standing Committee**_ 

This is the only committee required by law. It has the power to transact the business of the PCC between its meetings subject to any directions given by the council. 

## _**St Peter's Centre Committee**_ 

To represent the council in the operation of St Peter's Centre under Terms of Reference agreed by the council. 

## _**Mission Committee**_ 

To act as prayer support for mission societies. To raise and distribute monies to various mission and charitable organisations. To act as an informational and educational body of the Church. 

## _**Staffing Committee and Staffing Appeals Committees**_ 

These two committees, acting independently of one another, deal with routine staff matters on behalf of the council and make recommendations on other changes. (Now in abeyance).

## **ACCOUNTING POLICIES** 

The financial statements have been prepared in accordance with the Church Accounting Regulations 2006 together with applicable accounting standards and the current Statement of Recommended Practice, Accounting and Reporting by Charities and applicable accounting standard FRS102.SORP 

The financial statements have been prepared under the historical cost convention except for the valuation of investment assets, which are shown at market value. 

## **FUNDS** 

Endowment Funds are funds, the capital of which must be retained permanently by the PCC; the derived income is available for the general purposes of the PCC. However the Charities Act 2022 enable endowment funds of £25,000 or less to be wound up. 

Restricted Funds comprise revenue donations or grants for a specific PCC activity intended by the donor. 

The accounts include all transactions, assets and liabilities for which the PCC is responsible in law. They exclude the accounts of church groups that owe their main affiliation to another body and those that are informal gatherings of Church members. 

## **INCOMING RESOURCES** 

## **Voluntary income and capital sources** 

Collections are recognised when received by or on behalf of the PCC. Planned giving receivable under Gift Aid is recognised only when received. Income Tax recoverable on Gift Aid donations is recognised when the income is recognised. 

Grants and legacies to the PCC are accounted for as soon as the PCC is notified of its legal entitlement, the amount due is quantifiable and its ultimate receipt by the PCC is reasonably certain. 

Incoming Resources with related expenditure are accounted for gross. 

## **Other ordinary income** 

Rental Income from the letting of Church Premises is recognised when the rent is due. Other ordinary income is recognised when due if material in value, or otherwise when received. 

## **Income from investments** 

Dividends are accounted for when due and payable. Interest entitlements are accounted for as they accrue. Tax recoverable on such income is recognised in the same accounting year. 

## **Gains and losses on investments** 

Realised gains or losses are recognised when investments are sold. Unrealised gains or losses are accounted for on revaluation of investments at 31 December.

## **RESOURCES USED** 

## **Grants** 

Grants and donations are accounted for when paid, or when awarded if that award creates a binding obligation on the PCC. 

## **Charitable Activities – Parish Share** 

The Parish Share is accounted for when paid. Any share (which is not a legal liability) unpaid at 31[st] December for a year is noted in these accounts. 

## **Fixed Assets** 

Consecrated and beneficed property is not included in the accounts in accordance with s.10(2)(a) and (c) of the Charities Act 2011. Movable church furnishings held by the Vicar and Churchwardens on special trust for the PCC and which require a faculty for disposal, are accounted for as inalienable property unless consecrated. They are listed in the church's inventory which can be inspected at any reasonable time. For inalienable property acquired prior to 2000 there is insufficient cost information available and therefore such assets are not valued in the accounts. Items acquired since 1 January 2000 have been capitalised and depreciated in the accounts over their currently anticipated useful economic life on a straight line basis. All expenditure incurred during the year on consecrated or beneficed buildings, individual items under £1,000 or on the repair of movable church furnishings acquired is written off. 

## _Buildings (St Peter's Centre)_ 

The building is depreciated on a straight line basis over 60 years. 

## _Fixtures, fittings and office equipment_ 

Equipment used within the church premises is depreciated on a straight line basis as follows: 

Furniture and other fixtures 10% per year Carpets, Curtains and Blinds 20% per year Embedded Assets without independent life 100% first year Computers 33.33% per year 

## **OTHER ASSETS AND LIABILITIES** 

## _Investments_ 

Investments are valued at market value at 31 December. 

## _Current Assets_ 

Amounts owing to the PCC at 31 December are shown as debtors less provision for doubtful amounts. 

Short-term deposits include cash held on deposit with the CBF Church of England Funds, or at the bank. 

## _Liabilities_ 

Liabilities for amounts owed by the PCC are shown as creditors. Prudent estimates are included for items which are not certainly known at 31 December.

I report to the trustees on my examination of the accounts of the Parochial Church Council of St Peter’s Pedmore (The Trust) which are set out on pages 4 to 15 previous for the year ended 31 December 2025

## **RESPONSIBILITIES AND BASIS OF THE REPORT** 

As the charity trustees of the Trust you are responsible for the preparation of the accounts in accordance with the requirements of the Charities Act 2011 (‘the Act’) 

I report in respect of my examination of the Trust’s accounts carried out under section 145 of the 2011 Act and in carrying out my examination I have followed all the applicable Directions given by the Charity Commission under section 145(5)(b) of the Act. 

## **INDEPENDENT EXAMINER’S STATEMENT** 

I have completed my examination. I confirm that no material matters have come to my attention in connection with the examination giving me cause to believe that in any material respect 

- 1) The accounting records were not kept in respect of the Trust as required by section 130 of the Act: or 

- 2) The accounts do not accord with those records: or 

3)     The accounts do not comply with the applicable requirements concerning the form and content of accounts set out in the ‘Charities (Accounts and Reports) Regulations 2008’ other than any requirements that the accounts give a true and fair view which is not a matter considered as part of an independent examination. 

I have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in this report in order to enable a proper understanding of the accounts to be reached
