St Catherine’s Church and St Peter’s Church have their own separate “District Church Councils” and Deputy Churchwardens, and send representatives to sit on the Main PCC. In May of 2014, and with the agreement both the Salisbury and Chalke Deanery Chapters, the Parish formally re-affiliated from the Salisbury Deanery.to the Chalke Deanery - relationship with any related parties; - Trustees’ consideration of major risks and the system and procedures to manage them. ## **Section C Objectives and activities** When planning activities for the year, the incumbent and PCC have considered the Commission’s guidance on public benefit and the specific guidance on charities for the advancement of religion. We strive to enable parishioners to explore and develop their spiritual awareness and to live out their faith, by means of prayer and worship, Bible study, ethical discussion, and provision of pastoral care to all sections of the community. The work of all three churches is summarised on the parish website (www.wiltonparish.co.uk) and promoted via the Parish Church and “Wilton Chat” (community) pages of “Facebook” and through the quarterly Parish Newsletter, distributed to all dwellings in the Parish. **Summary of the** The PCC aims to provide public worship appropriate to the varied needs of the **objects of the** inhabitants of the Ecclesiastical Parish. Where practical this includes ecumenical **charity set out in** cooperation with the local Baptist congregation and members of other Christian **its governing** denominations living in Wilton. **document** The clergy seek to respond to all requests for the “Occasional offices” of the Church – Baptisms, Marriages and Funerals from those living in the Ecclesiastical parish, or with a legitimate connection with any of our churches and to provide appropriate preparation and pastoral care. We seek to foster a sense of community within the town of Wilton through the provision of social activities and active involvement in other local organisations. To facilitate this work, we strive to maintain the fabric of our church buildings in good **TAR** May 2020 2 order – taking due note of the recommendations included in our Quinquennial Inspections. **Summary of the** See section D below detailing activities undertaken for the public benefit **main activities undertaken for** The Trustees have had regard to the guidance given by the Charity Commission on **the public benefit** public benefit **in relation to these objects** ## **Additional details of objectives and activities (Optional information)** In December 2009 it was agreed that the PCC would discontinue its policy of making annual grants to specific charities and would instead encourage individual Church members to support such charities as far as they are able. In addition, the PCC nominated a quarterly Charity – for which donations were invited at Coffee after the principal Eucharist each Sunday until Covid 19 restrictions prevented such collections. In addition the congregations at Wilton and Netherhampton have collected donations of food and household consumables for the Trussell Trust, Alabaré Christian Care and The Salisbury Women’s Refuge. ## Section D Achievements and performance **Summary of the** The PCC seeks to make provision for regular **public worship** in all three churches, as **main** well as a Trust-owned Chapel in Wilton. The former Parish Church, “Old St. Mary’s”, is **achievements of** under the care of the Churches Conservation Trust and is used for occasional worship. **the charity during the year** 2021 proved no less challenging than the previous year, with constant changes and uncertainty over what might be permitted at any given time. Governance was effected through a mix “virtual” and in person meetings of the Standing Committee (comprising the Rector, Churchwardens, Treasurer, PCC Secretary and Curate) and the full PCC. After signs of growth throughout Christmas 2020 the onset of “lockdown 3”, in January 2021, led to reduced attendance at services during the remainder of the year. Due to the size of the Parish Church, we were, atypically, able to remain open for worship throughout the year – keeping at least two weekly services on Sunday and Wednesday mornings. At St Catherine’s, Netherhampton weekly services were resumed from Easter and at St. John’s a Thursday morning Communion service was introduced, with attendance no longer being restricted to residents of the Priory and Matrons’ College. St Peter’s church remained largely closed. A group of volunteers undertook a thorough spring clean of the building, ahead of a special service for St Peter’s day and in December the Wilton branch of the Mothers’ Union held their Advent Carol service in the church. On almost all Sundays, the principal service at Wilton was recorded and posted online, using the Parish website and the Parish Church Facebook page. In addition, audio CDs of service were produced and distributed each month, to a number of house-bound parishioners who do not have access to the internet. Additional technical assistants were trained so that there should always be two on duty each Sunday, and to enable a smooth transition when the more senior ones leave for university. In preparation for the re-opening of the Parish Church to visitors, it was agreed to commission a secure cupboard to house the recording equipment and controls. We were grateful to the late Councillor Jim Rhind-Tutt for his bequest which contributed towards the cost of this installation. **TAR** May 2020 3 Section D Achievements and erformance p The Parish Clergy were assisted in leading worship by two Lay Worship Leaders, Christine Lawson and Tim Purchase: and by Canon Sue Wallace, Canon Tom Clammer and Canon Michael Goater. In December of 2021 Canon Chris Savage celebrated the Eucharist on the 50[th] anniversary of his Ordination as Priest. Ministry to the Church Primary School began more normally in September, with the resumption of whole school worship in the hall, but this had to be curtailed again as Covid 19 infection rates rose sharply in schools. The planned Christmas service in the Parish Church, and the Nursery school “Nativity” at St Catherine’s, were unable to take place for the same reason. Our Lay Pastoral Assistants were able to resume more regular home visiting, and some parishioners were able to receive Holy Communion for the first time in more than a year. Visits to hospitals and Care Homes were still not generally possible, and telephone ministry remained important. The Pastoral Ministry team continued to meet each month, either “virtually” or in person, in order to communicate particular concerns. At the Annual Meeting in April, Peter Gulliver stepped down as Churchwarden and Julian Lyne – Pirkis assumed this role. Peter Gulliver and Ann Hindley were appointed as Deputy Wardens, with responsibility at Wilton, to assist with the ongoing implementation of Covid 19 measures, and the general smooth running of the Parish Church. We were well served by a hard-working team of sidespersons, whose role continued to be much altered and curtailed. Other areas of our ministry gradually evolved. a full team of ringers was permitted again, and congregational singing was reintroduced from July. Sacristans were allowed some access to the Vestry again, and a new team of Brass Polishers emerged. Flower arrangers were also able to beautify the churches once more. The Director of Music, Dr. Nigel Allison, continued to adapt to changing circumstances and requirements, assisted by Edward Akers and (until October 2021) Andrew Hanley. Initially this involved working with Parish Choir members and instrumentalists and from July a phased reintroduction of congregational singing. The recently formed “Schola Cantorum” continued under the direction of the Rector. Organ playing at St Catherine’s was provided by William Alexander and Fiona Allison. In March, we were saddened by the sudden loss of our former PCC Secretary, Lt. Col. Tim Robertson, and were very grateful to his successor, Roger Best, who managed the Annual Meeting and ongoing communications with the PCC without the background support we had expected from Tim. In July, the renowned iconographer Jon Coleman presented the Parish Church with a replica of the Wilton Diptych, a 14[th] Century altar piece commissioned by Richard II and now housed in the National Gallery. Jon’s reproduction was his last completed work before his death three weeks later. In September the Revd Caroline Titley was appointed Priest in Charge of St Andrew’s, Barnsbury, in the Diocese of London. As her final service in this parish she celebrated the Eucharist on All Saints’ Sunday. Special Church Services included Good Friday services and Easter Services at both Wilton and Netherhampton. At Wilton a slightly modified Easter Liturgy was celebrated at 6.30 on Easter morning, in place of the midnight celebration that had previously been the custom. In July, the Bishop of Ramsbury, the Rt Revd Andrew Rumsey, celebrated the Eucharist at Wilton and Confirmed two of our young people. **TAR** May 2020 4 Section D Achievements and erformance p In September, close to St Edith’s Day, a service was held in celebration of the many “Wilton Help” volunteers who had offered practical help to isolated neighbours during the various lockdowns of 2020/21. The service was attended by the Mayor of Wilton, Councillor Phil Matthews, who kindly provided refreshments after the service. Harvest Thanksgiving was celebrated more normally in 2021, and donations of food were received at both Netherhampton and Wilton, for distribution to local charities. Remembrance services were also held in both of those churches, with the service from Wilton being live-streamed. We were able to welcome back representatives of the uniformed Youth Organisations, as well as the Town Council; County Councillor; representatives of the armed forces and Army Cadet Corps; and members of the Royal British Legion, who were celebrating the 100[th] anniversary of their formation. The Christmas Carol service at Netherhampton could not be followed by the usual gathering in the “Victoria and Albert” as this had been permanently closed. Instead two villagers offered to provide refreshment in the church itself. There was also a celebration of Holy Communion on Christmas Day, which was well attended. Wilton’s Carol Service involved both choirs, but not instrumentalists this year. “Midnight Mass” was celebrated, after a two-year gap, and a non-Eucharistic service held on Christmas Day. Three concerts were held in the Parish Church. In July members of the Schola Cantorum rounded off the school year with a “Scholars’ Concert”, featuring vocal and instrumental solos and secular choral pieces, alongside their more usual repertoire. In September members of “Hurn Court Opera” made there Wilton debut with a semistaged performance of Purcell’s “Dido and Aeneas”. In November the Salisbury Chamber Chorus made a return visit, performing a variety of operatic choruses and arias. We welcomed three more “Youth Volunteers” during 2021 – two completing their “Bronze Award” and one his “Silver Award” of the Duke of Edinburgh Award Scheme. Collectively they provided general support at Church services, practical help with preparations and tidying of the buildings, with delivering newsletters and at public events. The “churchyard gang” was reconvened in May, to tidy the grounds and to remove the old and dilapidated shed. A “new” ex-display model from Wilton Garden Centre was purchased and installed in the autumn. Social activities became more possible during the course of the year. The reintroduction of Coffee after the 10.45 service allowed members of the congregation to chat more easily than for some time. The first Social event of the year was a re-run of the last to take place in 2020: in the October half-term a Pizza and Skittles Evening was held, at Martin Social Club, and attended by a number of families from the congregation. In September the men’s group, “Grapevine” held its first “in person” meeting since 2019, and in November the seniors’ group “Young at Heart” met for the first of a series of monthly gatherings. The Mothers’ Union also began to meet in person again. Following discussions with the children’s charity “Spurgeons UK” a new group for parents and toddlers, known as “The Hive”, was launched in December – meeting on Wednesday mornings in the neighbouring “WMSET Centre”. The parish’s ongoing financial challenges are reported in the notes to the annual accounts, and it was recognised that, in addition to increased income from visitors and fees for the “Occasional offices” and concerts, the shortfall in regular giving would need to be addressed. **TAR** May 2020 5 Section D Achievements and erformance p Gay Edwards and Peter Gulliver oversaw the production of a series of Christmas Cards featuring images of the Parish Church. These were sold, along with Jigsaws, produced by J H G Jigsaws, in support of parish funds. ## **Pastoral Offices** In 2021, parish clergy officiated at 9 Baptisms, 6 weddings and 14 funerals. (In 2020 - 3 baptisms, 2 weddings and 16 funerals; and in 2019 - 11 baptisms, 7 weddings and 17 funerals were conducted.) ## **Community** Church-members continued to volunteer with other community groups and organisations, including Wilton Community Centre, Wilton Public Library, Burnbake Trust, Alabaré Christian Care, The Wiltshire and Swindon Credit Union, and Riding for the Disabled. A number of church-members served as Trustees for other local charities. These included the almshouses at St John’s Priory and St Giles’ Hospital and three separate Educational Trusts. The Revd Caroline Titley continued to serve as a Trustee on the Church of England Pensions Board and (until Sept. 2021) on the Board of the Wilton Community Land Trust, and as a Foundation Governor at Wilton Primary School. As Trustees of the Wilton Middle School Educational Trust, the Rector and Churchwardens contributed further significant grants to local schools, and other groups and individuals. 2021 saw the refurbished “WMSET Centre” being used again. Following the lifting of restrictions in the summer, the town’s Youth Group began to hold held its meetings there on 3 evenings per fortnight. Other local organisations were also able to hire rooms for their own meetings and training events. More than forty volunteers delivered the Parish Newsletter, to all dwellings in the parish, in March, June, September and December. Costs of production were met from advertising charges. In September the Rector and Patron, Lord Pembroke, led a short memorial service at the Pembroke Centre (“Riding for Disabled”) in thanksgiving for the life of Pat Burgess, MBE – a founding member of the Wilton centre. A memorial bench in the shape of a “Y” (for “Yes, you can!”) was dedicated in her memory. In December the Wilton “Tree-lighting event” made a welcome return, having been prevented in 2020. The Rector was assisted, in presenting the Nativity Play, by the Revd Rachel Stacey, Minister-in-training at Wilton Baptist Church. Year 6 children from Wilton Primary School were joined by members of the Cubs and Brownies. ## **Buildings** In September, the heating system at the Parish Church suffered a major failure. Two electric space heaters were purchased, as a short term remedy. It soon became clear that it would be difficult to raise sufficient funds to replace the heating systems in time for the winter 2022, and that more than one “cold winter” would be a serious barrier to the mission and ministry of the Parish Church. Reluctantly it was agreed that the current system should be refurbished so that services and events could continue, until a more environmentally responsible solution can be funded. No other significant works were undertaken in 2021 and there was no vandalism or notable deterioration to any of the churches. It considers that an audit is not required for this year under section 144(2) of the Charities Act 2011 (the 2011 Act) and that an independent examination is needed. It is my responsibility to - examine the accounts under section 145 of the 2011 Act - follow the procedures laid down in the General Directions given by the Charity Commissioners under section 145(5)(b) of the 2011 Act; and - state whether particular matters have come to my attention. - ## **Basis of Independent Examiner’s Statement** My examination was carried out in accordance with the General Directions given by the Charity Commission. An examination includes a review of the accounting records kept by the charity and a comparison of the accounts presented with those records. It also includes consideration of any unusual items or disclosures in the accounts and seeking explanations from the PCC concerning any such matters. Funds held in each of six separate accounts are for the benefit of their respective churches and not for the Parish as a whole. In practice, however, the St Mary & St Nicholas General Fund acts also as the PCC General Fund. For certain functions, such as the payment of the Diocesan Share and the general expenses of the Parish as a whole, the St Mary & St Nicholas General Fund acts as the paying agent. For example, the account holder pays the total Diocesan Share, Clergy expenses, Parish office and other Parish costs and then collects the appropriate contributions for the two daughter churches on an agreed percentage basis. This is currently 6.5 % for St Catherine’s Church, Netherhampton and 6% for St Peter’s Church, Fugglestone. All three Churches provide additional Gift Aid envelopes for ‘one off’ donations, particularly visitors, and for use by taxpayers. The use of specially printed Weekly Envelopes was discontinued from 1 Jan 21. Additional tax rebate can now also be claimed under the Gift Aided Small Donations Scheme (GASDS), introduced in 2014, which permits claims up to a maximum value of £2,000, without the need for individual Gift Aid Declarations. Tax rebates from Monthly donations and the GASDS form a significant element of Church income – and a claim for 2021 will be submitted shortly ## **THE CHURCH ROOM** In June 2020, the building containing the Parish Office and Church Rooms was sold to the Wilton Middle School Educational Trust (WMSET) for an agreed sum of £60,000. The sale proceeds were used to buy CBF Investment Fund Income Shares through CCLA with the subsequent dividend income being credited Quarterly to the PCC General Account. Arrangements have been made to lease office space in the newly refurbished WMSET Centre for continuing use as a Parish Office. **TAR** May 2020 10 **NOTES TO THE ACCOUNTS – 2021** ## **St Mary & St Nicholas Church** 1. General, St Mary & St Nicholas Church recorded an excess of income over expenditure in its General Fund over the year, amounting to £5,270, on a turnover of some £77,000. The Notes below give further detail. 2. Both 2020 and 2021 were most unusual years for the Parish with the Covid-19 pandemic affecting all our lives. Having been closed for some months in 2020 as a result of the Government imposed lockdown, the format of Services in 2021 remained limited and attendances were much reduced. Visitor numbers were down also, and donations left in the Offertory Chest fell from £3,380 in 2019 to £540 in 2020 and £1,170 in 2021 3 Charitable Giving Donations made in 2021 were also markedly reduced and amounted to just £475, which we donated to a local charity - Hope & Homes for Children. A further £725 was spent on local Youth projects and support to our Schools’ Outreach Programme. 4. Other Income Parish fees for weddings and funerals, concert fees and grants from both the Wilton Educational Trust all contributed to our overall income for the year but themselves were very much reduced 5. Expenditure With the exception of payment of our Diocesan Share (see below), expenditure in 2021 was broadly similar to 2020, with the principal expenses being insurance, utility charges, maintenance and repairs to the boiler system. The boiler system failed completely in September, and the decision was taken to replace significant parts of it, at an anticipated cost of some £30,000. Funds for much this will be found by selling some of the investments arising from the Wallace bequest and with a bid to the Preservation Trust. 6. Diocesan Share Our Diocesan Share contribution for 2021 was unchanged from the previous year at £60,478 – or £5,040 monthly. Sadly, we were only able to pay some 2/3rds of this for a second year, leaving four months contribution unpaid (£20,160). The Diocesan Board of Finance are aware of this deficit and have asked that we pay ‘what we can afford, when we can afford it’, and this we shall continue to strive to do. St Catherine’s and St Peter’s continue to bear their burden of 6.5% and 6% respectively. 7. Appeal Fund Some £10,000 was spent on the boiler systems in the year, including £2000 on the provision of fan heater to see us through the winter months and on initial payments to the Heating Engineers, together with the necessary electrical works. A further £2,500 was spent on improvements to the AV system, including the construction of secure storage facilities for the cameras and sound equipment. Dividend income of £4,500, together with a grant from the Friends Fund reduced the overall loss by the Appeal Fund to some £2,250. Much of this will have been offset by a welcome increase of £7,000 the value of our Appeal Fund Investments, 8. Friends of Wilton Parish Church Regular monthly donations to the Friends’ Fund raised £3,200 over the year and the fund stood at £4,059 at the end of 2020. We have since paid out £4,000 towards the costs of the boiler repairs and a further £2,350 to toward the further improvements of our AV system, The Fund stood at £916 at the end of the year.. 9. Investments St Mary & St Nicholas Church hold a number of Income Shares in the Church of England Investment Fund. These shares increased in value by some £7,000 over the year and were valued at £56,500 in Dec 2021, generating an income of £1,440 over the year. These **TAR** May 2020 11 investments are in addition to the COIF Charity Property Bond Income Units held by the Appeal Fund from the Wallace Bequest, and which are currently valued at £105,400. Arrangements have been made to sell some of these shares to the value of £30,000 to put towards the cost of the boiler repairs and the invoice will be paid in 2022 10. Shares bought from the sale of the Parish Rooms are valued at £71,860 and the income from that investment pays for the rental we pay the Middle School Trust towards the cost of leasing our Parish Office from them. 11. The total value of investments held for St Mary & St Nicholas Church as at 31 Dec 21 is £233,850. ## **St Peter’s Church, Fugglestone** 12 Running costs for St Peter’s once again exceeded its income by over £4,000 in 2021. Only £500 of income was generated and the main items of expenditure were once again the Diocesan Share contribution, insurance costs and minor maintenance work on the fabric and in the Churchyard. We have continued to be charged for gas usage, based on badly estimated costs which is taking some time to sort out. We expect as substantial rebate in our April invoice. 13. The PCC continues to acknowledge the difficulties faced by the very small congregation in meeting their shared Parish costs and continues to assist in the maintenance costs of this historic building as its longer-term future continues to be debated. ## **St Catherine’s Church, Netherhampton** 14.
