Message from the Group Scout Leader
We started this year with our new Squirrel Drey section in March 2022. It has proved very popular, being at our capacity of 16 young people very quickly and a growing waiting list. Kate and Lou have been doing a great job!
In July we saw the return of our ever enjoyable family camp, being very well attended. We had a great weekend of activities in good weather and good company. We look forward to the same again in June 2023.
Over the year every section has had opportunity to take part in many activities, both at the Hub and also further afield on trips and nights away events. The quality of our programme has led to many badges being awarded and a growing interest from young people wanting to get involved.
Our challenge continues to be ensuring we have sufficient volunteers available to run our active programmes. I would like to thank all our volunteers and trustees for their continued hard work and commitment to our members.

The year ahead
We start the year with our membership at around 100 youth members and a waiting list in excess of 30 (and growing). Over the coming year we will need to look at how we can accommodate more members, without affecting the quality of what we offer.
As we look to replace our ageing minibus and have ongoing issues with our kit van, our finances are going to be strained. Steps are now in place and events already taking place to bolster our finances to support these additional costs.

Note 1
Bank interest is Gross and is for Treasurer Account (Current account), Business Money Manager Account (Deposit account) and fixed term deposit account.
Note 2
Activities - Camps/Events is a summary of the income and expenditure for all camps and events, where separate accounts are kept; a copy of the camp/event accounts are kept by the treasurer for inspection.

Sundry Receipts - Uniform Item Sales, includes the sale of woggles, neckerchiefs and replacement group poloshirts

Other Expenses - Insurance, figure includes equipment insurance, trailer, personal health cover and fully comprehensive cover (including breakdown) on Group owned minibusses and van.

Non-Monetary Assets - Scouting equipment, stock is re-valued to include new purchases with a provision for deterioration in use. Replacement and therefore insurance value is in the region of £27,000. Uniform stocks held at the year end included new Group polo shirts and neckerchiefs.

Independent Examiner's Report to the Trustees of the 38[th] Walsall (1[st] Walsall Wood) Scout Group
I report to the trustees on my examination of the accounts of the 38[th] Walsall (1[st] Walsall Wood) Scout Group for the year ended 31[st] March 2023.
Responsibilities and basis of report
As the charity trustees of the 38[th] Walsall (1[st] Walsall Wood) Scout Group you are responsible for the preparation of the accounts in accordance with the requirements of the Charities Act 2011 (‘the Act’).
I report in respect of my examination of the 38th Walsall (1st Walsall Wood) Scout Group accounts carried out under section 145 of the 2011 Act and in carrying out my examination I have followed all the applicable Directions given by the Charity Commission under section 145(5)(b) of the Act.
Independent examiner’s statement
I have completed my examination. I confirm that no material matters have come to my attention in connection with the examination giving me cause to believe that in any material respect:

accounting records were not kept in respect of the 38[th] Walsall (1[st] Walsall Wood) Scout Group as required by section 130 of the Act; or
-
the accounts do not accord with those records.
I have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in this report in order to enable a proper understanding of the accounts to be reached.

Structure, governance and management
The Groups' governing documents are those of The Scout Association. They consist of a Royal Charter, which in turn gives authority to the Bye Laws of the Association and The Policy, Organisation and Rules of The Scout Association.
The 38th Walsall (1st Walsall Wood) Scout Group is a trust established under its rules which are common to all Scouts.
The Trustees are appointed in accordance with the Policy, Organisation and Rules of The Scout Association.
The Group is managed by the Group Executive Committee, the members of which are the ‘Charity Trustees’ of the Scout Group. As charity trustees they are responsible for complying with legislation applicable to charities. This includes the registration, keeping proper accounts and making returns to the Charity Commission as appropriate.

Structure, governance and management
The Committee consists of three independent representatives, Chair, Treasurer and Secretary together with the Group Scout Leader, individual Section Leaders (if opted to take on the responsibility) and parent’s representation and meets about every three months.
Members of the Executive Committee aim to complete 'Trustee Induction’ training within the first 5 months of joining the committee.
This Group Executive Committee exists to support the Group Scout Leader in meeting the responsibilities of the appointments and is responsible for:
The maintenance of Group property; the raising of funds and the administration of Group finance; the insurance of persons, property and equipment; assisting in the recruitment of Leaders and other adult support; appointing any sub committees that may be required; appointing Group Administrators and Advisors other than those who are elected.
Objectives and activities
Scouting exists to actively engage and support young people in their personal development, empowering them to make a positive contribution to society. As Scouts we are guided by these values:
Integrity - We act with integrity; we are honest, trustworthy and loyal.
Respect - We have self-respect and respect for others.
Care - We support others and take care of the world in which we live.
Belief - We explore our faiths, beliefs and attitudes.
Co-operation - We make a positive difference; we co-operate with others and make friends.
The Scout Method - Scouting takes place when young people, in partnership with adults, work together based on the values of Scouting and:-
Enjoy what they are doing and have fun, take part in activities indoors and outdoors, learn by doing, share in spiritual reflection, take responsibility and make choices, undertake new and challenging activities, make and live by their Promise.
The Group meets the Charity Commission's public benefit criteria under both the advancement of education and the advancement of citizenship or community development headings.
Risk and internal control
The group has in place systems of internal controls that are designed to provide reasonable assurance against material mismanagement or loss, these include 2 signatories for all payments and comprehensive insurance policies to ensure that insurable risks are covered.

Achievements and performance
The group has continued to grow in youth numbers, in part due to the start of our new Squirrels Drey section. Our existing leaders have been working hard to complete and renew training, whilst our need for additional volunteers continues. More of a normal routine has now returned post Covid pandemic with nights away experiences increasing.
Reserves & Investment Policy
The Group's policy on reserves is to hold sufficient resources to continue the charitable activities of the group should income and fundraising activities fall short. The Group Executive Committee considers that the group should hold a sum equivalent to six months general running costs, circa £7,000.
The Group also puts aside funds towards replacement of group owned vehicles to ensure funds are available to replace them when they reach the end of their economical useful lives. This is set to increase by a minimum of £1,000 per annum.
Any funds above the reserve level set are put aside for future capital programmes or for re-investment in the Group’s normal activities.
The Group's Income and Expenditure is very small and as a consequence does not have sufficient funds to invest in longer-term investments such as stocks and shares. The Group has therefore adopted a low risk strategy to the investment of its funds. All funds are held in cash using only a mainstream bank.
Plans for the future period
During the coming year we hope to be able to replace our aged Ford Transit minibus for a newer model, fundraising is underway in this respect.
Our waiting lists continue to grow. As such our development plan will need to be revisited to see what steps can be taken to make places available for everyone who wants one.
