The trustees have adopted the provisions of Accounting and Reporting by Charities: Statement of Recommended Practice applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) (effective 1 January 2019). ## **OBJECTIVES AND ACTIVITIES** Bunbury Parochial Church Council (PCC) has the responsibility of co-operating with the incumbent in promoting in the ecclesiastical parish the whole mission of the Church: pastoral, evangelistic, social and ecumenical. In deciding what activities to undertake, the PCC has paid due regard to the guidance of the Charity Commission concerning public benefit. Our vision is to be: "A parish church at the heart of our communities, seeing God's heart in everyone." In this respect our goals are: 1. The discerning and developing of everyone's different gifts and talents, so we can all play our part in the life and worship of our churches and chapels; 2. Growing our church family across all generations, so God's love can be seen and shared by all in our communities; and 3. Wise stewardship of our buildings and finances, so they are fit for purpose for our generation and the next. This is a shared mission and ministry, and the Vicar, Wardens and PCC are extremely grateful to all who serve in their own way to enable us to carry out our mission to see God’s kingdom come in Bunbury and beyond. Page 1 ## **The PCC of the Ecclesiastical Parish of Bunbury** ## **Report of the Trustees for the year ended 31st December 2023** ## **ACHIEVEMENT AND PERFORMANCE** St Boniface continued in 2023 to offer a wide range of worship services from traditional BCP Communion services and Evensong to more contemporary cafe style Brunch services and Forest Church. We are very grateful to our ministry team, lay and ordained, who lead our worship, as well as our organists, choir and musicians who contribute so richly and faithfully. Our Lent Series was shaped by the excellent Sam Wells book: A cross in the heart of God and we were most grateful to Tilly's for hosting our annual Good Friday service outside, which attracted record numbers. Thanks too to Beth for creating beautiful Easter gardens with the young families. During the spring months we had a number of special services: a Songs of Praise to celebrate the Coronation of King Charles, a Bluebell Woods Service by the canal, thanks to Si and Chrissy Lees Jones, a special service to celebrate Joyce Buxton's 90th birthday in her paddock, and a visit from Bishop Julie to license Claire as our Associate Minister. During the summer months it was good to host a number of weddings and christenings and we are very grateful to Kay Carson, acting as Wedding Secretary, as well as Parish Administrator, making sure we provide the best possible service for the various couples and families. A first was a special Forest Church baptism for the Bellis family who regularly attend the 1st Sunday service and were keen for it to take place outside and incorporate the natural environment. Re. the environment, we were delighted to be awarded a Bronze certificate by Eco Church in recognition of some of the steps we are taking to become good stewards of our environment. Special thanks to Jeremy Shears for taking a lead on this with the support of our young people. In the autumn it was good for St Boniface to host a Deanery Brunch Service: an opportunity for some of our neighbouring parishes to experience cafe style worship and it's encouraging to hear two other parishes in the Deanery have started to develop similar services aimed at the younger generations. We are also extremely proud of Colin Stanyer for starting the Foundations for Ministry Course in September and his encouragement to the PCC and wider congregation. Remembrance Sunday is always a key festival for the church and community and it was lovely to have a local historian - Seb Neil - to talk especially about some of the research he had conducted on the War Memorial Gates. The history of St Boniface continues to be a real asset and draw to the wider community and we are very grateful to David Kendrick for contributing several articles in the Link over the past 12 months. The Link continues to go from strength to strength and we are very grateful to Kay for taking on the editorial role with Elaine Crotty after Jo Mason stepped down after 13 years. Finally Advent and Christmas went well with the installation of a new AV system at the beginning of December to support our creativity in worship. Another creative project has been Carol Singing in the local pubs, with more pubs wanting to take part. A great opportunity to share the good news in a fun and inclusive way. Page 2 ## **The PCC of the Ecclesiastical Parish of Bunbury** ## **Report of the Trustees for the year ended 31st December 2023** ## **FINANCIAL REVIEW** ## **Financial position** We are very grateful for the regular giving and related gift aid income that we have seen this financial year. However, we have seen a decrease in fund raising activities compared to the 2022 financial year, but are very grateful for a legacy we have received. Our investments have shown a significant increase which has returned their value to the 2021 level. This has also enabled a net income of £24,176 compared to a deficit of £55,921 in the previous year. Our financial position before the revaluation gain shows a deficit of £22,082 compared to a deficit of £5,068 in the previous year. As noted in previous years we continue to review the high level of restricted funds and how they may be utilised to support improvements to the fabric of the building and other matters that will enhance out mission. Our financial goals remain as in previous years to match our regular income with day to day running costs. Unrestricted funds - Our total income on unrestricted funds has decreased from £128k in 2022 to £123k this year. Our expenditure on unrestricted funds has increased from £119k in 2022 to £133k this year which is mainly due to the costs of work done as required by the quinquennial inspection on Calveley Chapel. The PCC has continued the policy of 10% of giving being allocated to charitable giving. In 2023 support was given to The Cheshire Wildlife Trust, MIND and KNYSNA Educational Trust in South Africa. There is a three year rolling programme for the charitable giving, and the Cheshire Wildlife Trust replaced Save the Family as the local charity in 2023. A new international charity replacing KNYSNA will be chosen in 2024. Calveley Chapel - the accounts for Calveley Chapel are consolidated within these accounts and are treated as a designated fund. The income for the year is £12k with expenditure of £18k with the main increase relating to the work arising from quinquennial report. Other designated funds - the Curate fund supported Claire's ministry prior to being ordained with c£3k being paid to the Diocese this year. The Youth Club made a small deficit of £218. Restricted Funds - the major movements in restricted funds relate to the youth worker, this fund showed a deficit of £834 during the year. The Challinor Fund continues to be used to support fabric projects and some parish administration costs. ## **STRUCTURE, GOVERNANCE AND MANAGEMENT Governing document** The PCC is a body corporate (PCC Powers Measure 1956, Church Representation Rules 2022) and is a registered charity governed in accordance with charity and ecclesiastical law. ## **Appointment of PCC Members** The method of appointment of PCC members is set out in the Church Representation Rules 2022. All Church attendees are encouraged to register on the Electoral Roll and stand for election to the PCC. The number registered on the electoral roll (which was renewed in 2019) has stayed at around the 100 mark for the duration of the reporting period. ## **The PCC.** The PCC met 6 times during the calendar year and all the meetings were held "in-person" rather than remotely using zoom. The standing committee and a number of sub-committees met between meetings, and minutes or oral reports of their deliberations were received by the full PCC and discussed where necessary. ## **Health and Safety** The PCC regards maintaining the Health & Safety of all people who visit, worship in or work at St Boniface to be very important. To this end Health & Safety matters continue to be discussed and reviewed at every PCC meeting. We continue to assess the risks associated with our activities and seek to minimise them. We also undertake regular inspections of the church premises and the churchyard to ensure no obvious hazards are present. Moreover, our Fabric Committee ensures all areas are well maintained. When an accident or incident is reported, we investigate the causes to identify learnings and we discuss the outcomes at the PCC. We ensure learnings are extracted and are incorporated into our working practises. ## **Data Privacy** The PCC is committed to protecting and respecting your privacy. The daughter church, Calveley Chapel, is situated in Calveley. The parish itself is part of the Diocese of Chester within the Church of England. The approach to our safeguarding is: "The care and protection of children, young people and vulnerable adults involved in Church activities is the responsibility of the whole Church. Everyone who participates in the life of the Church has a role to play in promoting a Safer Church for all". Using this approach, St Boniface is committed to implementing the Church of England's Safeguarding Policy for children, young people, and adults, 'Promoting a Safer Church', and to demonstrating its compliance with that policy. The PCC considers safeguarding at all its meetings. There were no cases or attendance agreements being managed at the end of the reporting period. ## **Parish Safeguarding Officer** Lucy Oates stepped down as the Parish Safeguarding Officer prior to leaving Bunbury with her family in September 2022. Thank you to Lucy for all the hard work, and diligence she gave this role for the Parish. Kay Carson was appointed to replace Lucy as Parish Safeguarding Officer (PSO). Pat Blackwood stepped down from her role as advocate for the vulnerable and elderly in the Parish. We are grateful for her time in this role and for her continuing service leading the ALIVE group for over 50s in Bunbury. The safeguarding team was strengthened by the introduction of a team of three safeguarding advocates to work alongside the PSO: Becky White as safeguarding advocate for children and young people, Jen Yates as safeguarding advocate for women, and Colin Stanyer as safeguarding advocate for adults. Page 4 ## **The PCC of the Ecclesiastical Parish of Bunbury** ## **Report of the Trustees for the year ended 31st December 2023** ## **SAFEGUARDING (continued)** ## **Secure communications for the PSO and others** With the introduction of the Google Workspace for Bunbury PCC every PCC member and other officers, as well as the parish administrator, PSO and safeguarding advocates, has access to an independent secure church email at the domain @stbonifacebunbury.org. These accounts are managed centrally by the workspace's administrators who are: the parish administrator, the PCC secretary and the vicar. The PSO's email address and files are only visible now to the PSO and the administrators, and if the account were in any way compromised it could be shut down with immediate effect. ## **Communication.** All visual safeguarding communications on the church noticeboards have been reviewed and updated. Our website also carries a copy of our safeguarding policy and contact details for organisations which offer support for victims and perpetrators of abuse, including the Diocesan Safeguarding team. ## **Social Media.** An image log has been created so that all original images of children, teenagers and vulnerable individuals used on social media are logged and saved on an encrypted memory stick and on the church's secure Google Workspace since its introduction in 2023. Image permission forms have been signed by all parents/guardians of children under 16 years old. ## **Training.** A review of the safeguarding training status of all individuals involved in serving and working for the church has been completed and requests for updates in training, where needed, have been made by the Parish Safeguarding Officer. ## **YOUTHWORK** ## **Forest Church** Forest Church continues to grow from strength to strength. We have over 60 families on the books and Forest Church goes ahead come rain or shine. Forest Church is a time where we set aside time to reflect on the nature around us and what it can teach us about God. We had our first Forest Church baptism which was very moving using nature to help understand the mystery of the sacraments. A Forest Church session is also run every half term at Bunbury School. ## **Living Out Loud** Our youth band is growing in both numbers and strength. Rehearsals are weekly and we now have a drummer who certainly livens up the worship songs. The young people involved are instrumental in choosing the songs they would like to lead. They are extremely accomplished for such a young group of children (8-16 years old). ## **Pop-Up choir** 4 of the of Living out loud band members help lead the choir on Wednesday afternoons at Bunbury School. The pop-up choir 'pop up' at key services in the year. The colourful T-shirts were designed by the children themselves. ## **Drama for brunch** Every month we put together a small group of budding actors who perform a comedy drama which links to the brunch theme. The age of those involved starts at 7 to 16. It's a brilliant way to build our young people's confidence and involves them in our service. Page 5 ## **The PCC of the Ecclesiastical Parish of Bunbury** **Report of the Trustees for the year ended 31st December 2023** ## **YOUTHWORK (continued)** ## **Pantomime** This year’s Panto 'Jack and the Beanstalk' went extremely well with sell out numbers. We are so proud of our budding actors! ## **Youth Club** Youth Club remains very popular. This year we have introduced an away weekend for the teenagers to Winmarleigh Hall which will be action packed with team building and confidence boosting activities. We have three D of E students who have taken a strong role in leading the activities. ## **ALIVE** During 2023 the ALIVE group continued to enjoy meeting for their Tuesday lunches at the Nags head pub. The landlord, Henry, has kindly kept his prices at £5 for a choice of freshly cooked meals. We have welcomed some new people but unfortunately we have lost a few older members. After lunch, scrabble is a firm favourite or just a sociable chat. Friday coffee mornings have grown and are very popular. In April we took the GoTo bus to Bridgemere garden centre, a treat for those who rarely have the chance to go shopping. After lunch there were plenty of full bags on the return. In October we took a trip on the Llangollen-Corwen train line. After a rainy start the sun came out and we had a picturesque journey with views of all the autumnal colours. Our Christmas dinner saw twenty-five people tucking into a traditional meal followed by the singing of carols. This has now become a firm favourite. As some of our members were alone over Christmas Henry kindly agreed to provide a meal for them on Boxing Day, which was greatly appreciated. The warm hub began again at the beginning of November, offering a free cup of coffee or tea in a cosy environment. Henry reports that some days nineteen people have been in. ALIVE received a generous donation of coal for Henry to use in the pub during the cold weather. However, the cost of this venture is becoming rather prohibitive so it will cease at the end of February. A very talented member of our group had made a beautiful dolls house: a replica of a stately home with all the interior furnishing true to size. She gifted this to the ALIVE project and the sale has boosted our funds, for which we are really grateful. After many requests, we are in the process of setting up an Easy Exercise classes at Bunbury medical practice with a trainer from Instinct gym. Some of our group already attend the gym in Tarporley each week for strength and balance classes, however those with very limited mobility cannot get to Tarporley so hopefully this will fill the gap. The class will be held each Thursday at 2pm and will cost £5. ALIVE is fulfilling its original aim, supporting the aging community to ensure that anyone who needs company will never be without it. Page 6 ## **The PCC of the Ecclesiastical Parish of Bunbury** ## **Report of the Trustees for the year ended 31st December 2023** ## **CALVELEY** The Christmas Eve Communion Service, with its candle lit pathway providing an atmospheric approach to the beautifully decorated Chapel, marked the end of the year for our daughter Chapel at Calveley, where regular Sunday Family Communion Services are held on the first Sunday of every month. In addition, special celebratory services were held at Easter and Harvest, with our Harvest Songs of Praise Service being followed by afternoon tea, as well as a Carol Service with traditional Christmas refreshments. The year also saw a very special Songs of Praise Service at Calveley, followed by a delicious bring and share lunch, when the congregations of both Calveley and St Boniface came together in our decorated Chapel to celebrate the Coronation of King Charles III. Having been established as a Chapel over 180 years ago, by the tenant of the now demolished Calveley Hall, our Calveley Chapel today provides an opportunity for traditional worship in a beautiful unique rural and historic setting as well as providing an excellent venue throughout the year for baptisms and smaller, more intimate, weddings. It is also a venue for various regular community meetings. ## **BELL RINGING** Bell ringing continues to be very active: we currently have 15 regular ringers across a wide age band and range of ringing experience. During 2023 we have: rung regularly for Sunday services; provided bells for weddings; and rang to celebrate the coronation of King Charles III. Regular bell ringing practices are held on Thursday evenings which are well attended. We continue to train new ringers, many of whom have subsequently achieved the skill level to be elected as members of the Chester Diocesan Guild of Church Bell Ringers. It reports and makes recommendations to the PCC. Faculty approval has been received for the new free-standing oak servery unit to be located outside the current small kitchen with a slate work surface which will contain an electrical warming cabinet. This is designed to enhance the area outside the kitchen as well as being functionally beneficial. An onsite sign off meeting has been held and orders will now be placed. It is due for completion in spring 2024. In the Chancel the two underfloor heating corroded pipes containing holes were traced and replaced. Diocesan approval to re-lay the tiled floor and utilize metal heating grills over the pipes has been received. Sample handmade tiles were received at a visit to the craft tile company. Repair work will shortly commence. The September quinquennial report for St Boniface did not highlight any serious issues and has been reviewed and quotations requested for designated repairs. Once approved we anticipate completion in 2024. The new AV system was installed at the end of 2023 and is providing a much-improved facility. A feasibility report into potential installation of solar panels on the nave roofs to generate electricity is in progress. I report in respect of my examination of the charity’s accounts carried out under Section 145 of the Act and in carrying out my examination I have followed all applicable Directions given by the Charity Commission under Section 145(5)(b) of the Act. ## **Independent examiner's statement** I have completed my examination. I confirm that no material matters have come to my attention in connection with the examination giving me cause to believe that in any material respect: 1. accounting records were not kept in respect of the Trust as required by Section 130 of the Act; or 2. the accounts do not accord with those records; or 3. the accounts do not comply with the applicable requirements concerning the form and content of accounts set out in the Charities (Accounts and Reports) Regulations 2008 other than any requirement that the accounts give a true and fair view which is not a matter considered as part of an independent examination. ACCOUNTING POLICIES** ## **Basis of preparing the financial statements** The financial statements have been prepared in accordance with the Church Accounting Regulations 2006 together with applicable accounting standards and the FRS 102 SORP. The financial statements have been prepared under the historical cost convention except for the valuation of investment assets, which are shown at market value. The financial statements include all transactions, assets and liabilities for which the PCC is responsible under law. They do not include the accounts of church groups that owe their main affiliation to another body, nor those that are informal gatherings of church members. Also excluded are transactions where the PCC acts solely as a collection agent for another party (such as collections where it has been determined that all or a specified proportion will be passed on to a named charity). ## **Incoming resources** Planned giving, collections and donations are recognized when received. Tax refunds are recognized when the incoming resource to which they relate is received. Grants and legacies are accounted for when received rather than when the PCC is legally entitled to the amounts due. Exceptionally, grants may be recognised earlier when they are deemed certain and relate to expenditure that occured in the financial period. Dividends are accounted for when receivable, and interest is accounted for when received. All other income is recognized when it is receivable. All incoming resources are accounted for gross. ## **Resources expended** Grants and donations are accounted for when paid over, or when awarded, if that award creates a binding or constructive obligation on the PCC. The diocesan parish share is accounted for when due. All other expenditure is generally recognized when it is incurred and is accounted for gross. ## **Fixed assets** Depreciation is provided at the following annual rates in order to write off each asset over its estimated useful life. Consecrated and benefice property is not included in the accounts in accordance with s.96(2)(a) of the Charities Act 1993. Calveley Chapel is treated as having zero book value reflecting its perceived market value as affected by the restrictive covenants associated with it. Movable church furnishings held by the vicar and churchwardens on special trust for the PCC and which require a faculty for disposal are inalienable property, listed in the church’s inventory, which can be inspected (at any reasonable time). Equipment used within the church premises or for church purposes outside of the building is depreciated on a straight-line basis over four years. Individual items of equipment with a purchase price of £1,000 or less (£500 prior to 2011) are written off when the asset is acquired, although at their discretion the Trustees may reduce this threshold to £500 in the case of items that are clearly of long-term value and capital in nature. Investments are valued at market value at 31 December. ## **Taxation** The charity is exempt from tax on its charitable activities. ## **Funds** Endowment funds are funds, the capital of which must be maintained; only income arising from investment of the endowment may be used either as restricted or unrestricted funds depending upon the purpose for which the endowment was established. Restricted funds represent (a) income from trusts or endowments which may be expended only on those restricted objects provided in the terms of the trust or bequest, and (b) donations or grants received for a specific object or invited by the PCC for a specific object. The funds may only be expended on the specific object for which they were given. Any balance remaining unspent at the end of each year must be carried forward as a balance on that fund. The PCC does not usually invest separately each fund. Where there is no separate investment, interest is apportioned to individual funds on an average balance basis. Unrestricted Funds are general funds which can be used for PCC ordinary purposes. On occasions the PCC may designate part of the unrestricted funds for a particular purpose. Although these designated funds are thereby ear-marked for that purpose they still form a part of the unrestricted funds of the PCC and may still be used for PCC ordinary purposes. continued... STAFF COSTS** A part-time Administrator was employed during the reporting period. Some of her time was spent supporting the Vicar in his role as Rural Dean. A part-time youth worker was employed throughout the year. ## PAYMENTS TO PCC MEMBERS A small immaterial portion of the expenses paid to the incumbent may have related to services as Chair of the PCC. No other payments or trustee expenses were paid to any other PCC member, persons closely connected to them or related parties. ## **6.
