Constitution

Appointed by local churches and existing trustees; Ministers are automatically trustees. The day to day management of the Circuit is undertaken by the Circuit stewards supported by the Circuit Leadership team.

Additional Governance Issues

The Circuit works according to the Constitution, Practice and Discipline of the Methodist Church.

Induction/Training

A range of guidance is produced by Methodist Connexion and provided annually to trustees. The leaflet ‘The Role of a Trustee in The Methodist Church’ has been given to each trustee. All trustees who are required have undertaken creating safer spaces foundation safeguarding training.

Safeguarding

Every person has a value and dignity which comes directly from creation in God’s own image and likeness. Methodist Connexional practice outlines commitment to the following principles;

The South Holderness Methodist Circuit commits itself to ensuring the implementation of connexional safeguarding policy, government legislation, by providing guidance and oversight of safe practice in the Circuit and in its churches. It is committed to the provision of support, advice and training for lay and ordained people that will ensure they are clear and confident about their roles and responsibilities in safeguarding and promoting the welfare of children, young people and adults who may be vulnerable.

Structure

The South Holderness Methodist Circuit is part of the Yorkshire North and East District and is accountable to the Methodist Conference.

We have identified the main areas of risk to the Charity and identified control measures to those risks placing them into categories of low, medium and high. Under the retained risk categories we are monitoring

the low risk, we have identified control measures to mitigate the effects of the medium risks and continue to strive to address the high risks where possible.

Summary Of the Objectives of the charity set out in its governing documents;

The purposes of the Methodist Church are and shall be deemed to have been since the Date of Union the advancement of:

  1. The Christian faith in accordance with the doctrinal standards and discipline of the Methodist Church.

  2. Any charitable purpose for the time being of any Connexional, District, Circuit, Local or other organisation of the Methodist church.

  3. Any charitable purpose for the time being of any society or institution subsidiary or ancillary to The Methodist Church.

  4. Any purpose for the time being of any charity subsidiary or ancillary to The Methodist Church.

Summary of the main activities for the public benefit in relation to these objectives;

  1. The trustees have had regard to the guidance issued by the Charity Commission on public benefit.

  2. The Circuit exists to help the Churches in the Circuit to have an increased awareness of God’s presence and celebrate God’s love, help people to learn and grow as Christians through mutual support and care, be good neighbours to people in need and challenge injustice.

  3. The Circuit produces a quarterly preaching plan to ensure regular acts of worship take place at each of the 10 Methodist Churches in its geographical area. The churches are open to all.

Summary of the main achievements of the charity during the year 2023 – 2024

At the beginning of the year, the Circuit experienced unexpected staffing changes. A new Minister was stationed in the Circuit from 1st September 2023. There was a reconfiguration of churches into two main sections with the new presbyter taking pastoral charge of Elsternwick, Hedon, Patrington, Preston and Withernsea Methodist Churches.

Portobello was transferred to the pastoral charge of the Superintendent Minister and Local Lay Pastor and incorporated into the urban section of the Circuit. This move aimed to encourage greater cooperation and sharing of ministry with Kingston Wesley and Holderness Road along the Holderness Road corridor.

The manse on Hull Road, Withernsea, which had been rented out, was repurposed as the home for the new presbyter and his wife in the Coastal and Rural Section of the Circuit.

The Superintendent Minister was re-invited for one further year with pastoral charge of Sutton and Bransholme, and pastoral oversight with the Local Lay Pastor of Portobello, Holderness Road and Kingston Wesley with Bilton Grange.

As there had been three unsuccessful attempts to recruit a Local Lay Pastor for the Coastal and Rural Section during the previous two years, the role was reconsidered and reconfigured as a full-time Children and Family Worker for Hedon and Withernsea Methodist Churches. No appointment was made following an initial interview process. However, an applicant was appointed after a subsequent interview process, and the successful candidate began work in July 2024.

The Circuit Administrator (8 hours pw) became established in her role across the breadth of the Circuit.

Thorngumbald Methodist Church was sold in November 2023. The sale of Keyingham Methodist Church was ongoing throughout the year. Discussions were started regarding the possible sale of a Circuit manse, which continued to be rented out to responsible tenants. The financial position of the Circuit and individual churches remained under scrutiny.

Funds were raised for Christian Aid, Send A Child To School, World Mission, Martin House Hospice and other local causes.

The engagement with District Net Carbon Zero plans made progress in three of the Circuit churches – Sutton, Elsternwick, Bransholme - with plans to improve the carbon footprint explored in other churches and in the ongoing project at Withernsea Methodist Church.

The production of a second Circuit musical with one of its stated aims to bring people together from different parts of the Circuit, proved to be successful in encouraging closer links as well as presenting the Gospel.

Alongside regular Sunday worship, the online WOW (Worship On Wednesday), midweek prayer and bible study groups and zoom meetings have continued to nurture faith and discipleship and encourage digital engagement.

Some of the larger churches have continued to grow successful Warm Welcome/Warm Space communities and engage in other community outreach activities, including a digital hub, Re: Uniform in Hull and Withernsea, work with homeless people, witness in the community around Christmas and Easter, and amongst families on deprived estates in Bransholme and Bilton Grange. Hedon developed their local outreach with the appointment of a Community Manager through grant funding.

Ecumenical links through Churches Together groups have strengthened, and significant shared worship occasions included a Seafarers Service, and on Remembrance Sunday and Good Friday.

Reserves Policy for South Holderness Methodist Circuit

This document includes all funds held by the Circuit meeting as charity trustees. The reserves policy relates to the general (unrestricted) funds which are freely available to be used for any or all of the purposes of the Circuit and restricted funds which are designated for the specific projects as shown in the report. These are included for clarity and transparency to show that the Circuit has a policy for the management of all of its funds.

The Circuit assessment is reviewed annually and covers the costs of a. and b. above and is based on offers from each church towards a share in the total cost. We make provision for our property maintenance programme by setting aside a manses expenditure budget each year for all manse expenses including water, council tax, alarm, gas and electrical maintenance.

Under standing orders the Circuit must meet its financial obligations in relation to the support of its Ministers and the maintenance of the manses.
