The Trustees present their report and the financial statements of the charity for the ypar ended 31 De￿mber 2023.
The trustees have adopted the provisions of the Statement of Recommended Practice (SORP) "Accounting and
Reporting by Charities" in prepanng the annual report and financial statements of the charity.
The financial statements have been prepared in accordance with the accounting policies set out in notes to the
accounts and comply with the charity's goveming document. the Charities Act 2011 and Accounlng and RetK>rting by
Charities: Statement of RecommerKled Practic£ applicable to d￿ritIeS preparin9 ther accounts in a(wdance with the
Financial Reporting Standard applicable In the UK and Republic of IrelarHJ pUbl￿hed In October 2019.
Objectives and actlvltles for the public benefit
St Mary's PCC has the responsibilily of co-operating with the incumbent and clwgy in promoting the whole
mission of the Church. pastoral, evangelistic, social and ecumenical, within the ecclesiastical parish of Haxby.
This is set out in the objeclives developed with. and agreed by. the congregation at St Mary's:
. To reach out, both with the church family and the local communty. in a coltaborative manner.
. To encourage and enhance Chrrstian worship, fellowship and pastoral wotk.
. To actively work towards emphasising young people's involvement (as the church of the future). to continue the
success in the long-term life of St Mary's.
. To work towards greater communication and co-operation between churches in Haxby and Wlgginton.
The trustees confirm that they have complied with their duty to have due regard lo the guidance on public benefit
published by the charity commission in exercising their powers or duties.
The Parochlal Church Council
During 2023, there were 12 PCC meetings and no Stsnding Committee meetings.
The attendance at these meelings was good" the business includes regular financial updates and ￿portS, briefings
on propety matters and regular reports from the Churchwarden, the Rector and from the Safeguarding Officer.
Th8 Trustees also received reports from the various committees and discussed any matters needing attention. The
Trustees takes seriously their responsibilities for th8 regular worship of the church. the provision of pastoral care,
outreach. work to maintain the church building. hall, churchyard. safeguafding. policies for health and safety and
safer recruitment, funding to support the church, and other activities on church p￿MIses.
The PCC wishes to
acknowledge the contribution of many people who give voluntarily and unstintingly of their time and money to
support the work of the parish.
At the time of the Annual Meeting held on SuTrlay 14th May 2023 there were 164 people on the Electoral Roll.

Achiovements and performance: How we delivered public benefit
During 2023 the regular pattem of services was one sewvice per Sunday morning and one per Sunday evening, plus
a weekday seNice of Holy Communion (held on a Wednesday}.
Additional services have been held for various
occasions and 'holy days, (e.g. Holy Week. Ascension Day, St Mary's Festival. and Civic Refflembrance service).
Advenc Christmas and Epiphany Carol seNi￿s We￿ held (induding both Haxby Primary Schools. Christmas carol
services).
Messy Church is a regular feature of our benefice worship provision (hosted at St Nicholas. Church. Wigginton) as
are services of Healing and Wholeness. A 'Day of Reflection, was held for the benefice (also held at Wwginton) at
the beginning of Advent.
During 2023 there were 12 Baptisms, 5 Weddings. 21 Church Funerals, 4 Crematoriumlcemetery services and 3
Thanksgiving serVi￿S. An annual Memorial service was also held. On average the usual Sunday attendance is
78 adults and 4 children.
The congregations of l)oth St Mary's Haxby and St Nicholas. Wigginton have enjoyed the fellowship arising from
benefi￿ joint wot5hip and other gathetings such as Lent Lunches and courses. We marked the coronation of His
Majesty King Charles111 in May. and (x)ntinue to assure him and his famity of our prayers.

Delivering public benefft during 2023
Mission Action Planning
Considerable time and effort was given during 2023 to the formulation of a Mission Action Plan, arising from a
Benefi￿ Away-Day, facilitated by the Ven John Day. Several priorities for action were identified and work has begun
on three areas: Promoting Active Christian Fellowship, Infomial Prayer and a Worship. Activity and Skills Audit. In
this ongoing work we ar8 grateful for the time and commitment given by PCC members. and other parishioners,
from both churches.
Specific focus was given to issues raised by the Mission ActFon Planning activities including the welcome to visrtors.
providing support for private prayer in church when the building ts open to the communty. and looking at supporting
the running of groups whare numbers are sm811 and the age profile of18ad8rs is rising. Good relationships wilh other
agencies continue, induding supporting a local luncheon dub to me8t. and permitting updating of cook8T facilities
at their expense.
Ministry
We continue to dèrive great support from the ministry of Ihe Clergy, Readers and Authorised Lay Ministers {ALMs)
who provide ministry across the benefice.
During 2023 we bade fareV￿lI to The Revd Nigel Benson, who moved to continue his ministry in Harton Ben8fice.
Our grateful thanks go to our Reader Barbara Symons who, after 23 years of ministry in this benefice has now
moved to Hampshire. We also owe a huge debt of gratitude to lan Evans. especially as he celebrates 20 years of
Reader Ministry among us and continues to offer his sep4ices to the benefice. (Our thanks also go to Fiona Evans,
his wrfe, for her support.)
At the time of writing this report we have been sadLlened to leam of the daaih of Eric Thompson (8nd his wrf6
Heather). Eric served this benefice faithfully as a Reader over many years.
The Revd Dianne Cox, The Revd Martin Doe and The Revd David Porter continue to exercise their ministry in the
benefice. It has also been go(xl to welcome The Revd Ben Rhodes (Senior Chaplain at Leeds Teaching Hospitals
Trust) and congratulate him on his recent additional appointrnent as an honorary Canon of Wakefi8ld Cathedral.
Atyson Christy, Bev Crappèr and Nicola Simpson attended an inauguration service (in YoTk Minster} as Authorised
Lay Minister3 (ALMS) and are exploring the ways in which their ministry can develop over th8 coming years.
Safeguardlng
Trustees confirm that the PCC complies with its duty to have due regard for the House of Bishops, guidance on
safeguarding vulnerable children and adults. The PCC continues to respond to the requirements of national and
diocesan safeguarding policies, induding Di0￿san Safer Recruitment policies. PCC meetings have safeguarding
as an agenda item and training courses are offered and attended.
Data Protection
The PCC confimis that it complies with the requirements of the GDPR legislation. The Parish Privacy Statement
about GDPR is displayed on the PCC policies noticeboard.
Pastoral Care and Healing
Our Pastoral Support Team meets Tegularly to CO-or(linate prayer and visiting for those who are on our prayer lists.
The °ChurGh at Home" team provides a monthly prayer leafiet for those who cannot attend services.
The Benefice Healing Team arranges and supports the tninistry of healing in both churches. Intercessions lists for
each parish are used in church services and have been issued weekty by e-mail.
Social and Fundraising Events, and Charitable Givtng
Opportunrties for fellowship and outreach across the benefice are many and varied and have included 'Mustard
Seeds, (A Ladies. Bible Study and Discussion Group), a Book and Cake Club, a Btble Study and Prayer Group, and
fijndraising activities. induding the St Mary's Festival with displays in church and stalls outside. A successful series
of o)ncerts bas also been held. Thanks ate due to those who have raised funds through th8 Sale of homemade
cards. uafts and provisions. and in other ways.

Achievements and perfornMnce: How we delivered public benefft continued
St Mary's Church is a Christian Aid Emergency Church. and has responded to various financial appeals throughout
the year. Other donations have been made. induding from The Children's Society gift boxes and coffee moming.
Support has also been given to Carecent.
Communication
We continue to give priority to improving our communication and publicity. and the benefice website homepage is
updated regularly. The R8Ctor sends 'Keeping in Touch. e-mails at least weekty, containing both church and
communty news, information and pictures. W8ekFy notice-sheets. weekly intercessions. prayer lists and copies of
the weekly website update are also attathed. A 'Church at Hom8'18aflet is delivered to some parishioners.
Learning. Formation and Discipleship
Opportunities for further leaming and fonnation have continued during the year. The Lent lunches, Lent course
and sermon series have been appreciated. The PCC consider teaching and learning to be important. Discussions
in the Pastoral Suprx)rt and Healing teams often share knowledge and experien￿ of good practice. Diocesan
courses {eg: on safeguarding and demenlia awareness) have been signposted, and some training sessions offered.
A sermon series during Lent was made available via the Rectorfs 'Keeping4n4ouch' e-mails.
Community Outreach
The Rector maintains regular contsct with Haxby Town Council and Wigglnton Parlsh Council, and has been
involved in various civic events througholtt the year {eg: blessing the Christmas lights, and events around the
Coronation).
Priority is gNen to growing in numbers and reaching out to families and young people across the benefice (including
Messy Church). Some members of the benefi￿ visit Wsgginton Primary Sch¢x)I to do 'Open the Book, sessions,
which bring Bible stories to lrfe. The Rector, in participation with Yoyo (York Schools and Youth Trust) has also
visited schools across the benefice. Church Outside continues to provide thought-provoking displays and prdyers,
for example in response to world events or to promote care for the environment.
Prayer vigils have been offered outside St Mary's Church, and in Haxby precinct, for the situations in Ukraine, Gaza
and the Middle EasL
Regular opportunities are found to provide a focus for prayer (eg: at Easler and
Remembrance) by displays in front of St Mary s Church.
Where relevant, we participate in communty outreach wlth other churches from Churches Together.
Ecumanlcal Relatlonships and Worfd Concerns
The church is a member of Churches Together in Haxby and Wigginton. The role of the World Concems Group is
to supplement our tithing and ernergency appeals, supporting the beneficiaries of our giving in prayer and holding
them to account for the money we donate. This also remind5 US that we are part of the world-wide thurch with a
duty to look beyond the parish knundary (see separate Group Report). The Parish contributes to the ecumenical
'OulJook' publication. which is delivered to 5.200 properties in the benefice.
Deanery Synod
Two members of the PCC have served on the York Deanery Synod. This provides the PCC wrth an important link
belween the parish and wider structures of the church. The Rector attends the Deanery Synod regularly, is a
member of the Deanery Clergy Chapter and is an elected member of the Diocesan Synod.
Property and Fabric
Routine care and maintenance of the church, hall and churchyard has been undertaken.
Key work during 2023 has been renewing lighting, repairing signage and maintsining the boiler. The thurchyard
has been lidied and deared of possible fire hazards.

Financial review
Total income for the ythqr amounted to £121,200 whilst total expenditure was £124.293 which left an overall deficit
in the movetnent of funds of £3,093. The restricted fund had a deficit of £116 and the unrestricted fund a deficit of
£2,977. Planned giving as part of income was £52.138 compared to £52.064 last yeaT. The tax recovery was
£13,496 compared to £12.061 the previous year and this indudes the benefit of the GASDS scheme. Our Freewill
offering to the Diocese remalned to £63.600 which is still higher than this yearfs planned giving.
There was no major church rnaintenance undertaken in 2023. The Outlook had a deficit of £155 whilst the Church
Hall had a surplus of £505 alongside a Church deficit of £3,327.
Investment policy
It is our policy to invest fund balances with Church of England Depostt Fund.
Reserves Policy
It is PCC policy to maintain a balance on unrestricted furKls. after allowing for designated funds and fixed assets,
which equates to approximatety nine month's unrestricted payfflents to cover emergency situations that may arise
from time to time. The free reserwes of £50,542 {2022: £53.869) in the General Fund at year end did not match this
target. The PCC ara constantly looking at costs to ty and reduce them wherever possible as well as ways to increase
incom8.
Structurn. governance and management
The charity is govemed by the Parochial Church council poweTS measure (1956) as amended and Church
representation rules. The charity was set up to take account of the guidelines of the Charity Commission and the
PCC have continued to adhere to these guidelines. The method of appointrnent of PCC members is set out in the
Church Representation rules. Church attendees are encouraged to register on the Electoral Roll and stand for
election to the PCC. The PCC elected members are elected on an annual basis. New members are given basic
infomiation and welcomed to the PCC as trustees. The Parish is part of Ihe United Benefice of Haxby and Wigginton,
although the trustees are totally responsible for finance and activities of the charity. As part of the Benefice, St
Mary's shares an incumbent and clergy and engages in som8 joint working and co-operative action.

Basts of preparation and assessment of going c¢Jncem
The charty constitutes a public benefft entity as defin￿1 by FRS 102. The financial slatetnents have been
prepared in accordan￿ with Ac(xJunling and Reporting by Charities: Statement of Recornmermded Practice
applicable to charities preparing their accounts in amxdance with the Financial Repoth"ng Standard
applicable in the UK and Republic of Ireland issued in Oclober 2019, the Financial Reporting Standard
applicable In the United Kingdom and Republic of Ireland (FRS 102), the Chartties Act 2011 and UK General
Accepted A(xx)unting Practice.
The financial statements have been prepared to give a true and fairf view and have departed from the Charities
(Accounts arKI Reports) R8gulalions 2008 only lo the extent required lo provide a Irue and fair view.. This
departure has involved following the Accounting and Reporting by Charities: Statemenl of Recommended
Practi￿ applicable to chariiies preparing their accounts in accordance wrth the Financial Rep(Nting Standard
applicable in the UK and Republic of Ireland issued in October 2019 rather than the Accounllng and Reporting
by Charities: Staten*nt of Recommended Pradice effectiv8 from 1 Awil 2005 which has since b88n
withdrawn.
The financtal statements are prepared on a going (x)n￿rn basis under the historical cost convention, modified
to indude certain items al fair value. The financial statements are p￿pa￿d in sterting which is the functional
currency of the charity.
The significant accounting policies applied in the preparation of these financlal statements are set out below.
These policies have been consistently applied to all year5 presented unless otherwise stated.
Funds structure
Endowment funds are funds, the capitsl of which must be maintained: only income arising from investment of
the endowment may be used eiiher as restricted C￿ unrestricte(I funds dep8nding upon the purpose for which
the endowmenl was established.
Restricted funds represent donations or grants received for a speafic object or invited by the PCC for a specific
object. The funds rnusl only be expended on the speafic object for which were given. Any balance
remaining unspent al the end of each year must be rarried forward as a balance on that fijnd.
Unrestricted funds are general funds which can be used for PCC ordinary purposes.
Income recognitlon
Planned giving. collections and donations are recognised when received. Tax refunds are recognised when
the income is receivable. Grants and le9acies are accounted wthen the PCC is legally entitled to the
amounts due. Dividends are actountgj for when receivable, interest i5 accJued. AU other income is recognised
when it is receivable. All income is accounted for gross.
Expenditurn recognltlon
Grants and donations are accounted for when paid over, or when awarded. rf that award creates a binding or
construdive obligation on the PCC. The di(x£san freewill offering is accounted when due. Amounts
received speufically for mwion are deaft with as restricted funds, all olher expenditure is generally recognised
when it is incurred and is accounted for gross.

Fixed Assets
Consecrated and benefi￿ property is not induded in the acc(￿￿15 in acCOrdar￿ with the Charities Act 2011.
Moveable church fumishings held by the Rector and Churchwardens on special trust for the PCC. and which
require a faculty for di5FK)sal are inalienable propty. listed in the church's inventory which can be inspected
(at any reasonable time). For anything acquired prior to 2000 there is insufficient cost infonnation available
and therefore such assets are not valued in the financial statements. Items acquired S¥￿e 1 $1 January 2000
have been capitalised and dep￿lated in the accounts over their currently anticipated useful eujnomic life
(inrtially over 10 years) on a straight line basis.
All expenditure incurred in the year on consecrated or beneficed t>uildings, individual iiems under £1,000 or
on ihe repair of moveable churth fumishings acquired before l January 2000 is written off. The assets are
depreciated on a straight line basis over 10 years.
No cost information is available for the Church Hall so it is induded at a deemed cost being its 2006 insured
value. It has been fulty depreciated on a strauht line basis over 10 years.
