The PCC is commltted to enabling as many people as posslble to know Ggd through his sr)n, Jesus Chrlst,
and to live in the power of hi5 5pirlt both In the church and In thelr live5 In the wlder communlty.
The I ncumbent and the PCC have been mlndful of the Charity Commi5sion'5 guidance on public beneflt and
In partlcular rhe speclfic guldance on charltles for the advancement of rellgion. All are welcome to our
artlvltles, where we seek to know God better, and worl< out the Impllcatlons In our lives. We are very
consCIOU5 that as a Church we exist More for the benefit of those outside the church than those vvlthln.

To facilltate this work, It is Im portant that we malntain the fabric and improve the facilitie5 of the Church
Centre.
Worship and Evangelism
The PCC is com mitted to providing worship services that congregation and wider corn munity find both
ben@flclal and splrltually fulfllllng. We currently choose to operaie Just one worship se￿ice which 15 live-
Streamed. With an eMpha5is on familles thls has enabled us to all be together as often as posslble. The Vlcar
Is presently supported by a ministry team of 3 Readers, and I retired Clergy. A key part of all our worshlp
events 15 muslc In which we are served by skllled and dedlcated Muslclan5.
On weekdays Smaller groups meet whlch take the opportunlty for worshlp, study, prayer and
fellow5hip/mutual 5UPPOrt. The small group structure has been neglected recently so we are In tho prDce55
of reluvenatlon, We also undertake regular mission projects to the local community including Seniar5, Parent
and Toddlers ICC Totsl, an Open Youth Club (Shackl and Monday Suppers offering a warm space and food
to any who want It.
All are welcome to attend our regular activities. We are joined online by people from around the world, or
who cannot make a particular servlce, wlth average vlewing flgures for live-stream or ensuing recording
belng around 30.
As well as our regLJlar service5 we have continued to enable the com munlty to celebrate and thank God at
the n)Ilestones of thelourney through life. Through baptlsm we ihanlc God for the gift of new Ilfe, in marrlago
public vows are exchanged wlth God's blesslng and through funeral servlces frlends and family express
their grief and give thanks for the Ilfe uvhlch Is now complete In thls vvorld and to commend the person into
God's keepl ng. Durlng the year the church and its clergy conducted 5 funera15 and 2 baptlSMS.
Prayer plays a very Im portant part In the life of the church. A monthly Saturday prayer breakfast continues
to be of benefit. An email prayer chaln contlnue5 to alert church members to speclflc need5 wlthln the
Church community. Several Prayer Triplets still thrive.

sponsor school chlldren at Crown of Llfe School In Zambla enabllng them to contlnue thelr educatlons. Sorne

the aim of presenting d relevant example of Christianity to the young people they meet. We d150 support
the work of the 2..67 Project., a St Albans based Chrlstian charliy whlch provlde5 advice, support,
oncouragement, resource5 and training to churches In the St Albans area In all aspects of youth and
children's work. We also continue to support the Living Roorn project, a hugely frulrful organlgatlon worl<lng
wlih those who have long term addlcrlons. We continue to give long term support to each of these three
projects.
The church Is a member of the Evangellcal Alllance and Churches Together for St Albans.

The use of our bullding contlnued to InCre￿e throughout 2024. The Church Centre has envlable facilities
whlch normally lead to Its heavy use by the church and local community alll(e. It Is equl pped wlth photo
voltaic panels to reduce the Church'5 carbon footprlnt and energy expendlture.
Planning for phase 2 of ihe buildlng proJeci Ireplacillg the problematic flar roof of the original worship
centre wlth a new pltched roof and re-orderlng the interior of the original worship centrel is on-gvlng.
Varlous speclallsts are belng engaged who have produced a robust deslgn along with a cost estlmate.
The 9rounds are constantly being developed with avari2ty of plan5 to engage the comm unlty In eco.frlendly
"creatlon care"
Staff
With reduced income it has not been viable to appoint for any fulltime rDle5. Hovvever Damian Gasl<ln has
been successfully appolnted to the parttime role of Communication5 Co-ordinator and Debble Dorman
contlnues to flourlsh In her role as Church Administrator. Both parttlme staff greatly enhance the Ilfe of
Christ Church. Cleaning is undertalcen by a cleaning company.

StructureF governance and management
The method of appolntment of PCC members is Set out In the Church Represeniatlon Rules. Membership of
the PCC Includes ex-officio our Vicar, churchwardens, and member5 of the Diocesan and General Synods
who are on the Èlectoral roll of the Church. Those members of the congregallon who are on the elettoral
roll elect 9 PCC members13 each yearl and 3 Deanery Synod mem bers for three-year terms.
The electoral roll num bered 122 at the 2024 APCM. After each APCM, neuv PCC members are given brleflngs
n the roles of the PCC, Its offlcers and member5, and Standing Term5 of Reference for Its Standlng
Comm Ittee and Action Croups.
The PCC met 9 times durlng the year. Several commlttees report to the PCC,, the Srandlng Commlttee and
Action Grou ps coverlng Bulldlngs & Grounds, Global Mission and Staffing.
The PCC employs the Staff m entSoned earller on page 4.
Our Safeguardlng pollcles for children and vulnerable adults are revlewed annually and there are approv
procedures for all who work with children and young people Includlng the obtalnlng Df DlsclosLsre and
Barrlng Service clearances,
The PCC have complled, under sectlon S of the Clergy Safeguardlng amd Dlscipllne Measure 120161, in it5
duty concernlng the House of Blshop's guldance In safeguardi ng chlldren and vulnerable adults.

General Fund5 are unrestricted funds which are available for use at the discretlon of the PCC in furtherance
of the general objectives of the church and whlch have not been deslgnared for any other purposes.
Designated Fund5 are fund5 whose use is not legally restricted, but wh05e purpose has been deslgnated by
the PCC. The alm and use of each deslgnated fund is set out in the note5 to Lhe financial statements. Ihe
PCC Is entltled to change It5 mlnd and to use these funds In whatever way It sees flt,
Restrlcted Funds are fund5 which are to be used in accordance with Specific re5trittions imposed by donors
or whlch have been ralsed by the church for partlcular purposes. The costs of raising and administering
such funds are charged agalnst the speclflc fund. The alm and use of each restritted fund Is set out In thè
notes to ihe financid 5tatementS.

All Incom e Is recognlsed once the church has entiilement to the incorne, it 15 probable that the income will
be recelved and the amounr of Income receivable can be Measured reliably.
Income tax recoverable in relation to donations receivable under Gift Aid donations or deeds of covenant 15
recognlsed at the time of the donatlon.
Other incom e is recogni5ed in the period in which It Is recelvable and to the extent the good5 have been
provlded or on completlon of the servlce.

Expondlrure Is recognlsed once there is a legal or constructlve obllgation to make paym ent to a third party,
It Is probable that Settlement will be required and the amount of the obllgatlon can be measured r2llablv.
All expenditure Is accounted for on an accruals basls. All expenses includlng Support cost5 and governance
Costs are allocated to the appllcable expendlrure headlngs.

Consecrated and beneficed property Is not included in accordance wlth s l 0121 Icl of the Charltles Act 2011
Movable church furnishings held by the Vlcar and Churchwardens on speclaj rrust for the PCC, and which
require & faculty for dlsposal, are accounted as Inallenable properry unless consecrated. They are listed In
the Church Inventory whlch can be Inspected lat any reasonable timel. For Inallenable property atqulred
prior to 2000, there Is insufficient cost information available., therefore such assets are not valued in the
financlal statements. Items acqulred slnce l itr January 2000 are capltalised and depreclated over thelr
currently anticipated future economlc Ilfe.
All expendlture Incurred during the year on consecrated Dr beneflced bulldings and movable church
furni5hlng5, whether mainrenance or improvement. Is wrltten off as expendlture In the Statement of
Financial Activities and separately disclosed.
Leasehold land and bulldlngs comprlse the New Bulldlng, whlch was brought into use from October 2011
Tangible fixed assets are depreciated on a straight line basis over their estimated useful lives. The periods
