was accepted by Trustees In June. This rewrltten policy is substantially based on the pollcy which Quaker Life IQLI are
recommending be adoptèd by all of BYM'S con5tittsent meetSngs and organlsatlons. Slnte then considerable effort5 have
b8en made, which wlll continue In 2022, to implement the policy. Much of thi5 implementation rests on effective
tralninB, record keeplng and safer recrultrnent. 2021 also sawthe achievemèntof a full'locatlon and retentlon" schedule
for all important AM and LM documents, Th• AM archivist has beèt) working to ensure that thÈre15 5VSternatic archlvlng
of these documents.
Trust6es approach their shar8d responsibiliti•s chlefly via 4 cornmlttee5. An employrnent committ?e, the AM propertv
commlttèÈ, the records and data group and the flnance commltteè. Much detailed work Is done in these commlttèes,
bringing the final results to the main Trustèe body for ravlew. Trustees rnet 3 tlmos in 2021. the October meetin8 being
a blended meetlng, partly In personi partly on Zoom.
The Area Meetlng Bursary Fund supports Membors and Attenders wlshlng to attend courses and tonferences to foster
their spiritual and personal development.
We are pleased that Frlargate's additlonal roorns, completed in 2016, continue to offer opportunities to connert to and
support a wlde range of voluntary organisations thiough the provision of meètlnB spaces. We now have a clty centre
Quaker centre which seryes the wlder ¢ommunity* though the concept has been on hold durlng the pandemic. Each of
ourother Meeting Houses also provides outreach through the provlslon of meetlng spaces. Unfortunately, the pandèmic
has1Smited the use of, and Income from, all Meeting House spaces.
The Friargate Warden's House, no longer needed by staff,15 now let to a farnlly of Syrian refu8ees.
E?ch Local M?gtin8 SUPPOrts Its members who are active in thelr local community undertaking Charitablo aetlvltles, and

Coronavirus pandtrmlc. exarnples are support for Refu8ee Actlon York, the York Clty of Sanctuary project. Harrogate Local
MÈetlng becomlng part of Harrogatè Dlstrlct of Sanctuaryi and offerlng spaet to, for example, the Harregate Islamlc
Association and Zero Carbon Harrogate. Wh6r• possible, activities have also included York Human Ri8hts City, York

Burlal Grounds
There arè four burlal grounds In the ownershlp of the Area MeetinB. The burjal ground In Thlrsk adlolning the Meetlng
House Is well maintained and available for the 5catterinB of ash6s. The historic 8round at Dacre is also malntained, and
the ground at Scotton Is maintained by a mixture of pald prtsfe551onals and Harrogatè Quakers on a voluntary basis, and
has beèn brought back Into use by Frlends for slmple'green, burials* generatlng income to support the maintenance of the
property. The historlc burlal ground at Bishtsphill is no lon8er in use, but is maintained and can be visited.
The burial ground at The Retreat In Hèslington, York (not currently in the ownership of York Area Quaker Meeting) has
been extended, Is well maSntalned and 15 In regular use. During 2021 plans were developing for the sale of The Retreat

site, which is no longer in use as a residential mèntal hospltal. The slto includes the Quaker burial ground, which has
been used by York Quaker5 ?s well as Quakers frorn elsewherè slnce the 1850s. Wé were aware of thls and of the declared
objective of The Retreat Trustees to transfer ownership of the bu¥ial ground to York Area Meetlng. Contracts were
exchanged at the end of December 2021, transferrinÉ ownership of the main site to P.J.Livesey la developer) 5ublect to
sat15factory plannSng consent bèSn8 obtalned. The ownershlp of the burlal 8round was retained by The Retreat Trustees
and we are beginntng to dlscuss with them the preclsè arrangements for a transfer to York Area Meetlng. 11 is unllkelv
that this will happen until well into 2023. Meanwhile contlnued access to the burlal ground and Its use for interrnents
are assured. Trustees will also be involved in the proposed 'Heritage Group, which 15 intended to provlde a la$tlng
memory of both Quaker involvement and the mental health work done at The Retreat.
A leaflet has been prepared io publicise the existence of the burial grounds and thelr avallablllty for burlals and the
scatterlng of ashes. The leaftet is avallable in Local Meetings.
Achlevements ondperfomit7nce
Revlew of actlvltles and flnanclal revlew
Durlng the year the Area Mè•tlng's ownèrship of 20 FalsErave Crescent, York, has continued. This was a donatlon from
the Young People's Fellowship IYPFI when the lattèr closed down. The bulldlng had its origins as an Adult School set up
by the Rowntree family, but latterly has been occupied by the York Travellers, Trust (Y￿) and the York Racial Equality
Network IYRENI. Durlng 2020 rent was paid to YAQM by and YREN, and YAQM ha5 re5ponslblllty for malntenance.
In oarly 2021 YREN rellnqulshed Its space and this is has been taken over by A new, formal lease has been agreed
with Yrr. The propérty has been valued In the Accounts by the Trustees at £80,000. It appears on the balance sheet as
an investrnent property, and this sum together with the donation and net incorn• from the property has been transferied
to a deslgnated fund of £90,465.
The total incoming resources of the charitablè company for the year to 31 December 2021 were £400,445 12020
£274,845). The regular income of the chaflty comes largely from the donations of members and attenders, and from the
lotting of premises to outside groups on weekdays and Saturdays, and occasionally on Sundays. In the year to 31
December 2021 £91,05812020 - £95,695) was derlved from lettlngs, £143,39012020 . £129,901) wa5 dtrlved from local
Quaker5' règulargivirE and collectlons. The Insurance claim, covering March 2020 to July 2021, amounted to £140,674.
The Meetin8 Houses are central to our purposes, but are used by member5 only to a Ilmited extsnt from Monday to
Saturday. The costs of rnalntenance and Improvements, security, Insurance and some caretaklng have to be met
Irr65pectSve of use. Therefore, Sncome from lettinEs is essential if the buildings are to be maintained in a good condltlon
and updated as nec#s5ary. We ar• also glad to see the Meeting Houses bein8 increasingly used again as a ¢gmmunlfy
resource.
York IFriargatel and Harrogate use relatively large Meetlng Housès, Èaeh wlth a number of rooms that can be let
simultaneously. These Meetings therefore employ staff to help manage the premises and have substantial income from
letting5, thouBh support ¢osts ar• relatlvely high. The Meeting Houses used by Acomb, New Earswick and Thirsk are
smaller. These Meetings havt a more modèst Incom8 from lettingsi b¢Jt at a much lower Cost.
The total resour￿$ expended bythe charitable cornpany in resped of the year to 31 Detembèr 2021 were £283.88012020
£331,208), givlng net Incomin8 resources before other recognised gains and 1055es of £116,56512020 - net outgolng
£56,363). The key areas of èxpendlture were 8rants and donations of £79,98412020- £117,147) and support costs of

Trustee5 have examlned thè charity's requlrement5 for reserves in 118ht of the maln risks to the or8anlsatlon. Our
Intention is to malntaln reserves at a level whlch will enable the actlvlt1è5 of York Area Quaker Meetlng to be continued
and the buSldlngs under our stewardshlp to be rnaintalned. All of the five Constituent Local Meetings use buildings that
are sultable for their purpose and In good condition. Thè Area Meetin8 Trustees, Property Comrrittee manages th8
eharlty's estate, and Is responslble for major repalrs of Meeting Houses, so th8r• Is a shared Major Repalrs ReseNe.

The company was Incorporated on 27 March 2009. The company was reglsterèd as a charityw5th the CharltyCommis51on
on 15 December 2009, with charity number 1133306.
The charitable company adopted a memorandum and artlcles of assocSatlon upon Ir>eorporatlon on 27 MarcFI 2009. Thls
govorning document wa5 amended by spècial resolution in January 2010 and at a Geneial Meeting ￿ld on 13 Septernber
2014.
Durlng 2011, a Schèmè was agreed wlth the Charlty Commlsslon, whlch govèrns thè varlous small charltles (some now
defunct) associated with York QuakerArea Me¢tlng. This also covers the propertie5 owned by the Area Meeting. These

I report to the charity trustees on my examination of the accounts of the company for the year ended 31 December 2021 which are set out on pages 12 to 29.

As the charity trustees of the company (and also its directors for the purposes of company law) you are responsible for the preparation of the accounts in accordance with the requirements of the Companies Act 2006 ('the 2006 Act'). Having satisfied myself that the accounts of the company are not required to be audited under Part 16 of the 2006 Act and are eligible for independent examination, I report in respect of my examination of your company's accounts as carried out under section 145 of the Charities Act 2011 ('the 2011 Act'). In carrying out my examination I have followed the Directions given by the Charity Commission under section 145(5)(b) of the 2011 Act.

Since the company's gross income exceeded £250,000 your examiner must be a member of a body listed in section 145 of the 2011 Act. I confirm that I am qualified to undertake the examination because I am a member of The Institute of Chartered Accountants in England and Wales, which is one of the listed bodies. 

I have completed my examination. I confirm that no matters have come to my attention In connection with the examination giving me cause to believe that in any material respect: 

1. accounting records were not kept in respect of the company as required by section 386 of the 2006Act; or 2. the accounts do not accord with those records; or 

3. the accounts do not comply with the accounting requirements of section 396 of the 2006 Act other than any requirement that the accounts give a 'true and fair view' which is not a matter considered as part of an independent examination; or
