I report to the trustees on my examination of the accounts of the Church for the year ended
31 December 2020.
Responslbllftles and basis of the report
As the charity trustees of the Church you are responsible for the preparation of the accounts
in accordance with the requirements of the Charities Act 2011 (the Act).
I report in respect of my examination of the Church's accounts carried out under section 145
of the 2011 Act and in carrying out my examination I have followed all the applicable
Directions given by the Charity Commission under section 14515)(bl of the Att.
Independent examlnerfs statement
I have completed my examination. I confirm that no material matters have come to my
attention in connection with the examination giwng me cause to believe that in any material
respect:
l. Accounting records were not kept in respect of the Church as required by settion
130 of the Act; or
2. The accounts do not accord with those records.
I have no concerns and have come across no other matters in connection with the
examination to which attention should be drawn in this report in order to enable a proper
understanding of the accounts to be reached.

Alm and Purpose
The Parochial Churd) Councll {PCC) of the Parish of Plymstock & Hooe had
responsibility in 2020 to coopernte with and tn support its Clergy and Reader5 in
prornotlng across its four churches the whole pastoral. evangellstlc, socRI and
ecumenic21 mission of the Church. Its principal aim was to work together across the
Parish.
Objectives and activitles
The PCC is committed to enabling as many people as possible to worshlp in our
churches, and to become part of our parish family. When planning church attivities
the PCC considers the Charity Commission's guidance on public benefiL and in
partlcular the specSfic guldance on charltles for the advancement of religion. Our
services and worship put faith Into pracdce through prayer and scripture, muslc and
sacrdmenL Exeter Diocese offers a three poirt Misslon Attion P￿n i)to grow In
prayer, il)to make new dlsclpl4 iii) to serve the people of Devon wlth loy. Based on
this the PCC tries to enable ordinary people to Ilve out thelr falth as church famlly
membérs through:
Connectlng wlth God: Growlng In falth throu￿ worship and prayer.
Connectlng wlth each other: Growlng together through fellowship and dlsclpleshlp
Connectlng wlth our local communlcr. Growing and serving through misslon and
outreach work
Achievements and Performance
Q) a) Worship and prayer
Up until March 2020 the PCC had been pleased to note a Yaried rnnge of serylces
offered across the parlsh not only on Sundays, but also during the week. Members of
our various congregatlons reported that these were both beneficlal and spiritually
fulfilling. For example, smaller 'sald communions, had been avallable at different
churches across the parish on Tuesday and Wednesday mornings contrasted with
various sung Eucharists on a Sunday rangJ'ng from a liye music Celtlc lona setting In
one location to formal traditional settings elsewhere. Monthly Sunday services of
Evensong, Morning Praise and all-age worship had been avallable. Monthly
Together@10 Sunday services had been attended by people from each of our four
churthes. Less struccured opporuinity had been available In the form of readlng
groups, house groups and prdyer groups. Additional worship. study and meditation
opportunlty had been made available during Lent and AdvenL

Due to Covid-19 lockdown restrictions. church buildings were closed and we offered
weekly YouTube Sunday services whlth could also be viewed on zoom and included
after service zoom fellowship and coffee. Weeldy printed service sheets were also
sent out to those not online. Midweek Prayer and meditation sessions as well as
weekly blble studylfellov•shlp zoom sessions proved popular.

Attendance numbers greatly Increased at Christrnas and Easter. Baptism preparatlon

Deanery Synod
Durlng 2020 parlsh representatlves on Deanery Synod kept PCC Informed of Iterns
that included the followin&
Plymouth City Churches joint enterprise called "Feast for Fun" aimed at the
alleviatlon of domestic hardshlp In the face of the pandemic.
• Two city wide Christian celebrations called ' Joy 2020" and "Mayfiower 2020"
Deanery Mlsslon and Pastoral Committee Reports to Include updates on Bishop's
Mis$lon Orders.
During the pandemic PK>w Plymouth churthes were coping with i. Communlotion
using Technology, ii. Finance during times of Income, iii. Pastorally was there
danger of setting up a two-tler churchl

The Parish was pleased to congrntulate Revd Jennle Appleby upon her appointmert
as Plymouth City Dean as from November 2020.
Church Buildings and Fabric Report 202fv2021
Our Church buildings, including halls were closed at the beginning of Lockdown I
whlch began on 26 March 2020. St Mary & All Salrts Church reopened for individual
private prnyer on 13 July 2020. Public worship resumed at Stjohn's and St Mary & All
Saints in September 2020 and ceased when Lockdown 3 began on 6 January 2021.
(Public worship resumed once again from 4 Aprll 2021-Easor Sunday)
The CoYld-19 sltuatlon over the last year forced a decrease In the usual malntenance
taklng place across all buildings. Some works were condurted however wlthln Covid-
19 safe systems of work
Great progress vtas made In the Summer of 2020 in thurch>ord maintenance at St
Mary & All Saints. This w&$ a wonderful communlty effort wlth many non-
worshippers helplng wlth the grass cuttlng. It would be good to drnw upon thls
goodwill mvlng forward3, however wlth the easing of Lockdown restrictions people
may not have 50 much free time.
The firrt phase of trfal remedlal work on the roof at St & All Sa5nts took place
In August 2020. Thls found that the condition of the roof was not as W as feared,
and further works to complete the prolect are stheduled for Summer 2021. The
Archdeacon ol Plymouth Issued a Wrltten Notlce provldlng permlsslon to complete
the work In February 2021. The total cost to complete the work was expected to be
around £14.500.
Other items of maintenance whlch have occurred Indude the servlcing of all fire
extingulshers across all church bulldings and checkslservicing of the Ilghtning
conductors at St John's and St Mary & All Salnts. A handrnil has been installad in the
Boiler Room at St Mary & All Saints.
It planned that our church halls would begin to reopen In 2021with risk
assessments In place to enable reus£ (The Brownles are now back at St Mary & All
Saints hall and Little Lambs are soon to meet agaln at Oreston - April 2021)
Wlth the ￿ntinuatIOn of Lockdovffl restrfctlons easing the Buildings Group planned
to prioritise further work5 to tske place across all other church and hall buildings in
2021. Grdham Naylor, Buildings Group Leader wlshes to extend his thanks to
members of the Buildlngs Group for thelr help and support In meeting with
contractors and arranging for maintenantr and repairs to take place.

Volunteers
A great deal of work Is carried out by a limited number of committed volunteers to
keep our building& especlally the interior& in good shape. They are thanked
unre*rvedly for the work they do. Indee￿ the PCC would like to thank all
volunteers who work tirelessly to make our Partsh a livdy and vibrant place. In 2020
our speclal thanks went to Churchwardens who set a pace and example for the rest
of us to follow.
Mlsslon and Evangelism
Various local, natlonal and intsrnational misslons and charitles were supported by the
four churches. It 1$ hoped that the PCC can regularlze such fund-ralsing across the
parish so that we are all working on the same pffjlects. As for many years prevlously,
Chrlrtlan Aid was one charlty that recdved support by all four churches In 2020. A8 1. 7
we were unable to have any in-person fundralsing evens we held a Zoom Meal to
ralse funds for Chrtstian Aid Week
When schods were open, we were able to provlde the occ&%ional zoom assembly
and a Christingle Service at Christmas. We worked closely with one sthool at
Harvest by provlding a video of the work of the food bank for an assembly and
collecced thelr contrlbutlons for the Foodbank
Our Ilnk$ were care and residentlal homes changed too. Cards were sent to
resldents In one Care Horne and the weekly YouTube Sunday Serrfice was enloyed by
resldents at another Home. A monthly newsletter was sent out to 311 those in the
worshipping communlcy across the parish.
Other Actlvltles
All In-person 3ttivities ceased In mid March. However, we contlnued with events on
zoom and when soclal dlstanang allowed, outdoor artlvitles. An Ascenslon Day
Service was recorded from the hishest point In the Parish and we took part in the
Dirxesan 2417 Wave of PF7yer for Thy Klngdom Com& When our church bulldings
were closed we continued to serye the local community by collectlng contributions
for Plymouth Foodbank and the Sheklnah Misslon in boxes across the Parish. In the
summer volunteer work parties made up of many local re%ldents came to together to
clear SL Mary's Churchyard. The help of Yolurteers from Team Rubicon was also
greatly appreaated. In partnershlp with Transforming Plymouth Together. we
worked ecumenlcally across local churches in establishing a Foodbank for local
families durlng school holiday& The WO￿ of Trnidcrnft wa5 SUPPOrted across the
parish.

Safeguarding
The PCC has complied with its obligation under section 5 of the Safeguardlng and
Clergy Discipline Measure 2016. The PCC has regard to House of Blshops, guidance
on safeguarding children and vulnerable adults by arting within current legislatyon,
guidance, natlonal framewor*s and the Diocese of Exeter Safeguardlng procedures. It
has evidenced thls by the completion of the Diocesan Safeguarding Checklist which
will be used for future planning. Each church has a named Safeguarding contact who
Ilalses wlth the Parish Safeguarding RepresentatNe. Safer RecruitmenL Training and
DBS checking of those requlrlng It is ongolng.
Flnanclal Revlew
It Is with sadness thae this revlew reports on the death of fonner Parish Treasurer,
Basil Hulatt. B￿11 was a gifted, able man. We were fortunate that he chose to Use his
skllls to the benefit of the Parish.
Bonking. Three Banks were used by the Parish, The Cooperntlve Ban14 (SL Mary's),
Lloyds Bank (SL John's and The Holy Famlly) and Natwest Bank (PCC and The Good
Shepherd).
The Holy Family's account with Uoyds bvas closed In August as part of the move to
have one current account In the Parish.
Finonce Team The newly establlshed Finance Team ¢>perntsd the Parlsh's Flnanca as
one entity. This probably the first tlme that this had happened In the Parish. The
concept of a Parlsh Team to look after Par4sh Flnance worked well, especlally In the
payment of the Common Fund.
Common Fund The Common Fund is the Parish's largest and most Si￿lfIcant Item of
expenditure. It contributes towards clergy salarles, clergy housin& Diocesan suppor
of which we make signillcant us4 and clew pensions.
Failure to pay in fvll ha5 significant repercussions for the Parlsh.
The Finance Team found that there vras a 2019 deficit in Common Fund Payments of
£21.974.60. Thls was rectlfied in fvll by February. The 2020 Common Fund
requlrement of £87,443 was also met in fvll by C>ecember. (Incidentally, the 2021
requirement Is £86,628.(J))
Reducing the number rfBank Accounts
The progress In moving to one Parish
Account was too slow. Communlcatlons wlth the banks was dire. Obtaining full
access to one bank account took 4 (four) months. However. the ratlonalislng strategy
of reducing the r•umber of our bank accounts will contlnue in 2021.

Building Societies
To protect The Good Shepherd's total cash assets of
£91,212.26 (November) a bullding society account {Skipton) was opened (in the
event of a bank collapse any ￿tity with more than £85,000 in one bank wlll lose the
excess). All churches are able to make deposits into th15 accounL
Parish Glving Scheme (PGS) The benefits of donating through the Parish Giving
Scheme (PGS) are substantial, in partlcular the Gift Aid element of a donation Is
depostted into the nominated bank wlthln 10 (ten) days of the donatjon. This Is a far
quicker process than conventional gift aid giving where the gift aid element tskes
many months to reach its intended bank Regular giving through the PGS system is
encouraged, strongty, wherever possibl
Porlsh Finance Teom Mendon was made of the Parl$h Flrrance Team, above. For
dlfferent reasons, it lost 3 (three) high calibre members, 42%. Currently it Is under-
resourced.

Structure, Governance and Management
Porochial Church C￿n01 (PCQ
The method of appoinonent of PCC members is in accordance with Church
Representatlon Rules.
The PCC In 2020 untll the APCM In October comprised 3 Clergy, l Reader {ex-
officlo), 2 PTO Readers (ex•officio), 2 Parothial Churchwardens (ex-officlo), 5
serving Deanery Synod Members {3-year temis of offlce). 2 serving Dlocesan s￿0d
Members (ex-officio) and 8 Lay members (2 from each worshlp centre, each
nomlnated by electoral roll members at the ADCM of that particular church).
Followlng dl$cussion at PCC, it was noted that the maint￿lanCe of 4 separnte DCCS
along with the PCC was no longer sustalnable due to diminished numbers of regular
congregants. Therefore, It was proposed that 'The Constitution., which set out the
function and make-up of the DCCS should be dissolved and the Parlsh should revert
to Church Representation Rules, whereby the PCC would be the sole body for
governance and management of all parish matters. At a Special Meeting on I S
March 2020, a vote was held and the proposed motion was Car￿ed with 77% of
those present in favour.

The new membership of the PCC thus became: All Llcensed Clerg/, all Readers (ex-
officio), all Fro Readers {ex-officio), 2 parochial churchyfirdens (ex-offlclo), 2
serving Dlocesan Synod Members (ex-offido) and 12 Lay members. (2 Deanery
synod reps would be appointed from the PCC).
Parish Govemance would then be managed by teams Including members of the PCC
and other volunteers. to includ&
(i.) Flnonce team." to oversee monetary matters of the parish, managed by a Treasurer
assisted by 34 other members. Accounts would be consolldated to a single Parish
Bank Account (with addltional sav5ngs accounts as needed). within which there would
be four sub-sections one for each church.

Ilne by a PCC vote on Mon 23 . March due to recently introduced Covid-19

nee& arose. Soclal, Worship, Pastoral and Prayer groups were already In place.
The full PCC met twlce lfve and 9 tlmes online during the year, with an average
attendance of 81
Durlng 2020, the PCC consolidated its mIs￿on Action Plan. At Its regular Zoom
Meetings, discussion took place on Misslon and Outreath as well as Governance and
Stewardshlp. The PCC was infonned about local matters of flnance, bulldlngs,
worship• mission, outreach, families, thildren• p&strJral we and other items. In 2020
there were regular infomial meetings of the dergy and churchwardens, the standing
committee, bulldings group and finance tsam, as well as other groups as the need
arose.
