## **ADMINISTRATIVE INFORMATION**
The parish church of Saint John the Evangelist is situated on Saint Street, Great Horton, Bradford and the parish church of Saint Wilfrid is on St Wilfrid's Road, Lidget Green, Bradford.
Both churches are part of the Diocese of Leeds within the Church of England. The correspondence address is St Wilfrid's Vicarage, St Wilfrid's Road, Lidget Green, Bradford BD7 2LR.
The Parochial Church Council (PCC) is a registered charity with the Charity Commission having the registration number 1133766.
Members of the PCC are either ex officio or elected by the Annual Parochial Church Meeting (APCM) in accordance with the Church Representation Rules.

## **STRUCTURE, GOVERNANCE AND MANAGEMENT**
The Parochial Church Council (PCC) is a corporate body established by the Church of England. The PCC operates under the Parochial Church Council Powers Measure and is a registered charity. The method of appointment of members to the PCC is set out in the Church Representation Rules. All Church attendees are encouraged to register on the Electoral Roll and stand for election to the PCC.
The Red Letter Project is a separate charity number 1174618 which has some trustees in common with the PCC. The accounts of the Red Letter Project have been consolidated on the equtiy basis within these financial statements in order to fully reflect all the activities undertaken by the PCC.
## **OBJECTIVES AND ACTIVITIES**
The PCC of St John's and St Wilfrid's has the responsibility of co-operating with the incumbent within the ecclesiastical parish in promoting the whole mission of the Church, pastoral, evangelistic, social and ecumenical. It also has maintenance responsibilities for the church premises.

## **ACHIEVEMENTS AND PERFORMANCE**
## **Parochial Church Council**
The full PCC met four times during the year with an average attendance level of 66%. During the year all PCC members took part in the safeguarding online training course run by the Church of England: 'Basic Awareness and Safeguarding Foundations'.
Items discussed included the Covid 19 pandemic and how the parish should respond including sharing of the cup during Holy Communion; whether the finances of St Johns and St Wilfrid's should be merged with one treasurer and one bank account which was decided against; how financial giving to St John's and St Wilfrid's has changed following the church plant at Easter 2021 and the Covid 19 pandemic. The PCC has overseen the establishment of a link between Buckingham Parish Church and St John's with visits taking place between the two parishes. Thanks were expressed to Andy Brown as he stepped down as our youth worker in July 2021 and Claire Perkins has now taken on more responsibility as she helps Gaby Young with the work we do in schools.
We appointed Ulrike Knox as our architect for both the '150 Building Fund Project' at Saint John's and internal building work at Saint Wilfrid's.
## **Church attendance**
There are 166 parishioners on the Church Electoral Roll with 141 at St John's and 25 at St Wilfrid's of whom 86 are resident in the parish with 80 non resident. These attendances represent a net increase of eight parishioners on the totals for the previous year.
## **Review of the year**
## Services and pastoral
The year 2021 began with the UK returning to a coronavirus lockdown for the third time and some of us felt as though the Covid 19 pandemic was never going to end. Restrictions were soon eased however and the first part of the year was focussed on God's call to certain members of Saint John's to join the team going to strengthen the life of Saint Wilfrid's. Those members who were called to stay at Saint John's have borne a cost as we have tried to rebuild following their departure. There were other significant moments as the year continued and we learned more and more how to be one parish with two churches. We shared in picnic lunches, quiet mornings of prayer and the usual round of activities including the memorable day out to Bridlington. We began to develop a link between our parish and Buckingham Parish Church facilitated and encouraged by Max and Judith Wigley as Max was the vicar of Saint John's from 1969 to 1987. In more normal times we would have expected to hold a parish weekend away in 2021 but the pandemic made this impossible and so in early November we had a 'parish weekend at home' which turned out to be a wonderful event. Saint John's continues to be a church family of many nations which poses quite a few challenges across language and cultural barriers and so in December we appointed Asumani Susho as intercultural worker' to help understanding of how to fully belong to church and offer ministry and service. The weekday morning prayer meetings held on 'Zoom' continue to be well attended and are creatively led by many different church members.
The members of the pastoral care team have not been able to visit members of our church family on a regular basis but have supported them in prayer and it has been particularly difficult with those in care homes as they have had more lockdowns than the rest of us.
The Ladies Fellowship Group and the Tuesday afternoon group decided to amalgamate during the year and are now known as the Tuesday Fellowship Group where both men and ladies are welcome. Captivated womens breakfast has continued to be held on the last Saturday of each month for fellowship, teaching and worship and from September 2021 we were able to share breakfast together again. Childen and youth
Our Sunday morning groups for children resumed during 2021 but we still had to continue with three age groups instead of the previous four due to a lack of volunteers. Andy Brown had completed four years as Saint John's youth worker and he has left a legacy of committed young Christian people behind him.

## **Review of the year continued**
## Fabric at St John's
The structure of the church building is generally in sound condition with no major issues and most other issues were dealt with by the fabric team. The urgent electrical modifications identified in 2019 have all been attended to and all three gas heating boilers have been serviced with minor repairs undertaken. Fabric at St Wilfrid's
The building at St Wilfrid's is in significant need of refurbishment with repairs required to the roof as well . as the need for toilets and a kitchen space. Problems also remain in the porches of the church which continue to attract anti-social behaviour. However in September 2021 there was a positive whole church meeting where our consulting architect presented the possibilities for our toilets, kitchen and accessible entrance building project which were well received.
## Church Grounds
Church members and friends continued to gather on a regular basis to care for the church grounds at St John's and St Wilfrid's and these areas of both churches are much improved.
## Red Letter Project community outreach
Community outreach is a key priority for the PCC and during 2021 most of the activities that had been undertaken previously were resumed during the year. The share table and food bank have a fantastic team of volunteers who serve this ministry for forty eight weeks each year and we average around forty guests coming through our doors. We also received a grant to provide special Christmas food bags and family bags at half term which were all well received. The work with local schools continued by means of weekly worship videos for the first two terms of 2021 but from September we were able to visit schools once again. Under Fives Pre School started the year with lots of children returning from various Covid lockdowns and we had to say goodbye to a large group of four year olds in July but new children started in September and many were just two years old, some had special needs and most had English as a second language.
## **FINANCIAL REVIEW**
The total receipts in ordinary unrestricted funds were £151,845 (2020: £118,400) which are detailed in the financial statements. The total payments for our ministry were £122,072 (2020: £138,043) including our combined contribution of £67,444 (2020: £68,046) to the diocesan parish share which largely provides the stipends and housing for the clergy. The net result was that there was a surplus on our unrestricted giving of £29,773 (2020: £19,643 deficit) which has been added to reserves.
The restricted funds have shown considerable movements in both income and expenditure during the year. Details of the individual elements within the restricted funds of £146,128 (2020: £137,041) are shown in note 8 of the notes to the financial statements and these are not available to fund general church activities.
## **RESERVES POLICY**
It is PCC policy to maintain a balance on unrestricted funds (if possible) which equates to approximately three months unrestricted payments in order to cover emergency situations that may arise from time to time. The balance of £61,397 on unrestricted funds at the year end matched this target. It is our policy to invest the surplus fund balances with the CBF Church of England Deposit Fund.

## **REPORT OF THE INDEPENDENT EXAMINER TO THE PAROCHIAL CHURCH COUNCIL OF THE PARISH CHURCHES OF SAINT JOHN THE EVANGELIST AND SAINT WILFRID**
This report on the accounts of the PCC for the parish churches of St John the Evangelist and St Wilfrid relating to the year ended 31 December 2021, which are set out on pages 5 to 11, is in respect of an examination carried out under section 145 of the Charities Act 2011 (the 2011 Act).
## **RESPECTIVE RESPONSIBILITIES OF THE PCC AND THE EXAMINER**
As members of the PCC you are responsible for the preparation of the accounts. You consider that an audit is not required for this year under section 144(2) of the Charities Act 2011 and that an independent examination is needed.
It is my responsibilty to:
- examine the accounts under section 145 of the 2011 Act;
- follow the procedures laid down in the General Directions given by Charity Commission under section 145 (5) (b) of the 2011 Act;
- state whether particular matters have come to my attention.
## **BASIS OF THIS REPORT**
My examination was carried out in accordance with the General Directions given by the Charity Commission. An examination includes a review of the accounting records kept by the PCC and a comparison of the accounts with those records. It also includes considering any unusual items or disclosures in the accounts and seeking explanations from you as trustees concerning any such matters. The procedures undertaken do not provide all the evidence that would be required in an audit and consequently no opinion is given as to whether the accounts present a 'true and fair view' and the report is limited to those matters set out in the statement below.
## **STATEMENT OF THE INDEPENDENT EXAMINER**
In connection with my examination, no matter has come to my attention:
- (1) which gives me reasonable cause to believe that in any material respect the requirements
- to keep accounting records in accordance with section 130 of the 2011 Act; and
- to prepare accounts which accord with the accounting records and comply with the accounting requirements of the 2011 Act
- have not been met; or
(2) to which, in my opinion, attention should be drawn in order to enable a proper understanding of the accounts to be reached.

## **1) ACCOUNTING POLICIES**
The following are the more important accounting policies which have been adopted:-
## **a) Basis of financial statements**
The PCC is a public benefit entity within the meaning of FRS102. The financial statements have been prepared under the Charities Act 2011 and in accordance with the Church Accounting Regulations 2006 governing PCC individual accounts together with FRS102 (2016) as the applicable accounting standards and the 2016 version of the Statement of Recommended Practice - Accounting and Reporting by Charities (SORP FRS 102).
The financial statements have been prepared under the historical cost convention. The financial statements include all transactions, assets and liabilities for which the PCC is responsible in law. They do not include the accounts of church groups that owe their affiliation to another body, nor those that are informal gatherings of church members.
## **b) Fund accounting**
Restricted funds comprise revenue donations or grants for a specific PCC activity intended by the donor. Where these funds have unspent balances, interest on their pooled investment is apportioned to the individual funds on an average balance basis.
Unrestricted funds are income funds which are to be spent on the general purposes of the PCC. Designated funds are general funds set aside by the PCC for use in the future. Project funds are designated for administrative purposes only and such funds remain unrestricted with the PCC being able to move any surplus to other general funds.
## **c) Incoming resources**
Income from planned giving ,offertories and donations is only brought into account when the income is actually received.
Tax refunds are recognised when the incoming resource is received.
Grants and legacies are accounted for when the PCC is entitled to the use of the resources, their ultimate receipt is considered reasonably certain and the amounts due are readily quantifiable. Interest on investments is accounted for when receivable.
## **d) Resources expended**
Expenditure is generally recognised as soon as there is a legal or constructive obligation and settlement is probable and quantifiable.
## **e) Pensions**
The lay staff employed by the PCC participate in the Pension Builder Scheme section of the Church Workers Pension Fund (CWPF). The Scheme is administered by the Church of England Pensions Board which holds the assets of the scheme separately from those of the Employer and other participating employers.
## **f) Fixed assets**
Consecrated and benefice property is not included in the accounts in accordance with s.10 (2) (a) and (c) of the Charities Act 2011.
No value is placed on moveable church furnishings held on special trust for the PCC by the church wardens and which require a faculty for disposal since the PCC considers this to be inalienable property. All expenditure incurred during the year on consecrated or benefice buildings and moveable church furnishings, whether maintenance or improvement, is written off as expenditure in the SOFA and separately disclosed.

Eligible employees are members of the Church Workers Pension Fund Pension Builder 2014 which is a cash balance scheme that provides a lump sum that members use to provide benefits at retirement. Pension contributions are recorded in an account for each member.

## **9) TRANSACTIONS WITH PCC MEMBERS**
There was no remuneration or reimbursement of expenses made to PCC members during the year.
## **10) RELATED PARTY TRANSACTIONS**
The PCC allocated the restricted funds of £112,352 previously held in its Red Letter Project account to a separate charity on 31 December 2017.
The Red Letter Project (Charity No. 1174618) commenced its operations on 1st January 2018 to undertake various community activities in the Great Horton district of Bradford including the operation of the village hall and the provision of a food bank.
No separate disclosure of transactions between the two related parties is required as these accounts show the combined operations of both charities.
