## **THE PRESENTATION OF THE ACCOUNTS FOR 2022** 

## **THE PARISH OF WILTON WITH NETHERHAMPTON AND FUGGLESTONE** 

## **INTRODUCTION** 

The accounts for the Parish of Wilton with Netherhampton and Fugglestone for 2022 are attached. 

Funds  held  in  each  of  five  separate  accounts  are  for  the  benefit  of  their respective churches and not for the Parish as a whole.  In practice, however, the St Mary & St Nicholas General Fund acts also as the PCC General Fund. 

For certain functions, such as the payment of the Diocesan Share and the general expenses of the Parish as a whole, the St Mary & St Nicholas General Fund acts as the paying agent.  For example, the account holder pays the total Diocesan Share, Clergy expenses, Parish office and other Parish costs and then collects the appropriate contributions for the two daughter churches on an agreed percentage basis.  This is currently 6.5 % for St Catherine’s Church, Netherhampton and 6% for St Peter’s Church, Fugglestone. 

All  three  Churches  provide  additional  Gift  Aid  envelopes  for  ‘one  off’ donations, particularly visitors, and for use by taxpayers. The use of specially printed Weekly Envelopes was discontinued from 1 Jan 21.  Additional tax rebate is also claimed under the Gift Aided Small Donations Scheme (GASDS), introduced in 2014, which permits claims up to a maximum value of £2,000, without  the  need  for  individual  Gift  Aid  Declarations.  Tax  rebates  from Monthly  donations  and  the  GASDS  form  a  significant  element  of  Church income – and a claim for 2022 has been submitted. 

## **THE CHURCH ROOM** 

In June 2020, the building containing the Parish Office and Church Rooms was sold to the Wilton Middle School Educational Trust (WMSET) for an agreed sum of £60,000.  The sale proceeds were used to buy CBF Investment Fund Income Shares through CCLA  with the subsequent dividend  income being credited Quarterly to the PCC General Account. 

Office space in the WMSET Centre has been leased on a permanent basis for continuing use for as a Parish Office.

## **NOTES TO THE ACCOUNTS – 2022** 

## **St Mary & St Nicholas Church** 

1.   General, St Mary & St Nicholas Church recorded a loss of £9,470 in the General Fund, over the year on a turnover of some £100,450. The Notes below give further detail. 

2.    The  last  three  years  have  been  difficult,  recovering  from  the  Covid pandemic and its effect on church attendances and thus our finances.  Visitor numbers were down also, and donations left in the Offertory Chest have yet to return to their pre-pandemic levels of about £3,380 annually.  Recent annual donations were £540 in 2020, £1,170 in 2021 and £2,727 in 2022. The use of cash to make donations is increasingly rare and difficulties for visitors and worshippers to make contributions in other ways has been a challenge, and this needs to be addressed.

Charitable Giving Donations made in 2022 were also reduced from earlier years and amounted to just £950 in 2022.These were limited to support for Ukraine targeted charities (£700), and the Royal British Legon on Remembrance Day (£250).  £1,940 was also spent on local Youth projects and support to our Schools Outreach Programme. 

4.  Other Income Parish fees for weddings and funerals, concert fees and grants from the Wilton Educational Trust all contributed to our overall income for  the  year.  Income  in  this  general  category  has  remained  low  but  is beginning to show improving levels of  growth – up from £18,000 in 2020 and £17,180 in 2021, to £28,300 in 2022 

5.  Diocesan Share Our Diocesan Share contribution for 2022 was set at £63,500, (increases from £60,478 in 2021) – or £5,290 monthly. Once again we were only able to pay some 2/3rds of this for a second year, leaving four months’ contribution or £21,160 unpaid.  The Diocesan Board of Finance are aware of this deficit and have asked that we pay ‘what we can afford, when we can afford it’, and we shall continue to strive to do this.  Neither St Catherine’s or St Peter’s were able to make any contribution to this payment, which is notionally set at 6.5% and 6% respectively to reflect the numbers registered on their on their electoral roll. (The 6% contribution by St Peter’s Church will be discontinued from January 2023.) 

6.  Expenditure    In addition to our Diocesan Share payment, our principal expenses  covered  insurance,  maintenance  and  utility  charges.  Essential repairs to the organ cost £16,000, whilst a further £28,400 was spent through the Appeal Fund on renewing some of the boiler equipment. (See below.)Bids to defray some of these costs will be made to the Trustees of the Preservation

Trust in 2023. A claim to recover payment of VAT under the Listed Places of Worship Relief Scheme will also be made.  Gas and electricity costs have however risen very significantly and are worryingly high (£4,180 in 2021 and £10,100 in 2022). This could impact on the use made of the Church building other than just for Services and on the charges that we must pass on to other users. 

7.  Appeal Fund The boiler system had failed ad completely in September 2021. Repair costs were met from the Appeal Fund and investments to the value of £30,000 were sold from our CCLA holdings. 

8.   Friends of Wilton Parish Church   Regular monthly donations to the Friends’ Fund raised £2,020 over the year and the fund stood at £2,936 at the end of 2022. 

9.   Investments St Mary & St Nicholas Church hold a number of Income Shares in the Church of England Investment Fund. These shares decreased in value by some £6,800 over the year and were valued at £49,700 in Dec 2022, generating  an  income  of  £1,480  over  the  year.  These  investments  are  in addition to the COIF Charity Property Bond Income Units which are held by the Appeal Fund. These are currently valued at £67,030, following the sale of shares to the value of £30,000 to put towards the cost of the boiler repairs. The income from this investment yielded £3,690 in 2022 which was credited to the PCC General Account. 

10. Shares bought from the sale of the Parish Rooms are valued at £63,400 and the income from that investment pays for the rental we pay the Middle School Trust towards the cost of leasing our Parish Office from them. 

11. The total value of investments held for St Mary & St Nicholas Church as at 31 Dec 22 is £180,130. 

## **St Peter’s Church, Fugglestone** 

12  Running costs for St Peter’s once again exceeded its income by over £1,778 in 2021.  Expenses of £4,760 were offset by two generous personal donations. 

13.  The PCC continues to acknowledge the difficulties faced by the very small congregation in meeting their shared Parish costs and continues to assist in the  maintenance  costs  of  this  historic  building  as  its  longer-term  future continues to be debated. As indicated in Para 5, the 6% contribution by St Peter’s Church to our Diocesan Share will be discontinued from January 2023. 

## **St Catherine’s Church, Netherhampton** 

14.   The accounts for 2022 recorded a loss of £1,440 over the year. This does not include any contribution toward the Parish Diocesan Share, or the shared Parish Expenses for the year which together amount to some £3370.  Payment to the PCC Account for these liabilities has been deferred until 2023.

## 15. Investments   St Catherine’s Church holds 251 Income Shares in the Church of England Investment Fund. These shares were valued at £5,186 in Dec 2022 and generated an income of £150 during the year.
